The Centre for the Facilitation of Procedures and Practices in Administration, Commerce and Transport (CEFACT) constitutes a partnership between the public and private sectors for their mutual benefit. For the private sector, working with governments to improve commerce is critical to improving international competitiveness. For governments, working with the private sector to reduce procedural barriers to trade is critical to improving both their own administrative effectiveness and the economic well-being of their countries. This issue of the Bulletin presents an exposition by the Chairman of the CEFACT, Mr. Henri Martre, at the Trade Facilitation Seminar, carried out between 9 and 10 March of 1998, at the Headquarters of the World Trade Organization, Geneva, Switzerland. Its main purpose is to explain the importance of CEFACT's partnership between the public and private sectors; how this partnership works, and the trade facilitation instruments it has created.

One of the consequences of the opening of the worlds economies - an integral part of globalization - is increased focus on the efficiency and costs of transport services (on which competitiveness is largely dependent). Countries with inefficient and costly transport services lose out, in terms of economic activity and income, to those with more appropriate transport services. The issue is particularly important in Latin America, where exports mainly consist of bulk consignments of products with comparatively low value/quantity ratios and transport costs are a major determining factor of c.i.f. prices. The determination of competitiveness indices in the long term, however, also needs to include the costs of pollution, congestion and accidents, in addition to the transport costs usually considered as part of the price of freight. Competitiveness, efficiency and the global costs of transport were the main subjects of an international seminar organized in conjunction with the Chilean Institute of Engineers and held on 9 and 10 September 2004 at the Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC).

An international seminar-workshop entitled "Facilitation of trade and transport in Latin America: situation and outlook" was held at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) on 29 and 30 November 2005, organized jointly by the ECLAC Division of International Trade and Integration and the United Nations Conference on Trade and Development (UNCTAD). The event was attended by about 50 persons involved in customs modernization and/or the implementation of single window systems for foreign trade in 20 Ibero-American countries. The main purpose of the seminar-workshop was to exchange ideas, opinions and proposals concerning the efficient implementation of trade facilitation instruments. The conclusions reached at this event point to the need to seek convergence among the existing trade agreements associated with trade facilitation in Latin America. Customs modernization requires the re-design of processes and procedures in order to achieve interoperability among the systems, and single window systems for foreign trade can only be implemented successfully if clear political leadership is established with broad participation from both public and private organizations.

The Planning Meeting of Partners was organized jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, the Observatory for the Information Society in Latin America and the Caribbean (OSILAC - an ECLAC project supported by the International Development Research Centre (IDRC), the University of West Indies (UWI), St. Augustine Campus and the Telecommunications Policy and Management Programme, Mona School of Business at UWI, Jamaica. The Caribbean Information Societies Measurement Initiative (CISMI) is a component of the research proposal entitled “Networks for Development: The Caribbean ICT Research Programme”, recently submitted to IDRC for funding approval. The main objective of this programme is to “promote multi-stakeholder knowledge exchange and dialogue about the potential contribution of Information and Communications Technology for economic development and poverty alleviation in the Caribbean” The proposed budget for the CISMI component within the aforementioned proposal is US$ 150,000. The main objectives of the CISMI component are twofold: (a) to conduct a comprehensive Information and Communications Technology (ICT) survey in the Caribbean subregion to cover baseline information needs for studies and analysis from different partners involved in the construction of the Caribbean Information Societies; and (b) to analyze the household-level data, including the status of broadband and mobile usage in selected Caribbean countries in order to promote evidence-based policy planning and implementation with respect to ICT development and its impact on social and economic development in the subregion. The Planning Meeting of Partners was convened to: (a) discuss the CISMI component partnership arrangements, (b) discuss the design and implementation mechanisms of the survey instrument (questionnaire); (c) inform and engage potential key stakeholders; and (d) obtain information from potential service providers (survey companies). 1. The member and associate member countries of the Economic Commission for Latin America and the Caribbean/Caribbean Development and Cooperation Committee (ECLAC/CDCC) have committed to pursuing and achieving the Millennium Development Goals, a common set of goals and targets to bring all people up to minimum acceptable standards of human development by 2015. 2. However, in spite of various capacity-building initiatives, Caribbean countries continued to experience difficulties in addressing additional demands of monitoring and measuring progress created by the Millennium Development Goals and other Internationally Agreed Development Goals. Therefore, it was necessary to implement activities to ensure the further building/strengthening of institutional capabilities for generating reliable social, economic and environmental statistics among Caribbean States. 3. The ECLAC project entitled “Strengthening the Capacity of National Statistical Offices in the Caribbean Small Island Developing States to fulfil the Millennium Development Goals and other Internationally Agreed Development Goals” sought to build and strengthen institutional capabilities for generating and compiling reliable social, economic and environmental statistics in the Caribbean subregion, through the provision of technical support, as well as the conduct of training workshops for statisticians and policymakers. 4. Within the objectives of that project, ECLAC Subregional Headquarters for the Caribbean convened a regional training workshop on the measurement of poverty in the Caribbean in Port of Spain, to build the capacity of government officials and other relevant stakeholders. 5. The overall objective of the workshop was to develop and strengthen the national technical capacity of public officials in data processing, systematization and dissemination of poverty indicators and measurement in the Caribbean subregion. The workshop further sought to review and discuss the current approaches to poverty measurement and monitoring in an effort to identify methods to ensure that monitoring and reporting of the Millennium Development Goals were conducted according to internationally agreed upon methodologies. Furthermore, the workshop also intended to review different methods of poverty measurements, including the multidimensional methodology for the measurement of poverty. 6. Participants were introduced to different methods of poverty measurements and other aggregation proposals which would enable countries to better measure progress towards Goal 1 on poverty, report on it and apply evidence-based approaches to national policymaking and planning.
