Physical access control systems play a central role in the protection of critical infrastructures, where both the provision of timely access and preserving the security of sensitive areas are paramount. In this paper we discuss the shortcomings of existing approaches to the administration of physical access control in complex environments. At the heart of the problem is the current dependency on human administrators to reason about the implications of the provision or the revocation of staff access to an area within these facilities. We demonstrate how utilising Building Information Models (BIMs) and the capabilities they provide, including 3D representation of a facility and path-finding can reduce possible intentional or accidental errors made by security administrators.

[Excerpt] This second issue in the current four-volume series of Social Security Programs Throughout the World reports on the countries of Asia and the Pacific. The combined findings of this series, which also includes volumes on Europe, Africa, and the Americas, are published at 6-month intervals over a 2-year period. Each volume highlights features of social security programs in the particular region. This guide serves as an overview of programs in all regions. A few political jurisdictions have been excluded because they have no social security system or have issued no information regarding their social security legislation. In the absence of recent information, national programs reported in previous volumes may also be excluded. In this volume on Asia and the Pacific, the data reported are based on laws and regulations in force in July 2006 or on the last date for which information has been received.1 Information for each country on types of social security programs, types of mandatory systems for retirement income, contribution rates, and demographic and other statistics related to social security is shown in Tables 14 at the end of the guide. The country summaries show each system's major features. Separate programs in the public sector and specialized funds for such groups as agricultural workers, collective farmers, or the self-employed have not been described in any detail. Benefit arrangements of private employers or individuals are not described in any detail, even though such arrangements may be mandatory in some countries or available as alternatives to statutory programs. The country summaries also do not refer to international social security agreements that may be in force between two or more countries. Those agreements may modify coverage, contributions, and benefit provisions of national laws summarized in the country write-ups. Since the summary format requires brevity, technical terms have been developed that are concise as well as comparable and are applied to all programs. The terminology may therefore differ from national concepts or usage.

La présente étude a analysé l’évolution de l’Administration Canadienne de la Sureté du Transport Aérien (ACSTA) depuis sa mise en place jusqu’aujourd’hui, ainsi que les acteurs individuels ou institutionnels impliqués dans ce processus. L’ACSTA gravite dans un champ organisationnel ‐ensemble d’organisations qui constituent un domaine reconnu de la vie institutionnelle (DiMaggio et Powell, 1983)- au sein duquel agissent différents acteurs qui ont influencé non seulement sa création, mais qui ont continué à jouer un rôle important tout au long de son évolution. Nous avons défini le champ de la sûreté aérienne et au sein de celui‐ci, nous avons analysé les mécanismes institutionnels, tout en identifiant et définissant le rôle des différents acteurs en présence. Il ressort de nos analyses que principalement deux types de contraintes institutionnelles (DiMaggio et Powell, 1983) ont influencé la création et le développement de l’ACSTA. Premièrement, mis à part les contraintes coercitives émanant de la règlementation internationale de l’Organisation de l’Aviation Civile Internationale, il apparait que d’autres contraintes du même type proviennent du gouvernement américain, par le biais de pressions visant à la mise en place de mesures sécuritaires, tant au moment de la création que tout le long de l’évolution de l’organisation. Il est à noter, cependant, le rôle du terrorisme et des tentatives d’attentat comme provocant de telles contraintes. Deuxièmement, nous avons identifié des contraintes du type normatif, c’est-à‐dire celles qui proviennent des valeurs, des normes et du bagage professionnel lié à la sécurité et à la sureté aérienne. Il apparait que les contraintes normatives agissent constamment alors que les contraintes coercitives surgissent ponctuellement tout au long de la période analysée.

The huge transformations that occurred in the last two decades had impacts on the standards of food production and consumption, and determined a wider discussion in Brazil about the theme of food and nutrition security. It has also expanded the scope of it, which now considers nourishing aspects regarding the entire population and not only its most vulnerable segments. This research identified different meanings present in the speech about food and nutrition security, terms incorporated by movements and civil society organizations that were represented at the National Council for Food and Nutrition Security (administration 2004-2007). Thematic appropriation could be observed in the following directions: a) privileging the interaction between thematic fields from both production and consumption spheres; b) strengthening the idea of nutrition as a human right; c) including an ethical goal to the country's development; d) development of an intra and intersectorial perspective; e) identifying the need of dialogic and freeing educational processes.
