The new farm bill enacted by Congress in June 2008 includes a new revenue-based safety-net, the Average Crop Revenue Election (ACRE) Program, that will be available to producers beginning with the 2009 crop year. This analysis of the mechanics of ACRE and the relevant yields and prices to include in ACRE can help producers assess whether ACRE will be a good choice for this crop year and beyond.

La tesi affronta il tema degli istituti e degli strumenti di tutela della condizione di disoccupazione. In mancanza d’una nozione giuridica generale di disoccupazione, l’obiettivo è quello di ricercare gli elementi comuni ai differenti istituti in grado di definire l’ambito della protezione garantita alla persona priva d’impiego. Lo studio fornisce, dapprima, una complessiva ricognizione storico-critica degli strumenti per il sostegno del reddito nelle ipotesi di mancanza di lavoro. L’esame dei modelli d’intervento legislativo evidenzia finalità, caratteristiche e criticità dei singoli istituti, sia di quelli più consolidati, che degli interventi più recenti. La seconda parte della tesi si propone d’integrare la ricognizione delle forme di tutela economica con l’analisi delle politiche attive nel mercato del lavoro e degli interventi a sostegno all’occupabilità. L’intento è di verificare le modalità attraverso le quali l’ordinamento tenta di collegare tutela del reddito e promozione dell’occupazione. La ricerca affronta anche la questione dei limiti alla libertà di circolazione nell’Unione Europea dei cittadini non lavoratori, nonché il condizionamento determinato dalle misure che riducono o scoraggiano l’esportabilità delle prestazioni previdenziali negli altri Paesi europei. La parte finale si propone d’individuare gli elementi che caratterizzano il complesso degli istituti analizzati, al fine di verificare a quale evento giuridico l’ordinamento offra protezione. Lo studio identifica due elementi rilevanti: la condizione di “mancanza di lavoro”, che accomuna l’intervento per la disoccupazione e quello a favore dei rapporti di lavoro sospesi, nonché l’attualità dello stato di disoccupazione, parametro generale per gli interventi protettivi. L’analisi svolta sottolinea, però, che i meccanismi di c.d. condizionalità per l’accesso alle prestazioni economiche e ai servizi per l’impiego non consentono un’adeguata promozione della qualità del lavoro e della professionalità del lavoratore. La tesi individua un possibile terreno di sviluppo della protezione della condizione del disoccupato nell’integrazione tra strumenti di sostegno all’impiego e interventi a base universalistica.

Human trafficking is a complex and multifaceted problem that takes the form of economic, physical and sexual exploitation of people, both adults and children, who are reduced to simple products for commerce. Human trafficking in the United States also has both a domestic and an international aspect. Health care providers are in a unique position to screen for victims of trafficking and may provide important medical and psychological care for victims while in captivity and thereafter. Trafficked persons are likely to suffer a wide spectrum of health risks that reflect the unique circumstances and experiences in a trafficked victim’s life. Although trafficked victims typically have experienced inadequate medical care, once contact is made by the victim with the health care professionals, the opportunity then exists to identify, treat, and assist such victims. The range of services and supports required to appropriately respond to human trafficking victims once identified is broad and typically goes beyond just what is immediately provided by the health care professional and includes safe housing, legal advice, income support, and, for international victims, immigration status related issues. An informed and responsive community is necessary to serve both the international and domestic victims of human trafficking, and needs assessments demonstrated a number of barriers that hindered the delivery of effective services to human trafficking victims. One of the consistent needs identified to combat these barriers was enhanced training among all professionals who might come in contact with human trafficking victims. We highlight the efforts of the Houston Rescue and Restore Coalition (HRRC), a local grassroots non-profit organization whose mission focuses on raising awareness of human trafficking in the Greater Houston Metropolitan area. HRRC responded to the consistent recommendation from various community needs assessments for additional training of front line professionals who would have the opportunity to identify human trafficking victims and supported the design and pilot testing of a health professions training program around human trafficking. Dissemination of this type of training along with careful evaluation and continued refinement will be one way for health care professionals to engage in a positive manner with human trafficking victims.

The causes and contexts of food insecurity among children in the U.S. are poorly understood because the prevalence of food insecurity at the child level is low compared to the prevalence of household food insecurity. In addition, caregivers may be reluctant to admit their children may not be getting enough food due to shame or fear they might lose custody of their children. Based on our ongoing qualitative research with mothers of young children, we suggest that food security among children is related to adverse childhood experiences of caregivers. This translates into poor mental and physical health in adolescence and adulthood, which can lead to inability to secure and maintain meaningful employment that pays a living wage. In this paper we propose that researchers shift the framework for understanding food insecurity in the United States to adopt a life course approach. This demands we pay greater attention to the lifelong consequences of exposure to trauma or toxic stress—exposure to violence, rape, abuse and neglect, and housing, food, and other forms of deprivation—during childhood. We then describe three case studies of women from our ongoing study to describe a variety of toxic stress exposures and how they have an impact on a woman’s earning potential, her mental health, and attitudes toward raising children. Each woman describes her exposure to violence and deprivation as a child and adolescent, describes experiences with child hunger, and explains how her experiences have shaped her ability to nourish her children. We describe ways in which we can shift the nature of research investigations on food insecurity, and provide recommendations for policy-oriented solutions regarding income support programs, early intervention programs, child and adult mental health services, and violence prevention programs.

This paper describes a conceptual framework for the empirical analysis of farmers’ labour allocation decisions. The paper presents a brief overview of previous farm household labour allocation studies. Following this, the agricultural household model, developed by Singh, Squire and Strauss (1986), which has been frequently applied to the study of labour allocation, is described in more depth. The agricultural household model, the theoretical model to be used in this analysis, is based on the premise that farmers behave to maximise utility, which is a function of consumption and leisure. It follows that consumption is bound by a budget constraint and leisure by a time constraint. The theoretical model can then be used to explain how farmers decide to allocate their time between leisure, farm work and off-farm work within the constraints of a finite time endowment and a budget constraint. Work, both farm and off-farm, provides a return to labour which in turn relaxes the budget constraint allowing the farm household to consume more. The theoretical model can also be used to explore the impact on government policies on labour allocation. It follows that subsidies that decrease commodity prices, such as reductions in intervention prices, mean that farmers have to work more (either on or off the farm) to maintain income and consumption levels. On the other hand, income support subsidies that are not linked to output or labour, such as decoupled subsidies, are a source of non-labour income and as such allow farmers to work less while maintaining consumption levels, known as the wealth effect.

Disability, employment, and employment restrictions among persons with ICD-10 anxiety disorders were investigated at a population level in comparison to persons without disability or long-term health conditions. Data were provided by the Australian Bureau of Statistics (ABS) collected in a 1998 national survey. Multistage sampling obtained a probability sample of 37,580 individuals in the household component of the survey. Trained lay interviewers using ICD-10 computer-assisted interviews identified household residents with anxiety disorders. Details of employment restrictions are reported and discussed. The four most commonly reported restrictions were: restricted in the type of job (24.0%); need for a support person (23.3%); difficulty changing jobs (18.6%); and restricted in the number of hours (15.4%). The nature and extent of employment restrictions characterizing persons with anxiety disorders indicates a need for strengthened disability and health condition screening at application for Government income support and at gateways to public funded vocational assistance. O presente relatório visa a obtenção do grau de Mestre em Serviço Social pelo Instituto Superior Miguel Torga. Motivada pela preocupação nascida na prática profissional quotidiana, no acompanhamento aos cidadãos beneficiários do Rendimento Social de Inserção (R.S.I.), procurámos compreender a relação entre a pobreza e o mercado de trabalho. Criado no ano de 1996 pela Lei nº 19-A/96 de 29 de Junho, como prestação de rendimento mínimo garantido, o R.S.I. tem introduzido formas cada vez mais apuradas de seleção das suas clientelas, quer através da redefinição do conceito de agregado e avaliação dos seus rendimentos, quer da contratualização da prestação, pelo reforço crescente das penalizações ao incumprimento relativo ao emprego e à formação. Objetivo geral é perceber como se efetiva o processo de colocação no mercado de trabalho e que oportunidades de (des)inserção social dai resultam para os beneficiários. Procurámos também analisar a configuração das propostas oferecidas, no âmbito do contrato de inserção, aos homens e às mulheres, aos “velhos” e “novos” pobres. Assim, foram efetuadas entrevistas exploratórias aos técnicos do Centro de Emprego e Formação Profissional Entre Douro e Vouga (CEFP-EDV); Gabinete de Inserção Profissional (GIP) e Núcleo Local de Inserção (NLI) de Stª Mª da Feira e aplicado um inquérito por questionário aos beneficiários do R.S.I. com Contrato de Inserção para colocação no mercado de trabalho. Os técnicos do CEFP-EDV e do GIP expressaram dificuldades no acompanhamento e gestão de carreira dos beneficiários, devido à sobrecarga e à natureza burocrática das tarefas exigidas nos seus organismos. Os beneficiários consideram igualmente que o CEFP-EDV não é eficiente nem eficaz, para a colocação no mercado de trabalho não cumprindo portanto a função que legalmente lhe está atribuída. Os homens são amplamente beneficiados na relação com o Centro de Emprego, comparativamente com as mulheres, porque recebem mais propostas de emprego e formação. A “velha pobreza” aparece instalada no desemprego e na prestação durante mais tempo que os “novos” pobres. Estes raramente são convocados pelo CEFP-EDV. São as redes informais que têm um papel mais ativo e preponderante no processo de inserção laboral. Na população inquirida a inserção pelo trabalho por si só não constituiu a solução para a saída da pobreza. / The present report aims to obtain a Master’s degree in Social Work from the Instituto Superior Miguel Torga. Motivated by concern aroused from the day to day professional practice, while monitoring citizens on social income benefits, “Rendimento Social de Inserção” (R.S.I.) (Social Insertion Income), we have sought to understand the relationship between poverty and the labour market. Introduced in the year 1996 by Law nº 19-A/96 of 29th June, as the provision of income support, the R.S.I. has introduced increasingly more refined forms of selection of its clientele, either by redefining the concept of aggregate and assessmento of their income, or the contractual provision, by increasingly strenthening the penalties for failure in relation to employment and training.The overall goal is to understand how the process of entering the work market is made and the opportunities of (un)inclusion arising from it for the beneficiaries. It was also sought to analyse the configuration of the proposals offered under the insertion contract to men and women, to the “old” and the “new” poor.Consequently, exploratory interviews were made to the technicians of Centro de Emprego e Formação Profissional Entre Douro e Vouga (CEFP-EDV) (Emloyment and Training Centre); Gabinete de Inserção Profissional (GIP) (Professional Insertion Office) and Núcleo Local de Inserção (Local Insertion Group) (NLI) of Stª Mª da Feira. The survey was carried out through a questionnaire to the beneficiaries of the R.S.I. with Insertion Contracts for placement in the labour market.The CEFP-EDV and GIP technicians expressed diffficulties in monitoring and career management of the benefeciaries due to overhead and bureaucratic nature of the tasks recquired in their institutions. The beneficiaries also considered that CEFP-EDV is neither efficient nor effective in placing people in the work market thus not fulfilling the function for which they are legally assigned. Men are largely benefitted in relation to the Job Centre, compared to women, because they get more job offers and training. The “old poverty” appears to be installed in unemployment and provision for longer than the “new” poor. These are rarely called up by CEFP-EDV. It is the informal networks that have a more active and leading role in the process of job placement. For the questioned population entering the job market does not itself constitute a solution to ending poverty.

L'elaborato analizza il tema del reddito di cittadinanza, nella sue diverse accezioni, indagandone le interferenze con la disciplina giulavoristica e previdenziale alla luce delle metamorfosi del lavoro. Dopo aver ricostruito la genealogia del concetto di lavoro e, con esso, dei sistemi di sicurezza sociale, esaminiamo de jure condito le misure di sostegno al reddito in Italia, con particolare accento sulla tutela contro la disoccupazione e sul reddito di cittadinanza, senza trascurare, nondimeno, le misure straordinarie messe in campo durante l'emergenza pandemica. Infine, chiedendoci quale significato assuma oggi il lavoro in un contesto caratterizzato da flessibilità e precarietà, analizzeremo dapprima le possibilità di riforma delle misure vigenti nel nostro ordinamento (dagli ammortizzatori sociali al reddito di cittadinanza), spingendoci poi de jure condendo verso la possibile declinazione di un reddito di base incondizionato, provando a ripensare alcune tradizionali categorie giuslavoristiche, a partire dalle nozioni di mansione, tempo di lavoro e retribuzione, chiedendoci se il lavoro possa avere un orizzonte di senso che vada oltre il fare in cambio di un salario.

The number of HIV-infected persons with children and caregiving duties is likely to increase. From this statement, the present study was designed to establish how HIV infected caregivers organise their parenting routines and to determine their support needs. A further aim was to ascertain caregivers' perception of conspicuous behaviours displayed by their children. Finally, it sought to determine the extent to which the caregivers' assessment of their parenting activity is influenced by the required support and their children's perceived conspicuous behaviours. The study design was observational and cross-sectional. Sampling was based on the 7 HIV Outpatient Clinics associated with the national population-based Swiss HIV Cohort Study. It focused on persons living with HIV who are responsible for raising children below the age of 18. A total of 520 caregivers were approached and 261 participated. An anonymous, standardised, self-administered questionnaire was used for data collection. The data were analysed using descriptive statistical procedures and backward elimination multiple regression analysis. The 261 respondents cared for 406 children and adolescents under 18 years of age; the median age was 10 years. The caregivers' material resources were low. 70% had a net family income in a range below the median of Swiss net family income and 30% were dependent on welfare assistance. 73% were undergoing treatment with 86% reporting no physical impairments. The proportion of single caregivers was 34%. 92% of the children were living with their HIV infected caregivers. 80% of the children attended an institution such as a school or kindergarten during the day. 89% of the caregivers had access to social networks providing support. Nevertheless, caregivers required additional support in performing their parenting duties and indicated a need for assistance on the material level, in connection with legal problems and with participation in the labour market. 46% of the caregivers had observed one or more conspicuous behaviours displayed by their children, which indicates a challenging situation. However, most of these caregivers assessed their parenting activity very favourably. Backward elimination multiple regression analysis indicated that a smaller number of support needs, younger age of the eldest child and fewer physical impairments on the part of the caregiver enhance the caregivers' assessment of their parenting activity. Physicians should speak to caregivers living with HIV about their parenting responsibilities and provide the necessary scope for this subject in their consultation sessions. Physicians are in a position to draw their patients' attention to the services available to them.

Background. Similar to parent support in the home environment, teacher support at school may positively influence children's fruit and vegetable (FV) consumption. This study assessed the relationship between teacher support for FV consumption and the FV intake of 4th and 5th grade students in low-income elementary schools in central Texas. Methods. A secondary analysis was performed on baseline data collected from 496 parent-child dyads during the Marathon Kids study carried out by the Michael & Susan Dell Center for Healthy Living at the University of Texas School of Public Health. A hierarchical linear regression analysis adjusting for key demographic variables, parent support, and home FV availability was conducted. In addition, separate linear regression models stratified by quartiles of home FV availability were conducted to assess the relationship between teacher support and FV intake by level of home FV availability. Results. Teacher support was not significantly related to students' FV intake (p = .44). However, the interaction of teacher support and home FV availability was positively associated with students' FV consumption (p < .05). For students in the lowest quartile of home FV availability, teacher support accounted for approximately 6% of the FV intake variance (p = .02). For higher levels of FV availability, teacher support and FV intake were not related. Conclusions. For lower income elementary school-aged children with low FV availability at home, greater teacher support may lead to modest increases in FV consumption.^

To estimate the prevalence of common mental disorders (CMD) and factors associated with these disorders among pregnant women of low socio-economic status (SES) in Sao Paulo. We performed a cross-sectional study with 831 women in their 20th to 30th weeks of pregnancy, who were attending antenatal clinics in primary care in Sao Paulo, Brazil. CMD were assessed with the Clinical Interview Schedule-Revised. Crude and adjusted prevalence ratios and 95% CI were calculated to examine the association between CMD and exposure variables. The prevalence of CMD was 20.2% (95% CI 17.5 to 23.0). Age at current pregnancy and at first delivery, current obstetric complications, not having friends in the community, living in a crowded household, lower occupational status and history of previous psychiatric treatment were all independently associated with increased prevalence of CMD. CMD is highly prevalent among pregnant women of low SES seen in primary care settings in Sao Paulo. A combination of distal and proximal psychosocial factors increase the risk for CMD. Primary health care professionals need to be aware of how common CMD in such settings and properly trained to deal with CMD during pregnancy.
