El propósito de este trabajo es caracterizar una serie de estrategias formativas comunitarias ancestrales que han girado en torno al tejido, a la recuperación de la tierra (la minga) y el intercambio de productos agrícolas (el trueque) de los diferentes grupos étnicos del departamento del Cauca, que pueden tener aplicación en la formación de futuros artistas caucanos. Para ello se establecieron los siguientes objetivos específicos: a) valorar los desarrollos y enfoques en el campo de la educación artística de los cuatro principales colegios de bachillerato de la ciudad de Popayán y de tres colegios municipales caucanos; b) establecer líneas de investigación en los trabajos de grado de los estudiantes del programa de Artes Plásticas de la Universidad del Cauca; c) conocer y comparar los haceres especiales de colectivos subalternos, especialmente los tejidos, la minga y el trueque, entre las comunidades indígenas (guambiana, nasa, yanacona y epera-siapiadara), afrodescendientes y mestizas del departamento del Cauca; d) comprender los procesos pedagógicos comunitarios y las dinámicas asociativas que han permitido a los diferentes grupos étnicos caucanos su cohesión social y su visibilización en medio del conflicto armado; e) identificar y caracterizar a las maestras del tejido caucano...

Migration is as old as humanity, but since the 1990s migration flows in Western Europe have led to societies that are not just multicultural but so-called «super-diverse». As a result, Western towns now have very complex social structures, with amongst others large amounts of small immigrant communities that are in constant change. In this paper we argue that for social workers to be able to offer adequate professional help to non-native residents in town, they will need balanced view of ‘culture’ and of the role culture plays in social aid. Culture is never static, but is continually changing. By teaching social workers about how to look at cultural backgrounds of immigrant groups and about the limitations of then role that culture plays in communication, they will be better equipped to provide adequate aid and will contribute to making various groups grow towards each other and to avoid people thinking in terms of ‘out-group-homogeneity’. Nowadays, inclusion is a priority in social work that almost every social worker supports. Social workers should have an open attitude to allow them to approach every individual as a unique person. They will see the other person as the person they are, and not as a part of a specific cultural group. Knowledge about the others makes them see the cultural heterogeneity in every group. The social sector, though, must be aware not to fall into the trap of the ‘inclusion mania’! This will cause the social deprivation of a particular group to be forgotten. An inclusive policy requires an inclusive society. Otherwise, this could result in even more deprivation of other groups, already discriminated against. Emancipation of deprived people demands a certain target-group policymaking. Categorized aid will raise efficiency of working with immigrants and of acknowledging the cultural identity of the non-natives group. It will also create the possibility to work on fighting social deprivation, in which most immigrants can be found.

Este artículo introduce los conceptos de relaciones de poder analizados por Michel Foucault, haciendo hincapié en el vínculo del ejercicio del poder en las relaciones internacionales. Por ello, se analizan el marco de relaciones que el ejercicio de dicho poder genera, así como las tipologías de relaciones entre Estados, que igualmente genera el poder. El artículo presenta los paradigmas de las relaciones internacionales y su evolución en el tiempo, estableciendo puentes con las consideraciones de Foucault con respecto al poder, la guerra, la represión o las razas. En este sentido, el concepto de guerra de razas se antoja fundamental para identificar dicha noción como la versión más extrema del paradigma realista. Dicha guerra de razas no constituye una categoría que integre necesariamente el concepto biológico, sino que se refiere al proceso de imposición de la identidad del grupo dominante, la cual puede contener aspectos étnicos, socioculturales y políticos. No obstante, ni el realismo ni su visión extrema son los únicos paradigmas existentes, ya que la evolución de los paradigmas alternativos ha conllevado la génesis del reflectivismo como alternativa al realismo.

According to Tilly, two laws shaped the process of transformation undergone by Western European societies since the Peace of Westphalia until the end of the 20th century: their increasing inner homogenisation and their growing heterogeneity between them. Cultural inner homogenisation affected, fi rst, those ethnic groups living within the territories of the said states. The second phase of homogenisation impinged on those groups that immigrated after World War II. This process followed different models according to the country considered, but the 1973 oil crisis revealed their general lack of success. During the last quarter of the 20th century and onwards, these European societies have been altered by two progressive and contradictory global logics: a process of cultural homogenisation at the world level (rather than society level) and a process of cultural re-creation led by those groups with an immigrant background, who have reacted against their integration shortcomings by searching for new sources of social and personal esteem in their respective cultural and religious traditions. This paper seeks to clarify these processes from a social differentiation and political representation theory perspective. The latter becomes indispensable, as the said processes have happened in a context in which the structure of relations (i.e. communication) between civil society and the democratic political sphere have experienced a radical crisis. In this way, the complex relations that exist between civil society, culture, religion and politics in these Western European societies are depicted.

El discernimiento de espíritus ha sido a lo largo de la historia del cristianismo un mecanismo fundamental para el control del acceso al carisma. Su desarrollo ha estado profundamente ligado a los cambios en la estructura social de las iglesias. Por ello buscamos aportar nuevas miradas sobre este dispositivo, analizándolo en el contexto de las periferias cristianas. Específicamente centraremos nuestro análisis en las iglesias evangélicas aborígenes mocoví del suroeste de la provincia del Chaco en Argentina. Nos aproximaremos a estas cuestiones a partir del análisis a la estructura social de estas iglesias, sus concepciones sobre los vínculos con las potencias no-humanas, la gestión de salud y enfermedad y la experiencia del culto.

A growing number of Latin American rural groups have attained extended ethno-territorial rights, and sizeable territories were safeguarded by progressive constitutions. This trend was the product of extended cycles of protest at local, national and transnational levels; social movements struggle, with broader collective South-South collaboration. Nonetheless, the continent simultaneously experienced a resource extraction boom. Commonly, the extractivism takes place in protected areas and/or indigenous territories. Accordingly, economic interests clash with the safeguarding and recognition of constitutional rights. Through the analysis of selected illustrative cases across Latin America, this study analyses the (de jure) rights on paper versus the (de facto) rights in practice.

Em oposição à situação predominante da heterogeneidade da maioria dos países africanos, cuja sociedade compreende a existência de inúmeros grupos étnicos ou diferentes religiões e culturas, Cabo Verde é definido como um Estado-Nação que reconhece uma identidade coletiva, traduzida na língua e na identificação de elementos culturais comuns pertencentes a um mesmo espaço arquipelágico. O ponto de partida para este estudo assenta na preocupação em se compreender a noção de Nação neste país, que sugere a ideia de uma sociedade onde os fatores homogéneos predominam sobre os heterogéneos ou, em último caso, que se trata de um mecanismo de coabitação entre estas duas dimensões que poderão inicialmente parecer antagónicas, mas que prestam um especial sentido ao debate acerca da identidade nacional. Ao longo deste artigo, destacaremos tantos os factos históricos, bem como o contributo dos principais movimentos culturais, sem ignorar a importância da tomada de consciência no que se refere à ideia de Nação.

This dissertation is based on the ethnography of a strategic selection of three Tremembé ethnic situations, which are situated in the backlands of Acaraú and Itarema, municipalities located in Ceará State (Northeast Brazil). My main aims are the following. Firstly, I reconstitute the historical and social formation of three localities, called Lagoa dos Negros, Telhas, and Queimadas, related to a particular origin myth which refers to Almofala, an extinct colonial Aldeamento in the seashore, where the Tremembé indians and other native populations were converted and gathered under missionary administration. According to the origin myth, these three localities were set up after a strong drought which happened in 1888 (the so called three eights) when a group of Tremembé families moved to the countryside and established close to the Lagoa dos Negros and, later on, they were segmented into smaller groups which started to live in other areas and places not far from the former location. Notably, I develop an anthropological approach to understand the historical formation of these three localities. Secondly, I analyze some processes of territorialization, which were emerged from the 1980s and had important consequences to these indigenous families throughout the next two decades. This historical dimension is re-appropriated and ressignified in ethnic terms. A third point of my work is the analysis of the construction of territorialities and also the cultural and symbolic dimensions which are formulated by the Tremembé Indians who live in these localities. Therefore, I investigate some cultural traditions and rituals, such as the Torém dance, but I also examine their multiple semantics, which constitute a transversal direction throughout the history understood by the Tremembé of the different social situations I researched. To sum up, there is a process of cultural actualization, which is still going on and presents itself through the ludic sphere as well as their political and religions dimensions, which are usually associated to the ritual presentation of the Torém

Se analizan las identidades latinoamericanas desde un enfoque de las clases y de la lucha de clases, situándose más allá de la bipolaridad clásica burguesía-proletariado y se incorporan una visión heterogénea de las clases sociales. En este debate se articulan dos lógicas elementales: la de la explotación y la de la opresión /dominación que, al vincular los fundamentos de clase con los étnicos, dan un perfil y una resiliencia de lucha particular al continente, que quizás no ocurre en otra región del mundo. La tesis sustentada es que la lucha de clases continúa, mediante movimientos sociales que luchan por diversas reivindicaciones y que asumen el papel de “nuevo sujeto histórico con pretensiones de toma del poder, como en el caso de Bolivia. Abstract The article analyzes the Latin America identities from the class and class struggle approach placing them beyond the classic bipolarity “bourgeoisie-proletariat” and incorporates a heterogeneous vision of the social classes. This debate articulates two elementary logics; the logic of exploitation and the logic of oppression-domination that by linking the fundaments of class with the ethnic give a particular profile and a particular strength fight to the continent that might not be present in other regions of the world. The idea that the article defends and proposes is that the class struggle continues through social movements that fight for several grievances and these movements assume the role of the “new historical subject” who tends to take power as it is the case in Bolivia.

El propósito de este trabajo es examinar los esfuerzos realizados y los retos pendientes tras cinco años de implementación del derecho a la consulta previa en el Perú, entre 2011 y mediados del 2016. Este trabajo se divide en tres secciones. La primera ofrece una visión general de los procesos de consulta que se han producido en el Perú hasta diciembre de 2015. La segunda sección examina el papel de los diferentes grupos de interés en relación con este nuevo derecho, mientras que la tercera examina tres casos relacionados directa o indirectamente con las industrias extractivas. El trabajo termina con conclusiones sobre la importancia y los retos de poner en práctica este derecho, y con reflexiones acerca de cómo la elección de un nuevo gobierno en 2016 podría afectar este proceso.

Depois de apresentarmos uma caracterização geral da estrutura da população estrangeira no concelho de Leiria (ponto 1), com recurso a dados do INE, e de percebermos como ela se reflete num agrupamento de escolas da cidade de Leiria, solicitámos informação sobre a heterogeneidade cultural do referido agrupamento. Numa primeira resposta, a secretaria fez-nos chegar um documento com todos os ciclos de ensino e, na frente, o n.º de imigrantes, sem qualquer identificação de proveniência ou nacionalidade. Contudo, abriram uma categoria para o grupo “etnia” e outro para as “NEE” (Necessidades Educativas Especiais). Só numa segunda abordagem, e sem utilizar quaisquer moralismos ou críticas sociopedagógicas relativamente à arrumação da diversidade cultural efetuada pelos serviços e direção do agrupamento, solicitámos que nos facultassem a distribuição por nacionalidades e grupos étnicos. As respostas são sistematizadas em quadros no ponto 2 e mostram daltonismo cultural perante o que é a diferença cultural e a diferença entre os filhos de imigrantes distintos. Por outro lado, esse entendimento da diversidade cultural, algo controverso, alimenta e gere projetos de trabalho social e mediação sociopedagógica que consideramos patologizadores, na medida em que a diferença parece ser tratada como deficiência (ponto 3, 4 e 5 do texto).

En este artículo se analizan representaciones sobre lo indígena manifiestas en un sector de la población no indígena de Colombia, donde el chamanismo es un tema recurrente y donde las culturas indígenas son representadas como poseedoras de una sabiduría espiritual, alternativa y benéfica para la sociedad occidental. El análisis de este tipo de ideas permite advertir similitudes con los discursos utilizados en diferentes latitudes para representar otras alteridades étnicas, lo cual no se debe a semejanzas objetivas entre los grupos étnicos, sino a similitudes socioculturales existentes entre las personas que se representan así lo étnico. Los resultados llevan a concluir que este indigenismo es la manifestación local de una ideología globalizada, centrada en los ideales y necesidades del yo moderno.

One way to do a bibliometric study is to examine each of the records that make up a database, each record and extract key areas that may disclose relevant information about the use of the database and documents in the collection . This article shows how a reference database allows to obtain important data that can reach conclusions that in some cases surprising. For this study we used the following fields of Database Control Documentary Indigenous Nationalities of Costa Rica 1979-2003: author, place of publication, publisher, year, language and support. The database analyzed has two thousand records and was developed in the Winisis. Moreover, analysis of documents was made after processing of the data, which was to export records to Excel software Winisis. After this information extracted from their chosen fields and are held by their respective separate chart or graph to present the results obtained. Furthermore, we show the application of different methods to learn more about the scientific aspects as: the Price Index, the Index of Collaboration This contribution will, first, for (as) students in the course of the race Metric Studies of Library and Information Science, National University, demonstrate and practice what you learned in this area. They may also benefit the (as) professionals from different areas, such as anthropologists (as), sociologists (as), linguists and librarians (as), among others (as).
