A construção da direção única na saúde constitui-se um desafio para a gestão local do SUS, particularmente para municípios de grande porte. Este artigo analisou o processo de implementação do SUS no município de São Paulo, visando identificar estratégias para viabilizar uma direção única, no período de 2001 a 2008. Com base em um estudo de caso, foram utilizados dados obtidos de informantes privilegiados da gestão e de documentos de gestão. O conceito de integração sanitária foi utilizado como categoria analítica. Foram analisados movimentos e estratégias dos atores institucionais envolvidos diretamente na gestão do SUS, os gestores municipal e estadual. Observaram-se avanços institucionais como a municipalização das unidades básicas de saúde estaduais e a habilitação do município na gestão plena do sistema municipal. Apesar dessa condição de gestão e da identidade político-partidária entre os governos municipal e estadual desde 2005, constatou-se a coexistência de dois subsistemas públicos de saúde pouco integrados. Um municipal, que concentrava os serviços de atenção básica; outro estadual, que concentrava parte considerável dos serviços de média e alta complexidades. Instrumentos de gestão adotados, como o sistema de regulação, mostraram-se frágeis para superar a falta de integração entre os referidos subsistemas. Como implementar a direção única no SUS implica uma (re)divisão de recursos e poder, discute-se que não bastam normas nem instrumentos de gestão para viabilizá-la. É um desafio estratégico para o SUS implementar processo de negociação, envolvendo os atores institucionais e políticos, visando a pactuação de um projeto político na saúde.

The influence of political parties on decisions made by members of Congress is a hotly debated issue in political science. In foreign policy, which is usually considered nonpartisan, the matter is even more inconclusive. The current study analyzes all the roll-call votes taken on foreign policy issues in the 2002-2006 legislature of the Chilean Chamber of Deputies. After tracing a spatial map of foreign policy preferences among Chilean Deputies using the Nominate statistical package, we concluded that the ideology of the legislator's political party is a predictive factor for his or her foreign policy behavior. Our findings indicate that the way Chilean legislators structure their preferences on foreign policy issues does not differ significantly from the way they shape their domestic policy preferences.

This paper uses a new panel of more than 2,000 Brazilian municipalities over 13 years to analyze the influence of public expenditures on the probability of mayors` reelection. We examine Brazilian municipal elections from 1988 to 2000 using a logit fixed-effects model. The results suggest that mayors who spend more during their terms of office increase the probability of their own reelection or of a successor of the same political party. In particular, higher capital spending over the years preceding elections and current expenditures in election years are beneficial to Brazilian incumbent mayors.

Imaginemos que un observador quiere analizar el sistema político de los países de Europa Occidental. Si compara el sistema de partidos que hay a nivel nacional con los presentes en cada uno de los distritos de esta elección, apreciará notables diferencias entre países. Por ejemplo, si repara en Alemania, verá como los mismos cinco partidos presentes en el Bundestag compiten también en todos los distritos. Si por otra parte se fija en España, comprobará como en las Elecciones Generales españolas algunos partidos se presentan en todas las circunscripciones pero otros sólo lo hacen en una o en un puñado de ellas. Por lo tanto, mientras que en el primer caso tenemos que el sistema político nacional se reproduce de manera idéntica en cada distrito, en el segundo hay diferencias entre los partidos a nivel nacional y los presentes en determinados distritos. ¿Por qué existen estas divergencias? ¿Qué es lo que explica que esta situación sea estática o que cambie a lo largo del tiempo? En este anexo presento una memoria para justificar los principales avances en la investigación doctoral durante el periodo en que he disfrutado de la beca FI.

This article presents, discusses and tests the hypothesis that it is the number of parties what can explain the choice of electoral systems, rather than the other way round. Already existing political parties tend to choose electoral systems that, rather than generate new party systems by themselves, will crystallize, consolidate or reinforce previously existing party configurations. A general model develops the argument and presents the concept of 'behavioral-institutional equilibrium' to account for the relation between electoral systems and party systems. The most comprehensive dataset and test of these notions to date, encompassing 219 elections in 87 countries since the 19th century, are presented. The analysis gives strong support to the hypotheses that political party configurations dominated by a few parties tend to establish majority rule electoral systems, while multiparty systems already existed before the introduction of proportional representation. It also offers the new theoretical proposition that strategic party choice of electoral systems leads to a general trend toward proportional representation over time.

We present voters' self-placement and 68 political party locations on the left-right dimension in 17 Latin American countries. Innovative calculations are based on data from Latinobarometer annual surveys from 1995 to 2002. Our preliminary analysis of the results suggests that most Latin American voters are relatively highly ideological and rather consistently located on the left-right dimension, but they have very high levels of political alienation regarding the party system. Both voters' self-placement and the corresponding party locations are presently highly polarized between the center and the right, with a significant weakness of leftist or broadly appealing 'populist' positions.

The DOT, created by the Iowa Legislature, began operating July 1,1975. The newly formed Department of Transportation had a staff of 4,568 full-time equivalents (FTEs). These employees and their responsibilities came from the Highway Commission, Reciprocity Board, Aeronautics Commission, and parts of the Commerce Commission, Department of Revenue and Finance, Department of Public Safety and the Energy Policy Council. The DOT continually looks at ways to become more efficient in serving our customers. As a result the current workforce equals approximately 3,049 full-time employees. The seven transportation commissioners set policy for the department and are appointed by the governor, with no more than four from one political party. Membership on the commission is gender-balanced. Commissioners are confirmed by the Iowa Senate and serve on a staggered basis for four-year terms. Commission meetings are usually held monthly in Ames. The meetings are open to the public and follow a printed agenda.

En nuestro sistema político, los medios de comunicación no son agentes neutros, sino que desempeñan un papel central en la legitimación de las instituciones políticas. La consolidación de la UE ha significado el surgimiento de un entramado institucional supranacional con nuevos actores e instituciones que muchas veces son cuestionadas por su falta de legitimidad democrática. Todas estas cuestiones llevan a preguntarnos cuál es el papel que desempeñan los medios de comunicación en el proceso de construcción europea, cómo se da cuenta del proceso a la ciudadanía y cuáles de sus elementos entran en la agenda mediática. Este artículo intenta aproximarse a esta cuestión analizando la cobertura mediática que recibe el proceso de integración europea en la prensa española. Para hacerlo, se analizan cinco casos de procesos legislativos y diplomáticos del ámbito de la UE. La enorme diferencia en la cobertura de los distintos casos permite concluir que, en el caso de la prensa española analizada, las cuestiones europeas están vinculadas a la agenda mediática nacional y sirven como elemento legitimador o deslegitimador de posturas políticas de la clase política nacional.

Riassunto Il presente studio verte sull'analisi del voto relativo all'iniziativa popolare 'contro l'immigrazione di massa' del 9 febbraio 2014. In particolare, l'analisi si concentra sul voto avvenuto nel Ticino, il cantone svizzero in cui l'iniziativa ha avuto maggiore sostegno. Lo studio si è avvalso di un'inchiesta d'opinione rappresentativa realizzata dall'Osservatorio della vita politica regionale dell'Università di Losanna presso 1.429 cittadini ticinesi nei giorni successivi allo scrutinio. Dopo una contestualizzazione del voto del 9 febbraio rispetto alla storia delle votazioni sui temi di politica estera e migratoria, l'analisi si è concentrata sulla partecipazione al voto. Il ricorso a tre modelli interpretativi (delle risorse, della competenza e della mobilitazione) ha permesso di mostrare come il voto del 9 febbraio sia caratterizzato in particolare modo dal senso del dovere, dall'interesse per la politica e dal legame di partito. L'analisi dell'orientamento di voto evidenzia l'influenza delle dimensioni economiche, politiche, identitarie, e soprattutto, alla stregua di altri voti nel passato recente di questo cantone, una forte tensione tra centro e periferia. Dall'analisi del voto del 9 febbraio emerge un forte timore che vede nel Ticino una 'doppia periferia', verso Berna e in relazione alla vicina Lombardia. Résumé Cette étude porte sur l'analyse du vote sur l'initiative populaire 'contre l'immigration de masse' du 9 février 2014 et, plus précisément, sur le vote qui s'est déroulé au Tessin, canton suisse dans lequel l'initiative a obtenu le plus large soutien. L'étude a été menée à l'aide d'une enquête d'opinion représentative réalisée par l'Observatoire de la vie politique régionale de l'Université de Lausanne auprès de 1.429 citoyens tessinois dans les jours suivant le scrutin. Après une contextualisation du vote du 9 février par rapport à l'histoire des votations sur les thèmes de la politique étrangère et de l'immigration, l'analyse a porté sur la participation au vote. À ce propos, l'utilisation de trois modèles explicatifs (des ressources, de la compétence et de la mobilisation) a permis de dévoiler que le vote a été caractérisé plus particulièrement par le sens du devoir (habitus du vote), par l'intérêt pour la politique et par le lien avec un parti. L'analyse de l'orientation du vote montre l'influence des aspects économiques, politiques et identitaire ainsi que, à l'instar d'autres votations récemment passées dans le canton italophone, des raisons qui mettent en évidence une vision contrastée du Tessin et notamment le risque de devenir une 'double périphérie' par rapport à Berne et à la Lombardie. Zusammenfassung Die vorliegende Studie analysiert das Abstimmungsverhalten anlässlich der eidgenössischen Volksinitiative 'Gegen Masseneinwanderung' vom 9. Februar 2014. Die Analyse beschränkt sich auf die Abstimmung im Kanton Tessin, wo die Initiative am stärksten unterstützt wurde. Die Studie wurde vom Observatorium des regionalen politischen Lebens der Universität Lausanne durchgeführt und basiert auf einer repräsentativen Umfrage, bei welcher 1429 Bürger des Kantons Tessin in den Tagen nach der Abstimmung teilnahmen. Zunächst wird die Abstimmung vom 9. Februar in Bezug auf die Geschichte verschiedener anderer Abstimmungen zum Thema Aussen- und Immigrationspolitik kontextualisiert. Die Analyse analysiert dann als erstes die Wahlbeteiligung: Der Gebrauch von drei Erklärungsmodellen (Ressourcen, Kompetenz und Mobilisierung) zeigt auf, dass der Entscheid, an der Abstimmung vom 9. Februar überhaupt teilzunehmen, vor allem von Pflichtbewusstsein, politischem Interesse und Parteibindung geprägt war. Das Abstimmungsverhalten selber war dann von ökonomischen und politischen Faktoren, von der eigenen Identität sowie insbesondere - und wie auch schon andere Abstimmungen in der jüngsten Vergangenheit des italienisch-sprechenden Kantons -von einer grossen Angst geprägt, dass das Tessin eine 'doppelte Peripherie' zwischen Bern und der Lombardei werden könnte. Stichwörter: Volksinitiative, Teilnahme, Abstimmungsverhalten, Zentrum-Peripherie Abstract This study focuses on the analysis of the federal vote on the popular initiative 'against mass immigration' of 9 February 2014. More precisely, the analysis focuses on the vote that took place in Ticino, the Swiss canton in which the popular initiative has received the widest support. The study was carried out by the Research Observatory for Regional Politics at the University of Lausanne using a representative survey among 1.429 citizens of Ticino during the days following the vote. After a contextualization of the vote of 9 February with respect to the history of referenda about foreign policy and immigration issues, the analysis first discusses voter turnout. In this regard, the use of three explanatory models (resources, expertise and mobilisation) reveals that participation in the vote of 9 February was especially characterized by one's sense of duty, political interest, and links with a political party. The decision how to vote was then influenced by economic, political and identity factors as well as - like other votes in the recent past in the Italian-speaking canton - the particular fear that Ticino would become a 'double periphery' vis-à-vis both Berne and Lombardy. Challenging the view of asymmetrical power relations between China and Africa, this thesis questions the "Chinese comparative advantages" (monolithic state power and economic advantages) of Chinese state-owned enterprises (SOEs) in Africa. It argues that the power dynamics between Chinese and African actors are dialectical and pluralistic, with localized social capital representing the true Chinese competitive advantage in Africa. Based on ethnographical fieldwork conducted in Ghana, this thesis shows that Chinese SOEs pursue their globalization in a double context - that of the deliberate "retreat" of the Chinese state, and more importantly, that of Ghanaian governance and society (characterized by political party patronage, extraversion dynamics, and worker agency). The trajectories of Chinese expatriates' expatriation/ social promotion and their SOEs' globalization/ localization are mutually influenced and reinforced. By cultivating local relationships and knowledge, a provincial Chinese SOE in Ghana can outperform a large Chinese central SOE, even if the latter has more support from the Chinese state. Moreover, the recent effort to build a "socially acceptable Chinese community" in Ghana has renewed the power dynamics between the Chinese state and the SOEs. All these observations provide for constructing a new perspective of Chinese SOEs in Africa - a "second-class" Chinese globalization - the SOEs may begin with few privileges, but promotion over time is possible. -- A contre pied des approches postulant des relations de pouvoir asymétriques entre la Chine et l'Afrique, cette thèse interroge les « avantages comparatifs chinois » (pouvoir de l'État monolithique et avantages économiques) des entreprises publiques chinoises (EPC) en Afrique. Elle soutient l'idée selon laquelle les dynamiques de pouvoir entre les acteurs chinois et africains est dialectique et pluraliste, et le capital social localisé étant le véritable avantage compétitif chinois en Afrique. S'appuyant sur un travail de terrain ethnographique au Ghana, cette thèse montre que les EPC poursuivent leur mondialisation dans un double contexte - celui de la «retraite» délibérée de l'État chinois, et, de façon plus importante, celui de la gouvernance et de la société ghanéennes (caractérisées par un clientélisme des partis politiques, une dynamique d'extraversion et le pouvoir de négociation des travailleurs). Les trajectoires d'expatriation / de promotion sociale des expatriés chinois et la mondialisation / localisation de leurs EPC s'influencent et se renforcent mutuellement. En cultivant des relations et des connaissances locales, une EPC provinciale au Ghana peut surpasser une grande EPC centrale, même si cette dernière reçoit plus de soutien de l'État chinois. En outre, les efforts récents visant à construire une «communauté chinoise socialement acceptable» au Ghana ont renouvelé la dynamique du pouvoir entre l'État chinois et les EPC. Ces observations permettent de construire une nouvelle perspective des EPC en Afrique - la globalisation chinoise de « deuxième classe » - les EPC peuvent débuter avec peu de privilèges, mais leur promotion reste possible avec le temps.

This paper presents a first analysis on local electronic participatory experiences in Catalonia. The analysis is based on a database constructed and collected by the authors. The paper carries out an explanatory analysis of local initiatives in eparticipationand off line participation taking into account political variables (usually not considered in this kind of analysis) but also classical socio-economic variables that characterise municipalities. Hence, we add a quantitative analysis to the numerous case studies on local e-participation experiences. We have chosen Catalonia because is one of the European regions with more initiatives and one that has enjoyed considerable local governmental support to citizen participation initiatives since the 80s. The paper offers a characterisation of these experiences and a first explanatory analysis, considering: i) the institutional context in which these experiences are embedded, ii) the characteristics of the citizen participation processes and mechanisms on-line, and iii) a set of explanatory variables composed by the population size, thepolitical adscription of the mayor, the electoral abstention rate, age, income and level ofeducation in the municipality. The model that we present is explanatory for the municipalities with more than 20,000 inhabitants but it is not for the fewer than 20,000inhabitants. Actually, the number of participatory activities developed by these last municipalities is very low. Among all the variables, population size becomes the mostinfluential variable. Political variables such as political party of the mayor and the localabstention rate have a certain influence but that have to be controlled by population size.

El presente proyecto tiene como objetivo desarrollar una tecnología que permita codificar grandes cantidades de texto de manera automática para posteriormente ser visualizada y analizada mediante una aplicación diseñada en Qlikview. El motor de la investigación e implementación de este proyecto se ha encontrado en la incipiente presencia de tecnologías informáticas en los procesos de codificación para ciencias políticas. De esta manera, el programa creado tiene como objetivo automatizar un proceso que se desarrolla comúnmente de manera manual y, por ende, las ventajas de introducir técnicas informáticas son notablemente valiosas. Estas automatizaciones permiten ahorrar tanto en tiempo de codificación, como en recursos económicos o humanos. Se ha elaborado una revisión teórica y metodológica que han servido como instrumentos de estudio y mejora, con el firme propósito de reducir al máximo el margen de error y ofrecer un instrumento de calidad con salida de mercado real. El método de clasificación utilizado ha sido Bayes, y se ha implementado utilizando Matlab. Los resultados de la clasificación han llegado a índices del 99.2%. En la visualización y análisis mediante Qlikview se pueden modificar los parámetros referentes a partido político, año, categoría o región, con lo que se permite analizar numerosos aspectos relacionados con la distribución de las palabras repartidas entre las diferentes categorías y en el tiempo.

The purpose of this paper is to discuss the main characteristics of new Lula's government support. The paper's hypothesis concentrates in the idea of starting a different political approach, "a new populism". The paper argues that Lula's government to keep in power, beyond of going on with the neoliberal project - unfinished in the last years of FHC government -, needs to build up a solid and trustful political support, which is being done by implementing income transfer programs directed to poor people and the ones with less organization experience. This paper also calls the attention to Lula's government nature, in order to clarify the difficulties which should be dealt and the tasks to be developed in building up a political party that defends workers emancipation and Brazilians exploited.

Ce mémoire porte sur le rôle que jouent les médias de masse dans la construction de la personnalité publique des nouveaux chefs de partis politiques. Lorsqu’un individu est nommé à la tête d’un parti politique, il est la plupart du temps peu connu du grand public. Or, comme une écrasante majorité de citoyens n’a jamais l’occasion d’entrer en contact directement avec les hommes et les femmes politiques, c’est exclusivement par le biais des médias que la plupart des gens apprennent à connaître leurs représentants politiques – ou ceux qui aspirent à jouer ce rôle. Or les médias ne se contentent pas de répéter ce que les politiciens disent. Les informations qu’ils décident d’inclure dans leurs reportages, les mots qu’ils utilisent et les cadrages qu’ils retiennent contribuent à définir la personnalité des leaders émergents dont ils parlent. Les médias choisissent aussi de mettre l’accent sur certains traits de personnalité et décident d’en ignorer d’autres. Afin de mieux comprendre ce phénomène, nous avons étudié le cas de l’ex-chef du Parti québécois, André Boisclair. Nous avons cherché à savoir si la couverture dont ce dernier a fait l’objet a été stable ou si elle a suivi certains cycles, et nous nous sommes intéressés aux critères retenus par les médias pour évaluer sa personnalité. Pour ce faire, nous avons étudié le volume, le format, le ton, les objets et les cadrages qui caractérisent la couverture dont a été l’objet André Boisclair à l’antenne de la Société Radio-Canada et du Réseau TVA entre le 4 juin 2005 et le 21 février 2007. Nos conclusions sont à l’effet que la couverture a bel et bien suivi un cycle, et que les critères retenus par les médias sont très similaires à ceux qui sont réputés être importants pour la population dans le choix d’un leader politique.
