Os desafios que catadores e catadoras de materiais recicláveis enfrentam no seu dia a dia já são inúmeros e a introdução de tecnologias que queimam resíduos sólidos para captar energia significa outro fator que põe em risco a sobrevivência desta população. Seguindo a lógica da globalização econômica, grandes empresas multinacionais de saneamento ambiental estão entrando no mercado da gestão de resíduos sólidos nos países em desenvolvimento. Coleta, separação, transformação e venda de materiais recicláveis por grupos organizados de catadores geram trabalho e renda: trata-se de capital social e humano. Nos países da América Latina e da Ásia, em particular, milhares de pessoas dependem desse setor. Essa atividade oferece oportunidades para a inclusão social com resgate da cidadania. A implantação de incineradores significa uma ameaça a estes postos de trabalho, sem mencionar os problemas ambientais gerados pelos gases e cinzas tóxicas eliminados durante o processo da queima. A presente pesquisa-ação utiliza métodos participativos e analisa dados secundários, tendo como objetivos desconstruir a lógica tecnocrata de gestão de resíduos sólidos e apontar a importância do compromisso social e ambiental dos governantes e da sociedade com a coleta seletiva e a reciclagem, aumentando desta forma a sustentabilidade social, econômica e ecológica.

Los conceptos y prácticas extensionistas se han desarrollado, durante el medio siglo pasado, estrechamente asociadas con las formas prevalecientes de formación académica y de divulgación de conocimientos, enriquecidas en la última década con impulsos éticos de responsabilidad y de compromiso social. El argumento central de esta ponencia consiste en llamar la atención señalando aperturas posibles hacia un otro paradigma, diferente, -- uno se atreve de sugerir --, genéricamente diferente, de todo lo que suele considerarse como parte del perímetro bien definido del paradigma extensionista. Una retrospectiva de las evoluciones en materia de extensión en las décadas precedentes, inclusive de los paradigmas participativos y liberatorios, muestra que no se han desviado substantivamente de la corriente principal de transmisión de conocimientos ‘desde’ un actor activo ‘hacia’ un receptor, o pasivo, o ‘participativo’. Las recientes preocupaciones con la responsabilidad universitaria no escapen de esta orbita. El factor invisible o, más bien, demasiado frecuentemente no visto, entre las propuestas superabundantes alrededor del ¿Qué hacer? Y el ¿Por qué hacer’ es el ¿Como hacer?: ¿como grandes sectores de la humanidad pueden organizarse para aumentar, o aun crear su capital social compartido, única garantía de vidas mas equitativas y sostenibles para todos? Esto requiere no solamente de conocimientos sobre la organización, sino también de capacitación en organización. Y esto tipo de capacitación requiere de autonomía.

The OECD (2006 Starting Strong II: Early Childhood Education and Care. OECD Publishing: Paris) envisions early childhood education and care settings as meeting places for diverse social groups; places that build social capital. This vision was assessed in a comparison of three preschools types: full-fee paying, subsidised-fee and publicly funded. The social composition within each was examined and the connectedness of the children (n = 472) who attended compared. Publicly funded preschools had more socially diverse populations. The quantity of social connectedness did not differ but children in publicly funded preschools described higher quality social relationships. Not all preschool settings are socially diverse but, where they are, the quality of relationships is highest.

In recent years the pressure for charity law reform has swept across the common law jurisdictions with differing results. Modernising Charity Law examines how the UK jurisdictions have enacted significant statutory reforms after many years of debate, whilst the federations of Canada and Australia seem merely to have intentions of reform. New Zealand and Singapore have begun their own reform journeys. This highly insightful book brings together perspectives from academics, regulators and practitioners from across the common law jurisdictions. The expert contributors consider the array of reforms to charity law and assess their relative successes. Particular attention is given to the controversial issues of expanded heads of charity, public benefit, religion, competition with business, government participation and regulation. This study examined the effect that venture creation action has on the outcomes of nascent entrepreneurship. A theoretical model was developed which proposes action as a fundamental mechanism in venture creation. Thus, action should rightly be considered as a means rather than an end in itself. In this respect, action transmits the effects of venture resource endowments on to venture creation outcomes. This conceptual model was empirically supported in a random sample of nascent ventures. Ventures with higher levels of human or social capital tend to be more active in venture creation. In turn, more active venture attempts are more likely to achieve improved results.

This article reports on the development of online assessment tools for disengaged youth in flexible learning environments. Sociocultural theories of learning and assessment and Bourdieu’s sociological concepts of capital and exchange were used to design a purpose-built content management system. This design experiment engaged participants in assessment that led to the exchange of self, peer and teacher judgements for credentialing. This collaborative approach required students and teachers to adapt and amend social networking practices for students to submit and judge their own and others’ work using comments, ratings, keywords and tags. Students and teachers refined their evaluative expertise across contexts, and negotiated meanings and values of digital works, which gave rise to revised versions and emergent assessment criteria. By combining social networking tools with sociological models of capital, assessment activities related to students’ digital productions were understood as valuations and judgements within an emergent, negotiable social field of exchange.

This paper provides a descriptive overview of the venture creation in Australia, those who participate in it and the types of firms they build. Findings of interest in this paper include: • The majority of business founders (89 per cent) state the motivation to start a new business is opportunity-driven rather than necessity driven. • The extent of under-representation of women business founders in Australia appears to be lower than international comparisons and has decreased over time. • Australian business founders tend to possess significant ‘human capital’ many are university-educated, and large shares have different types of experience that may benefit the start-up. • The major industries for start-up activities are Retailing; various service industries (Business Consulting; Health, Education and Social; other Consumer services); Construction, Manufacturing, and Agriculture. • A large proportion of CAUSEE respondents (49 per cent nascent firms and 46 per cent young firms) are members of start-up teams, which is similar to international comparisons.

This paper seeks to uncover the factors that lead to a successful entrepreneurial experience and or venture. Findings of interest in this paper include: • A venture’s initial aspirations are a double edged sword. Ambition may lead to improved performance by striving to reach harder goals. Harder goals are more difficult therefore this may lead to some dissatisfaction, and possibly abandonment of the venture. • Venture legitimacy is important to establish where possible. Firms that formalize their legal form are more successful, as are those set up a shop-front in order to makes sales. • Increased use of technology and higher levels of novelty does not guarantee success early on. Firms of this nature have longer processes, and attempting to create brand new markets is difficult to achieve. At the same time developing your own technology and securing this intellectual property is important for success. • Having goals to work towards and business planning may be useful, but only if the plan is actively revised. Just having a business plan does not matter. Business plans are more useful as a thinking tool than as a blueprint for action. It is the process of thinking through while reviewing the plan that provides the benefit, not following its instruction to the letter.

A firm’s business model (BM) is an important driver of its relative performance. Constructive adaptation to elements of the BM can therefore sustain the position in light of changing conditions. This study takes a configurational approach to understanding drivers of business model adaptation (BMA) in new ventures. We investigate the effect of human capital, social capital, and technological environment on BMA. We find that a universal, direct effects, analysis can provide useful information, but also risks painting a distorted picture. Contingent, two-way interactions add further explanatory power, but configurational models combining elements of all three (internal resource, external activities, environment) are superior.

The purpose of the present study was to explore the associations between good self-rated health and economic and social factors in different regions among ageing people in the Päijät-Häme region in southern Finland. The data of this study were collected in 2002 as part of the research and development project Ikihyvä 2002 2012 (Good Ageing in Lahti region GOAL project). The baseline data set consisted of 2,815 participants born in 1926 30, 1936 40, and 1946 50. The response rate was 66 %. According to the previous studies, trust in other people and social participation as the main aspects of social capital are associated with self-rated health. In addition, socioeconomic position (SEP) and self-rated health are associated, but all SEP indicators do not have identical associations with health. However, there is a lack of knowledge of the health associations and regional differences with these factors, especially among ageing people. Regarding these questions, the present study gives new information. According to the results of this study, self-perceived adequacy of income was significantly associated with good self-rated health, especially in the urban areas. Similar associations were found in the rural areas, though education was also considered an important factor. Adequacy of income was an even stronger predictor of good health than the actual income. Women had better self-rated health than men only in the urban areas. The youngest respondents had quite equally better self-rated health than the others. Social participation and access to help when needed were associated with good self-rated health, especially in the urban area and the sparsely populated rural areas. The result was comparable in the rural population centres. The correlation of trust with self-rated health was significant in the urban area. High social capital was associated with good self-rated health in the urban area. The association was quite similar in the other areas, though it was statistically insignificant. High social capital consisted of co-existent high social participation and high trust. The association of traditionalism (low participation and high trust) with self-rated health was also substantial in the urban area. The associations of self-rated health with low social capital (low participation and low trust) and the miniaturisation of community (high participation and low trust) were less significant. From the forms of single participation, going to art exhibitions, theatre, movies, and concerts among women, and studying and self-development among men were positively related to self-rated health. Unexpectedly, among women, active participation in religious events and voluntary work was negatively associated with self-rated health. This may indicate a coping method with ill-health. As a whole, only minor variations in self-rated health were found between the areas. However, the significance of the factors associated with self-rated health varied according to the areas. Economic factors, especially self-perceived adequacy of income was strongly associated with good self-rated health. Also when adjusting for economic and several other background factors social factors (particularly high social capital, social participation, and access to help when needed) were associated with self-rated health. Thus, economic and social factors have a significant relation with the health of the ageing, and improving these factors may have favourable effects on health among ageing people.

This paper reports and discusses the principal findings of an Australian study exploring the decisions of high achieving Year 10 students about taking physics and chemistry courses (Lyons, 2003). The study used a ‘multiple worlds’ framework to explore the diverse background characteristics that previous quantitative research had shown were implicated in these decisions. Based on analyses of questionnaire and interview data, the study found that the students’ decisions involved the complex negotiation of a number of cultural characteristics within their school science and family worlds. Many of the students regarded junior high school science as irrelevant, uninteresting and difficult, leaving them with few intrinsic reasons for enrolling in senior science courses. The study found that decisions about taking physical science courses were associated with the resources of cultural and social capital within their families, and the degree to which these resources were congruent with the advantages of choosing these courses. The paper concludes that the low intrinsic value of school science and the erosion of its strategic value contribute to the reluctance of students to choose physical science courses in the senior school.

Resumen: El análisis de los indicadores de ingresos, desigualdad y pobreza en cada uno de los 32 centros urbanos muestra las grandes disparidades regionales de la Argentina. En la Zona Norte del país el ingreso per capita es un 35% inferior al promedio nacional, la pobreza es 4 veces mayor que en la capital y la distribución del ingreso es más desigual. Los datos estadísticos disponibles indican que el crecimiento económico y las políticas públicas que se han implementado recientemente han reducido los niveles de pobreza agregados, pero han tenido poco impacto en las regiones más pobres del país. Por otra parte, el impacto distributivo de las políticas y programas públicos en la Argentina es reducido cuando se los compara con lo que sucede en los países mas desarrollados. Se requiere el diseño y la implementación de nuevas políticas públicas de reducción de la pobreza que se focalicen en los problemas y dificultades específicas que enfrentan las regiones más pobres. Entre ellas se destaca la necesidad de políticas para disminuir la alta informalidad del empleo que caracteriza a estas zonas. Por otra parte, las nuevas políticas deberían transferir las responsabilidades y premiar los esfuerzos propios de los gobiernos locales, reemplazando la actual “cultura de la dependencia” de los programas del gobierno central por un desarrollo institucional local que enfatice la gestión eficiente de las administraciones públicas provinciales y el desarrollo del capital social local.

Resumen: El presente artículo trata conjuntamente acerca de los contenidos y la estrategia para la Modernización del Estado que se desprende de las recientes experiencias en cuanto a la aplicación de las Reformas Económicas de los años 80s y 90s, como así también de los últimos desarrollos de nuevas áreas de investigación como la Economía Institucional y la Teoría del Capital Social. Desde este punto de vista para diseñar una Estrategia de Modernización del Estado es esencial una visión estratégica de las actividades que el Estado debe realizar, delegar o incentivar. Asimismo las orientaciones fundamentales pasan por la existencia de consensos sobre políticas de largo plazo, la independencia del funcionamiento, un correcto diseño de reglas en lugar de conductas discrecionales, un balance entre subsidiariedad y participación, el logro de la excelencia de la función pública y de la lucha contra la corrupción.
