This paper presents an approach to assess the resilience of a water supply system under the impacts of climate change. Changes to climate characteristics such as rainfall, evapotranspiration and temperature can result in changes to the global hydrological cycle and thereby adversely impact on the ability of water supply systems to meet service standards in the future. Changes to the frequency and characteristics of floods and droughts as well as the quality of water provided by groundwater and surface water resources are the other consequences of climate change that will affect water supply system functionality. The extent and significance of these changes underline the necessity for assessing the future functionality of water supply systems under the impacts of climate change. Resilience can be a tool for assessing the ability of a water supply system to meet service standards under the future climate conditions. The study approach is based on defining resilience as the ability of a system to absorb pressure without going into failure state as well as its ability to achieve an acceptable level of function quickly after failure. In order to present this definition in the form of a mathematical function, a surrogate measure of resilience has been proposed in this paper. In addition, a step-by-step approach to estimate resilience of water storage reservoirs is presented. This approach will enable a comprehensive understanding of the functioning of a water storage reservoir under future climate scenarios and can also be a robust tool to predict future challenges faced by water supply systems under the consequence of climate change.

The legal arrangements for the management of water resources are currently a complex matrix of rules of various kinds. These rules perform a diverse range of functions. Some are part of what may be described as the macro-legal system for the governance of water resources. This includes paralegal rules in the form of statements of value, objective, outcome or principles . Others are part of the micro-legal system for the governance of water resources. This includes traditional legal rules in the form of statements of standards in relation to individual conduct, behaviour or decision making. These legal arrangements may be international, regional, national or local. Accordingly some apply to nation states within the international community. Others apply to the regulatory agencies making decisions about water resources within nation states. Ultimately most of these legal arrangements apply to those who use and develop water resources for particular purposes and in particular locations. In accordance with this framework, rules explain how water resources should be used in particular circumstances and how decisions should be made to ensure the effective planning and regulation of water resources.

The rapid increase in population in Polk County during the last decade has been accompanied by a several-fold increase in the number and complexity of problems pertaining tothe use andcontrolof the streams andlakes of the county. The increase in problems has increased the need for more information about the occurrence and movement of surface water. The primary purpose of this report is to give that information. Its secondary purpose is to give information that will promote an understanding of the nature and causes of the problems or that will aid in arriving at practical solutions. Practically all water for municipal and industrial use in the Fernandina area is supplied by artesian wells. In recent years, the use of artesian water in the area has increased to meet the needs of expanding industry and increasing population. The total industrial and municipal pumpage has increased from approximately 35 million gallons per day in 1941 to approximately 50 million gallons per day in 1959. Correlated with the increase in water use is the constant decline in the artesian pressure in the area. In many other areas in Florida, such a decline in artesian pressure has resulted in salt-water intrusion into the fresh-water supply.An intrusion of salt water in the Fernandina area would contaminate the existing fresh-water supply and would result in a hardship for the population and seriously injure the economy. Recognizing the threat to the fresh-water supplies of this area, the U. S. Geological Survey in cooperation with the Florida Geological Surveymade a reconnaissance to determineif there has been any intrusion of salt water into the fresh-water supply or if there is any danger of future intrusion. The Biscayne Aquifer is the principal source of water for the heavily populated area in the vicinity of West Palm Beach and Miami. The publication of this data is timely and will assist in the intelligent development of the water resources of the area.The report recognizes two major aquifers as the source of ground water in Collier County. The lower aquifer is highly mineralized, but contains usable water, and the more shallow aquifer is the source of large supplies, which are utilized by municipalities and domestic users. Adequate supplies of fresh water are present in the Naples area and by proper planning, these can be developed in an orderly manner and salt water encroachment can be prevented. (PDF has 99 pages)

The rapidly expanding population and economic growth in the seven counties of the East Central Florida Regional Planning Council as shown in Figure 1, herein called the East Central Florida Region or the Region, has resulted in increasing demands on its water resources. Although there is abundant water in the Region as a whole, the water in some areas of the Region is of unacceptable quality for most uses. As the population increases the demand for water will become much greater and the available supply may be reduced by pollution and increased drainage necessitated by urbanization and other land development- Ground-water supplies can be increased by capturing and storing water underground that now drains to the sea or evaporates from swamp areas. Research is needed, however, to develop artificial-recharge methods that are feasible and which will preserve or improve the quality of water in the aquifer. (PDF contains 57 pages)

This study was done to determine the amount and kinds of water being produced from the lower Hillsboro Canal Area in Palm Beach and Broward counties. All of the potable ground water being produced from the Biscayne aquifer is developed from the canal through infiltration. Rainfall in the area is the ultimate source for all of the water. Careful control and management will allow the development of large quantities of water from the canal toward Lake Okeechobee, but a fresh water head must be maintained along the contact of fresh water with sea water to prevent salt water intrusion. This is the Water Resources in West Cumbria November 1976 report produced by the North West Water Authority. The report focuses on the provision of additional supplies of water in West Cumbria. In certain areas of West Cumbria difficulties arose in meeting peak demands. Moreover British Nuclear Fuels Ltd. (B.N.F.L) required additional water supplies. The area under consideration forms the western edge of the Lake District National Park and all the sources considered in this report, apart from the aquifer in the immediate vicinity of Calder Hall, lie wholly or partly within the National Park boundaries. The Rivers Ehen, Calder and Irt support migratory trout and salmon and are angling streams of a high quality. Amenity considerations therefore play an important part in determining the location and extent of any development.

Effective management is a key to ensuring the current and future sustainability of land, water and energy resources. Identifying the complexities of such management is not an easy task, especially since past studies have focussed on studying these resources in isolation from one another. However, with rapid population growth and an increase in the awareness of a potential change in climatic conditions that may affect the demand for and supply of food, water and energy, there has been a growing need to integrate the planning decisions relating to these three resources. The paper shows the visualisation of linked resources by drawing a set of interconnected Sankey diagrams for energy, water and land. These track the changes from basic resource (e.g. coal, surface water, groundwater and cropland) through transformations (e.g. fuel refining and desalination) to final services (e.g. sustenance, hygiene and transportation). The focus here is on the water analysis aspects of the tool, which uses California as a detailed case study. The movement of water in California is traced from its source to its services by mapping the different transformations of water from when it becomes available, through its use, to further treatment, to final sinks (including recycling and reuse of that resource). The connections that water has with energy and land resources for the state of California are highlighted. This includes the amount of energy used to pump and treat water, and the amount of water used for energy production and the land resources which create a water demand to produce crops for food. By mapping water in this way, policy-makers and resource managers can more easily understand the competing uses of water (environment, agriculture and urban use) through the identification of the services it delivers (e.g. sanitation, agriculture, landscaping), the potential opportunities for improving the management of the resource (e.g. building new desalination plants, reducing the demand for services), and the connections with other resources which are often overlooked in a traditional sector-based management strategy.

Climate change is expected to produce reductions in water availability in England, potentially necessitating adaptive action by the water industry to maintain supplies. As part of Ofwat's fifth Periodic Review (PR09), water companies recently released their draft Water Resources Management Plans, setting out how each company intends to maintain the balance between the supply and demand for water over the next 25 years, following Environment Agency guidelines. This paper reviews these plans to determine company estimates of the impact of climate change on water supply relative to other resource pressures. The approaches adopted for incorporating the impact in the plans and the proposed management solutions are also identified. Climate change impacts for individual resource zones range from no reductions in deployable output to greater than 50% over the planning period. The estimated national aggregated loss of deployable output under a “core” climate scenario is ~520 Ml/d (3% of deployable output) by 2034/35, the equivalent of the supply of one entire water company (South West Water). Climate change is the largest single driver of change in water supplies over the planning period. Over half of the climate change impact is concentrated in southern England. In extreme cases, climate change uncertainty is of the same magnitude as the change under the core scenario (up to a loss of ~475 Ml/d). 44 of the 68 resource zones with available data are estimated to have a climate change impact. In 35 of these climate change has the greatest impact although in 10 zones sustainability reductions have a greater impact. Of the overall change in downward pressure on the supply-demand balance over the planning period, ~56% is accounted for by increased demand (620 Ml/d) and supply side climate change accounts for ~37% (407 Ml/d). Climate change impacts have a cumulative impact in concert with other changing supply side reducing components increasing the national pressure on the supply-demand balance. Whilst the magnitude of climate change appears to justify its explicit consideration, it is rare that adaptation options are planned solely in response to climate change but as a suite of options to provide a resilient supply to a range of pressures (including significant demand side pressures). Supply-side measures still tend to be considered by water companies to be more reliable than demand-side measures.

Mountaintop removal (MTR) coal mining has had a significant influence on the water sources within the Coal River watershed of West Virginia. Using an approach such as Integrated Water Resources Management (IWRM) may improve management for the long-term protection and sustainability of the Coal River watershed‰Ûªs water resources. This Capstone project analyzes current site-specific information related to water quality and quantity and the impacts of MTR in the region, reviews current management challenges, and identifies key stakeholders to be included in IWRM planning. This information provided a foundation for the development of a preliminary IWRM coordination plan for the Coal River watershed based on IWRM principles and guidelines. It is hoped that this preliminary plan will contribute to the development of a final coordinated IWRM plan.
