This article examines how a discourse of crime and justice is beginning to play a significant role in justifying international military operations. It suggests that although the coupling of war with crime and justice is not a new phenomenon, its present manifestations invite careful consideration of the connection between crime and political theory. It starts by reviewing the notion of sovereignty to look then at the history of the criminalisation of war and the emergence of new norms to constrain sovereign states. In this context, it examines the three ways in which military force has recently been authorised: in Iraq, in Libya and through drones in Yemen, Pakistan and Somalia. It argues the contemporary coupling of military technology with notions of crime and justice allows the reiteration of the perpetration of crimes by the powerful and the representation of violence as pertaining to specific dangerous populations in the space of the international. It further suggests that this authorises new architectures of authority, fundamentally based on military power as a source of social power.

Foucault identified the roots of governmentality in religious beliefs and religious history with its genealogical core the equivalent of pastoral power, the art of governing people by relying on a dualistic logic; individualization and totalization. This technology of power arose and matured within the Roman Catholic Church and provided a model for many states in the achievement and exercise of power. Informed by the work of Foucault on pastoral power the present work examines the genealogical core of governmentality in the context of the Roman Catholic Church at a time of great crisis in the 15th century when the Roman Catholic Church was undergoing reform instituted by Pope Eugenius IV (1431-1447). The contributions of accounting to pastoral power are shown in this study to have been pivotal in restoring the Church’s standing and influence. Accounting was one of the technologies that allowed the bishops to control both the diocese as a whole and each priest, to subjugate the priests to the bishops’ authority and, thereby, to govern the diocese through a never-ending extraction of truth.

In the United Kingdom wind power is recognised as the main source of renewable energy to achieve the European Union 2020 renewable energy targets. Currently over 50% of renewable power is generated from onshore wind with a large number of offshore wind projects in development. Recently the government has re-iterated its commitment to offshore wind power and has announced that offshore wind subsidies are to increase from £135/MWh to £140/MWh until 2019. This paper provides a detailed overview of the offshore wind power industry in the United Kingdom in terms of market growth, policy development and offshore wind farm costs. The paper clearly shows that the United Kingdom is the world leader for installed offshore wind power capacity as pro-active policies and procedures have made it the most attractive location to develop offshore wind farm arrays. The key finding is that the United Kingdom has the potential to continue to lead the world in offshore wind power as it has over 48 GW of offshore wind power projects at different stages of operation and development. The growth of offshore wind power in the United Kingdom has seen offshore wind farm costs rise and level off at approximately £3 million/MW, which are higher than onshore wind costs at £1.5–2 million/MW. Considering the recent increase in offshore wind power subsidies and plans for 48 GW of offshore wind power could see more offshore wind power becoming increasingly financially competitive with onshore wind power. Therefore offshore wind power is likely to become a significant source of electricity in the United Kingdom beyond 2020.

This chapter examines the extent to which Britain's status as a global power in the twentieth century was underpinned by the existence of its empire. It suggests that, in a military sense, empire represented an uncertain resource. While the mobilization of the empire in the two world wars was ultimately crucial to British victory, its latent power in the years leading to those conflicts was poorly appreciated, not least by UK policy‐makers themselves. As such, it had limited value as a deterrent to Britain's enemies. Furthermore, the process of mobilizing the empire for war placed an almost intolerable strain on the fragile structures of imperial control. Britain's continuing aspirations to play the role of a global power following post‐war decolonization reflect the extent to which its overseas interests had always transcended the formal boundaries of empire. Meanwhile the Anglo‐American alliance provided Britain with a degree of security that its empire had never offered.

This paper presents some initial concepts for including reactive power in linear methods for computing Available Transfer Capability (ATC). It is proposed an approximation for the reactive power flows computation that uses the exact circle equations for the transmission line complex flow, and then it is determined the ATC using active power distribution factors. The transfer capability can be increased using the sensitivities of flow that show the best group of buses which can have their reactive power injection modified in order to remove the overload in the transmission lines. The results of the ATC computation and of the use of the sensitivities of flow are presented using the Cigré 32-bus system. © 2004 IEEE.

This paper develops three basic arguments. First, it presents the basic underpinnings of Brazilian diplomacy in the past half century, concentrating on the changes adopted in the 1980s and the 1990s up to the foreign policy put forward by Lula`s government (2003-2009). It recognises that Lula`s foreign policy represents a step forward, especially where Africa is concerned. However, it does not seem to be clear whether the Brazilian economy has enough strength to sustain such a foreign policy, as is shown in the second part of the paper. This is indeed the case if comparisons are made with India, China and even South Africa, when the latter`s regional role is considered. Finally, an effort is made to summarise the recent political cooperation established between Brazil and African countries as well as to present an overview of Brazil`s trade and investment relations both with the region as a whole and with some important individual partners. Once this picture is established, we investigate whether these realmsdiplomatic/political and economictake independent tracks, or if they do interact in a coherent manner. Africa remained deep inside Brazil and Brazilians, not as something external to ourselves. But as a mythic space; neither geographical, nor historical.

Introduction: The saccadic paradigm has been used to investigate specific cortical networks involving attention. The behavioral and electrophysiological investigations of the SEM contribute significantly to the understanding of attentive patterns presented of neurological and psychiatric disorders and sports performance. Objective: The current study aimed to investigate absolute alpha power changes in sensorimotor brain regions and the frontal eye fields during the execution of a saccadic task. Methods: Twelve healthy volunteers (mean age: 26.25; SD: +/- 4.13) performed a saccadic task while the electroencephalographic signal was simultaneously recorded for the cerebral cortex electrodes. The participants were instructed to follow the LEDs with their eyes, being submitted to two different task conditions: a fixed pattern versus a random pattern. Results: We found a moment main effect for the C3, C4, F3 and F4 electrodes and a condition main effect for the F3 electrode. We also found interaction between factor conditions and frontal electrodes. Conclusions: We conclude that absolute alpha power in the left frontal cortex discriminates the execution of the two stimulus presentation patterns during SEM. (C) 2012 Elsevier Ireland Ltd.
