Encryption of personal data is widely regarded as a privacy preserving technology which could potentially play a key role for the compliance of innovative IT technology within the European data protection law framework. Therefore, in this paper, we examine the new EU General Data Protection Regulation’s relevant provisions regarding encryption – such as those for anonymisation and pseudonymisation – and assess whether encryption can serve as an anonymisation technique, which can lead to the non-applicability of the GDPR. However, the provisions of the GDPR regarding the material scope of the Regulation still leave space for legal uncertainty when determining whether a data subject is identifiable or not. Therefore, we inter alia assess the Opinion of the Advocate General of the European Court of Justice (ECJ) regarding a preliminary ruling on the interpretation of the dispute concerning whether a dynamic IP address can be considered as personal data, which may put an end to the dispute whether an absolute or a relative approach has to be used for the assessment of the identifiability of data subjects. Furthermore, we outline the issue of whether the anonymisation process itself constitutes a further processing of personal data which needs to have a legal basis in the GDPR. Finally, we give an overview of relevant encryption techniques and examine their impact upon the GDPR’s material scope.

H.A.S. (Henry Alexander Scammell) Dearborn (1783-1851) was the son of Henry Dearborn, the American politician and veteran of the Revolutionary War and War of 1812. In the War of 1812, H.A.S Dearborn served as Brigadier General of the volunteer forces, responsible for the defence of Boston Harbour. From 1812-1829 he was collector of customs in Boston, from 1831-1833 he served as a representative from Massachusetts in the United States Congress, was adjutant general of Massachusetts from 1834-1843 and mayor of Roxbury from 1847-1851. Letter transcription: Dear Sir, My success in the line of recruiting has exceeded my most sanguine expectations. I have enlisted 24 1st Lt. 30—my 2nd Lt. 13, and my Ensign 9—Total 76. All very [ablebodied] men. In all probability my company will be full before the last day of June. I shall be in Boston on the 10th of June. A partir de febrero de 2014, la historia de la República Bolivariana se fracturó. El descontento popular, la protesta social y las marchas pacíficas son reprimidas como consecuencia de un abuso de poder por parte del gobierno del presidente Nicolás Maduro. Las redes de información y comunicación, en los términos de Margaret Keck y Kathryn Sikkink, han jugado un papel fundamental para poner en evidencia las violaciones sistemáticas a los DD.HH., siendo estos el factor principal que vulnera la estabilidad política de la democracia venezolana. En este sentido, el desconocimiento de las garantías fundamentales, el deterioro de la democracia constitucional y el papel multiplicador de los actores transnacionales, han logrado visibilizar ante la comunidad internacional un déficit en materia de DD.HH. y con ello la debilidad de Venezuela como gobierno democrático.

This new and general method here called overflow current switching allows a fast, continuous, and smooth transition between scales in wide-range current measurement systems, like electrometers. This is achieved, using a hydraulic analogy, by diverting only the overflow current, such that no slow element is forced to change its state during the switching. As a result, this approach practically eliminates the long dead time in low-current (picoamperes) switching. Similar to a logarithmic scale, a composition of n adjacent linear scales, like a segmented ruler, measures the current. The use of a linear wide-range system based on this technique assures fast and continuous measurement in the entire range, without blind regions during transitions and still holding suitable accuracy for many applications. A full mathematical development of the method is given. Several computer realistic simulations demonstrated the viability of the technique.

The Hubble constant, H-0, sets the scale of the size and age of the Universe and its determination from independent methods is still worthwhile to be investigated. In this article, by using the Sunyaev-Zeldovich effect and X-ray surface brightness data from 38 galaxy clusters observed by Bonamente et al. (Astrophys J 647:25, 2006), we obtain a new estimate of H-0 in the context of a flat Lambda CDM model. There is a degeneracy on the mass density parameter (Omega(m)) which is broken by applying a joint analysis involving the baryon acoustic oscillations (BAO) as given by Sloan Digital Sky Survey. This happens because the BAO signature does not depend on H-0. Our basic finding is that a joint analysis involving these tests yield H-0 = 76.5(-3.33)(+3.35) km/s/mpc and Omega(m) = 0.27(-0.02)(+0.03). Since the hypothesis of spherical geometry assumed by Bonamente et al. is questionable, we have also compared the above results to a recent work where a sample of galaxy clusters described by an elliptical profile was used in analysis.

En regiones en las que no se dispone de un modelo hidrológico correctamente calibrado para estimar la escorrentía, se puede recurrir a la utilización de la escorrentía directa simulada por los modelos climáticos o a la escorrentía calculada a partir de fórmulas climatológicas que emplean variables climáticas básicas como la precipitación, temperatura y radiación solar, simuladas por los modelos regionales de clima (MRC). El presente trabajo compara el comportamiento de la escorrentía directa obtenida por 10 simulaciones de los MRC del proyecto europeo PRUDENCE y la escorrentía media anual calculada a partir de la aplicación de cinco fórmulas climatológicas (Schreiber, Ol’dekop, Budyko, Turc-Pike, Zhang et al.) basadas en el índice de aridez, definido por la relación entre la evapotranspiración potencial y la precipitación. Series temporales mensuales de escorrentía, precipitación, temperatura y radiación solar son generadas a partir de las simulaciones de los MRC en 338 cuencas de España que cubren la totalidad del territorio peninsular, bajo condiciones de clima actual (periodo 1961-1990). La evapotranspiración potencial se obtiene usando el método presentado por Hargreaves. Estas formas funcionales estiman la relación entre la evapotranspiración actual y la precipitación y a través de un balance hídrico se calculan los valores de escorrentía anual. El comportamiento general de las variables climáticas simuladas por los MRC se caracteriza por presentar menor sesgo para precipitación y temperatura que para escorrentía. Empleando estadísticos de comparación se analiza la capacidad que tiene la escorrentía directa y la escorrentía anual calculada a partir de las fórmulas climáticas para reproducir los valores observados de escorrentía natural estimada por el modelo hidrológico distribuido SIMPA en las cuencas españolas. En total se generaron 10 series mensuales de escorrentía directa y 50 series de escorrentía anual basadas en el índice de aridez (cada fórmula climática aplicada a las 10 simulaciones de los MRC). Los resultados muestran que la fórmula de Schreiber produce la mejor aproximación a los valores observados y por tanto minimiza el sesgo predominante en la variable escorrentía. Adicionalmente, estos resultados se validan con las capas de escorrentía media anual de alta resolución proporcionada por la UNH/GRDC (University of New Hampshire/Global Runoff Data Centre) que preservan la exactitud de las medidas de las aportaciones observadas en las principales estaciones hidrológicas de todo el mundo, y que en la actualidad es el “mejor estimador” de la escorrentía terrestre sobre grandes extensiones. En este caso, los resultados muestran también que la fórmula de Schreiber estima mejor los valores de escorrentía anual que la escorrentía directa simulada por MRC.

Regular recording of Corporation meetings began in College Book 4, which includes minutes from July 23, 1686 through September 5, 1750. Its spine title reads "College Book 4 & 5" due to a nineteenth century labeling error. The creation of College Book 4 was precipitated by the English Court of Chancery's October 1684 judgment, which annulled the Royal Charter of the Massachusetts Colony and seemed to render the College Charter of 1650 – and with it the Corporation and Board of Overseers – defunct. In May 1686, Joseph Dudley (Harvard AB 1665) received a commission as the President of the Council of New England, and on July 23, 1686, Dudley and the Council met in Boston to create a provisional College governing board led by Increase Mather as Rector of the College and John Leverett and William Brattle as Tutors. The "Rector and Tutors" mirrored in purpose if not in name the Corporation's "President and Fellows," and the agreements of President Dudley and the Council creating the new governing board comprise the first entry in College Book 4. In June 1692, a new act of incorporation for Harvard College was passed in the Massachusetts Legislature and signed by the Governor. The Charter of 1692 merged the functions of the Board of Overseers and the Corporation into one Corporation consisting of the President, Treasurer, and eight Fellows. As the Corporation created by this 1692 act (and modified in later versions of the Charter) grew unwieldy, its members met less frequently. As a result, the Faculty (known until 1825 as the "Immediate Government") assumed more responsibility in managing the College's daily operations and addressing student discipline. On December 6, 1707 the Massachusetts General Court restored the Charter of 1650, thus reestablishing the Board of Overseers and the Corporation as the governing bodies of Harvard College. The changes in name and composition of the Harvard Corporation between 1686 and 1707 are documented in the proceedings recorded in College Book 4.

The account book includes cases from Sept. 1791-July 1797.
