O setor dos edifícios representa perto de 40% do consumo de energia final na Europa e cerca de 30% no caso de Portugal [1]. Para fazer face a esta situação foi elaborada e aprovada uma Diretiva Europeia Relativa ao Desempenho Energético dos Edifícios, que foi transposta a nível nacional através de um pacote legislativo assente em três pilares, nomeadamente o Sistema Nacional de Certificação Energética e da Qualidade do Ar Interior (SCE), o Regulamento dos Sistemas Energéticos de Climatização em Edifícios (RSECE) e o Regulamento das Características de Comportamento Térmico dos Edifícios (RCCTE). Atuando ao nível da eficiência energética o consumo de energia nos edifícios pode diminuir para metade, para tal é necessário proceder-se à execução de auditorias energéticas para poder determinar as soluções mais adequadas de forma a reduzir os desperdícios e custos associados ao consumo de energia. Nesta dissertação desenvolveu-se uma metodologia para a realização de auditorias energéticas em edifícios que assenta essencialmente em cinco etapas, nomeadamente: o planeamento, a análise do estado atual, o planeamento estratégico, a elaboração de relatório e a implementação de medidas com acompanhamento de resultados. A aplicação desta metodologia constitui uma grande ajuda na realização de auditorias energéticas conferindo uma maior qualidade à sua execução. De forma a validar a metodologia efetuada foi realizado o estudo de três casos práticos relativos a três agências bancárias (denominadas de A, B e C), em que duas delas pertencem a um projeto de eficiência energética que engloba 50 agências e uma outra que pertence a um outro projeto de apenas 3 agências. A metodologia segue a mesma lógica para as três agências, no entanto, em termos de validação, a última instalação baseia-se nos consumos dos dados monitorizados em contínuo.

This report presents the findings and recommendations of a strategic planning mission to reevaluate the feasibility of WorldFish implementing a fish value chain research program in Uganda under the CGIAR Research Program on Livestock and Fish (L&F). The over-arching goal of L&F is to increase productivity of small-scale livestock and fish systems so as to increase availability and affordability of meat, milk and fish for poor consumers and, in doing so, to reduce poverty through greater participation by the poor along animal source food value chains. This will be achieved by making a small number of carefully selected animal source food value chains function better, for example by identifying and addressing key constraints and opportunities (from production to consumption), improving institutional arrangements and capacities, and supporting the establishment of enabling pro-poor policy and institutional environments.

Washington depends on a healthy coastal and marine ecosystem to maintain a thriving economy and vibrant communities. These ecosystems support critical habitats for wildlife and a growing number of often competing ocean activities, such as fishing, transportation, aquaculture, recreation, and energy production. Planners, policy makers and resource managers are being challenged to sustainably balance ocean uses, and environmental conservation in a finite space and with limited information. This balancing act can be supported by spatial planning. Marine spatial planning (MSP) is a planning process that enables integrated, forward looking, and consistent decision making on the human uses of the oceans and coasts. It can improve marine resource management by planning for human uses in locations that reduce conflict, increase certainty, and support a balance among social, economic, and ecological benefits we receive from ocean resources. In March 2010, the Washington state legislature enacted a marine spatial planning law (RCW §43.372) to address resource use conflicts in Washington waters. In 2011, a report to the legislature and a workshop on human use data provided guidance for the marine spatial planning process. The report outlines a set of recommendations for the State to effectively undertake marine spatial planning and this work plan will support some of these recommendations, such as: federal integration, regional coordination, developing mechanisms to integrate scientific and technical expertise, developing data standards, and accessing and sharing spatial data. In 2012 the Governor amended the existing law to focus funding on mapping and ecosystem assessments for Washington’s Pacific coast and the legislature provided $2.1 million in funds to begin marine spatial planning off Washington’s coast. The funds are appropriated through the Washington Department of Natural Resources Marine Resources Stewardship Account with coordination among the State Ocean Caucus, the four Coastal Treaty Tribes, four coastal Marine Resource Committees and the newly formed stakeholder body, the Washington Coastal Marine Advisory Council.
