O texto apresenta a educação política sob a perspectiva da democracia e da cidadania, em que se destaca a utilização de meio de comunicação aberto: o formato da rede que se verifica na Internet. Refere-se ainda à possibilidade de aprofundamento do conceito de cidadania interativa e da incorporação da tecnologia à prática democrática, sobretudo a partir de 1996 com as eleições eletrônicas.

The field of "computer security" is often considered something in between Art and Science. This is partly due to the lack of widely agreed and standardized methodologies to evaluate the degree of the security of a system. This dissertation intends to contribute to this area by investigating the most common security testing strategies applied nowadays and by proposing an enhanced methodology that may be effectively applied to different threat scenarios with the same degree of effectiveness. Security testing methodologies are the first step towards standardized security evaluation processes and understanding of how the security threats evolve over time. This dissertation analyzes some of the most used identifying differences and commonalities, useful to compare them and assess their quality. The dissertation then proposes a new enhanced methodology built by keeping the best of every analyzed methodology. The designed methodology is tested over different systems with very effective results, which is the main evidence that it could really be applied in practical cases. Most of the dissertation discusses and proves how the presented testing methodology could be applied to such different systems and even to evade security measures by inverting goals and scopes. Real cases are often hard to find in methodology' documents, in contrary this dissertation wants to show real and practical cases offering technical details about how to apply it. Electronic voting systems are the first field test considered, and Pvote and Scantegrity are the two tested electronic voting systems. The usability and effectiveness of the designed methodology for electronic voting systems is proved thanks to this field cases analysis. Furthermore reputation and anti virus engines have also be analyzed with similar results. The dissertation concludes by presenting some general guidelines to build a coordination-based approach of electronic voting systems to improve the security without decreasing the system modularity.

This paper hallmarks the most relevant contributions carried out by the authors in the VOTESCRIPT project (TIC2000-1630-C02). The main goal of this project was the analysis, definition and implementation of a system which copes with every phases and elements existing in a process of electronic voting using computer networks. A summary of the main criticisms of electronic voting is presented to disclose that the most relevant voting schemes only take into account a technological perspective, just trying to imitate the conventional voting schemes. Nevertheless in these proposals important aspects such individual and global verification are not properly undertaken. The paper includes the proposed solutions of the project to solve these mentioned problems.

El objetivo principal de este proyecto fue el análisis, definición e implementación de un sistema que abarcara todas las fases y elementos existentes en un proceso de votación electrónica sobre redes de ordenadores. This paper present a preliminary analysis of electronic voting schemes and the requirements of Electronic Democracy as a part of the work carried out by the authors in the VOTESCRIPT project (TIC2000-1630-C02). A summary of the most relevant experiences on this field are discussed and a basic classification of them is pointed out, according to different degrees on process computerization. As it is shown, most of them only take into account a technological perspective, just trying to imitate the conventional voting schemes. A citizen-base bottom-up perspective is proposed to analyze the implementation of electronic voting systems in order to avoid citizen rejection. The paper also hallmarks the new technical possibilities created to be applied to the development of citizen?s right realm. Further than conventional voting schemes, the paper proposes the use of advanced security services to extend conceptualization of Electronic Democracy in which citizens have a key role on decision making processes.

A velocidade da informação e do conhecimento instaurou na sociedade contemporânea uma constante busca pela melhoria dos processos informacionais, com vistas a garantir maior rapidez nos processamentos e resultados. No universo público, as exigências caminham de modo similar, sob o olhar do eleitor cidadão, portanto, a proposta da pesquisa é promover um panorama do sistema eletrônico de votação brasileiro, mais precisamente a Urna Eletrônica e transitar desde a concepção do projeto nos idos da década de 90 até o momento atual, apontando um olhar científico para as ações comunicacionais do Tribunal Superior Eleitoral (TSE), no sentido de promover campanhas publicitárias para fomentar a conscientização do sistema informatizado de voto pelos eleitores, supostamente mais rápido e eficiente. A pesquisa utiliza para fins descritivos múltiplas visões da comunicação da urna: por intermédio do órgão mantenedor, os políticos, diretamente envolvidos no pleito competitivo e os consultores políticos, atuantes nas estratégias de bastidores das campanhas eleitorais. Essa diversidade de visões e posições acerca da credibilidade do sistema busca propiciar a pesquisa um caráter de macro compreensão dos impactos de um sistema informatizado em um ambiente democrático.(AU)

The notion of democracy poses a significant challenge and problem in modern considerations on history, philosophy and politics. At present, in the face of the so-called information revolution, democracy has undoubtedly undergone profound and easily visible transformations. It can be said that the application of IT to exercise democratic power has brought about a revolution that will span a period of many years, given the different potential differing states have to spread the new technologies. The development of information and communications technology (ICT) has introduced new notions related to democracy, such as teledemocracy, technopolitics or electronic democracy (e-democracy). The subject of this paper, electronic voting (e-voting) is among the highly significant instruments of e-democracy. Electronic voting is the fulfillment of the principle of national sovereignty as it can be applied in the procedures of both indirect (e-elections) and direct (e-referendum) democracy.

La implementación del voto electrónico en Colombia, mandato legal originado en la Ley 892 de 2004 en desarrollo del artículo 258 de la Constitución Política de Colombia, es el tema del presente trabajo, en el cual se hace un compendio histórico de la evolución del voto en Colombia, pasando a establecer los avances en el cumplimiento de la llamada por muchos “Ley de Voto Electrónico”, haciendo un recorrido por las actividades realizadas por la Organización Electoral, en especial, por la Registraduría Nacional del Estado Civil, entidad gubernamental cabeza del proceso, donde se han cumplido algunas tareas encaminadas inicialmente a la realización de la prueba piloto que permita tomar experiencias para la implementación de dicho mecanismo. Así mismo, se hace una descripción de las dificultades tanto en Colombia como en otros países del mundo que han implementado el voto electrónico o lo están considerando. Un aspecto fundamental en el análisis son los estudios que tanto defensores como contradictores de este mecanismo de votación hacen, encontrando que con la misma fuerza se defiende y se ataca y que no hay una posición única, quizá la coincidencia está en que es un proceso que requiere de un alto grado de confianza de los actores involucrados, puesto que es lo que logra legitimarlo. Finalizando con las conclusiones, que dan cuenta de la realidad respecto a la viabilidad de la implementación del voto electrónico en Colombia.

This paper presents a general view of the telematic voting system developed by its authors, with a special emphasis on the important role that smart cards play in this scenario. The use of smart cards as basic pieces for providing secure cryptographic operations in this type of voting scheme is justified. The differences and advantages of Java Cards in comparison with the ?classical? smart cards (those that completely conform to the ISO/IEC 7816 standard) are also discussed. As an example, the paper describes one of the applets implemented in the voting Java Card as part of the general telematic voting application.

In this paper we present a global description of a telematic voting system based on advanced cryptography and on the use of smart cards (VOTESCRIPT system) whose most outstanding characteristic is the ability to verify that the tally carried out by the system is correct, meaning that the results published by the system correspond with votes cast. The VOTESCRIPT system provides an individual verification mechanism allowing each Voter to confirm whether his vote has been correctly counted. The innovation with respect to other solutions lies in the fact that the verification process is private so that Voters have no way of proving what they voted in the presence of a non-authorized third party. Vote buying and selling or any other kind of extortion are prevented. The existence of the Intervention Systems allows the whole electoral process to be controlled by groups of citizens or authorized candidatures. In addition to this the system can simply make an audit not only of the final results, but also of the whole process. Global verification provides the Scrutineers with robust cryptographic evidence which enables unequivocal proof if the system has operated in a fraudulent way.
