In this discussion OLS regressions are used to study the factors that influence sovereign yield spreads and domestic bank indeces for a set of euro area countries. The results show that common factors explain changes in bank indeces better than in the yields. Moreover, although there is some country differentiation, a common pattern among all is visible. A contemporary spillover effect between banks and sovereigns emerged after bank bailouts and became stronger with the burst of the sovereign debt crisis. The vicious cycle between the two has contributed to the escalation of spreads and to painful austerity measures.

This study attempts to identify basis-trading opportunities in the European banking sector by comparing two different measures for the market’s assessment of risk: market-observed CDS spreads and model-implied Z-spreads. Using a sample of 10 banks, over a period of 3 years following the European banking crisis, it can be concluded that there were arbitrage opportunities in the sector, as evidenced by the derived negative bases.

The Japanese economy entered a long recession in spring 1997. Its economic growth has been much lower than in the US and the EU despite large fiscal stimulus packages, a monetary policy which has brought interest rates to zero since 1999, injections of public money to recapitalize banks, and programs of liberalization and deregulation. How could all these policies have failed to bring the Japanese economy back on a sustainable growth path? This paper argues that the failure of Japan's efforts to restore a sound economic environment is the result of having deliberately chosen inappropriate and inadequate monetary and fiscal instruments to tackle the macroeconomic and structural problems that have burdened the Japanese economy since the burst of the financial bubble at the beginning of the 90s. These choices were deliberate, since the "right" policies (in primis the resolution of the banking crisis) presented unbearable political costs, not only for the ruling parties, but also for the bureaucratic and business elites. The misfortunes of the Japanese economy during the long recession not only allow us to draw important economic policy lessons, but also stimulate reflections on the disruptive role on economic policies caused by powerful vested interests when an economy needs broad and deep structural changes. The final part of the paper focuses on ways to tackle Japan's banking crisis. In particular, it explores the Scandinavian solution, which, mutatis mutandis, might serve Japanese policy-makers well.

This paper reviews the causes of the ongoing crisis in the eurozone and the policies needed to restore stability in financial markets and reassure a bewildered public. Its main message is that the EU will not overcome the crisis until it has a comprehensive and convincing set of policies in place; able to address simultaneously budgetary discipline and the sovereign debt crisis, the banking crisis, adequate liquidity provision by the ECB and dismal growth. The text updates and expands on his Policy Brief contributed in the run-up to the emergency European Council meeting at the end of June.

Since the banking crisis of 2008 the global economy is perceived as riskier than before. Firms that cannot manage risks have withdrawn from countries in which they previously invested. These problems are not new. For centuries firms have invested in risky foreign environments, and many of them have succeeded. This paper reviews the risk management strategies of foreign investors. Using archival evidence and secondary sources it distinguishes the different types of risks that investors face and the different strategies by which risks can be managed. It investigates which strategies are used to manage which types of risk.

Crises bancárias podem implicar uma alta redistribuição de recursos em uma sociedade. O interesse público em manter os bancos em funcionamento demanda o desenho de regimes eficazes de resolução, pois a falência desordenada desses intermediários pode ser uma fonte de risco sistêmico. O Banco Central, autoridade responsável por zelar pela higidez do sistema financeiro, pode se valer de diversos instrumentos para reestruturar ou liquidar um banco em dificuldade financeira. De modo a prevenir a propagação do risco sistêmico, as regras jurídicas conferem ao Banco Central uma ampla margem de discricionariedade no julgamento de quais bancos merecem receber assistência financeira e na escolha dos métodos de resolução bancária. O caráter globalizado das finanças exige uma maior coordenação entre autoridades domésticas na resolução de bancos que operam em múltiplas jurisdições. Algumas iniciativas de órgãos internacionais no período pós-crise de 2007-2008 têm buscado instituir, em nível global, um marco normativo para gerenciamento de crises bancárias, através da harmonização de regimes domésticos de resolução. O histórico de crises do sistema financeiro brasileiro levou ao desenvolvimento de uma rede de proteção bancária em momentos anteriores à crise financeira global de 2007-2008. Assim, o sistema financeiro brasileiro apresentou bom funcionamento mesmo nas fases mais agudas. Não tendo experimentado uma crise sistêmica no período recente, o Brasil não está passando por reformas profundas na estrutura institucional do seu sistema financeiro, a exemplo de países como Estados Unidos e Reino Unido. No entanto, desafios impostos pela crescente globalização das finanças e peculiaridades locais motivam reformas e mudanças discretas nos padrões de governança da rede de proteção brasileira. Através da reconstituição da atuação do Banco Central em três momentos de crise no Brasil, o presente trabalho busca analisar criticamente a rede de proteção bancária brasileira e os mecanismos jurídicos de accountability da autoridade financeira no exercício da supervisão e administração de crises bancárias.

A crise bancária que atingiu a Coreia do Sul em 2002 está relacionada, em grande parte, com a grande velocidade de crescimento e penetração da população no segmento de cartões de crédito, fazendo com que o país recebesse a denominação de “República dos Cartões de Plástico” pela mídia internacional. Em 2003, como resultado deste crescimento, o sistema financeiro do país precisou ser socorrido pelo governo sul coreano, pois o endividamento do consumidor havia saído do controle. Atualmente, alguns estudos indicam que o Brasil pode estar caminhando para uma situação semelhante, compensando o alto nível de endividamento da população sul-coreana, com as altas taxas de juros cobradas neste segmento pelos bancos brasileiros. Com base na experiência da Coreia do Sul, este trabalho explora as principais causas deste fenômeno, a motivação da população em buscar este tipo específico de financiamento, a dicotomia dos agentes ao tratar deste crescimento e quais medidas podem ser tomadas para evitar um possível colapso no sistema financeiro.

The paper analyzes Brazil's Real Plan, an exchange-rate based stabilization program, implemented in 1994, which mixed a spectacular price stabilization with some serious macroeconomic destabilization. The paper focuses on two of these imbalances: the consumption boom and the financial destabilization; showing that the former represented nothing the reverse side of a collapsed investment boom, which, in turn, led to the financial (banking) crisis. We hold that these instabilities were produced by a policy arrangement in which monetary and fiscal policies alone had to compensate for a largely appreciated, almost fixed, exchange rate anchor. This paper aims to analyze the experience of Japan after the collapse of speculative bubbles in assets and the banking crisis in the 1990s. An analysis about the effectiveness of fiscal and monetary policy is conducted and the measures taken with respect to the banking sector are also discussed in this paper. The Japanese financial crisis experience suggests that the nature, speed and order in which the government implements measures determine, in large part, the magnitude and cost of the crisis. Therefore, in hindsight, it can be said that the following tasks were necessary: 1) recapitalize the banking sector; 2) restore credit; and 3) reinvigorate the economic activity through appropriate fiscal measures.

(SPA) Los bonos convertibles en acciones son instrumentos de financiación corporativa que en general comparten varias de las características de las emisiones de deuda senior corporativa, como el pago regular y fijado de cupones, vencimiento definido, momento en el que se repaga la totalidad del principal, y prelación en caso de default con respecto a otras obligaciones crediticias. En cambio, el repago del principal se ofrecerá bajo determinadas circunstancias en acciones de la compañía emisora en una proporción acordada previamente. Pero los instrumentos convertibles son instrumentos heterogéneos que suelen incorporar otras características particulares a cada caso, como son repagos anticipados bajo determinadas condiciones, reducción del ratio de conversión a determinados precios de la acción, pagos compensatorios o "make-whole" y otros. Los instrumentos convertibles son ejemplos de activos híbridos que comparten características de deuda y de capital y por tanto tienen impacto específico en la contabilidad de las empresas y en la posible dilución de sus accionistas. En España y otros países de la periferia de Europa, la emisión de bonos convertibles ha aumentado considerablemente desde el inicio de la crisis financiera, fundamentalmente debido a la restricción de otras formas de crédito empresarial, principalmente los créditos bancarios. En el presente artículo se explican algunas de las características comunes a los bonos convertibles emitidos recientemente por empresas españolas, se analizan las ventajas, y las razones para la emisión de estos activos, y se indican sus implicaciones contables. Los instrumentos convertibles pueden ser una alternativa estable a la deuda bancaria y a la renta fija tradicional en los mercados de capitales para la financiación de las compañías medianas, que tienen menos acceso a fuentes de financiación en situaciones de aversión riesgo por parte de los inversores y entidades financieras. (ENG)Convertible bonds share several characteristics with secure corporate debt, such as the regular coupon payments, fixed maturity and similar seniority in case of default. Nevertheless the investor of the convertible bond has the option of receiving the principal amount repayment at maturity in cash or receiving a previously agreed number of shares. But convertible securities can be complex financial instruments that possess exotic or specific features, such as soft calls, put options, cash options, cash top up features, or make whole amounts. Convertible securities are hybrid instruments that share characteristics of both debt and equity, and therefore suffer an specific accounting treatment under International Financial Reporting Standards, where the issuing company must separately identify the debt and equity components in its financial statements In peripheral European countries and in Spain in particular, convertible issuance has significantly increased since the start of the Global Financial Crisis, an increase mainly driven by the restriction of other forms of credit, namely banking loans. This article summarizes some of the common characteristics of convertible securities, analyzes its advantages for both issuers and investors, and introduces the accounting of convertible bonds. Convertible Bonds can become a viable and stable alternative to bank loans and to high yield or investment grade bonds for the funding of mid-sized corporates which normally have a more difficult access to credit in regional banking crisis or credit restrictive environments.

The agreement on establishing a common banking authority is paving the way for a banking union. The decision was reached by the finance ministers only hours before last December’s EU summit. After making headway on sovereign debt by deciding on a fiscal union one year beforehand in December 2011, the EU is by now also addressing the banking crisis and we know at least who is going to supervise who and what.
