This article presents a formal model of policy decision-making in an institutional framework of separation of powers in which the main actors are pivotal political parties with voting discipline. The basic model previously developed from pivotal politics theory for the analysis of the United States lawmaking is here modified to account for policy outcomes and institutional performances in other presidential regimes, especially in Latin America. Legislators' party indiscipline at voting and multi-partism appear as favorable conditions to reduce the size of the equilibrium set containing collectively inefficient outcomes, while a two-party system with strong party discipline is most prone to produce 'gridlock', that is, stability of socially inefficient policies. The article provides a framework for analysis which can induce significant revisions of empirical data, especially regarding the effects of situations of (newly defined) unified and divided government, different decision rules, the number of parties and their discipline. These implications should be testable and may inspire future analytical and empirical work.

Many definitions and debates exist about the core characteristics of social and solidarity economy (SSE) and its actors. Among others, legal forms, profit, geographical scope, and size as criteria for identifying SSE actors often reveal dissents among SSE scholars. Instead of using a dichotomous, either-in-or-out definition of SSE actors, this paper presents an assessment tool that takes into account multiple dimensions to offer a more comprehensive and nuanced view of the field. We first define the core dimensions of the assessment tool by synthesizing the multiple indicators found in the literature. We then empirically test these dimensions and their interrelatedness and seek to identify potential clusters of actors. Finally we discuss the practical implications of our model.

As a result of the Europeanization of politics and the increasing role of the public sphere, political actors in Western Europe are currently facing a double strategic challenge. Based on data from seven West European countries and the European Union, the authors analyze how state actors, political parties, interest groups, and social movement organizations cope with this double challenge at both the national and the supranational level. Results indicate that the classic repertoire of inside strategies at the national level is still the most typical for all actors, but media-related strategies are also prominent at the national level. The Europeanization of repertoires is mainly determined by institutional factors and by the actors' power, whereas the public arena plays an equally important role for all types of actors, in all countries and at both the national and the EU level.

L'article analitza la celebració de l'Id-al-ad·ha o "festa del sacrifici", ritual protagonitzat per la comunitat de musulmans el desè dia del mes de dhu-al-hijja. Es parteix d'exemples etnogràfics procedents del context de la diàspora musulmana al Tarragonès i de la societat emiral mauritana. El fenomen s'analitza des dels rols que els actors exerceixen en el ritual. L'argumentació vol subratllar la idea que tot ritual s'inscriu en un context social específic del qual n'és producte alhora que modulador, per mitjà del que Roy Rappaport anomena "missatges autoreferencials". Això no exclou l'existència d'un conjunt de denominadors comuns o "missatges canònics" entre les diverses pràctiques rituals referides.

This factsheet gives a short presentation of a case study conducted in Lombok Island (Indonesia). In 6 pages, it focuses on the complexity of PES scheme embedment in public policies. This factsheet describes and explicitly distinguishes three PES initiatives, and explain the reasons for such an evolution in the design of policy instruments aimed at protecting groundwater resources. A Catalunya, en els darrers anys, han anat proliferant una sèrie de «professionals» que realitzen, amb més o menys adequació a la definició teòrica, la funció de mediadors inter-culturals. Primerament, es tractava de gitanos, però darrerament, fruit de l’increment de la presència d’infants d’origen immigrant a les escoles catalanes, s’ha vist créixer el nombre i el protagonisme dels estrangers pel reconeixement que se’ls ha donat des de l’Administració i des de les institucions. Els mediadors han intentat intervenir en qüestions com ara la participació dels pares d’origen minoritari, l’adaptació del currículum a la diversitat cultural, la negociació de conflictes culturals, la desescolarització, l’absentisme i l’abandonament escolar dels alumnes durant el període d’escolarització obligatòria, la traducció lingüística i la interpretació sociocultural, etc. Concretament, la nostra recerca ha consistit en vint-i-set entrevistes en profunditat a mediadors interculturals de tot Catalunya.

This contribution (presented in the first International Conference on Public Policy (ICPP) in Grenoble in June 2013) explores the phenomena of innovation in action ("innovative implementation"). To do so, we operationalize "innovative implementation" as a strategy by which (coalitions of) non-state actors seek to develop ad hoc solutions to address a given environmental issue, going beyond what is provided for in formal policy designs. Following an inductive research strategy, we elaborate a conceptual framework whose main advantage is to bring the actors and their coalition (in all their diversity) back in the analysis. More concretely, we state that perceiving implementation as broader 'social interaction processes' (De Boer & Bressers 2011) within which actors play strategic 'games' (Bardach 1977, Scharpf 1997) opens interesting lines of research to better account for their innovative and strategic behaviours. In a second step, we apply this framework to three strategies of innovative implementation in different contexts, and identify on this basis empirical regularities in the individual pathways related to the emergence and success (or failure) of these strategies.

Political actors use ICTs in a different manner and in different degrees when it comes to achieving a closer relationship between the public and politicians. Usually, political parties develop ICT strategies only for electoral campaigning and therefore restrain ICT usages to providing information and establishing a few channels of communication. By contrast, local governments make much more use of ICT tools for participatory and deliberative purposes. These differences in usages have not been well explained in the literature because of a lack of a comprehensive explanatory model. This chapter seeks to build the basis for this model, that is, to establish which factors affect and condition different political uses of ICTs and which principles underlie that behaviour. We consider that political actors are intentional and their behaviour is mediated by the political institutions and the socioeconomic context of the country. Also, though, the actor¿s own characteristics, such as the type and size of the organization or the model of e-democracy that the actor upholds, can have an influence in launching ICT initiatives for approaching the public.

Irrigation has traditionally constituted one of the most characteristic and emblematic agricultural mosaics of the Mediterranean as a key factor of socio-economic dynamism of the territorial matrix. In recent years there has been an important scientific, intellectual and social environment mobilization around water uses and, in particular, around the main socio-economic use of resource: irrigation, which is undergoing an intense and accelerated transformation process. Thus, in parallel with the decline of traditional irrigation systems, located in areas with natural availability of water, fertile soil and appropriate topographic conditions, the socio-economic changes in the last decade have stimulated the appearance of new irrigated areas with environmental, social and economic disparate characteristics. As a result, the irrigation management model has been conditioned to respond to the new parameters of water scarcity and resource efficiency. In addition, policies and actors have evolved over time as a consequence of disparate priorities –and often conflicting– in terms of irrigation, making necessary the gear of different discourses. In this context, the Model of social commitment of irrigation proposed by the Institutional and Social Innovations in Irrigation Mediterranean Management (ISIIMM) can become a starting example
