Neste artigo analisamos a literatura de parceria entre o estado e a sociedade civil, em particular sobre a parceria entre as organizações públicas e as organizações sem fins lucrativos. Discutimos as diferentes perspectivas do conceito de parceria e objetivamos destacar algumas das principais preocupações teóricas sobre este conceito no contexto da governança. Buscamos mostrar que, em geral, o contexto histórico da parceria não tem sido incluído entre os fatores usados para explicar o seu uso no contexto da governança. Apontamos que, a despeito das análises sobre parceria que indicam que esta traz benefícios sociais, ainda existem lacunas no conhecimento que evidenciem que esta "tecnologia social" contribui efetivamente para empoderar as pessoas e os grupos sociais com menor poder de influência. A maior parte da literatura sugere que a parceria objetiva fortalecer a relação entre a população e o governo local e melhorar as possibilidades das pessoas e dos grupos sociais com menor poder de influência em participar na governança local. Entretanto, não encontramos na literatura sobre parceria evidências substantivas de que ela se direciona para modificar a estrutura de poder político. Finalmente, mostramos que não está claro se a interação entre as "pessoas comuns" e o estado, por via de um processo participativo, tem contribuído efetivamente para construir coesão social para diferentes grupos sociais. A principal contribuição do artigo é expandir o conhecimento dos fatores que influenciam (de forma positiva e negativa) o processo de parceria entre o estado e a sociedade civil para o desenvolvimento local.

Este artigo busca propiciar um quadro histórico e teórico síntese sobre como a categoria cor se tornou o aspecto privilegiado da percepção da diferença entre os grupos sociais brasileiros, assim como o discurso científico e o senso comum para expressá-la no país. Nesse sentido, procura-se entender como esta categoria foi utilizada para fornecer alguns limites e possibilidades para as idéias de nação e de cidadania no Brasil, a partir dos sistemas de classificação oficial e extra-oficial, no período de 1870 até 1990.

The purpose of this article is twofold. First, it examines how Discourses, socially accepted ways of speaking, listening, writing, and reading that illustrate individuals' memberships in specific social groups (Gee, 2008), could influence teachers' use or censorship of polemic text in the classroom. Second, this article presents a review of the research literature about teachers' inclusion of culturally diverse themes in their classrooms. For example, it describes professors' use of children´s books about racism with new teachers. It also outlines suggestions for guiding discussions that respect students' heritage, build critical literacy, and support culturally responsive teaching pedagogies.

Even though we have an advanced protective legislation regarding children, the maltreatment perpetrated against them is still considered a public health problem in our country, with significant rates in the 0 to 6 years old range. This practice results in serious damages to the development of the assaulted individual: mental health, social adaptation and integration, and even repetition of the learned model. The school, although required (art. 245, ECA) to denounce and notify suspected and/or proven cases of violence to the eligible public agencies, has a very low percentage of participation in these notifications. Therefore, the objective of this study was to map the conception, placement and forwarding done by kindergarten professional about suspected and/or proven cases of maltreatment in their students to determine how such phenomenon is known, recognized, (re)constructed and (re)produced in social relations. The surveyed institutions were five kindergarten public schools, located in a mid-size city in the state of São Paulo. The adopted methodological procedures were the collection and analysis of quantitative-qualitative data, based on the anthropological research method on urban social groups. To collect the data, we used the following instruments: the questionnaire (38) and the interviews (6), applied in the period of October/2009 to May/2010. The analysis of the obtained data indicated some factors that hinder an effective positioning in fighting violence: professionals report the presence of suspected maltreatment (45%), however, the allegations are not investigated; the lack of knowledge and/or distorted concepts about the legislation, and also indicators of the presence of maltreatment, of its negative consequences to the development of the child, the false belief in the sanctity of the family and that maltreatment only occurs in the ghetto, in the lower classes... Analyzing evidences of the LEADER approach in the Territories of Citizenship Program consists in the immediate objective of this paper. Considering the current context in which the territorial approach takes on the challenge of promoting a less excluding development, the deepening of discussions and experiences highlighted in national and international scope can add elements for analysis and creation of proposals for a more efficient development. Methodologically, a qualitative analysis of bibliographic data and interviews involving focal subject types was performed. In the analysis performed it was possible to understand that the policy of territorial approach is necessary, but it has structural implications that hinder the work of those who should mediate and sensitize the most excluded social groups. Therefore, so that there is an effective policy it would be necessary to create participatory and emancipatory models able to produce structural changes.

This article is about the democratic theoretical conceptions reformulated in face of the new social rules in which actors showed up claiming repressed social repressed from the second half of the XX century. In this article an approach of the main contributions of the dimensions of the conception of democracy. As a result, we present that the institutional innovations that came from a process of institutionalism of democracy have built a participative and inclusive ideal of social groups that so far were apart from the decision process in politics.

This study examined an example of community education of citizens that aimed to encourage their participation in democratic management of a non-governmental organization (NGO). The research problems were based on the NGO perspective and the ideas of community education and democratic management that guides the education of citizens to participate in the management of this organization. This issue has been studied under the perspective of educators and managers of NGO who performed the work focused on this study. We opted for a qualitative approach with a review of academic literature, questionnaires and individual and group interviews. The results indicated that the perspective of NGO adopted is used in Brazil. These organizations have low politicization and minimize conflicts between social groups. This approach seemed to contradict the prospect of democratic management that encouraged the struggle for rights and engagement in the management of the NGO and public spaces. The contradictions between the approaches of NFO and democratic management probably influenced the adoption of two conceptions of community education. One is dedicated to promoting self-help community to solve their social and economic problems and other inspired by Paulo Freire, which encourages popular mobilization for the questioning of capitalist social organization.

This work has as its theme the multiculturalism, cultural diversity and their reflections in school everyday, more specifically on the interactions between the various subjects and social groups that make up a school and the teacher as mediator of the relationship between these guys. The theme Multiculturalism refers in the first instance, to the theoretical movement beginning in the mid-20th century in the United States and that spreads in the Western world as a way of tackling the conflicts generated depending on the economic issues, policies, and, in particular, cultural-ethnic, in an attempt to combat discrimination and prejudice, given the difficulties of individuals and groups to welcome and socialize with the plurality and cultural differences (SILVA; BRANDIM, 2008).At the same time, multiculturalism refers to cultural studies, through the Centre for Contemporary cultural studies, founded by em1964 Hoggart, and connected to the English language Department of the University of Birmingham in England.In contemporary times, due to the phenomenon of globalization and public policy to challenge prejudice and discrimination the subjects and social groups, regardless of color, creed, ethnicity, sexual orientation and nationality, this theme has been recurring in order to recognize plural identities and ensure and directly affects the school as a place of cultural diversity and conflicts generated by the very diversity.The present work aims to analyze and understand how the issue of multiculturalism and cultural diversity in school films. Our study will be based theoretically in Cultural Studies authors and uses the qualitative approach, working with movie content analysis of school, seeking to seize on the same relations of coexistence, conflicts and the mediations of teachers
