The arrival of Cuba’s Information Technology (IT) and Communications Minister Ramiro Valdés to Venezuela in the Spring of 2010 to serve as a ‘consultant’ to the Venezuelan government awakened a new reality in that country. Rampant with deep economic troubles, escalating crime, a murder rate that has doubled since Chávez took over in 1999, and an opposition movement led by university students and other activists who use the Internet as their primary weapon, Venezuela has resorted to Cuba for help. In a country where in large part traditional media outlets have been censored or are government-controlled, the Internet and its online social networks have become the place to obtain, as well as disseminate, unfiltered information. As such, Internet growth and use of its social networks has skyrocketed in Venezuela, making it one of Latin America’s highest Web users. Because of its increased use to spark political debate among Venezuelans and publish information that differs with the official government line, Chávez has embarked on an initiative to bring the Internet to the poor and others who would otherwise not have access, by establishing government-sponsored Internet Info Centers throughout the country, to disseminate information to his followers. With the help of Cuban advisors, who for years have been a part of Venezuela’s defense, education, and health care initiatives, Chávez has apparently taken to adapting Cuba’s methodology for the control of information. He has begun to take special steps toward also controlling the type of information flowing through the country’s online social networks, considering the implementation of a government-controlled single Internet access point in Venezuela. Simultaneously, in adapting to Venezuela’s Internet reality, Chávez has engaged online by creating his own Twitter account in an attempt to influence public opinion, primarily of those who browse the Web. With a rapidly growing following that may soon reach one million subscribers, Chávez claims to have set up his own online trench to wage cyber space battle.

Paul Makeham’s work in AusStage Phase 3 has centred on regional mapping of live performance activity. A pilot mapping project was developed to identify regional clusters of performance as well as key regional organisations. In designing this pilot project, reference was made to two other ARC-funded projects. The first of these was Talking Theatre, an audience development research initiative for Queensland and the Northern Territory supported by an ARC Projects-Linkage grant. Talking Theatre was funded between 2004 and 2006 as a Linkage between the ARC, NARPACA (the Northern Australian Regional Performing Arts Centres Association), Arts Queensland, Arts Northern Territory, and QUT. The second project was the Creative Digital Industries National Mapping Project, operating through QUT’s Centre for Excellence in the Creative Industries (CCi). The NMP is designed to develop and publish a range of accurate and timely measures of the Creative Digital Industries in Australia.

The use of self-contained, low-maintenance sensor systems installed on commercial vessels is becoming an important monitoring and scientific tool in many regions around the world. These systems integrate data from meteorological and water quality sensors with GPS data into a data stream that is automatically transferred from ship to shore. To begin linking some of this developing expertise, the Alliance for Coastal Technologies (ACT) and the European Coastal and Ocean Observing Technology (ECOOT) organized a workshop on this topic in Southampton, United Kingdom, October 10-12, 2006. The participants included technology users, technology developers, and shipping representatives. They collaborated to identify sensors currently employed on integrated systems, users of this data, limitations associated with these systems, and ways to overcome these limitations. The group also identified additional technologies that could be employed on future systems and examined whether standard architectures and data protocols for integrated systems should be established. Participants at the workshop defined 17 different parameters currently being measured by integrated systems. They identified that diverse user groups utilize information from these systems from resource management agencies, such as the Environmental Protection Agency (EPA), to local tourism groups and educational organizations. Among the limitations identified were instrument compatibility and interoperability, data quality control and quality assurance, and sensor calibration andlor maintenance frequency. Standardization of these integrated systems was viewed to be both advantageous and disadvantageous; while participants believed that standardization could be beneficial on many levels, they also felt that users may be hesitant to purchase a suite of instruments from a single manufacturer; and that a "plug and play" system including sensors from multiple manufactures may be difficult to achieve. A priority recommendation and conclusion for the general integrated sensor system community was to provide vessel operators with real-time access to relevant data (e.g., ambient temperature and salinity to increase efficiency of water treatment systems and meteorological data for increased vessel safety and operating efficiency) for broader system value. Simplified data displays are also required for education and public outreach/awareness. Other key recommendations were to encourage the use of integrated sensor packages within observing systems such as 100s and EuroGOOS, identify additional customers of sensor system data, and publish results of previous work in peer-reviewed journals to increase agency and scientific awareness and confidence in the technology. Priority recommendations and conclusions for ACT entailed highlighting the value of integrated sensor systems for vessels of opportunity through articles in the popular press, and marine science. This consultation document sets out the proposed future licensing strategy for the Lune Catchment Abstraction Management Strategy (CAMS) area. Following the three month consultation period, the Environment Agency will determine the final licensing strategy and publish it in the CAMS document. The strategy will provide an indication of whether new abstraction licences are likely to be available and the conditions that should be expected on licences. Water plays a vital role in the Lune catchment, providing water for public supply, supporting recreation, such as angling and canoeing, and providing sustainable flows to preserve numerous designated sites. There is minimal abstraction throughout much of the catchment, apart from the lower reaches of the River Lune. The document is split into five sections relating to the CAMS process. Sections 1 to 4 outline the CAMS process, and Section 5 outlines the proposed licensing strategy for the Lune CAMS areas. It is important to note that this strategy deals with groundwater and surface water abstractions separately; Sections 4 and 5 are split to differentiate between the surface water and groundwater results and strategy.

Absolute magnitude (H) of an asteroid is a fundamental parameter describing the size and the apparent brightness of the body. Because of its surface shape, properties and changing illumination, the brightness changes with the geometry and is described by the phase function governed by the slope parameter (G). Although many years have been spent on detailed observations of individual asteroids to provide H and G, vast majority of minor planets have H based on assumed G and due to the input photometry from multiple sources the errors of these values are unknown. We compute H of ~ 180 000 and G of few thousands asteroids observed with the Pan-STARRS PS1 telescope in well defined photometric systems. The mean photometric error is 0.04 mag. Because on average there are only 7 detections per asteroid in our sample, we employed a Monte Carlo (MC) technique to generate clones simulating all possible rotation periods, amplitudes and colors of detected asteroids. Known asteroid colors were taken from the SDSS database. We used debiased spin and amplitude distributions dependent on size, spectral class distributions of asteroids dependent on semi-major axis and starting values of G from previous works. H and G (G12 respectively) were derived by phase functions by Bowell et al. (1989) and Muinonen et al. (2010). We confirmed that there is a positive systematic offset between H based on PS1 asteroids and Minor Planet Center database up to -0.3 mag peaking at 14. Similar offset was first mentioned in the analysis of SDSS asteroids and was believed to be solved by weighting and normalizing magnitudes by observatory codes. MC shows that there is only a negligible difference between Bowell's and Muinonen's solution of H. However, Muinonen's phase function provides smaller errors on H. We also derived G and G12 for thousands of asteroids. For known spectral classes, slope parameters agree with the previous work in general, however, the standard deviation of G in our sample is twice as larger, most likely due to sparse phase curve sampling. In the near future we plan to complete the H and G determination for all PS1 asteroids (500,000) and publish H and G values online. This work was supported by NASA grant No. NNX12AR65G.

O surgimento da Web 2.0 imprimiu uma mudança na postura dos utilizadores da Web que passaram a poder não apenas ler e pesquisar, como também colaborar e produzir e publicar informação, adotando uma postura ativa. As redes sociais são uma poderosa ferramenta à qual recorrem movimentos sociais e políticos, o mundo da publicidade e do marketing, com evidentes efeitos nos indivíduos e na sociedade. Por seu lado, o desenvolvimento profissional de professores é um processo permanente, pelo que é reconhecida a importância da aprendizagem ao longo da vida em ambientes formais, não-formais e informais. Neste contexto, as redes sociais surgem como potenciais instrumentos de comunicação, interação, partilha e trabalho colaborativo, determinantes para o crescimento profissional dos docentes que almejam uma contínua aprendizagem. Este estudo de caso, que se centra na Interactic 2.0, uma rede social profissional essencialmente dirigida a educadores e criada numa aplicação Web 2.0 (Ning), teve como principal objetivo verificar em que medida esta rede social, ao possibilitar a formação e o desenvolvimento de uma comunidade de prática online, contribui para o desenvolvimento profissional dos docentes do ensino não superior. Os dados obtidos através da aplicação de inquéritos por questionário aos membros da Interactic 2.0, de entrevistas aos administradores da rede e da análise de interações num grupo específico da rede, revelam que os docentes do ensino não superior utilizam as ferramentas Web 2.0 para fins profissionais, nomeadamente as redes sociais, as aplicações de escritório online e os blogues. Conscientes dos riscos associados às redes sociais, mas também da necessidade de um constante enriquecimento profissional, os professores do ensino não superior reconhecem o interesse das redes sociais em geral, e da Interactic 2.0 em particular, como privilegiados instrumentos de partilha que contribuem para a sua atualização sobre aspetos curriculares e pedagógicos. Muito embora apenas concorram para o fomento do trabalho colaborativo entre professores, a Interactic 2.0 contribui para o aumento das competências digitais dos seus membros e para uma melhor integração das TIC em contexto educativo. A Interactic 2.0 é, portanto, uma comunidade de prática, constituída por um vasto número de pessoas com um interesse comum, que partilham e constroem conhecimento em torno de um domínio, criando um espaço partilhado de reflexão crítica sobre os temas em torno da educação.

Objetivo: identificar evidencia bibliográfica del uso de la música como herramienta en procesos de inclusión de personas con discapacidad, que permitiera ofrecer sustento teórico al proyecto del convenio establecido entre la Fundación Saldarriaga Concha y la Fundación Nacional Batuta. Materiales y métodos: como estrategia de búsqueda se utilizaron los temas “música”, “inclusión” y “discapacidad” y el booleano AND en tres bases de datos: Ebsco, Medline y Lilacs. Los análisis fueron realizados mediante el establecimiento de frecuencias para variables como revista, país, tipo de estudio y años de publicación. Se localizaron veintidós artículos que incluyeron los criterios de búsqueda definidos por los autores. Resultados: los resultados muestran que la mayoría de publicaciones se encuentra en la base de datos Ebsco, en la revista Music Educators Journal, en el período comprendido entre el año 2004 a 2006 (40,9%). Estados Unidos es el país que más publicaciones ha realizado (81,8%). El tipo de estudio más frecuente es la revisión de tema (86,4%) y la temática más utilizada incorpora aspectos como música-discapacidad. De acuerdo con Rumbo, Aranton y García, el grado de evidencia de los documentos analizados es 3, lo que indica que son principalmente estudios descriptivos y de opinión de expertos. Conclusiones: después de realizar la búsqueda sistemática se puede concluir que las publicaciones que incorporan el uso de la música como herramienta para facilitar procesos de inclusión social de niños y adolescentes es escasa, por lo que se sugiere sistematizar y publicar resultados de las intervenciones en este campo de la Terapia Ocupacional. El presente documento proporciona una posible ruta para el desarrollo de futuras investigaciones referentes al tema.
Estado situacional de los modelos basados en agentes y su impacto en la investigación organizacional

En un mundo hiperconectado, dinámico y cargado de incertidumbre como el actual, los métodos y modelos analíticos convencionales están mostrando sus limitaciones. Las organizaciones requieren, por tanto, herramientas útiles que empleen tecnología de información y modelos de simulación computacional como mecanismos para la toma de decisiones y la resolución de problemas. Una de las más recientes, potentes y prometedoras es el modelamiento y la simulación basados en agentes (MSBA). Muchas organizaciones, incluidas empresas consultoras, emplean esta técnica para comprender fenómenos, hacer evaluación de estrategias y resolver problemas de diversa índole. Pese a ello, no existe (hasta donde conocemos) un estado situacional acerca del MSBA y su aplicación a la investigación organizacional. Cabe anotar, además, que por su novedad no es un tema suficientemente difundido y trabajado en Latinoamérica. En consecuencia, este proyecto pretende elaborar un estado situacional sobre el MSBA y su impacto sobre la investigación organizacional.

There is a concerted global effort to digitize biodiversity occurrence data from herbarium and museum collections that together offer an unparalleled archive of life on Earth over the past few centuries. The Global Biodiversity Information Facility provides the largest single gateway to these data. Since 2004 it has provided a single point of access to specimen data from databases of biological surveys and collections. Biologists now have rapid access to more than 120 million observations, for use in many biological analyses. We investigate the quality and coverage of data digitally available, from the perspective of a biologist seeking distribution data for spatial analysis on a global scale. We present an example of automatic verification of geographic data using distributions from the International Legume Database and Information Service to test empirically, issues of geographic coverage and accuracy. There are over 1/2 million records covering 31% of all Legume species, and 84% of these records pass geographic validation. These data are not yet a global biodiversity resource for all species, or all countries. A user will encounter many biases and gaps in these data which should be understood before data are used or analyzed. The data are notably deficient in many of the world's biodiversity hotspots. The deficiencies in data coverage can be resolved by an increased application of resources to digitize and publish data throughout these most diverse regions. But in the push to provide ever more data online, we should not forget that consistent data quality is of paramount importance if the data are to be useful in capturing a meaningful picture of life on Earth.

We describe the CHARMe project, which aims to link climate datasets with publications, user feedback and other items of "commentary metadata". The system will help users learn from previous community experience and select datasets that best suit their needs, as well as providing direct traceability between conclusions and the data that supported them. The project applies the principles of Linked Data and adopts the Open Annotation standard to record and publish commentary information. CHARMe contributes to the emerging landscape of "climate services", which will provide climate data and information to influence policy and decision-making. Although the project focuses on climate science, the technologies and concepts are very general and could be applied to other fields.

Edward M. Cook's new book makes an excellent addition to the growing list of "introductions" to the Dead Sea Scrolls. Aimed primarily at a Christian lay and clerical audience, it succeeds admirably in leading its readers through the labyrinthine world of Scroll scholarship and controversy. The book divides itself into two uneven parts. In the first part, chapters 1-4, Cook deals with the discovery of the Scrolls in 1947 and the subsequent history of their decipherment and (often delayed) publication. Cook's treatment of this controversial topic is the most fair and evenhanded I have ever read; he has done meticulous research, reading many accounts of the Scrolls, from Edmund Wilson's in the 1950's to the latest journal articles from 1993. The result is a highly readable account of the finding and purchase of the Scrolls, the appointment of an international team of scholars to decipher and publish them, the delays in publication (including the results of the Six Day War in 1967, when most of the Scroll fragments fell into Israeli hands), and the controversy surrounding then editor-in-chief John Strugnell and the release of the photographs in the late 1980's and early 1990's. Cook is objective and fair throughout, but particularly striking is his sympathetic portrayal of the original seven member editorial team.

Bei der Plattform Musikalische Bildung handelt es sich um ein Projekt der Hochschule für Musik Detmold. Die Plattform vereinigt in sich Ideen zum vernetzten Musiklernen, neu entwickelten Online-Musiklern-Tools sowie den Austausch und die Modifizierung dieser erstellten Kurse durch andere Dozenten und Lehrenden. Die Plattform steht allen Dozenten und Lehrern, Studierenden und Schülern an Hochschulen, aber auch Musikschulen und allgemein bildenden Schulen kostenlos zur Verfügung. Auf die Einblendung von Werbebannern wird verzichtet. Die Inbetriebnahme einer Betaversion ist im Oktober 2014 erfolgt. Weitere Ausbaustufen sind in Planung aber noch nicht gegenfinanziert.
