Cosmic birefringence (CB)---a rotation of photon-polarization plane in vacuum---is a generic signature of new scalar fields that could provide dark energy. Previously, WMAP observations excluded a uniform CB-rotation angle larger than a degree.

In this thesis, we develop a minimum-variance--estimator formalism for reconstructing direction-dependent rotation from full-sky CMB maps, and forecast more than an order-of-magnitude improvement in sensitivity with incoming Planck data and future satellite missions. Next, we perform the first analysis of WMAP-7 data to look for rotation-angle anisotropies and report null detection of the rotation-angle power-spectrum multipoles below L=512, constraining quadrupole amplitude of a scale-invariant power to less than one degree. We further explore the use of a cross-correlation between CMB temperature and the rotation for detecting the CB signal, for different quintessence models. We find that it may improve sensitivity in case of marginal detection, and provide an empirical handle for distinguishing details of new physics indicated by CB.

We then consider other parity-violating physics beyond standard models---in particular, a chiral inflationary-gravitational-wave background. We show that WMAP has no constraining power, while a cosmic-variance--limited experiment would be capable of detecting only a large parity violation. In case of a strong detection of EB/TB correlations, CB can be readily distinguished from chiral gravity waves.

We next adopt our CB analysis to investigate patchy screening of the CMB, driven by inhomogeneities during the Epoch of Reionization (EoR). We constrain a toy model of reionization with WMAP-7 data, and show that data from Planck should start approaching interesting portions of the EoR parameter space and can be used to exclude reionization tomographies with large ionized bubbles.

In light of the upcoming data from low-frequency radio observations of the redshifted 21-cm line from the EoR, we examine probability-distribution functions (PDFs) and difference PDFs of the simulated 21-cm brightness temperature, and discuss the information that can be recovered using these statistics. We find that PDFs are insensitive to details of small-scale physics, but highly sensitive to the properties of the ionizing sources and the size of ionized bubbles.

Finally, we discuss prospects for related future investigations.

The ability to interface with and program cellular function remains a challenging research frontier in biotechnology. Although the emerging field of synthetic biology has recently generated a variety of gene-regulatory strategies based on synthetic RNA molecules, few strategies exist through which to control such regulatory effects in response to specific exogenous or endogenous molecular signals. Here, we present the development of an engineered RNA-based device platform to detect and act on endogenous protein signals, linking these signals to the regulation of genes and thus cellular function.

We describe efforts to develop an RNA-based device framework for regulating endogenous genes in human cells. Previously developed RNA control devices have demonstrated programmable ligand-responsive genetic regulation in diverse cell types, and we attempted to adapt this class of cis-acting control elements to function in trans. We divided the device into two strands that reconstitute activity upon hybridization. Device function was optimized using an in vivo model system, and we found that device sequence is not as flexible as previously reported. After verifying the in vitro activity of our optimized design, we attempted to establish gene regulation in a human cell line using additional elements to direct device stability, structure, and localization. The significant limitations of our platform prevented endogenous gene regulation.

We next describe the development of a protein-responsive RNA-based regulatory platform. Employing various design strategies, we demonstrated functional devices that both up- and downregulate gene expression in response to a heterologous protein in a human cell line. The activity of our platform exceeded that of a similar, small-molecule-responsive platform. We demonstrated the ability of our devices to respond to both cytoplasmic- and nuclear-localized protein, providing insight into the mechanism of action and distinguishing our platform from previously described devices with more restrictive ligand localization requirements. Finally, we demonstrated the versatility of our device platform by developing a regulatory device that responds to an endogenous signaling protein.

The foundational tool we present here possesses unique advantages over previously described RNA-based gene-regulatory platforms. This genetically encoded technology may find future applications in the development of more effective diagnostic tools and targeted molecular therapy strategies.

This work seeks to understand past and present surface conditions on the Moon using two different but complementary approaches: topographic analysis using high-resolution elevation data from recent spacecraft missions and forward modeling of the dominant agent of lunar surface modification, impact cratering. The first investigation focuses on global surface roughness of the Moon, using a variety of statistical parameters to explore slopes at different scales and their relation to competing geological processes. We find that highlands topography behaves as a nearly self-similar fractal system on scales of order 100 meters, and there is a distinct change in this behavior above and below approximately 1 km. Chapter 2 focuses this analysis on two localized regions: the lunar south pole, including Shackleton crater, and the large mare-filled basins on the nearside of the Moon. In particular, we find that differential slope, a statistical measure of roughness related to the curvature of a topographic profile, is extremely useful in distinguishing between geologic units. Chapter 3 introduces a numerical model that simulates a cratered terrain by emplacing features of characteristic shape geometrically, allowing for tracking of both the topography and surviving rim fragments over time. The power spectral density of cratered terrains is estimated numerically from model results and benchmarked against a 1-dimensional analytic model. The power spectral slope is observed to vary predictably with the size-frequency distribution of craters, as well as the crater shape. The final chapter employs the rim-tracking feature of the cratered terrain model to analyze the evolving size-frequency distribution of craters under different criteria for identifying "visible" craters from surviving rim fragments. A geometric bias exists that systematically over counts large or small craters, depending on the rim fraction required to count a given feature as either visible or erased.

O presente estudo se propõe a desvelar o espaço legítimo de controle de políticas públicas destinadas à concretização de direitos fundamentais pelo Poder Judiciário. Para tanto, inicialmente é apresentada uma teoria das políticas públicas, que compreende a busca de um conceito para a categoria e a apresentação de suas características e elementos mais relevantes. O estudo não prescinde da análise da teoria dos direitos fundamentais, em especial das questões atinentes à eficácia dos direitos ditos prestacionais, e também da chamada análise institucional, um campo de estudos recentemente reavivado nos Estados Unidos. Na segunda parte do trabalho, de natureza marcadamente propositiva, as políticas públicas são divididas segundo a sua natureza, e em seguida sugeridos diferentes níveis de controle jurídico. Para as políticas ligadas ao mínimo existencial, sustenta-se o controle por meio dos princípios da proibição da proteção insuficiente e vedação do retrocesso. Para as demais políticas públicas, o controle é analisado sob o prisma dos princípios da isonomia, eficiência e transparência. Após o estudo de questões incidentais, o trabalho segue para as modalidades de controle de políticas públicas, distinguindo-se entre o controle forte, em que a discricionariedade dos órgãos políticos é reduzida a zero, e o controle fraco, onde o Poder Judiciário apenas comprime o espaço de liberdade decisória.

For more than 55 years, data have been collected on the population of pike Esox lucius in Windermere, first by the Freshwater Biological Association (FBA) and, since 1989, by the Institute of Freshwater Ecology (IFE) of the NERC Centre for Ecology and Hydrology. The aim of this article is to explore some methodological and statistical issues associated with the precision of pike gill net catches and catch-per-unit-effort (CPUE) data, further to those examined by Bagenal (1972) and especially in the light of the current deployment within the Windermere long-term sampling programme. Specifically, consideration is given to the precision of catch estimates from gill netting, including the effects of sampling different locations, the effectiveness of sampling for distinguishing between years, and the effects of changing fishing effort.

[ES]El trabajo parte de una clarificación del concepto de duplicidad funcional administrativa distinguiéndolo de las concurrencias y las ineficiencias, y plantea un enfoque selectivo a la hora de afrontarlas. Se analizan los ámbitos críticos para la aparición de duplicidades e ineficiencias y sus posibles causas, para, posteriormente, examinar los instrumentos jurídicos de que disponemos para evitarlas o encauzarlas valorando su efectividad en las políticas de ingreso y de gasto, y finalmente realizar propuestas. El trabajo analiza, asimismo, recientes iniciativas legislativas (ley municipal de Euskadi y ley de administración pública vasca) que prevén cambios significativos en la institucionalización interna y en las relaciones entre Administraciones Públicas, vascas valorando sus novedades e insuficiencias como instrumento para superar las duplicidades.

Fluvial systems form landscapes and sedimentary deposits with a rich hierarchy of structures that extend from grain- to valley scale. Large-scale pattern formation in fluvial systems is commonly attributed to forcing by external factors, including climate change, tectonic uplift, and sea-level change. Yet over geologic timescales, rivers may also develop large-scale erosional and depositional patterns that do not bear on environmental history. This dissertation uses a combination of numerical modeling and topographic analysis to identify and quantify patterns in river valleys that form as a consequence of river meandering alone, under constant external forcing. Chapter 2 identifies a numerical artifact in existing, grid-based models that represent the co-evolution of river channel migration and bank strength over geologic timescales. A new, vector-based technique for bank-material tracking is shown to improve predictions for the evolution of meander belts, floodplains, sedimentary deposits formed by aggrading channels, and bedrock river valleys, particularly when spatial contrasts in bank strength are strong. Chapters 3 and 4 apply this numerical technique to establishing valley topography formed by a vertically incising, meandering river subject to constant external forcing—which should serve as the null hypothesis for valley evolution. In Chapter 3, this scenario is shown to explain a variety of common bedrock river valley types and smaller-scale features within them—including entrenched channels, long-wavelength, arcuate scars in valley walls, and bedrock-cored river terraces. Chapter 4 describes the age and geometric statistics of river terraces formed by meandering with constant external forcing, and compares them to terraces in natural river valleys. The frequency of intrinsic terrace formation by meandering is shown to reflect a characteristic relief-generation timescale, and terrace length is identified as a key criterion for distinguishing these terraces from terraces formed by externally forced pulses of vertical incision. In a separate study, Chapter 5 utilizes image and topographic data from the Mars Reconnaissance Orbiter to quantitatively identify spatial structures in the polar layered deposits of Mars, and identifies sequences of beds, consistently 1-2 meters thick, that have accumulated hundreds of kilometers apart in the north polar layered deposits.

I.

Various studies designed to elucidate the electronic structure of the arsenic donor ligand, o-phenylenebisdimethylarsine (diarsine), have been carried out. The electronic spectrum of diarsine has been measured at 300 and 77˚K. Electronic spectra of the molecular complexes of various substituted organoarsines and phosphines with tetracyanoethylene have been measured and used to estimate the relative ionization potentials of these molecules.

Uv photolysis of arsines in frozen solution (96˚K) has yielded thermally labile, paramagnetic products. These include the molecular cations of the photolyzed compounds. The species (diars)+ exhibits hyper-fine splitting due to two equivalent 75As(I=3/2) nuclei. Resonances due to secondary products are reported and assignments discussed.

Evidence is presented for the involvement of d-orbitals in the bonding of arsines. In (diars)+ there is mixing of arsenic “lone-pair” orbitals with benzene ring π-orbitals.

II.

Detailed electronic spectral measurements at 300 and 77˚K have been carried out on five-coordinate complexes of low-spin nickel(II), including complexes of both trigonal bipyramidal (TBP) and square pyramidal (SPY) geometry. TBP complexes are of the form NiLX+ (X=halide or cyanide,

L = Qƭ(CH2)3As(CH3)2]3 or

P [hexagon - Q'CH3] , Q = P, As,

Q’=S, Se).

The electronic spectra of these compounds exhibit a novel feature at low temperature. The first ligand field band, which is asymmetric in the room temperature solution spectrum, is considerably more symmetrical at 77˚K. This effect is interpreted in terms of changes in the structure of the complex.

The SPY complexes are of the form Ni(diars)2Xz (X=CL, Br, CNS, CN, thiourea, NO2, As). On the basis of the spectral results, the d-level ordering is concluded to be xy ˂ xz, yz ˂ z2 ˂˂ x2 - y2. Central to this interpretation is identification of the symmetry-allowed 1A11E (xz, yz → x2 - y2) transition. This assignment was facilitated by the low temperature measurements.

An assignment of the charge-transfer spectra of the five-coordinate complexes is reported, and electronic spectral criteria for distinguishing the two limiting geometries are discussed.

In this thesis, I develop the velocity and structure models for the Los Angeles Basin and Southern Peru. The ultimate goal is to better understand the geological processes involved in the basin and subduction zone dynamics. The results are obtained from seismic interferometry using ambient noise and receiver functions using earthquake- generated waves. Some unusual signals specific to the local structures are also studied. The main findings are summarized as follows:

(1) Los Angeles Basin

The shear wave velocities range from 0.5 to 3.0 km/s in the sediments, with lateral gradients at the Newport-Inglewood, Compton-Los Alamitos, and Whittier Faults. The basin is a maximum of 8 km deep along the profile, and the Moho rises to a depth of 17 km under the basin. The basin has a stretch factor of 2.6 in the center decreasing to 1.3 at the edges, and is in approximate isostatic equilibrium. This "high-density" (~1 km spacing) "short-duration" (~1.5 month) experiment may serve as a prototype experiment that will allow basins to be covered by this type of low-cost survey.

(2) Peruvian subduction zone

Two prominent mid-crust structures are revealed in the 70 km thick crust under the Central Andes: a low-velocity zone interpreted as partially molten rocks beneath the Western Cordillera – Altiplano Plateau, and the underthrusting Brazilian Shield beneath the Eastern Cordillera. The low-velocity zone is oblique to the present trench, and possibly indicates the location of the volcanic arcs formed during the steepening of the Oligocene flat slab beneath the Altiplano Plateau.

The Nazca slab changes from normal dipping (~25 degrees) subduction in the southeast to flat subduction in the northwest of the study area. In the flat subduction regime, the slab subducts to ~100 km depth and then remains flat for ~300 km distance before it resumes a normal dipping geometry. The flat part closely follows the topography of the continental Moho above, indicating a strong suction force between the slab and the overriding plate. A high-velocity mantle wedge exists above the western half of the flat slab, which indicates the lack of melting and thus explains the cessation of the volcanism above. The velocity turns to normal values before the slab steepens again, indicating possible resumption of dehydration and ecologitization.

(3) Some unusual signals

Strong higher-mode Rayleigh waves due to the basin structure are observed in the periods less than 5 s. The particle motions provide a good test for distinguishing between the fundamental and higher mode. The precursor and coda waves relative to the interstation Rayleigh waves are observed, and modeled with a strong scatterer located in the active volcanic area in Southern Peru. In contrast with the usual receiver function analysis, multiples are extensively involved in this thesis. In the LA Basin, a good image is only from PpPs multiples, while in Peru, PpPp multiples contribute significantly to the final results.

Interest in the identification and characterisation of cyanobacteria and dinoflagellates in aquatic environments is increasing rapidly due to the perceived roles of these organisms in primary production and nuisance aspects in terms of water treatment and public health. Techniques for the identification and quantification of these organisms currently are limited, and the application of molecular approaches provides fundamental taxonomic information and techniques of practical value. Antigenic properties of algal cells may be useful taxonomic markers. Immunodetection techniques utilise the specificity of the antibody/antigen association as a probe for recognising and distinguishing between microorganisms according to their cell- surface chemistry. Immunofluorescent detection of unicellular cyanobacteria and dinoflagellates has been studied with success in marine and freshwater ecosystems and a range of techniques and results are presented and discussed. The most recent advances in the study of planktonic algae have come with the application of continuous flow cytometric methods (CFC). Flow cytometry makes use of the autofluorescence properties of the algal cells, which alone can be used to demonstrate their presence and permit their quantification in natural water samples. When used in conjunction with immunolabelling techniques, the potential of CFC analysis is broadened to study the serological/strain composition of plankters in natural populations. Changes in algal strains represented within and between waters over periods of time are reported and discussed, along with the ecological issues thus raised.

É nas grandes cidades que a temática da qualidade de vida vem sendo posta em voga na última década, especialmente, como cita Freitas (1996, p.4), pela busca por melhores condições de vida, face à gama de sintomas de falência do projeto moderno de cidade tentado desde o século XIX; a violência, a poluição, o stress angustiam o homem e o obrigam a tribalizar, inclusive sob o aspecto espacial, seu quotidiano. Para entender de que maneira os meios de comunicação abordam este tema, especialmente o veículo revista, foi traçado um estudo sobre a representação da qualidade de vida na revista Vida Simples, da editora Abril, produzida nas matérias da seção Comer. Tal publicação foi eleita pela pluralidade de informações que adentram as pautas sobre saúde, emoções, bem-estar, afetividade, sentidos, sociabilidade e destacam o caráter simbólico de uma vida harmoniosa, afetando o comportamento dos citadinos no contexto da existência turbulenta das metrópoles. Para compor o referencial foram considerados teóricos do campo da Representação Social, Comunicação e Consumo. Além de oferecerem subsídios para refletir sobre os produtos da Indústria Cultural, o conjunto de representações que constroem o imaginário urbano e o consumo de conceitos e produtos, as ideias apresentadas no universo da qualidade de vida também colaboram para compor as categorias elaboradas para a análise de conteúdo das matérias selecionadas. Para entender de que maneira a revista aborda esse tipo de consumo e também quais são as representações produzidas sobre a qualidade de vida, foram analisadas 6 edições da Revista Vida Simples, de janeiro a junho de 2010

Esta pesquisa propõe um estudo do gênero editorial, entendido como um artigo que expressa o posicionamento da empresa jornalística frente aos assuntos que circulam na sociedade. Observaremos que o pensamento da empresa é reforçado por meio do uso de mecanismos argumentativos que podem passar despercebidos, mas que são essenciais para fundamentar a posição do jornal, nos fazendo acreditar que apesar de sua roupagem informativa, ou seja, a simples emissão de um fato, tem a intenção de levar o leitor a compartilhar o mesmo ponto de vista. Abordaremos as principais características do jornalismo, privilegiando o conceito de ideologia e a função que ele teve no passado para compreender o presente. Enfatizaremos que a argumentação está entrelaçada ao ser humano, visto que toda língua possui, em sua gramática, mecanismos que permitem indicar a orientação argumentativa dos enunciados, o que pode direcionar o seu sentido. A análise foi constituída com base no estudo dos operadores argumentativos, levando em consideração, obviamente, que o processo de construção de sentido de um texto envolve também compreender o momento sócio-histórico para se chegar ao propósito comunicativo do autor. Todo texto possui uma finalidade e compreender esse fenômeno é extremamente benéfico, pois significa desenvolver uma consciência cidadã. Os gêneros que fazem parte do dia a dia como editoriais, crônicas, carta comercial, resenha entre outros, são imprescindíveis para que o público leitor tenha um olhar crítico, ressaltando-se sempre que o conhecimento de mundo e, principalmente, da língua materna contribuirá para que esse propósito seja alcançado

[ES]En este trabajo sobre las víctimas del terrorismo de ETA se abordarán temas relacionados con su recuperación emocional y su reconocimiento, particularmente, distinguiendo entre las víctimas que han tenido experiencias de encuentro con un ex miembro de ETA, y las que no lo han tenido. En ocasiones, las instituciones públicas facilitan la oportunidad a las víctimas de participar en programas o prácticas de justicia restaurativas frente a ex victimarios, mientras que otras víctimas prefieren no participar en estas experiencias, o simplemente no tienen acceso a ellas. Partiendo del derecho que tienen las víctimas de ser reconocidas tanto en una circunstancia como en la otra, este trabajo explora si éstas cuentan con los suficientes recursos y mecanismos para hacer frente a su recuperación emocional y reconocimiento. La primera parte del trabajo está dedicada a la contextualización y conceptualización de las víctimas, sus derechos y sistema normativo, y los mecanismos de justicia restaurativa. En la segunda parte, se analizan brevemente algunas experiencias internacionales de justicia restaurativa con víctimas del terrorismo. A continuación, exploraremos el caso vasco estudiando diferentes casos de recuperación y reconocimiento en víctimas de Euskadi. Y finalmente, se muestran los resultados del trabajo de campo sobre las tres entrevistas realizadas donde víctimas y victimarios valoran experiencias de justicia restaurativa y su potencial reparador.

[EN] Considerando el celebérrimo desnudo masculino heleno, el presente trabajo investiga las coordenadas del imaginario griego que dieron lugar a esta rompedora «puesta en escena» del cuerpo humano e investiga la yuxtaposición vestido/desnudo como un principio diferenciador de primera magnitud en el proceso formativo de las categorías de Ciudadano, Mujer y Bárbaro.
