This article examines selected methodological insights that complexity theory might provide for planning. In particular, it focuses on the concept of fractals and, through this concept, how ways of organising policy domains across scales might have particular causal impacts. The aim of this article is therefore twofold: (a) to position complexity theory within social science through a ‘generalised discourse’, thereby orienting it to particular ontological and epistemological biases and (b) to reintroduce a comparatively new concept – fractals – from complexity theory in a way that is consistent with the ontological and epistemological biases argued for, and expand on the contribution that this might make to planning. Complexity theory is theoretically positioned as a neo-systems theory with reasons elaborated. Fractal systems from complexity theory are systems that exhibit self-similarity across scales. This concept (as previously introduced by the author in ‘Fractal spaces in planning and governance’) is further developed in this article to (a) illustrate the ontological and epistemological claims for complexity theory, and to (b) draw attention to ways of organising policy systems across scales to emphasise certain characteristics of the systems – certain distinctions. These distinctions when repeated across scales reinforce associated processes/values/end goals resulting in particular policy outcomes. Finally, empirical insights from two case studies in two different policy domains are presented and compared to illustrate the workings of fractals in planning practice.

We study arithmetical and topological properties of a class of Rauzy Fractals. In particular, we give a parametrization of the boundaries of these sets and show that they are quasi-disks.

We study aperiodic and periodic tilings induced by the Rauzy fractal and its subtiles associated with beta-substitutions related to the polynomial x3-ax2-bx-1 for a≥b≥1. In particular, we compute the corresponding boundary graphs, describing the adjacencies in the tilings. These graphs are a valuable tool for more advanced studies of the topological properties of the Rauzy fractals. As an example, we show that the Rauzy fractals are not homeomorphic to a closed disc as soon as a≤2b-4. The methods presented in this paper may be used to obtain similar results for other classes of substitutions.© 2012 Elsevier B.V. All rights reserved.

There is increasing interest in the study of fractals in medicine. In this review, we provide an overview of fractals, of techniques available to describe fractals in physiological data, and we propose some reasons why a physician might benefit from an understanding of fractals and fractal analysis, with an emphasis on paediatric respiratory medicine where possible. Among these reasons are the ubiquity of fractal organisation in nature and in the body, and how changes in this organisation over the lifespan provide insight into development and senescence. Fractal properties have also been shown to be altered in disease and even to predict the risk of worsening of disease. Finally, implications of a fractal organisation include robustness to errors during development, ability to adapt to surroundings, and the restoration of such organisation as targets for intervention and treatment.

The occurrence of rockbursts was quite common during active mining periods in the Champion reef mines of Kolar gold fields, India. Among the major rockbursts, the ‘area-rockbursts’ were unique both in regard to their spatio-temporal distribution and the extent of damage caused to the mine workings. A detailed study of the spatial clustering of 3 major area-rockbursts (ARB) was carried out using a multi-fractal technique involving generalized correlation integral functions. The spatial distribution analysis of all 3 area-rockbursts showed that they are heterogeneous. The degree of heterogeneity (D2 – D∞) in the cases of ARB-I, II and III were found to be 0.52, 0.37 and 0.41 respectively. These differences in fractal structure indicate that the ARBs of the present study were fully controlled by different heterogeneous stress fields associated with different mining and geological conditions. The present study clearly showed the advantages of the application of multi-fractals to seismic data and to characterise, analyse and examine the area-rockbursts and their causative factors in the Kolar gold mines.

Digital image processing is exploited in many diverse applications but the size of digital images places excessive demands on current storage and transmission technology. Image data compression is required to permit further use of digital image processing. Conventional image compression techniques based on statistical analysis have reached a saturation level so it is necessary to explore more radical methods. This thesis is concerned with novel methods, based on the use of fractals, for achieving significant compression of image data within reasonable processing time without introducing excessive distortion. Images are modelled as fractal data and this model is exploited directly by compression schemes. The validity of this is demonstrated by showing that the fractal complexity measure of fractal dimension is an excellent predictor of image compressibility. A method of fractal waveform coding is developed which has low computational demands and performs better than conventional waveform coding methods such as PCM and DPCM. Fractal techniques based on the use of space-filling curves are developed as a mechanism for hierarchical application of conventional techniques. Two particular applications are highlighted: the re-ordering of data during image scanning and the mapping of multi-dimensional data to one dimension. It is shown that there are many possible space-filling curves which may be used to scan images and that selection of an optimum curve leads to significantly improved data compression. The multi-dimensional mapping property of space-filling curves is used to speed up substantially the lookup process in vector quantisation. Iterated function systems are compared with vector quantisers and the computational complexity or iterated function system encoding is also reduced by using the efficient matching algcnithms identified for vector quantisers.

The problem of determining the script and language of a document image has a number of important applications in the field of document analysis, such as indexing and sorting of large collections of such images, or as a precursor to optical character recognition (OCR). In this paper, we investigate the use of texture as a tool for determining the script of a document image, based on the observation that text has a distinct visual texture. An experimental evaluation of a number of commonly used texture features is conducted on a newly created script database, providing a qualitative measure of which features are most appropriate for this task. Strategies for improving classification results in situations with limited training data and multiple font types are also proposed.
