We have witnessed in recent years, an obvious effort by the competent European institutions, towards the harmonization of general law applicable to all Member States (MS's). Many developments have been registered in several areas of law, a europeanization process that aims to add value to cross-border transactions and, consequently, the internal market and european trade. This trend manifests itself in general to the private law level, and particularly in contract law. The extension of the field in which market participants - whether professionals or consumers - can act, must imperatively be articulated with a consequent wider protection. After all, the consumer is also a leading European purposes and its level should not be called into question for the sake of promoting trade. The link between the positions of two opposing parties, professionals and consumers, requires commitment and work reinforced by the institutions but only on that basis is consistent legislative production. The proposed Regulation on a Common European Sales Law of the sale, the European Commission, set focus to European contract law and raises questions about the relevance and necessity of such uniformity. An instrument for purposes of harmonization of European contract law, that can be applied to all cross-border consumer contracts, similar in all MS's certainly bring many benefits. However, its applicability and usefulness would depend on the level of protection that would provide, compared to the existing national rights. Would an optional instrument ensure the designs of a common law? Moreover, would a binding instrument be the best alternative in that sense? Keywords:

1. Pela Resolução WHA58.3, a 58ª Assembleia Mundial da Saúde aprovou o Regulamento Sanitário Internacional (2005) a 23 de Maio de 2005. Nos termos do disposto no artigo 59º, o RSI (2005) deveria entrar em vigor a 15 de Junho de 2007. Convém salientar que os Estados- Membros da Região Africana participaram em pleno nas diferentes negociações sobre o Regulamento Sanitário Internacional (RSI) favorecendo, deste modo, para a obtenção de consenso sobre os problemas de saúde pública e sobre os acontecimentos de dimensão internacional. 2. No entanto, com o surgimento do vírus tipo A (H5N1) da gripe das aves, de elevada patogenicidade, em diversos países da Ásia, Europa, África e Médio Oriente e, tendo em conta o risco do aparecimento de um vírus pandémico, a 59ª Assembleia Mundial da Saúde aprovou, a 26 de Maio de 2006, a Resolução WHA59.2, que apoiava a aplicação do RSI (2005). Esta resolução exorta os Estados-Membros a aplicar de imediato, e de forma voluntária, as disposições do RSI (2005) consideradas pertinentes face ao risco apresentado pela gripe das aves e a possível pandemia de gripe. 3. Para os Estados-Membros da Região Africana, a aplicação imediata e voluntária do RSI (2005) comporta um certo número de implicações, entre as quais: - a utilização sistemática de um instrumento de decisão que permita avaliar e notificar a OMS relativamente às ocorrências que constituam uma emergência de saúde pública de dimensão internacional; - a aquisição, o reforço e a manutenção da capacidade para detectar, avaliar, notificar e declarar ocorrências através da aplicação do RSI (2005). 4. Na Região Africana, a implementação do RSI (2005) far-se-á no quadro da Estratégia de Vigilância e Resposta Integrada às Doenças (IDSR), aprovada pelo Comité Regional Africano em 1998, pela Resolução AFR/RC48/R2. 5. Solicita-se ao Comité Regional que analise e aprove a agenda para acção contida neste documento.

O aconselhamento é um processo de escuta activa, individualizado e centrado no utente. Pressupõe a capacidade de estabelecer uma relação de confiança entre os interlocutores visando ao resgate dos recursos internos do utente, para que ele mesmo tenha a possibilidade de reconhecer-se como sujeito de sua própria saúde e transformação. Este processo permite ao indivíduo decidir com conhecimento de causa se deseja submeter-se a realização de testes para o HIV. Caracteriza-se pois por ser uma estratégia de prevenção que actua no âmbito do indivíduo.

The goal of the research was to investigate the energy performance of residential vertical buildings envelope in the hot and humid climate of Natal, capital of Rio Grande do Norte, based in the Technical Regulation of Quality for Energy Efficiency Level in Residential Buildings (RTQ -R), launched in 2010. The study pretends to contribute to the development of design strategies appropriate to the specific local climate and the increasing of energy efficiency level of the envelope. The methodological procedures included the survey in 22 (twenty two) residential buildings, the formulation of representative prototypes based on typological and constructives characters researched and the classification of the level of energy efficiency in the envelopment of these prototypes, using as a tool the prescriptive method of the RTQ-R and the parametric analyzes from assigning different values of the following variables: shape of the pavement type; distribution of housing compartments; orientation of the building; area and shading of openings; thermal transmittance, and solar absorptance of opaque materials of the frontage in order to evaluate the influence of these on the envelopment performance. The main results accomplished with this work includes the qualification of vertical residential buildings in Natal/RN; the verification of the adequacy of these buildings to local climate based from the diagnosis of the thermal energy of the envelopment performance, the identification of variables with more significant influence on the prescriptive methodology of RTQ-R and design solutions more favorable to obtain higher levels energy efficiency by this method. Finally, it was verified, that some of these solutions proved contradictory in relation to the recommendations contained in the theoretical approaches regarding environmental comfort in hot and humid weather, which indicates the need for improvement of the prescriptive method RTQ-R and further research on efficient design solutions

The research shows that increasing the consumption of energy by households is growing rapidly and without adequate planning, due to population growth and therefore an increase in energy consumption. With the current concerns of sustainability and energy efficiency by industry, there is the need to prove to population that there are many ways to incorporate sustainable practices to their daily lives, starting from by their own residence. The quality certification of the energy efficiency level in residential buildings, shows how one can influence and improve housing issues on sustainable actions as rooted in our country
