É do conhecimento geral a importância do envolvimento dos dirigentes de topo de qualquer organização na gestão dos seus STI – Sistemas e Tecnologias de Informação – internos. Nas câmaras municipais os dirigentes de topo são o Executivo Municipal eleito pelos respetivos munícipes e, portanto, com fortíssima influência política. As câmaras municipais em si, são organizações estatais que não têm concorrentes diretos, mas a escolha, i.e. a eleição ou reeleição do seu executivo pode ser influenciada pela sua atuação e/ou do partido político a que pertencem. Os STI Autárquicos tem pouca visibilidade exterior à organização e, portanto, pouco ou nada contribuem para o garante de votos necessários à eleição/reeleição do executivo municipal. Por esta razão, embora a maior parte dos executivos municipais reconheça o quanto estes são importantes, nem sempre se envolvem na sua gestão nem lhes conferem o devido destaque ou importância. Com este trabalho pretende-se perceber até que ponto o envolvimento do Executivo Municipal na gestão dos STI Autárquicos é importante e/ou determinante para o seu respetivo desenvolvimento i.e. se tem influência no seu aumento quantitativo e qualitativo.

The principles of operation of an experimental prototype instrument known as J-SCAN are described along with the derivation of formulae for the rapid calculation of normalized impedances; the structure of the instrument; relevant probe design parameters; digital quantization errors; and approaches for the optimization of single frequency operation. An eddy current probe is used As the inductance element of a passive tuned-circuit which is repeatedly excited with short impulses. Each impulse excites an oscillation which is subject to decay dependent upon the values of the tuned-circuit components: resistance, inductance and capacitance. Changing conditions under the probe that affect the resistance and inductance of this circuit will thus be detected through changes in the transient response. These changes in transient response, oscillation frequency and rate of decay, are digitized, and then normalized values for probe resistance and inductance changes are calculated immediately in a micro processor. This approach coupled with a minimum analogue processing and maximum of digital processing has advantages compared with the conventional approaches to eddy current instruments. In particular there are: the absence of an out of balance condition and the flexibility and stability of digital data processing.

The African Technology Policy Studies Network (ATPS) is a multidisciplinary network of researchers, private sector actors, policymakers and civil society. ATPS has the vision to become the leading international centre of excellence and reference in science, technology and innovation (STI) systems research, training and capacity building, communication and sensitization, knowledge brokerage, policy advocacy and outreach in Africa. It has a Regional Secretariat in Nairobi Kenya, and operates through national chapters in 29 countries (including 27 in Africa and two Chapters in the United Kingdom and USA for Africans in the Diaspora) with an expansion plan to cover the entire continent by 2015. The ATPS Phase VI Strategic Plan aims to improve the understanding and functioning of STI processes and systems to strengthen the learning capacity, social responses, and governance of STI for addressing Africa's development challenges, with a specific focus on the Millennium Development Goals (MDGs). A team of external evaluators carried out a midterm review to assess the effectiveness and efficiency of the implementation of the Strategic Plan for the period January 1, 2009 to December 31, 2010. The evaluation methodology involved multiple quantitative and qualitative methods to assess the qualitative and quantitative inputs (human resources, financial resources, time, etc.) into ATPS activities (both thematic and facilitative) and their tangible and intangible outputs, outcomes and impacts. Methods included a questionnaire survey of ATPS members and stakeholders, key informant interviews, and focus group discussions (FGDs) with members in six countries. Effectiveness of Programmes Under all six strategic goals, very good progress has been made towards planned outputs and outcomes. This is evidenced by key performance indicators (KPIs) generated from desk review, ratings from the survey respondents, and the themes that run through the FGDs. Institutional and Programme Cost Effectiveness Institutional Effectiveness: assessment of institutional effectiveness suggests that adequate management frameworks are in place and are being used effectively and transparently. Also technical and financial accounting mechanisms are being followed in accordance with grant agreements and with global good practice. This is evidenced by KPIs generated from desk review. Programme Cost Effectiveness: assessment of cost-effectiveness of execution of programmes shows that organisational structure is efficient, delivering high quality, relevant research at relatively low cost by international standards. The evidence includes KPIs from desk review: administrative costs to programme cost ratio has fallen steadily, to around 10%; average size of research grants is modest, without compromising quality. There is high level of pro bono input by ATPS members. ATPS Programmes Strategic Evaluation ATPS research and STI related activities are indeed unique and well aligned with STI issues and needs facing Africa and globally. The multi-disciplinary and trans-boundary nature of the research activities are creating a unique group of research scientists. The ATPS approach to research and STI issues is paving the way for the so called Third Generation University (3GU). Understanding this unique positioning, an increasing number of international multilateral agencies are seeking partnership with ATPS. ATPS is seeing an increasing level of funding commitments by Donor Partners. Recommendations for ATPS Continued Growth and Effectiveness On-going reform of ATPS administrative structure to continue The on-going reforms that have taken place within the Board, Regional Secretariat, and at the National Chapter coordination levels are welcomed. Such reform should continue until fully functional corporate governance policy and practices are fully established and implemented across the ATPS governance structures. This will further strengthen ATPS to achieve the vision of being the leading STI policy brokerage organization in Africa. Although training in corporate governance has been carried out for all sectors of ATPS leadership structure in recent time, there is some evidence that these systems have not yet been fully implemented effectively within all the governance structures of the organization, especially at the Board and National chapter levels. Future training should emphasize practical application with exercises relevant to ATPS leadership structure from the Board to the National Chapter levels. Training on Transformational Leadership - Leading a Change Though a subject of intense debate amongst economists and social scientists, it is generally agreed that cultural mindsets and attitudes could enhance and/or hinder organizational progress. ATPS’s vision demands transformational leadership skills amongst its leaders from the Board members to the National Chapter Coordinators. To lead such a change, ATPS leaders must understand and avoid personal and cultural mindsets and value systems that hinder change, while embracing those that enhance it. It requires deliberate assessment of cultural, behavioural patterns that could hinder progress and the willingness to be recast into cultural and personal habits that make for progress. Improvement of relationship amongst the Board, Secretariat, and National Chapters A large number of ATPS members and stakeholders feel they do not have effective communications and/or access to Board, National Chapter Coordinators and Regional Secretariat activities. Effort should be made to improve the implementation of ATPS communication strategy to improve on information flows amongst the ATPS management and the members. The results of the survey and the FGDs suggest that progress has been made during the past two years in this direction, but more could be done to ensure effective flow of pertinent information to members following ATPS communications channels. Strategies for Increased Funding for National Chapters There is a big gap between the fundraising skills of the Regional Secretariat and those of the National Coordinators. In some cases, funds successfully raised by the Secretariat and disbursed to national chapters were not followed up with timely progress and financial reports by some national chapters. Adequate training in relevant skills required for effective interactions with STI key policy players should be conducted regularly for National Chapter coordinators and ATPS members. The ongoing training in grant writing should continue and be made continent-wide if funding permits. Funding of National Chapters should be strategic such that capacity in a specific area of research is built which, with time, will not only lead to a strong research capacity in that area, but also strengthen academic programmes. For example, a strong climate change programme is emerging at University of Nigeria Nsukka (UNN), with strong collaborations with Universities from neighbouring States. Strategies to Increase National Government buy-in and support for STI Translating STI research outcomes into policies requires a great deal of emotional intelligence, skills which are often lacking in the first and second generation universities. In the epoch of the science-based or 2GUs, governments were content with universities carrying out scientific research and providing scientific education. Now they desire to see universities as incubators of new science- or technology-based commercial activities, whether by existing firms or start-ups. Hence, governments demand that universities take an active and leading role in the exploitation of their knowledge and they are willing to make funds available to support such activities. Thus, for universities to gain the attention of national leadership they must become centres of excellence and explicit instruments of economic development in the knowledge-based economy. The universities must do this while working collaboratively with government departments, parastatals, and institutions and dedicated research establishments. ATPS should anticipate these shifting changes and devise programmes to assist both government and universities to relate effectively. New administrative structures in member organizations to sustain and manage the emerging STI multidisciplinary teams Second Generation universities (2GUs) tend to focus on pure science and often do not regard the application of their know-how as their task. In contrast, Third Generation Universities (3GUs) objectively stimulate techno-starters – students or academics – to pursue the exploitation or commercialisation of the knowledge they generate. They view this as being equal in importance to the objectives of scientific research and education. Administratively, research in the 2GU era was mainly monodisciplinary and departments were structured along disciplines. The emerging interdisciplinary scientific teams with focus on specific research areas functionally work against the current mono-disciplinary faculty-based, administrative structure of 2GUs. For interdisciplinary teams, the current faculty system is an obstacle. There is a need for new organisational forms for university management that can create responsibilities for the task of know-how exploitation. ATPS must anticipate this and begin to strategize solutions for their member institutions to transition to 3Gus administrative structure, otherwise ATPS growth will plateau, and progress achieved so far may be stunted.

A frequently used diagram summarizing the annual- and global-mean energy budget of the earth and atmosphere indicates that the irradiance reaching the top of the atmosphere from the surface, through the midinfrared atmospheric window, is 40 W m−2; this can be compared to the total outgoing longwave radiation (OLR) of about 235 W m−2. The value of 40 W m−2 was estimated in an ad hoc manner. A more detailed calculation of this component, termed here the surface transmitted irradiance (STI), is presented, using a line-by-line radiation code and 3D climatologies of temperature, humidity, cloudiness, etc. No assumption is made as to the wavelengths at which radiation from the surface can reach the top of the atmosphere. The role of the water vapor continuum is highlighted. In clear skies, if the continuum is excluded, the global- and annual-mean STI is calculated to be about 100 W m−2 with a broad maximum throughout the tropics and subtropics. When the continuum is included, the clear-sky STI is reduced to 66 W m−2, with a distinctly different geographic distribution, with a minimum in the tropics and local peaks over subtropical deserts. The inclusion of clouds reduces the STI to about 22 W m−2. The actual value is likely somewhat smaller due to processes neglected here, and an STI value of 20 W m−2 (with an estimated uncertainty of about ±20%) is suggested to be much more realistic than the previous estimate of 40 W m−2. This indicates that less than one-tenth of the OLR originates directly from the surface.

BACKGROUND AND PURPOSE The serine and cysteine peptidase inhibitor, BbCI, isolated from Bauhinia bauhinioides seeds, is similar to the classical plant Kunitz inhibitor, STI, but lacks disulphide bridges and methionine residues. BbCI blocks activity of the serine peptidases, elastase (K(iapp) 5.3 nM) and cathepsin G (K(iapp) 160.0 nM), and the cysteine peptidase cathepsin L (K(iapp) 0.2 nM). These three peptidases play important roles in the inflammatory process. EXPERIMENTAL APPROACH We measured the effects of BbCI on paw oedema and on leucocyte accumulation in pleurisy, both induced by carrageenan. Leucocyte-endothelial cell interactions in scrotal microvasculature in Wistar rats were investigated using intravital microscopy. Cytokine levels in pleural exudate and serum were measured by ELISA. KEY RESULTS Pretreatment of the animals with BbCI (2.5 mg.kg(-1)), 30 min before carrageenan-induced inflammation, effectively reduced paw oedema and bradykinin release, neutrophil migration into the pleural cavity. The number of rolling, adhered and migrated leucocytes at the spermatic fascia microcirculation following carrageenan injection into the scrotum were reduced by BbCI pretreatment. Furthermore, levels of the rat chemokine cytokine-induced neutrophil chemo-attractant-1 were significantly reduced in both pleural exudates and serum from animals pretreated with BbCI. Levels of interleukin-1 beta or tumour necrosis factor-alpha, however, did not change. CONCLUSIONS AND IMPLICATIONS Taken together, our data suggest that the anti-inflammatory properties of BbCI may be useful in investigations of other pathological processes in which human neutrophil elastase, cathepsin G and cathepsin L play important roles.

Experimental evidence shows that the mechanism of pore formation by actinoporins is a multistep process, involving binding of the water-soluble monomer to the membrane and subsequent oligomerization on the membrane surface, leading to the formation of a functional pore. However, as for other eukaryotic pore-forming toxins, the molecular details of the mechanism of membrane insertion and oligomerization are not clear. In order to obtain further insight with regard to the structure-function relationship in sticholysins, we designed and produced three cysteine mutants of recombinant sticholysin I (rStI) in relevant functional regions for membrane interaction: StI E2C and StI F15C (in the N-terminal region) and StI R52C (in the membrane binding site). The conformational characterization derived from fluorescence and CD spectroscopic studies of StI E2C, StI F15C and StI R52C suggests that replacement of these residues by Cys in rStI did not noticeably change the conformation of the protein. The substitution by Cys of Arg(52) in the phosphocholine-binding site, provoked noticeable changes in rStI permeabilizing activity; however, the substitutions in the N-terminal region (Glu(2), Phe(15)) did not modify the toxin`s permeabilizing ability. The presence of a dimerized population stabilized by a disulfide bond in the StI E2C mutant showed higher pore-forming activity than when the protein is in the monomeric state, suggesting that sticholysins pre-ensembled at the N-terminal region could facilitate pore formation. Bakgrund: Barnmorskans arbetsfält omfattar idag sexuell-, reproduktiv- och perinatal hälsa och det centrala i yrkesutövningen är att främja hälsa. Barnmorskan ska ha kunskaper om, kunna ge information och undervisa om sexualitet och samlevnad utifrån ett genus- och livscykelperspektiv. Uppdraget på ungdomsmottagning är att arbeta med sexualitet och hälsa samt att förebygga oönskade graviditeter och STI. Syfte: Syftet var att beskriva barnmorskors erfarenheter av preventivmedelsrådgivning på ungdomsmottagning. Metod: Individuella intervjuer genomfordes med nio barnmorskor på ungdomsmottagningar. Vid intervjutillfället användes en frågeguide och semistrukturerade frågor ställdes. Som analysmetod användes kvalitativ innehållsanalys. Resultat: Fyra kategorier och 15 subkategorier identifierades. Kategorierna var enligt följande: Erfarenheten och kunskapens betydelse, Det kliniska arbetssättet, Modererande faktorer och Utmaningar. Slutsats: Barnmorskor uppgav god kunskap och goda erfarenheter av ungdomar och preventivmedelsrådgivning på ungdomsmottagning men menade att det är ett dynamiskt arbete som bidrar till ständig utveckling. Vid möten med preventivmedelssökande ungdomar på ungdomsmottagning fanns önskan att mötet skulle ske på individnivå. Erfarenheter av modererande faktorer för barnmorskan, utmaningar för preventivmedelsrådgivningen och följsamheten fanns vilket innebar att preventivmedelsrådgivning för ungdomar på ungdomsmottagning är komplext. Klinisk tillämpbarhet: Studiens resultat skulle kunna innebära ökad förståelse för arbetet på ungdomsmottagning och skapa underlag för att möta utmaningarna som barnmorskorna möter i det dagliga arbetet.

Background: Nepal recently began teaching sexual education in the school system and has established youth friendly services in order to meet the need of increased sexual and reproductive knowledge among the youth. Objective: To examine the sexual and reproductive knowledge and perceptions among young people attending schools in Kathmandu. Method: A written questionnaire was distributed to 160 students, in a classroom environment, in four schools in Kathmandu. Results: Two thirds of the females and nearly 60% of the males knew that it was possible to get sexually transmitted infection (STI) during one sexual encounter and more than half of the students knew when in the menstrual cycle conception was more likely to occur . One third of the participants did not know that it was possible to become pregnant after having intercourse once. The males demonstrated less knowledge than the females regarding every aspect of sex and reproduction, with the exception of pregnancy prevention. Conclusion and clinical implications: For the youths in this study, it was more important to prevent unwanted pregnancies than to protect oneself from STIs. Establishment of a hotline on the internet, where personalized and confidential counselling can be offered may complement the comprehensive sexual education in schools.

O contexto desta tese é a Inteligência Artificial aplicada à Educação, especificamente a área dos Sistemas Tutores Inteligentes (STI). Apesar das características multidisciplinares e interdisciplinares, a preocupação maior do trabalho se dá quanto aos aspectos computacionais. A multidisciplinaridade está na relação entre os aspectos educacionais, filosóficos e psicológicos inerentes a toda construção de um software educacional, e a interdisciplinaridade acontece no relacionamento da IA com a Informática na Educação. Esta tese propõe o uso de aspectos afetivos como apoio à decisão de ação por parte de um STI. As nossas hipóteses fundamentais são: um sistema de ensino e aprendizagem computacional deve levar em consideração fatores afetivos tornando mais flexível a interação; e a arquitetura de um sistema computacional de interação em tempo real com agentes humanos deve prever explicitamente, em sua arquitetura básica, as crenças e o raciocínio afetivos. Para demonstrar essas idéias, foi definida uma arquitetura para apoiar um STI de modo a reconhecer alguns fatores afetivos, representativos de estratégias de ação de agentes humanos em interação com sistemas. Esse reconhecimento é realizado através de construções retiradas dos comportamentos observáveis do agente humano em contextos determinados. A arquitetura prevê um Sistema Multiagente para executar a percepção de fatores afetivos e da conduta do aluno em interação e de um agente pedagógico, representando o tutor. O agente tutor é modelado através de estados mentais e é responsável pelo raciocínio de alto nível. O modelo computacional de agentes de Móra [MÓR2000] foi utilizado para implementar o “kernel cognitivo” (termo cunhado por Móra e Giraffa [GIR99] que designa a parte responsável pela deliberação). O “kernel cognitivo” decide que ações tomar para um conjunto de características de uma avaliação pedagógica. A utilização de fatores afetivos e da avaliação cognitiva de situações emocionais permite a flexibilização das estratégias quanto à adaptabilidade a agentes humanos. Particularmente, foi adotado o enfoque cognitivo para análise de situações, baseado em teorias cognitivistas sobre emoções. O uso de tecnologia multiagente, no enfoque mentalístico, especificamente BDI (Belief, Desire, Intention) e da ferramenta X-BDI, permite a formalização e construção de um tutor atuante na avaliação pedagógica. A modelagem do aluno passa a ser constituída de aspectos qualitativos e quantitativos. Estudos de casos são apresentados, em situações que consideram os fatores afetivos e nas mesmas situações sem estas considerações. As decisões do tutor para agir são analisadas e confrontadas. Os resultados mostram um impacto positivo na adaptabilidade e ação pedagógica do tutor, sendo coerente com as teorias modernas [SAL97],[DAM2000] sobre as emoções que as consideram partes fundamentais para agir. A maior contribuição desta tese está na agregação de raciocínio sobre a afetividade envolvida em situações de ensino aprendizagem de agentes humanos e artificiais e avança dentro da perspectiva de pesquisa do grupo de IA da UFRGS, quanto ao desenvolvimento de Ambientes de Ensino e Aprendizagem modelados com tecnologia multiagente, com o uso da metáfora de estados mentais.

A Inteligência Artificial é uma área da computação onde se está constantemente desenvolvendo pesquisas em software educacionais, principalmente os Sistemas Tutores Inteligentes (STI). Esses sistemas têm a capacidade de se adaptarem às particularidades de cada aluno, proporcionando assim, ambientes que facilitam a aprendizagem do usuário. Recentemente foi incorporada a tecnologia de agentes na modelagem do STI e nos ambientes educacionais na Internet. Estes agentes são denominados pedagógicos quando estão ligados a um ambiente onde existe uma sociedade de agentes que compõem um sistema de ensino-aprendizagem. Este texto apresenta um modelo de adaptação para ambientes genéricos de ensino, composto por agentes pedagógicos. A proposta é baseada em estudos relacionados com sistemas hipermídia adaptativos, sistemas tutores inteligentes, sistemas multiagentes e agentes pedagógicos. Inicialmente, o texto descreve o modelo. Logo após, é apresentada a implementação dos agentes os quais tem como tarefa prover a adaptação do ensino, sendo responsáveis em fornecer o caminho mais efetivo para a aprendizagem do aluno. Os agentes do modelo são denominados Agente Tutor, Agente Perfil e Agente de Comunicação. A realização da adaptação da instrução às características individuais do aprendiz implica o sistema conhecer: os padrões cognitivos de aprendizagem do aluno, traduzidos como estilos de aprendizagem e as suas implicações pedagógicas; e a modelagem das características do aprendiz: nível de conhecimento, metas, experiência e preferências do aprendiz. Finalmente, o texto descreve um estudo de caso, onde o modelo proposto foi integrado num ambiente de aprendizagem, e validado numa disciplina virtual a fim de avaliação de seus objetivos.

Do reconhecimento de que a. prática educativa tem uma especificidade no interior do conjunto das relações sociais, decorre a concepção de que a educação não pode ser encarada como um problema em si, mas articulada à realidade social em que se insere, enquanto uma prática contraditória que medeia interesses antagonicos. Partindo desse pressuposto, o presente trebalho se propõe a refletir sobre a questão da formação dos educa,dores e, mais especificamente, a questão da prática educativo do educador, seus condicionamentos e suas contradições. Para fazer um levantamento das questões e impasses que estão presentes na formação e na prática dos educadores, analisou-se os relatos das experiências de dois projetos educacionais; um envolvendo o 'Centro de ~ducêção da Universidade SlUlta '6~sula e outro o "Projeto NEC/USU", nos sub-projetes integrando a Universidade e escolas de Ensino Supletivo e, em escoléls de lQ grau da Rede Nunicipal do Hio de Janeiro. Nesse processo, desvendou-se a função que a forma- ção de educadores vem desempenhando, uma função de n=S-:DUCAÇÃO, onde um dos pontos-chave e contraditórios da questão seria a relação entre teoria e prática.'~ Propõe-se assim, um repensar desta relação dentro da escola.

Serines proteinases inhibitors (PIs) are widely distributed in nature and are able to inhibit both in vitro and in vivo enzymatic activites. Seed PIs in than leguminous are classified in seven families, Bowman-Birk and Kunitz type families that most studied representing an important role in the first line of defense toward insects pests. Some Kunitz type inhibitors possess activities serine and cysteine for proteinases named bifunctional inhibitor, as ApTKI the inhibitor isolate from seed of Adenanthera pavonina. The A. pavonina inhibitor presenting the uncommon property and was used for interaction studies between proteinases serine (trypsin) and cysteine (papain). In order to determinate the in vitro interaction of ApTKI against enzymes inhibitor purification was carried cut by using chromatographic techniques and inhibition assays. The 3D model of the bifunctional inhibitor ApTKI was constructed SWISS-MODEL program by homology modeling using soybean trypsin inhibitor (STI, pdb:1ba7), as template which presented 40% of identity to A. pavonina inhibitor. Model quality was evaluated by PROCHECK program. Moreover in silico analyzes of formed complex between the enzymes and ApTKI was evaluated by HEX 4.5 program. In vitro results confirmed the inhibitory assays, where the inhibitor presented the ability to simultaneously inhibit trypsin and papain.
