This paper offers a mediation on disaster, recovery, resilience, and restoration of balance, in both a material and a metaphorical sense, when ‘disaster’ befalls not the body politic of the nation but the body personal. In the past few decades, of course, artists, activists and scholars have deliberately tried to avoid describing personal, physical and phenomenological experiences of the disabled body in terms of difficulty and disaster. This has been part of a political move, from a medical model, in which disability, disease and illness are positioned as personal catastrophes, to a social model, in which disability is positioned as a social construct that comes from systems, institutions and infrastructure designed to exclude different bodies. It is a move that is responsible for a certain discomfort people with disabilities, and artists with disabilities, today feel towards performances that deploy disability as a metaphor for disaster, from Hijikata, to Theatre Hora. In the past five years, though, this particular discourse has begun rising again, particularly as people with disabilities fact their own anything but natural disasters as a result of the austerity measures now widespread across the US, UK, Europe and elsewhere. Measures that threaten people’s ability to live, and take part in social and institutional life, in any meaningful way. Measures that, as artist Katherine Araniello notes, also bring additional difficulty, danger, and potential for disaster as they ripple outwards across the tides of familial ties, threatening family, friends, and careers who become bound up in the struggle to do more with less. In this paper, I consider how people with disabilities use performance, particularly public space interventionalist performance, to reengage, renact and reenvisage the discourse of national, economic, environmental or other forms of disaster, the need for austerity, the need to avoid providing people with support for desires and interests as well as basic daily needs, particularly when fraud and corruption is so right, and other such ideas that have become an all too unpleasant reality for many people. Performances, for instance, like Liz Crow’s Bedding Out, where she invited people into her bed – for people with disabilities a symbolic space, which necessarily becomes more a public living room restaurant, office and so forth than a private space when poor mobility means they spend much time it in – to talk about their lives, their difficulties, and dealing with austerity. Or, for instance, like the Bolshy Divas, who mimic public and political policy, reports and advertising paranoia to undermine their discourses about austerity. I examine the effects, politics and ethics of such interventions, including examination of the comparative effect of highly bodied interventions (like Crow’s) and highly disembodied interventions (like the Bolshy Diva’s) in discourses of difficulty, disaster and austerity on a range of target spectator communities.

Disaster studies have been slow to address gender issues in the management of disasters. Given the neglect of gender in the previous scholarship on disasters, most of the recent writing on the gendering of disasters has understandably focused on women's experiences in relation to risk management, emergency responses, post-disaster recovery and reconstruction. There has been little interrogation of the ways in which hegemonic masculinity and men's privileged positioning in patriarchal gender regimes impact on the various stages of disaster management. In this paper I draw upon my experience in researching men and masculinities in Australia to draw connections between men's privilege, rural masculinities, men's experiences of trauma, men's violence and men's gendered experience of disasters, especially in relation to bush fires. The paper relates insights arising from these studies to men's responses to disasters, their involvement in disaster management and their post-disaster experiences. The implications of this analysis for a disaster curricula in social work education is outlined.

President’s Report Hello fellow AITPM members, A few weeks ago we saw another example of all levels of Government pulling together in real time to try to deal with a major transport incident, this time it was container loads of ammonium nitrate falling off the Pacific Adventurer during Cyclone Hamish and the associated major oil spill due to piercing of its hull off Moreton Bay in southern Queensland. The oil spill was extensive, affecting beaches and estuaries from Moreton Island north to the Sunshine Coast; a coastal stretch of at least 60km. We saw the Queensland Government, Brisbane, Moreton Bay and Sunshine Coast Regional Council crews deployed quickly once the gravity of the situation was realised to clean up toxic oil on beaches and prevent extensive upstream contamination. Environmental agencies public and private were quick to respond to help affected wildlife. The Navy’s HMAS Yarra and another minesweeper were deployed to search for the containers in the coastal area in an effort to have them salvaged before all ammonium nitrate could leach into and harm marine habitat, which would have a substantial impact not only on that environment but also the fishing industry. all of this during the final fortnight before a State election.) While this could be branded as a maritime problem, the road transport and logistics system was crucial to the cleanup. The private vehicular ferries were enlisted to transport plant and equipment from Brisbane to Moreton Island. The plant themselves, such as graders, were drawn from road building and maintenance inventory. Hundreds of Councils’ staff were released from other activities to undertake the cleanup. While it will take some time for us to know the long term impacts of this incident, it seems difficult to fault “grassroots” government crews and their private counterparts, such as Island tourism staff, in the initial cleanup effort. From a traffic planning and management perspective, we should also remember that this sort of incident has happened on road and rail corridors in the past, albeit on lesser scales. It underlines that we do need to continue to protect communities, commercial interests, and the environment through rigorous heavy vehicle management, planning and management of dangerous goods routesincluding rail corridors through urban areas), and carefully considered incident and disaster recovery plans and protocols. Problem, research strategy and findings: On January 10, 2011, the town of Grantham, Queensland (Australia), was inundated with a flash flood in which 12 of the town's 370 residents drowned. The overall damage bill in Queensland was AUD∃2.38 billion (USD∃2.4 billion) with 35 deaths, and more than three-quarters of the state was declared a flood disaster zone. In this study, we focus on the unusual and even rare decision to relocate Grantham in March 2011. The Lockyer Valley Regional Council (LVRC) acquired a 377-hectare (932-acre) site to enable a voluntary swap of equivalent-sized lots. In addition, planning regulations were set aside to streamline the relocation of a portion of the town. We review the natural hazard literature as it relates to community relocation, state and local government documents related to Grantham, and reports and newspaper articles related to the flood. We also analyze data from interviews with key stakeholders. We document the process of community relocation, assess the relocation process in Grantham against best practice, examine whether the process of community relocation can be upscaled and if the Grantham relocation is an example of good planning or good politics. Takeaway for practice: Our study reveals two key messages for practice. Community relocation (albeit a small one) is possible, and the process can be done quickly; some Grantham residents moved into their new, relocated homes in December 2012, just 11 months after the flood. Moreover, the role of existing planning regulations can be a hindrance to quick action; political leadership, particularly at the local level, is key to implementing the relocation.

Ad hoc networks are being used in applications ranging from disaster recovery to distributed collaborative entertainment applications. Ad hoc networks have become one of the most attractive solution for rapid deployment of interconnecting large number of mobile personal devices. The user community of mobile personal devices are demanding a variety of value added multimedia entertainment services. The popularity of peer group is increasing and one or some members of the peer group need to send data to some or all members of the peer group. The increasing demand for group oriented value added services is driving for efficient multicast service over ad hoc networks. Access control mechanisms need to be deployed to provide guarantee that the unauthorized users cannot access the multicast content. In this paper, we present a topology aware key management and distribution scheme for secure overlay multicast over MANET to address node mobility related issues for multicast key management. We use overlay approach for key distribution and our objective is to keep communication overhead low for key management and distribution. We also incorporate reliability using explicit acknowledgments with the key distribution scheme. Through simulations we show that the proposed key management scheme has low communication overhead for rekeying and improves the reliability of key distribution.

Interesting wireless networking scenarios exist wherein network services must be guaranteed in a dynamic fashion for some priority users. For example, in disaster recovery, members need to be able to quickly block other users in order to gain sole use of the radio channel. As it is not always feasible to physically switch off other users, we propose a new approach, termed selective packet destruction (SPD) to ensure service for priority users. A testbed for SPD has been created, based on the Rice University Wireless open-Access Research Platform and been used to examine the feasibility of our approach. Results from the testbed are presented to demonstrate the feasibility of SPD and show how a balance between performance and acknowledgement destruction rate can be achieved. A 90% reduction in TCP & UDP traffic is achieved for a 75% MAC ACK destruction rate.

La succession de plus en plus fréquente d’événements catastrophiques a amené les sociétés à poser les conditions d’une gestion proactive des risques « naturels ». Ainsi, dans une perspective exploratoire, nous étudions les processus de planification du rétablissement postcatastrophe et la place qu’occupe le concept de résilience urbaine au sein des pratiques de cette planification et des contenus et produits qui en sont issus. Nous entamons plus spécifiquement une réflexion entourant l’intelligibilité et l’opérationnalisation de la résilience. Pour ce faire, nous examinons deux cas signifiants d’inondation dans l’historique nord-américain, soit celui de la Nouvelle-Orléans en Louisiane et celui de la ville québécoise de La Baie, ayant été respectivement victimes des ouragans Katrina et Rita en 2005 et des pluies diluviennes de 1996. Après avoir procédé à une brève mise en contexte des désastres éprouvés, de leurs effets et des vulnérabilités physico-spatiales qu’ils ont mis en exergue, nous mettons en parallèle les logiques institutionnelles précatastrophe d’aménagement du territoire, d’urbanisme et de gestion des risques des villes. Nous observons ensuite l’évolution des deux processus de planification du rétablissement et les enjeux et débats qui les ont caractérisés, pour terminer avec une exposition des changements résilients qui en ont émané. Les deux derniers chapitres démontrent que la qualité de résilience des villes est fortement influencée par leurs cultures politiques, administratives et législatives propres et leurs traditions urbanistiques. Bien qu’elles aient su élaborer une stratégie de prévention des risques, qui accepte les inondations plutôt que de tenter de s’y opposer à tout prix, elles n’ont toutefois pas saisi l’entièreté des opportunités qui s’offraient à elles.

O objetivo deste estudo é identificar dentro de um instituto público, um cenário tecnológico para recuperação de negócio através de soluções de recuperação de baixo investimento e que permita simultaneamente a redução das despesas operacionais. Para a elaboração do presente estudo foi utilizada a metodologia de investigação científica de estudo de caso com propósito exploratório de forma a obtenção de respostas às questões propostas. Relativamente ao estado da arte adotou-se uma metodologia baseada na investigação da literatura referente ao plano de continuidade de negócio, gestão de risco, análise de risco e avaliação ou análise de impacto de negócio. Da pesquisa efetuada, através de consultadoria externa, concluiu-se que, por aplicação da metodologia Análise do impacto nos negócios, os sistemas considerados extremamente críticos e estratégicos para a organização são o sistema de correio eletrónico, sistema central de diretório, repositório de ficheiros e o principal sistema de informação de suporte ao negócio. Foi ainda possível identificar, através do estudo de caso os cenários de recuperação de desastres que melhor se ajustam à situação atual da organização em estudo, por responderem às questões da pesquisa.

The provision and delivery of many of the services that modern society enjoys are the result of ubiquitous critical infrastructure systems that permeate across many sectors of the Australian community. Moreover, the integration of technological enhancements and networking interconnections between critical infrastructure systems has heightened system interdependence, availability and resilience, including the efficient delivery of services to consumers within Australia's industrialised society. This research delivers a system security analysis and system modelling framework tool based on an associated conceptual methodology as the basis for assessing security and conceptually modelling a critical infrastructure system incident. The intent to identify potential system security issues and gain operational insights that will contribute to improving system resilience, contingency planning development applicable to disaster recovery and ameliorating incident management responses for Australian critical infrastructure system incidents.

A system security analysis and system modelling framework tool is proposed adopting an associated conceptual methodology as the basis for assessing security and conceptually modelling a critical infrastructure system incident. The intent is to identify potential system security issues and gain operational insights that will contribute to improving system resilience, contingency planning, disaster recovery and ameliorating incident management responses for critical infrastructure system incidents. The aforementioned system security analysis and modelling framework is applied to an adverse critical infrastructure system incident case study. This paper reports on the practical application of the framework to a case study of an actual critical infrastructure system failure and the resultant incident implications for the system and the wider regional communities.

This work has the purpose of demonstrating how to build a Disaster Recovery Plan. In order to achieve such objective, an adaptation of the PDCA method was applied. This plan aims resuming the IT operations as fast as possible after some kind of incident which result the stop of the services or activities. Besides serving as insurance for the continued functioning of the company’s activities, indeed your non-existence brings up risks of financial loss and threatens the company’s image. As to illustrate the functionality and validity, the method was applied in an IT department of an energy company. It was concluded that the plan was well elaborated living up to the purposes described in the objective section of this work and validating the project developed so far, having a percentage of 85% of the overall success of the systems tested

La proliferación en todo el mundo de las soluciones basadas en la nube hace que las empresas estén valorando mover su infraestructura o parte de ella a la nube, para así reducir los altos costes de inversión necesarios para mantener una infraestructura privada. Uno de los servicios que puede ser centralizado en la nube, mediante recursos compartidos entre varios clientes, son las soluciones de contingencia, como los servicios de protección de datos o los centros de recuperación ante desastres. Mediante este proyecto se pretende llevar a cabo el despliegue de una plataforma de servicios gestionados para ofrecer soluciones centralizadas, a clientes que lo requieran, de copias de seguridad y disaster recovery. Para la realización del proyecto se realizó un estudio de las tecnologías actuales para llevar a cabo la continuidad de negocio, los distintos tipos de backups, así como los tipos de replicación existente, local y remota. Posteriormente, se llevó a cabo un estudio de mercado para barajar las distintas posibilidades existentes para el despliegue de la infraestructura, siempre teniendo en cuenta el cliente objetivo. Finalmente, se realizó la fase de desarrollo, donde se detallan los componentes principales que componen la solución final, la localización de la infraestructura, un caso de uso, así como las principales ventajas de la solución. Se ha de destacar que se trata de un proyecto real, que se llevó a cabo en una empresa externa a la facultad, Omega Peripherals, donde una vez finalizado mi prácticum, se propuso dicho proyecto para desarrollarlo como continuación de mi labor en la empresa y formar parte de mi Trabajo Final de Grado (TFG). ---ABSTRACT---The worldwide proliferation of cloud-based solutions means that companies are evaluating their infrastructure or move part of it to the cloud, to reduce the high investment costs required to maintain a private infrastructure. One of the services that can be centralized in the cloud, through shared resources between multiple clients, are the solutions of contingency services as data protection or disaster recovery centers. This project aims to carry out the deployment of a managed services platform centralized solutions, to customers who need it, backup and disaster recovery services. The project consists of three phases. First, It was performed a study of the current business continuity technologies, the different types of backups, as well as replication types, local and remote. Second, it was performed a market study to shuffle the different possibilities for the deployment of infrastructure, keeping in mind the target customer. Finally, we found the development phase, where it details the main components that make up the final solution, the location of infrastructure, a use case, as well as the main advantages of the solution. It should be emphasized that this is a real project, which was carried out in an outside company to the university, called Omega Peripherals, where once I completed my practicum, it was proposed this project to develop it as a continuation of my job and develop it as my final dissertation.

For the last several years, mobile devices and platform security threats, including wireless networking technology, have been top security issues. A departure has occurred from automatic anti-virus software based on traditional PC defense: risk management (authentication and encryption), compliance, and disaster recovery following polymorphic viruses and malware as the primary activities within many organizations and government services alike. This chapter covers research in Turkey as a reflection of the current market – e-government started officially in 2008. This situation in an emerging country presents the current situation and resistances encountered while engaging with mobile and e-government interfaces. The authors contend that research is needed to understand more precisely security threats and most of all potential solutions for sustainable future intention to use m-government services. Finally, beyond m-government initiatives' success or failure, the mechanisms related to public administration mobile technical capacity building and security issues are discussed.
