O estudo analisa a ocorrência do trabalho infantil no Brasil, investigando os fatores associados à sua evolução e alguns dos limites do Programa de Erradicação do Trabalho Infantil (PETI) para o enfrentamento da questão na atualidade. O trabalho está organizado em quatro capítulos, além daquele que o encerra com um breve comentário conclusivo. No primeiro são apresentados o problema de pesquisa, seus objetivos e pressupostos, e as principais características do PETI, para em seguida ser analisado o referencial teórico sobre a cooperação intergovernamental no âmbito das políticas sociais no Brasil. No segundo capítulo é discutida a ocorrência do trabalho infantil em âmbito internacional, por meio de esforço analítico que compara a associação entre as taxas de atividade da população de 10 a 14 anos e um conjunto de variáveis que expressam fatores de ordem socioeconômica e demográfica para uma amostra de 25 países com mais de 20 milhões de habitantes. O terceiro capítulo é desenvolvido em termos similares ao anterior, analisando como evoluiu a ocupação de crianças no país desde meados do século passado, e em que medida as diferenças entre os Estados brasileiros a respeito estão associadas a variáveis socioeconômicas e demográficas, com ênfase na estrutura do mercado de trabalho. O quarto capítulo analisa as diferenças entre os municípios brasileiros a respeito, e conclui que o PETI não pode ser considerado entre os principais fatores que explicam as variações nas taxas de atividade da população infantil na década passada, apontando alguns dos limites do Programa relacionados à promoção da cooperação intergovernamental necessária para que o país continue avançando de forma mais efetiva no enfrentamento da questão. O trabalho inclui também um balanço sobre a produção acadêmica brasileira a respeito do trabalho infantil, destacando o conjunto de estudos voltados à análise das ações do Estado frente à questão (Apêndice A).

Attempts to explain child labor, for the most part, have been reduced to the economic aspect, looking to establish a causal relationship between work and poverty. Without disregarding this aspect, we intend to approach this phenomenon considering other aspects that could be contributing towards its maintenance. We seek, above all, to articulate it with the concepts of disciplinary power and ideology. The present study, therefore, tries to consider these aspects with the intention of learning the reasons that the mothers and the teachers produce concerning child labor in the cultivation of vegetables. We elected these participants because we considered that child labor has been reinforced by the disciplinary institutions and proponents of ideology, the family and the school, here represented, respectively, by the mothers and the teachers. To affect this study, we created focused groups with the mothers whose children are students and work in the cultivation of vegetables in Gramorezinho (neighborhood situated in the northern part of Natal, RN) and with the teachers of the neighborhood school (Escola Lourdes Goudeiro). The discussion of the participants was handled according to the perspective of discursive practices, attempting to articulate them with the notions of ideology and disciplinary power. In general, we perceived how much ideology and discipline are immersed in the discursive practices of the participants. Whereas, even though in some moments the reference to work as being something that takes time from the child to study and play is apparent, the participants attribute great importance to child labor. Both for the teachers and for the mothers, work is something that can free the children from laziness, from becoming criminals and from using drugs. It too constitutes an important alternative to idleness and to the permanence of the child in the streets

The International Labor Organization (OIT) estimates that there are around 118 million children subjected to child labor around the world. In Brazil, there are 3.5 million workers aged between 5 and 17. This exploitation practice constitutes a serious social problem, including of Public Health, since these workers are exposed to a wide range of risks, such as those related to health, physical integrity and even to life, which may cause them to become sick adults and/or interrupt their lives prematurely. Therefore, this research aims to investigate the relationship between the frequency of child labor in the age group of 10 to 13 years and some socio-economic indicators. It is a quantitative research in an ecological study whose levels of analysis are the Brazilian municipalities grouped in 161 regions, defined from socioeconomic criteria. The dependent variable of this study was the prevalence of child labor in the age group of 10 to 13 years. The independent variables were selected after a correlation between the 2010 Census of child labor in the age group of 10 to 13 years and secondary data had been conducted, adopting two main independent variables: funds from the Family Allowance Program (PBF) per 1,000 inhabitants and Funds from the Child Labor Eradication Program (PETI) per a thousand inhabitants. Initially, it was conducted a descriptive analysis of the variables of the study, then, a bivariate analysis, and the correlation matrix was built. At last, the Multiple Linear Regression stratified analysis was performed. The results of this survey indicate that public policies , like the Bolsa Familia Program Features per 1000 inhabitants and Resources Program for the Eradication of Child Labour to be allocated to municipalities with HDI < 0.697 represent a decrease in the rate of child labor ; These programs have the resources to be invested in municipalities with HDI > = 0.697 have no effect on the rate of child labor. Other adjustment variables showed significance, among these the municipal Human Development Index (IDH), years of schooling at 18 years of age, illiteracy at 15 years of age or more, employees without employment contract at 18 years of age and the Gini Index. It is understood that the child labor issue is complex. The problem is associated, although not restricted to, poverty, the social exclusion and inequality that exist in Brazil, but other factors of cultural and economic nature, as well as of organization of production, also account for its aggravation. Fighting child labor involves a wide intersectoral articulation, shared and integrated with several public policies, among them health, sports, culture, agriculture, labor and human rights, with a view to guaranteeing the integrality of the rights of children and adolescents in situation of labor and of their respective families

The analysis of this research records the PETI implantation process at social nucleus in Cidade Nova (Natal/RN) to absorb children and teenagers who come from lixão . It does this based on the two thousands (2005) and presents the program importance linking users and their families such as the investigation of PETI actions, intending to give a contribution in the childish work combat and how they have been developed social-education protection for children and teenagers (seven to fifteens). About quality and quantity it was make a survey of social-economical characterization of the people benefits (to families) through interviews with users. This article attempts to identify and analyze the motives that led several sectors of agro-business to engage in the struggle for the eradication of child labor in Brazil, as launched by international organizations for the defense of children's and adolescents' rights. It is our hypothesis that economic globalization and the internationalization of children's rights have given visibility to the problem of child labor, thus demanding the mobilization of entrepreneurial sectors linked to agro-business productive chains in Brazil. The article is divided into four inter-related sections. In the first one, we attempt to provide evidence for the interference of social and labor problems within the ambit of the economic activities of the agro-business sector, within the current context of globalization. This is followed by a study of major UN, UNICEF and ILO investments to internalize children's rights and policies to combat child labor, giving salience to their repercussions in Brazil. In the third section, we analyze strategies adopted by firms linked to agro-business with the purpose of avoiding the use of child labor within their productive chains. Finally, we seek to understand the motivations that have led agro-businessmen to take part in the struggle against child labor. We conclude that firms linked to agro-business took up the project of combating child labor in virtue of the internationalization of children and adolescents' rights, the inclusion of social issues in international markets, the intensification of the fiscalization of public power, the growth of action around entrepreneurial social responsibility and increased consumer consciousness.

Esta pesquisa privilegia os discursos das crianças e dos adolescentes sobre o trabalho infantil na Grande Região Metropolitana de Belém-PA. O Trabalho Infantil constitui o nosso objeto de pesquisa. Assumimos como referência o conceito marxiano de trabalho como princípio educativo que, no contexto do capitalismo, encontra-se marcado pelo fetichismo da mercadoria. O lócus da pesquisa tem como base as escolas públicas estaduais situadas nos bairros da Terra Firme e de Canudos, que têm crianças e adolescentes com famílias assistidas pelo Programa Bolsa Família. 16 crianças e adolescentes com idades entre 10 e 14 anos participaram da pesquisa. Temos como referência o materialismo histórico e a metodologia tem enfoque qualitativo, do tipo da análise do discurso. Utilizamos como instrumentos para a coleta dos dados um conjunto de técnicas; as atividades de painéis divididas em seções (musical, mural do trabalho e cine prosa), a observação e o grupo focal. Os dados foram organizados em categorias empíricas explicativas do trabalho infantil. Os fundamentos teóricos sobre o trabalho como princípio educativo vieram de Gramsci e de outros pensadores do campo marxista. Na revisão bibliográfica realizada verificamos raros estudos sobre o discurso das crianças e dos adolescentes sobre o trabalho infantil. Os discursos das crianças e dos adolescentes da Amazônia paraense revelam que o trabalho infantil manifesta-se como fonte de sofrimento, como prática social que produz o estranhamento e tendo uma pedagogia própria. Conclui-se que o trabalho infantil forma as crianças e os adolescentes da Amazônia paraense para a lógica capitalista, promovendo a aceitação da sociedade capitalista e como suposto obstáculo aos conflitos e livramento da bandidagem, além de reforçar o discurso do empreendedorismo.

Este artigo é um ensaio de interpretação que busca explicar a violência contra crianças em nosso País a partir de alguns resultados da minha pesquisa sobre casa, trabalho e escolaridade, numa região em que profundas transformações ajudaram a desarticular o mundo rural e desurbanizaram antigas vilas.
