Resumo:
A dissertação baseia-se na Teoria do Desenvolvimento Geográfico Desigual, fruto das elucubrações e da inserção do viés marxista no âmbito da Geografia Crítica ou Radical, que desvelará a produção das diferenciações espaciais concernente ao espaço urbano. Apoiado nessa base teórica objetiva-se desvelar a produção do espaço desigual no bairro de Campo Grande, Rio de Janeiro, com foco nas Zonas Residenciais 3 e 4, pela leitura das políticas urbanas estatais, que fragmentam e restringem o acesso aos diferentes espaços do bairro, estabelecidas e influenciadas pelo neoliberalismo no momento atual da integração e acumulação do sistema político-econômico mundial estabelecido como Globalização. Ainda, verifica-se a influência dos agentes privados na formulação de tais políticas e na apropriação e produção do espaço.

El artículo propone elementos de interpretación para comprender el papel del mercado de arrendamiento en los barrios informales en Bogotá y ofrecer pistas para las políticas urbanas. Intenta responder al interrogante, ¿por qué ante el importante papel que cumple la propiedad del suelo y el elevado costo del alquiler, importantes fracciones de los sectores populares en Bogotá deciden arrendar un inmueble o una pieza a elevados precios en el mercado informal en lugar de acceder a la propiedad? Se analizan las estrategias residenciales de los arrendatarios a partir de la relación mercado de trabajo–mercado residencial, la valorización de la localización en las decisiones residenciales y de la movilidad residencial. El análisis sugiere que las decisiones residenciales de los arrendatarios son territorializadas. Se argumenta que factores endógenos a los asentamientos informales, como las redes sociales que defi nen relaciones socioeconómicas locales contribuyen a entender la elevada demanda en este mercado. Se muestra, sin embargo, que los arrendatarios aspiran a ser propietarios, ante lo cual la vivienda de interés social es una solución valorada por una baja proporción de los arrendatarios. Para concluir, se señalan algunas directrices para la política habitacional, que en articulación con los instrumentos de gestión del suelo pueden contribuir a hacer frente a la urbanización informal.

O acelerado processo de urbanização no Brasil causou a concentração da população nas cidades, principalmente nas maiores cidades. O Estatuto da Cidade estabeleceu um conjunto de regras para a ordenação do uso do solo urbano em favor do bem estar coletivo. O Plano Diretor , entretanto é o instrumento que dá efetividade àquelas regras e é elaborado pelo governo e a sociedade, garantindo sua participação conjunta na criação, implementação e avaliação das políticas urbanas O plano tornou-se um poderoso instrumento a favor dos interesses sociais incluindo a identificação de demandas e linhas de ação previamente definidas por um consenso entre a sociedade e o estado, a serem incluídas naquele plano e no plano plurianual, tendo o orçamento anual como garantia de sua execução. No entanto, qual será o melhor tipo de orçamento para assegurar a execução do que foi incluído no plano diretor? A resposta a essa questão é o foco deste estudo que comprova que o melhor tipo é o orçamento-programa construído com a participação da sociedade e do governo, através do consenso, o orçamento participativo

Procurou - se estabelecer a evolução das concepções em planejamento urbano no Município de São Paulo no período 61 - 85, e os passos da institucionalização do sistema de planejamento da cidade . Após uma apanhado histórico , cada administração é resenhada considerando aspectos sócio - políticos e institucionais de cada período . Busca - se finalmente o estabelecimento de um marco teórico que possa avançar explicações para a evolução descrita .

Este artigo diz respeito à participação popular nos processos de planejamento e implementação de políticas de gestão do uso do solo urbano por uma instância do poder municipal no Brasil. O foco de reflexão do trabalho busca analisar o processo de participação popular previsto na constituição brasileira, no caso da gestão municipal, e sua efetivação concreta nos sistema de água e saneamento na região de Itaipu, no município de Niterói, RJ. A partir desta análise teórica e empírica, o trabalho se propõe a discutir de que forma o aparato institucional e a cultura cívica existentes podem ser facilitadores ou não à participação pública na gestão municipal.

This work presents a reflection on possibilities and boundaries of consolidation and expansion of human settlements characterized as traditional communities that are located within protected areas, using as study reference the State Sustainable Development Reserve Ponta do Tubarão, at Rio Grande do Norte state. The main topics highlight the conflict between the right to housing and the prevalence of fundamental rights of traditional populations, opposed to the diffuse right to environment, according to the regulatory framework of the Brazilian Urban and Environmental Policies. At the same time that these settlements, historically built, are substantiated by the principles of recognition of rights to traditional populations, they are in a condition of complexity to the resolution of conflicts in its urban dimension and lead to an impairment of natural sites. This work questions how the instruments of land use and occupation are defined and relate to environmental planning, especially considering that the settlements are located in Permanent Preservation Areas (APP). It aims to further the discussion of the urban dimension in settlements, characterizing its formation and growth process, to identify the gaps and convergences between the Urban and Environmental Policy, under the foundations of a socio-environmental approach. The results spotlights the conflicts between occupation and natural areas, inferring that the definition of Urban Policies instruments and its integration with Environmental Policies instruments account for essential and priority actions to the achievement to the rights to a sustainable city, as determined in the Cities Statute and environmental protection goals, defined for the Conservation Units

Contemporary studies have shown that the evolution of the heritage concepts is accompanied by an affirmation of the importance of social participation in recognizing heritage values and in managing cultural assets. We used the Brazilian context to emphasize the challenges for democratizing this process. This problematic is discussed based on the cases of Cidade Altaand Ribeira, neighborhoods that date from the formation of Natal-RNand have cultural assets recognized by levels of government. The study builds elements to answer the research question: what meanings and representations does the culturalheritage in the case study have for its users? The research method analyzes the representations and the meanings of the neighborhoods, firstly is based on historiographical studies, memories records of the city and on the process of heritage management. Secondly, it isbased on the field research, it is structured in environmental perception studies (areas of Environmental Psychology, Architecture and Urbanism) and has been applied with users with different bonds with the studied environment (residents, workers and visitors). The data were obtained with the multi-method which included direct observation, questionnaire survey and mentalmaps (that replicate Kevin Lynch). The analysis of result verified the research hypothesis, emphasizing aspects of the relationship between users and cultural heritage relevant to strengthening collective memory, local identity, contributing to heritage management. Among the results, the socio-environmental image obtained which emphasized a "cultural axis" linkingboth studied neighborhoods and confirms the influences of elements rein the memories records of the city and in the area s management. Identified aspects to strengthen the relationship between the users and cultural assets, such as the presence of placeswith affective ties to certain groups, as well as the need to fight off negative images (of degradation and insecurity) associated to the site and also expand the participation of the population, including residents, in policies and cultural activities. After all, recognition of value and the involvement of societycultural assets have the potential of contribute to integrate city development with heritage conservation

The study made in this thesis analyzes the new form of work organization at the urban collective transportation sector, so called Altemative Transportation which is a new form of public transportation that appears in the Brazilian urban context by the mid ninety' s, this work is made by independent or sub-contracted workers, usually organized in cooperatives . It reflects the investigation of new forms of precarious work, unformal which has been expanding in the urban transportation sector. Thus, discusses non regulation of the services sector problem the ways of survival of exc1uded workers from the formal work market mainly afier the capital productive restructure. It has as privileged area of investigation, the sector policy of urban transportation that make field of the main nets of political articulations that define the dynamic of the urban space. It is known that the urban collective transportation allows the access to the production, circulation and general consumption being necessary to the mobility of the resident population, mainly to those with low purchasing capacity. It becomes a field of empirical investigation at the Belem municipal, located at the Amazonic region - north Brazil. The main points dealed on this research start from concrete relations from the daily life of workers that deve1op their activity on the altemative transport mediated with theoretical references needed for understanding and interpretation of the studied reality. The investigation strategies were built from the abstract (theorical knowledge produced for the reality analyze) in concrete by the investigation quantitative-qualitative from this area of urban policy, making up possible the formation of a references chart to the analyses of the studied subject. Rescue his historicity, from characterization of the urban space of the metropolitan region of Belem passing true the forms of organization and urban services performances while essential production and reproduction element of the social relations. Identifies the main individuals that historically have been participating in the construction of the municipality transport policy and the ways of expression of the local political strength relations. Outstand the State paper on the net of established relations near the local power, as well as outstand the importance of social sciences in the understanding of urban policies in the transportation area, trying to bring input to the academicals -scientific debate .The above e1ected and mentioned points in this study are crucial for a critical reflection of the transportation policies. That relation is not given, but historically built at the power relation chart that makes up this unique area of the urban policies

The process of internalization of development occurred in the state of Sao Paulo resulted in accelerated growth of intermediate cities leading to a pattern of development with sprawl, segregation and suburbanization. In this process stands the Administrative Region of Campinas, the hinterland region of higher growth and accumulating a larger number of medium-sized cities. Such questions imply the need for appropriate urban policies to confront these challenges, under risk to jeopardize the quality of life and environment of these cities. The implementation of the Estatuto da Cidade brings new perspectives for urban management in medium-sized cities. This study aims to evaluate the deployment of instruments of urban management in medium-sized cities in São Paulo, with emphasis on Administrative Region of Campinas, based on the Profile of Brazilian Municipalities 2008 conducted by IBGE. The results point to a worrying situation, as it did not see a correlation between the deployment of these instruments and the size, growth and income in the mid-sized cities.

Este trabalho examina o Plano de Desenvolvimento Local (PDL) para a ocupação urbana do Riacho Doce (2001-2004) na bacia do Tucunduba em Belém, a partir da concepção do documento, da percepção da equipe técnica e das vivências dos moradores. Deste modo, analisa as referências e as discussões em torno de um novo projeto de democratização da cidade, baseado no ideário da Reforma Urbana. Trata-se, portanto, de uma tentativa de retomar a teoria do espaço social por meio da contextualização do planejamento urbano na Amazônia e, designadamente, com as contradições sócio-espaciais presentes na trajetória das políticas públicas em Belém, criando um exercício de reconhecimento e de apreensão da complexidade da cidade, assim como propor novas possibilidades de gestão urbana.

O presente trabalho aborda a relação cidade-rio na Amazônia, através de um estudo de caso: a orla fluvial da cidade de Marabá (sudeste do Pará). Objetiva analisar a dimensão do espaço vivido ribeirinho nessa cidade e sua relação com as ações do poder público materializadas em nível local. Por meio de pesquisa bibliográfica, documental e de campo (registro de histórias de vida, entrevistas semiestruturadas e observação sistemática), foi possível constatar que espaços de vivência ribeirinha no interior da cidade de Marabá coexistem com as novas tendências de apropriação de sua orla fluvial. Tal coexistência, entretanto, é, em grande parte, negligenciada pelas ações e intervenções do poder público que se voltam para o reordenamento desse espaço de contato imediato e de forte interação do homem citadino com o elemento hídrico.

This article examines the Slow Food and Slow City movement as an alternative approach to urban development that focuses on local resources, economic and cultural strengths, and the unique historical context of a town. Following recent discussions about the politics of alternative economic development, the study examines the Slow City movement as a strategy to address the interdependencies between goals for economic, environmental, and equitable urban development. In particular, we draw on the examples of two Slow Cities in Germany—Waldkirch and Hersbruck, and show how these towns are retooling their urban policies. The study is placed in the context of alternative urban development agendas as opposed to corporate-centered development. We conclude the article by offering some remarks about the institutional and political attributes of successful Slow Cities and the transferability of the concept.
