The paper investigates the dynamics and volution of issues on the agenda of Baltic environmental non-governmental organisations (NGOs) since the collapse of communism. The past research on Baltic environment activism suggests that these enjoy high visibility because they tapped the core societal views of natural environment as a crucial asset of a nation. As we demonstrate in this paper, the changes in agendas of Baltic environmental non-governmental organisations (ENGOs) make clear that the rhetorical toolbox of ‘national environment’ is often used to mainly achieve greater financial gains for individual members, rather than for society at large. We illustrate how the dearth of economic opportunities for domestic public has impacted perceptions of ‘nature’ advocated by the environmental activists, focussing specifically on national perceptions of ownership and the resulting actions appropriating ‘nature’ as a source for economic development, only tangentially attaining environmental outcomes on the way. The vision that the ‘environment’ is an economic resource allowed ENGO activists to cooperate with the domestic policymaking, while tapping international networks and donors for funding. Throughout the past decades they worked to secure their own and their members' particularistic economic interests and, as we demonstrate, remained disengaged from the political process and failed to develop broader reproach with publics.

The paper addresses the development of non-governmental organisations (NGOs) in transition settings. Caught in the balance of knowledge exchange and translation of ideas from abroad, organisations in turbulent setting legitimise their existence by learning through professional networks. By association, organisational actors gain acknowledgement by their sector by traversing the corridors of influence provided by international partnerships. What they learn is how to conduct themselves as agents of change in society, and how to deliver on stated missions and goals, therefore, legitimising their presence in a budding civil society at home. The paper presents a knowledge production and learning practices framework which indicates a presence of dual identity of NGOs - their “embeddedness” locally and internationally. Selected framework dimensions and qualitative case study themes are discussed with respect to the level of independence of organisational actors in the East from their partners in the West in a post-socialist context. A professional global civil society as organisations are increasingly managed in similar, professional ways (Anheier & Themudo 2002). Here knowledge “handling” and knowledge “translation” take place through partnership exchanges fostering capable and/or competitive change-inducing institutions (Czarniawska & Sevon 2005; Hwang & Suarez 2005). How professional identity presents itself in the third sector, as well as the sector’s claim to expertise, need further attention, adding to ongoing discussions on professions in institutional theory (Hwang & Powell 2005; Scott 2008; Noordegraaf 2011). A conceptual framework on the dynamic involved for the construction professional fields follows: • Multiple case analysis provides a taxonomy for understanding what is happening in knowledge transition, adaptation, and organisational learning capacity for NGOs with respect to their role in a networked civil society. With the model we can observe the types of knowledge produced and learning employed by organisations. • There are elements of professionalisation in third sector work organisational activity with respect to its accreditation, sources and routines of learning, knowledge claims, interaction with the statutory sector, recognition in cross-sector partnerships etc. • It signals that there is a dual embeddedness in the development of the sector at the core to the shaping the sector’s professional status. This is instrumental in the NGOs’ goal to gain influence as institutions, as they are only one part of a cross-sector mission to address complex societal problems The case study material highlights nuances of knowledge production and learning practices in partnerships, with dual embeddedness a main feature of the findings. This provides some clues to how professionalisation as expert-making takes shape in organisations: • Depending on the type of organisations’ purpose, over its course of development there is an increase in participation in multiple networks, as opposed to reliance on a single strategic partner for knowledge artefacts and practices; • Some types of organisations are better connected within international and national networks than others and there seem to be preferences for each depending on the area of work; • The level of interpretation or adaptation of the knowledge artefacts is related to an organisation’s embeddedness locally, in turn giving it more influence within the network of key institutions; An overreaching theme across taxonomy categories (Table 1)is “professionalisation” or developing organisational “expertise”, embodied at the individual, organisational, and sector levels. Questions relevant to the exercise of power arise: Is competence in managing a dual embeddedness signals the development of a dual identity in professionalisation? Is professionalisation in this sense a sign of organisations maturing into more capable partners to the arguably more experienced (Western) institutions, shifting the power balance? Or is becoming more professional a sign of domestication to the agenda of certain powerful stakeholders, who define the boundaries of the profession? Which dominant dynamics can be observed in a broadly-defined transition country civil society, where individual participation in the form of activism may be overtaking the traditional forms of organised development work, especially with the spread of social media?

This thesis aimed to evaluate the implementation of the Food Acquisition Program(PAA) through CONAB RN in the period of 2003-2010 with the perception of all agents involved in the implementation of the government program.For the methodological trajectory it was adopted a descriptive bibliographical and documentary approach with triangular qualitative and quantitative, also called evaluative research.The theoretical model was supported by the authors Draibe (2001), Aguilar and Ander-Egg (1994) and Silva(2001), among others, that focused on family farming and evaluation of implementation of public policy having as a category of analysis the size implementation of policy and the latter divided into 10 theoretical dimensions.The universe consisted of three groups: the first were the managers and technicians from CONAB(RN and Brasilia), totaling 15 subjects. The second group was of associations/cooperatives that participated in the programin 2010, totaling a sample in each access of 15 representatives. The third group of subjects totaled with 309 representatives of governmental and non-governmental organizations that received donations of food for the same period. Semi-structured interviews and forms were adopted as instruments of data collection.The data were processed qualitatively by the analysis of content (interviews and documents) and quantitatively by means of statistical tests that allowed inferences and adoption of frequencies. Among the key find ingests that the program is not standing as a structure supported by planning. The interests of the performers do not necessarily converge with the objectives of the Food Acquisition Program (PAA). A shockof goals was identified (within the same program) when comparingthe financial agent (Ministry of Rural Development and of Social Development and Fight Against Hunger Ministry r) and the executor, CONAB/RN. Within the assessed dimensions, the most fragileis the sub-managerial decision-making and Organizational Environment and internal assessment, still deserves attention the sizeof logistical and operational Subsystem, as this also proved weak.The focusin the quest toexpand thequantificationof the resultsof theFood Acquisition Program (PAA)by CONAB/RN does forget a quality management focused on what really should be:the compliance with the institutional objectives of the government program.Finally, the perspective for the traded implementation should be re-examined because excessive discretion by managers along with technical staff has characterized there al role of the Food Acquisition Program (PAA) as public policy. The discussions concerning the absence of a management model appropriate to the peculiarities of third sector organizations have not been impeditive to their emphasized expansion in the last decades. In the attempt of understanding this phenomenon from the perspective of those who manage social organizations, this work based on the theory of social representations to understand the notion that organization managers of the third sector - based in Fortaleza CE - have of the part that they play and how this notion influences the direction of their activities. Social representations of managers of four different categories of non-governmental organizations have been investigated, each category composed of two unities. The categories researched were: social integration through art and education, prevention and treatment of alcohol and drug abuse, children s health assistance and community action. By using Doise s Societal Approach, the role of social managers translated in intraindividual, interindividual and situational processes of their actions, has been analysed within the social representations, focusing on beliefs, values, symbols and stories that give meaning to the existence of non-governmental organizations. Analysis and discussion of data displayed the existence of diversity in the understanding of managers within their practice, in other words, the management profile is also its own manager s. The branch where an organization acts is also preponderant in the shaping of a management style. It could be deduced, from to the organizations researched, that professional formation and the manager s social insertion mainly, are determinative factors in the outlining of a management model of its own. It was concluded that, due to heterogeneity of interests and action segments, there is no systematic process for social management among organizations. Management styles are supported by their director s own perception of achievement, who model organizations according to their contingencies

This study aimed to analyze the leadership style adopted by managers of nongovernmental organizations in the metropolitan region of Belem on the theory of Hersey and Blanchard. This theory is called situational leadership ranks E1, E2, E3, E4 and the styles of leadership and maturity in parallel classes M1, M2, M3 and M4. This study examined the relationship of leadership styles with the maturity of work, identified the relationship of leadership styles as related to psychological maturity and job maturity and psychological maturity. The main objectives were to analyze and relate leadership styles with the maturity of the leaders and understand the phenomenon of leadership from the self-perception of those who lead the organizations studied. To achieve the objectives we used a questionnaire already validated the theory of situational leadership and applied in 320 non-governmental organizations in the metropolitan region of Belem The methodology was quantitative, descriptive and exploratory. The analysis was by descriptive statistics and inferential statistics for univariate and bivariate form, applying the chi-square, the V Crammer and Spearman correlation. The data analysis shows safety, attested to the frequencies, and average margin of error and after application of the tests it was found that a relationship between the leadership style of work with the maturity and psychological maturity. The managers of nongovernmental organizations practicing various styles of leadership and focus on the quadrant of high maturity. It was diagnosed when the manager uses only one style of leadership was the predominance of E3 "share or support", which represents 24% of the sample. As uses two styles of leadership is the predominance of E3 and E2, which represents 76%. So the managers of nongovernmental organizations in the metropolitan region of Belem, practicing a style of leadership support, sharing ideas for decision making using a democratic style

This is a study concerning in the structure of non governmental organizations, based on the institutional theory. It aims to understand the relation among structure, social projects and environmental influences, analyzing if there is coherence with project social or expresses adaptation to the institutional pressures of the environment. It introduces as theoretical support for the themes, studies about institutional theory and social structure. The research is descriptive and exploratory; it also applies to a study of case, based on the technical procedures. From the research universe, that was compound by non governmental organizations from Natal, RN, Brasil, it was chosen the Casa Renascer, a non governmental organization that works with the combat to the violence and sexual exploration of children and teenagers. The data collection process employed includes documental research, observations and semi structured research devices, guided by the organizational process proposed by Serva (1996) and by the institutional theory. The collected data were qualitatively treated. The analysis was divided into three parts, following the research matters. The social project characterization demonstrated that the organization went by three main phases. The first one, characterized by focus in women and girls education and health; the second shows the emphasis on girls in social risk situation, with preventive approach; and the last one, characterized by victims assistance of violence and sexual exploration. From the analysis using the institutional theory mechanisms, the results showed that exists coherence between structure and environmental influences, but a weak coherence between structure and social projects. It indicates as main determinant of the structure, an aspect forgotten by the institutional theory, the power. It was observed the presence from normative, coercive and mimetic mechanisms, highlighting normative influences

É através da política externa que os atores das relações internacionais procuram concretizar os seus objetivos além das suas fronteiras. O Ártico é atualmente uma região alvo da política externa de atores das relações internacionais, entre eles Estados,organizações internacionais, multinacionais, entre outros. Sendo um território quase inexplorado, sabe-se que é extremamente rico em recursos naturais e energéticose que,com as alterações climáticas, estes recursos podem ser explorados. Com o derretimento da camada de gelo, o Oceano Ártico torna-se também uma rota de navegação rápida, o que intensificará o comércio internacional. No entanto, não são apenas oportunidades de crescimento económico que surgem do degelo do Ártico, mas também sérios riscos económicos, ambientais e securitários, aos quais a União Europeia não está alheia. Neste sentido, a organização europeia tem vindo a aplicar os seus esforços de política externa para desenvolver uma política que vá ao encontro dos seus objetivos na região, salvaguardando assim a sua segurança e também os seus interesses. Numa análise teórica, este trabalho procura previamente entender o que é a política externa, qual o papel da União Europeianesse âmbitoe quais as motivações para uma política externa europeia para o Ártico. Também se pretende mostrar a crescente importância da região do Ártico, e como este crescimento está fortemente ligado ao fenómeno das alterações climáticas. Sob a análise empírica, procura-se evidenciar a forma como a União Europeia está a desenvolver a sua política orientada para a região, para que no final do trabalho, cruzando a teoria com a parte empírica, fazer uma leitura da política europeia de acordo com as teorias das relações internacionais. Para dar forma ao trabalho, a metodologia utilizada foi a consulta de fontes académicas, a partir de centros de investigação ligados ao Ártico,como o Smithsonian Arctic Studies Center, o International Arctic Research Center eo Arctic Centre da Universidade da Lapónia, além de fontes documentais de diferentes organizações internacionais e documentos oficiais da União Europeia. Pode concluir-se que a União Europeia tem desenvolvido uma estratégia tendencialmente realista, pois procura sobretudo obter a sua segurança em relação às consequências do degelo do Árticoe limitar as oportunidades de crescimento dos restantes atores da região, apesar de o fazer utilizando políticas e estratégias de caráter pluralista.

Este estudo visa compreender a experiência do NEMA – Núcleo de Educação e Monitoramento Ambiental na constituição de intelectuais orgânicos. A pesquisa busca identificar por meio de relatos das pessoas que formaram e formam o NEMA, bem como da trajetória que o Núcleo vem desenhando no cenário ambiental, como esse espaço constitui intelectuais orgânicos. O conceito de intelectuais orgânicos partiu de Antonio Gramsci (1882 – 1937), que desponta como um dos grandes teóricos da teoria social marxista. Para Gramsci o intelectual é mais do que uma pessoa das letras, ou um produtor e transmissor de ideias. Os intelectuais são também mediadores, legitimadores, e produtores de práticas sociais; eles cumprem uma função de natureza eminentemente política. Este aspecto interessa uma vez que o NEMA surgiu nesse movimento de resistir ao conhecimento e práticas sufocantes que constituem nossas práticas sociais. Intelectuais transformadores que aglutinam outros, a fim de romper com a opressão, fornecendo dessa forma a liderança da ética, da política e da pedagogia para a criticidade da realidade. A pesquisa com base qualitativa permitiu estabelecer os referenciais teóricos, a pesquisa em documentos e outras formas de informação e a apropriação da Análise Textual Discursiva – ATD para organizar o corpus por meio dos relatos de 30 pessoas que tiveram a experiência do NEMA. Os resultados possibilitam afirmar que os intelectuais orgânicos do NEMA se constituem em Ondas, isto é passam de uma reflexão sobre si mesmo – Quem eu sou?, estabelece uma relação de pertencimento com o lugar que atuam – O lugar onde vivemos, lidam com uma diversidade de pessoas, instituições e situações – Biodiversidade, estabelecem diálogos e se fazem representar em espaços de discussão – Biosfera e Ecologia e buscam a continuidade de suas ações por meio de novos projetos – Planejamento Ambiental. O estudo vislumbra que a experiência do NEMA contribua na vanguarda da construção dialógica do saber com os movimentos sociais para que estes saberes possam ser implementados na práxis destes movimentos, no fronte da relação natureza e sociedade.

Crowdfunding (CF) is an increasingly attractive source to fund social projects. However, to our best knowledge, the study of CF for social purposes has remained largely unexplored in the literature. This research envisages a detailed examination of the role of CF on the early-stage of the social projects at regional level. By comparing the characteristics of the projects available in the Portuguese Social Stock Exchange (PSSE) platform with others that did not use this source of financial support, we explore its role on regional development. The results we got show that, in most cases, both PSSE and Non-Governmental Organizations projects complemented the services offered by the State or by the private sector. Furthermore, about a quarter of the projects present in PSSE operated in areas that were not being addressed neither by the services offered by the State nor by the ones of the private sector. The results attained show that more recent social ventures have a greater propensity to use PSSE. The same is find in those organizations which work closely with the target audience. We also observed that the use of PSSE was correlated with the geographical scope of the Social Venture. The circumstance of having the social organization acting at a local or regional level seems to be strongly associated with the possibility of using social crowdfunding for financing social projects.

Purpose – This research aims to understand the role played by social entrepreneurs’ personality traits on the choice between the traditional donation model and social crowdfunding (CF) to finance social projects. Design/methodology/approach – Social CF is examined as an instrument to capture funds for social projects, and the particular case of the Portuguese Social Stock Exchange (PSSE) is presented. The approach is quantitative in nature and the data were collected through a questionnaire that was emailed to non-governmental organizations in Portugal and founders of the projects listed on PSSE. Logistic regression was employed to predict the probability that a social entrepreneur would use PSSE rather than traditional financing. The predictor variables were based on the big five personality traits. Findings – Our investigation reveals that the agreeableness and neuroticism factors were not even considered in the results of the factorial analysis, which indicates the minor importance of these personality traits in the funding decisions of the Portuguese social entrepreneurs. The same applies to the factors of openness to new experiences and extraversion, which, although considered in the logistic analysis, showed no statistical significance. Finally, the conscientiousness personality trait seems to be the only factor that might explain the use of the PSSE platform.Originality/value – Studies on the profile of the social entrepreneurs that use CF for financing social projects are relatively rare, specifically in the context of Social Stock Exchange platforms. Additionally, there is a need to carry out more empirical evidence about the effect of social entrepreneurs’ personality traits on the decision to finance social projects through social CF platforms vis-a-vis the traditional donation model.

En el archipiélago Sabana-Camagüey, Cuba, y sus áreas marino-costeras, se ha logrado un avance importante en la implementación del Manejo Integrado Costero(MIC) a través del establecimiento de Programas Demostrativos de implementación al nivel de municipios. Para ello fue decisiva la ejecución del proyecto PNUD/GEF Ecosistema Sabana-Camagüey durante casi 20 años. Se describen logros destacados, estrategias y acciones aplicadas, lecciones aprendidas y la importancia de estas para la protección y uso sostenible de la biodiversidad y el enfrentamiento de los peligros de la variabilidad del clima y el cambio climático. Fueron claves: (1) una intensa y sistemática educación, concienciación y capacitación de los actores claves, en temas pertinentes al MIC y a la biodiversidad, desde el comienzo del proyecto, a nivel nacional, provincial y municipios involucrados; (2) la inserción de la ejecución del proyecto dentro del tejido institucional del país; y (3) una fuerte participación de los actores claves (gobiernos, sectores productivos, instituciones científicas y docentes, comunidades y organizaciones no gubernamentales). El proceso de gobernanza de MIC se basó en la concepción y metodología de ECOCOSTAS/Coastal Resource Center-University of Rhode Island,incluyendo la aplicación del conocido ciclo de generación de MIC, los cuatro órdenes de resultados, y el apoyo en los resultados de la ciencia y en el mejor conocimiento general disponibles. Se brindan los resultados recientes de la aplicación, por el proyecto PNUD/ GEF Ecosistema Sabana-Camagüey, de un formulario de autoevaluación anual de desempeño operativo de MIC. La misma se realizó de manera participativa en siete Programas demostrativos de Manejo Integrado Costero para el Ecosistema Sabana-Camagüey, cuyas áreas de intervención fueron declaradas y certificadas por el Ministerio de Ciencia, Tecnología y Medio Ambiente, como “Zonas bajo régimen de Manejo Integrado Costero”. Cada programa de MIC estuvo conducido por el gobierno local y tuvo su estructura particular de composición e de integración. ABSTRACT: In the Sabana-Camagüey archipelago, Cuba, and its coastal marine areas, advances in the implementation of Integrated Coastal Management have been achieved through the establishment of Demonstrative Programs among other actions. For that, the execution of the “Sabana Camagüey Ecosystem” UNDP/ GEF Project during 20 years was decisive. Outstanding outcomes, applied strategies and actions, lessons learned, and their importance for protecting and sustainably use of biodiversity and for facing threats of both climate change and variability are described herein. Key actions were: (1) an intense and systematic stakeholder education, awareness and capacity building to key stakeholders about issues related to ICM and biodiversity since the beginning of the Project, at the involved national, province and municipality levels; as well as (3) a strong participation of key stakeholders (government, productive sectors, scientific and teaching institutions, communities, and non-governmental organizations). The governance process was based on the ECOCOSTAS/Coastal Resource Center-University of Rhode Island conception and methodology, including the application of the known MIC generation cycle, the four result orders, and the support from science and the best available knowledge. Recent results are provided about the application, by the UNDP/GEF Sabana-Camagüey Ecosystem Project, of an annual ICM operative performance self-assessment form. This was carried out in a participative way in seven ICM demonstrative Programs for the Sabana-Camagüey Ecosystem, which intervention areas were declared and certified as “Zones under Integrated Coastal Management Regime”. Each ICM program was led by the local government and had it particular composition and integration structure.

Making use of sea, as a place for dumping of wastes and other materials from human activities wasn’t forbidden before creation of the convention on the prevention of marine pollution by dumping of wastes and other matters (London Convention). Therefore, industrial countries, without any specific consideration, were dumping their wastes into the world’s seas. Many years and before the beginning of rapid development of industry, the great self- purification of seas were preventing some of discharging problems. But gradually, the increase of industrial development activities, exceeded the production of wastes and other matters, and this led to the misuse of world’s seas and oceans as a dump site. One of the most important consequences of 1972 Stockholm World Conference was to focusing world attention on threats have jeopardized marine environment balance. World countries` leaders committed in Stockholm to begin protecting the environment. Finally, this movement at marine environment section led to the creation of London Convention in the same year. London Convention was concluded for cooperating between countries at December 29, 1972 to promote effective control of all marine environment polluting resources and to prevent marine pollution by dumping wastes and other matters. Then it was opened for signature to other countries. At last, after 15 states signature, this convention was entered in to force at August 30.1975. Ratification and execution of London Convention resulted in coordinated performance of countries in marine waste management. Common actions with supports and cooperation of different international, regional, governmental and non-governmental organizations and agencies prevent marine pollution by dumping of wastes and other matters. Due to the importance of wastes in our marine and coastal areas, investigation of the performance of London Convention can identify the lack of regulations and lack of regulation supports about marine pollution prevention by dumping of wastes and other matters in Iran. Considering this issue, proper protection of seas will be achieved. London Convention has been studied here to achieve intended purposes. In first chapter, generalities about marine environment, including the importance and necessity of marine environment protection, with the focus on some internal and international resources of environmental law accompanying with marine pollution and its recourses, and finally, due to the study theme, dumping of wastes and other matters at seas with its impacts have been investigated .In the section of international measures, a brief history of marine pollution and marine environment international law with international law framework, exclusively for controlling of wastes and other material discharge at seas and oceans has been reviewed. In second chapter, obligations, amendments, and annexes of London Convention have been investigated and classified. The obligations have been categorized in to legal obligations and technical and organizational obligations. In former section, subject ,purpose, territory, exceptions, rights and duties of parties, convention amendments,… and in latter, special requirements for wastes assessment, determination of pollutants` permissible limit, site selection and type of discharge selection, design principles for marine environment quality monitoring program, and discharge license issuance mechanism have been studied. In third chapter, due to the examination of convention performance in Iran, the internal law system for marine environment conservation and its pollution has been mentioned in detail. Considering this, two issues have been compared .firstly, convention obligations with regional treaties that Iran as a party to them and secondly, Iranian internal law there of .Finally, common and different aspects of these issues have been determined. At last, recommendations and strategies for convention enforcement and conformity of its obligations with internal regulations have been presented. Furthermore, translation of convention English text has been reviewed and its protocol has been translated.
