Starting from the theoretical contributions of Michel Foucault and from a critical appraisal of the Declaration of Universal Human Rights and the 1988 Brazilian Constitution, this article maps the constitution of labor as a dimension that goes from social right to health device. In our analysis we find that labor as a social right and health device has a subjective protagonism and has social and economic aspects contemplated by documents. However in defining and orienting ways of being of individuals that work delivered speeches that fall in and control, hindering the openness of workers for movements of creation expansion of life and work in its positivity of experimentations. We conclude that is not enough to recognize labor as a social right, indicate its role as a health strategy or direct political efforts without problematizing not “what kind of work” can be supportive in a more creative construction of its own work and health.

This article aims to disseminate the results of a university action which occurred through the Extension Course entitled Management and Health at Work, conducted from March to September 2011 and offered by “Coordenadoria de Saúde e Segurança do Trabalhador e Sustentabilidade Ambiental” (a kind of Workers' health and safety and environmental sustainability agency) - an agency managed by “Pró-Reitoria de Administração - PRAd/Unesp”. This action had the audience of the technical and administrative staff of the several Institutes (Units) of UNESP in positions of Leadership and Supervision. The course was proposed to equip managers to deal with issues related to health and safety at work in daily labor. Six hundred managers of all UNESP Institutes participated in the course. The meetings were logistically designed respecting the proximity of the participants’ Institutes. The methodology adopted was based on qualitative techniques such as group discussion, role-plays, analysis of film, reading and discussing texts, together with the preparation of a proposal for health promotion by the participants. As a result it was considered that the course offered a convenient and timely opportunity to reflect on and discuss the theme of health and safety at UNESP, as well as to make leaders and managers effective agents to implement programs of disease prevention and health promotion at work.

This report focuses on forest product users in the COMADEL and FMJ forest concessions, Cabo Delgado, as well as the effects of their combined strategies and activities on sustainable use of natural resources and sustainable socio-economic development of the region. The aim is to contribute to understanding the effects of these strategies and activities on forest regeneration, ecosystem services and on resource sustainability. The study examines the role played by the Committees of Natural Resources in forest exploitation. Data obtained from interviews and observations were used to complement and update a variety of existing data from oral and written sources dealing with forest regeneration in Cabo Delgado. These existing materials originate from previous studies conducted in the context of the ESAPP project that started more than two years ago. They include results from Learning for Sustainability workshops (LforS, http://www.cde.unibe.ch/Pages/Project/2/14/Learningfor- Sustainability-Extension-Approach.aspx), as well as field reports, academic studies, management plans used by concessionaires, and others. The interviews and observations took place more or less continuously from the beginning of this phase of the project in 2008. Interviews were systematically conducted with owners of concessions operating in the region, employees of logging companies, residents of villages within the existing concessions, government officials and others. It was not possible to collect information directly from poachers in part due to the illegal nature of their work. Information on these activities was obtained indirectly through members of the Committees of Natural Resources, the concessionaire, and its workers, as well as by observing the traces of extraction – traps, bones and parts of slaughtered animals, tree stumps, material ready for transportation, etc. The main results indicate that extraction by the logging company MITI Ltd. and others acting in the region, by poachers and by other actors – e.g. sawyers using manual saws – put a lot of pressure on marketable species, particularly Millettia stuhlmannii, Afzelia quanzensis and Swartzia madagascariensis. Natural regeneration of forests in northern Cabo Delgado is being compromised by the combination of various extracting activities and uncontrolled fires. MITI Ltd. continued the pattern of exploitation of forest resources that was characteristic of companies operating in the region earlier, such as COMADEL. MITI Ltd. failed to implement the broad range of development and conservation activities encouraged by the new legislation on forest concessions that was created to promote sustainable use of resources.

Our study considers the natural resources of the Miombo forests in Cabo Delgado from a broad ecosystems perspective. Thus, our view goes beyond the disciplinary approaches of forestry, agronomy, biology or zoology, and also of the social sciences, namely anthropology, history, sociology, political science or economics. The present study aims to establish a dialogue and create synergies between Miti Ltd. – the logging company and owner of the forest concessions – as well as government and state structures at the various levels and the communities – through the Committees on Natural Resources – in order to promote the sustainable use of resources and ecosystems. The research methodology we used can broadly be described as moderated transdisciplinary interaction for action-research based on the approach known as Learning for Sustainability (LforS, http://www.cde.unibe.ch/Pages/Project/2/14/Learning-for-Sustainability-Extension-Approach.aspx). The research methods used include: LforS seminars; field work; forests observations focusing, among others, on ecosystems, trees, wildlife, and burned areas; visits to farms; and interviews. We conducted both collective interviews and individual interviews, including with key informants. The main results indicate that members of the Committee on Natural Resources have a dual attitude: their statements defend the paradigm of sustainable use of natural resources as well as their own immediate monetary gain. They are willing to apply the values, concepts and theories of sustainable development that underpin the establishment of Committees on Natural Resources if they are paid for their work or if they can derive direct benefits from it, i.e. if they can earn a salary or allowance. If this does not happen, however, they are willing to allow actors to engage in illegal hunting or logging activities. This dual attitude also exists in relation to forestry operators. If the concession workers pay the committee members in cash or provide goods, they can run their business even if they violate the law. Natural forest regeneration in Nkonga and Namiune already shows the impact of such use. Although there are many saplings that could basically ensure continuous regeneration under sustainable management, repeated burning is damaging the young trees, deforming them and killing a great number of them. Campaigns against uncontrolled fires are ineffective because the administrative and political authorities have a dual attitude as well and are also part of the group that uses resources to their own profit and benefit. There are institutional structures within the administration, populations, and communities to perform regulating functions, create and implement rules, punish offenders, and oversee resource use. However, they feel that since they are not paid for performing these functions, they do not have to do so. This attitude shows a lack of awareness, but also indicates a situation where everyone seeks to derive maximum benefits from existing resource use patterns. Anything goes.

De acordo com a Agência Europeia para a Segurança e Saúde no Trabalho “todos os anos, mais de 5.550 pessoas perdem a vida na União Europeia em consequência de acidentes de trabalho”. As organizações todos os anos perdem muitas horas de trabalho devido a esses acidentes, o que se traduz em perdas económicas e financeiras, que podem comprometer a competitividade e produtividade das mesmas. Num período em que a situação económico-financeira da maioria das organizações tem vindo a ser comprometida derivado à situação de crise que atravessa em particular o nosso país, é da máxima importância analisar todos os campos constituintes da organização e avaliar o seu risco e impacto de cada um no seu todo, assim sendo perante esta realidade a Segurança e Saúde no Trabalho é também um dos temas que deve ser tido em conta e não menosprezado. Este tema tem vindo a ser cada vez mais debatido pelas organizações e assiste-se a uma mudança de ideias relativamente à sua importância no contexto organizacional pelos efeitos colaterais positivos bem como por obrigatoriedade legal consagrada nos artigos 59.º e 64.º da Constituição da República Portuguesa. Assim, este trabalho de projeto visa avaliar o Centro social, Cultural e Recreativo de Botão em termos de Segurança e Saúde no Trabalho, com o objetivo de implementar um Sistema de Gestão de Segurança e Saúde no Trabalho, de modo a identificar e minimizar os riscos no local de trabalho, melhorar as condições de trabalho e contribuir para a Instituição cumprir com o seu dever legal e moral. Este trabalho de projeto foi concebido tendo por base visitas às instalações da organização, comunicação com os trabalhadores e responsáveis pela mesma e elaboração de listas de verificação tendo em consideração os requisitos legais e outros aplicáveis em matéria de Segurança e Saúde no Trabalho de forma a atingir o objetivo.

A presente dissertação pretende estudar a sensibilidade do sector farmacêutico relativamente à necessidade de certificação dos sistemas de gestão da qualidade, ambiente e SST, uma questão que começa a ter cada vez mais valor nos dias de hoje. A relação cliente-fornecedor na indústria farmacêutica requer uma análise cada vez mais cuidada. Ter fornecedores de qualidade e incentivá-los na busca da melhoria contínua trará reflexos sempre benéficos ao cliente e à sociedade. O processo de certificação de Qualidade, Ambiente e Segurança e Saúde no Trabalho é um dos meios capaz de alcançar esse objetivo. Mas o sector farmacêutico não se rege apenas pelos Laboratórios que produzem os medicamentos, mas também as entidades responsáveis pela sua distribuição, tanto nacional como de exportação, e as entidades que irão receber esses mesmos produtos, ou seja, as entidades hospitalares e as farmácias. Só após atravessarem toda esta longa cadeia de fornecimentos, os diversos medicamentos, chegarão às mãos dos utentes, nas quais serão usufruídos. Deste modo, as várias certificações, de entre as quais, a das Boas Práticas Fabris (BPF), a da Qualidade e Ambiente (ISO 9001:2008 e ISO 14001:2004), e a de Segurança e Saúde no Trabalho (OHSAS 18001:2007 e NP4397:2008), não devem ser vistas, pelas diversas entidades, apenas como um meio de melhorar a sua imagem, mas também, de não degradar os produtos que por elas passam. É neste sentido que emerge a diferença entre Necessidade e Obrigação das várias entidades da indústria farmacêutica. Neste Estudo de Caso pretende-se detalhar a urgência em dar mais ênfase às Certificações existentes, em todos os ramos do setor. Assim, mediante a análise dos resultados obtidos num questionário distribuído às entidades acima referidas, pode-se constatar a posição destas entidades a nível nacional, sobre este mesmo tópico. No entanto, dado que existe um grande número de armazenistas/distribuidores e hospitais, e um número ainda maior de farmácias a nível nacional, constituindo assim uma limitação. Como pesquisa futura poderá ser o estudo por grupo abrangendo uma amostra maior e dedicada apenas às farmácias e hospitais.

The job security issue is crucial for the development of construction due to the need to ensure the health of workers, which is done by means of laws and production management. Thus, among various other laws, was enacted NR-18, in order to ensure the worker's minimum conditions for the development work. Despite legislative developments on the subject, they have become ineffective against the excessive number of accidents in the construction industry, bringing the company to greater in ensuring the health and safety of its workers. In view of this need for improvement of working environment in a general appearance, both for purposes of ensuring the law obedience as comfort for workers and quality of the organization, the System Health Management and Safety (OHSMS) is a valid tool demonstrates the evolution of business management, as well as OHSAS 18001 which proposes to ensure the efficiency and integration of a system geared to safety and health at work by means of implements and adaptations of it, in order to bring significant improvements to conditions of work, especially in the form of a new culture to be adopted by the company. Addressing the problem, this paper aims to develop a management system by OHSAS 18001 which is consistent with the terms of NR-18 as it is this integration of OHSMS Management System of the company as a usual practice of that aims at an improvement of work safety in the business of Buildings.

O presente trabalho de investigação surge na necessidade de analisar a componente do clima de segurança e a respetiva perceção que os colaboradores de uma organização possuem quanto aos riscos com que podem lidar enquanto exercem a sua atividade bem como o tipo de comportamentos que podem contribuir para a perceção de existência de um clima de segurança no seu local de trabalho. Portanto, esta investigação insere-se essencialmente na temática da Segurança e Saúde no Trabalho (SST). Ao aprofundar conceitos sobre Sistemas de Gestão de Segurança e Saúde no Trabalho (SGSST) e sobre o clima de segurança será possível verificar as suas aplicabilidades à realidade da Marinha Portuguesa através da elaboração de um questionário a ser aplicado a um conjunto de militares. Através da análise do questionário aplicado (através de tratamento estatístico e posterior análise), pretende-se compreender qual a perceção existente entre os militares da Marinha Portuguesa quanto ao clima de segurança e averiguar se os comportamentos que os líderes adotam estão relacionados com as ações dos colaboradores.
