A revision of several paths for the Quality journey is presented: from Quality Gurus and Total Quality Management (TQM) models to the ISO 9000 International Standards Series. Since ISO 9001:2008 is now in the revision process to the expected ISO 9001:2015 version, an analysis is made of he proposed changes and the underlying reasons and the impacts foreseen on the more than 1.3 Million certified organizations. This revision should be a step towards TQM and reflect the changes of an increasingly complex, demanding and dynamic environment, while assuring that complying organizations are able to provide conformity products and services that satisfy their customers. Major benefits are expected such as less emphasis on documentation and new/reinforced approaches: consideration of Organizational Context and (relevant) Stakeholders, Risk Based thinking and Knowledge Management.

Abstract: Quality Management is an essential part of successful organisations. But the effect of it is mostly not directly visible. The effects are more indirect, and have a time lag till results appear. In today’s challenging times, all activities of an organisation have to proof their ability to add value. While Value Based Management is more focussed on financial value, other concepts and models like EFQM Excellence Model and Kaplan and Norton’s Balanced Score Card also point on values that are the basis and driver for financial success. Quality Management has to proof its effects on company values, and therefore the transacting mechanisms have to be identified and procedure to manage the process of Value Adding Quality Management has to be developed.

Purpose – The purpose of this paper is to investigate the effectiveness of quality management training by reviewing commonly used critical success factors and tools rather than the overall methodological approach. Design/methodology/approach – The methodology used a web-based questionnaire. It consisted of 238 questions covering 77 tools and 30 critical success factors selected from leading academic and practitioner sources. The survey had 79 usable responses and the data were analysed using relevant statistical quality management tools. The results were validated in a series of structured workshops with quality management experts. Findings – Findings show that in general most of the critical success factor statements for quality management are agreed with, although not all are implemented well. The findings also show that many quality tools are not known or understood well; and that training has an important role in raising their awareness and making sure they are used correctly. Research limitations/implications – Generalisations are limited by the UK-centric nature of the sample. Practical implications – The practical implications are discussed for organisations implementing quality management initiatives, training organisations revising their quality management syllabi and academic institutions teaching quality management. Originality/value – Most recent surveys have been aimed at methodological levels (i.e. “lean”, “Six Sigma”, “total quality management” etc.); this research proposes that this has limited value as many of the tools and critical success factors are common to most of the methodologies. Therefore, quite uniquely, this research focuses on the tools and critical success factors. Additionally, other recent comparable surveys have been less comprehensive and not focused on training issues.

The discussion of possible scenarios for the future of Quality is on the priority list of major Quality Practitioners Societies. EOQ – European Organization for Quality (EOQ, 2014) main team for its 58th EOQ-Congress held June 2014 in Göteborg was “Managing Challenges in Quality Leadership” and ASQ - American Society for Quality (ASQ, 2015) appointed “the Future of Quality” for Quality Progress Magazine November 2015 issue. In addition, the ISO 9001:2008 revision process carried by ISO/TC 176 aims to assure that ISO 9001:2015 International Standard remains stable for the next 10 years (ISO, 2014) contributing to an increased discussion on the future of quality. The purpose of this research is to review available Quality Management approaches and outline, adding an academic perspective, expected developments for Quality within the 21st Century. This paper follows a qualitative approach, although data from international organizations is used. A literature review has been undertaken on quality management past and potential future trends. Based on these findings a model is proposed for organization quality management development and propositions for the future of quality management are advanced. Firstly, a state of the art of existing Quality Management approaches is presented, for example, like Total Quality Management (TQM) and Quality Gurus, ISO 9000 International Standards Series (with an outline of the expected changes for ISO 9001:2015), Six Sigma and Business Excellence Models.Secondly, building on theoretical and managerial approaches, a two dimensional matrix – Quality Engineering (QE - technical aspects of quality) and Quality Management (QM: soft aspects of quality) - is presented, outlining five proposed characterizations of Quality maturity levels and giving insights for applications and future developments. Literature review highlights that QM and QE may be addressing similar quality issues but their approaches are different in terms of scope breadth and intensity and they ought to complement and reciprocally reinforce one another. The challenges organizations face within the 21st century have stronger uncertainty, complexity, and differentiation. Two main propositions are advanced as relevant for 21st Century Quality: - QM importance for the sustainable success of organizations will increase and they should be aware of the larger ecosystem to be managed for improvement, possibly leading to the emergence of a new Quality paradigm, The Civilizacional Excellence paradigm. - QE should get more attention from QM and the Quality professionals will have to: a) Master and apply in wider contexts and in additional depth the Quality Tools (basic, intermediate and advanced); b) Have the soft skills needed for its success; c) Be results oriented and better understand and demonstrate the relationships between approaches and results These propositions challenge both scholars and practitioners for a sustained and supported discussion on the future of Quality. “All things are ready, if our mind be so.” (Shakespeare, Henry V, circa 1599).

The main objective of this dissertation is to create new knowledge on an administrative innovation, its adoption, diffusion and finally its effectiveness. In this dissertation the administrative innovation is approached through a widely utilized management philosophy, namely the total quality management (TQM) strategy. TQM operationalizes a self-assessment procedure, which is based on continual improvement principles and measuring the improvements. This dissertation also captures the theme of change management as it analyzes the adoption and diffusion of the administrative innovation. It identifies innovation characteristics as well as organisational and individual factors explaining the adoption and implementation. As a special feature, this study also explores the effectiveness of the innovation based on objective data. For studying the administrative innovation (TQM model), a multinational Case Company provides a versatile ground for a deep, longitudinal analysis. The Case Company started the adoption systematically in the mid 1980s in some of its units. As part of their strategic planning today, the procedure is in use throughout the entire global company. The empirical story begins from the innovation adoption decision that was made in the Case Company over 22 years ago. In order to be able to capture the right atmosphere and backgrounds leading to the adoption decision, key informants from that time were interviewed, since the main target was to clarify the dynamics of how an administrative innovation develops. In addition, archival material was collected and studied, available memos and data relating to the innovation, innovation adoption and later to the implementation contained altogether 20500 pages of documents. A survey was furthermore conducted at the end of 2006 focusing on questions related to the innovation, organization and leadership characteristics and the response rate totalled up to 54%. For measuring the effectiveness of the innovation implementation, the needed longitudinal objective performance data was collected. This data included the profit unit level experience of TQM, the development of the self assessment scores per profit unit and performance data per profit unit measured with profitability, productivity and customer satisfaction. The data covered the years 1995-2006. As a result, the prerequisites for the successful adoption of an administrative innovation were defined, such as the top management involvement, support of the change agents and effective tools for implementation and measurement. The factors with the greatest effect on the depth of the implementation were the timing of the adoption and formalization. The results also indicated that the TQM model does have an effect on the company performance measured with profitability, productivity and customer satisfaction. Consequently this thesis contributes to the present literature (i) by taking into its scope an administrative innovation and focusing on the whole innovation implementation process, from the adoption, through diffusion until its consequences, (ii) because the studied factors with an effect on the innovation adoption and diffusion are multifaceted and grouped into individual, organizational and environmental factors, and a strong emphasis is put on the role of the individual change agents and (iii) by measuring the depth and consistency of the administrative innovation. This deep analysis was possible due to the availability of longitudinal data with triangulation possibilities.

Gap analysis is a very useful tool for firms contemplating adoption of a new system. This paper envisages the use of the gap analysis tool as a precursor for Indian seafood exporting firms to adopt total quality management. Total quality management (TQM) is a management philosophy which strives to put quality at the forefront of all its decision-making, thereby satisfying customers. We therefore recommend that firms adopt the TQM system for better alignment of management goals. The gap analysis tool serves as a roadmap for TQM implementation, by showing the management where they actually are and where they want to be. The main gaps were found to be in the areas of usage of SPC tools (66.7%), benchmarking (65.6%), top management commitment (56.25%) and customer focus (48.1%).

Este trabalho procurou avaliar a implantação de Gestão pela Qualidade Total - GQT no Serviço de Recursos Humanos - SEREC da Petrobrás, através de uma pesquisa de campo, dentro de um contexto historicista. O problema identificado para a pesquisa foi: quais as possibilidades e dificuldades da implantação da Gestão pela Qualidade Total no SEREC ? Com o intuito de melhor subsidiar a pesquisa, foram estudados os conceitos acerca da formação do petróleo, do gás natural e do xisto; foram resumidamente explicadas cada uma das principais atividades desenvolvidas pela Petrobrás; foram aborbados alguns aspectos históricos que envolveram a sua origem. Em seguida estudou-se a evolução da função RH na Petrobrás, desde a sua criação até o final de 1995. Trataram-se os aspectos que envolveram a implantação da GQT no SEREC, inicialmente percorrendo os princípios e acontecimentos que nortearam sua implantação na Petrobrás-holding. Ao final, analisou-se a pesquisa de campo.

Este estudo trata-se de um "estudo de caso - ex post facto" que tem como objetivo demonstrar, a partir das percepções e manifestações dos dirigentes e empregados da empresa Solimões Veículos - Concessionária Volk:swagen de Manaus, como a Gestão pela Qualidade Total - GQT pode influenciar na produtividade das pessoas que compõem esta organização. Com base nos pressupostos da qualidade total, chegou-se a hipótese de que a GQT é uma ferramenta estratégica que pode influenciar na produtividade dos empregados. Como a avaliação de percepções e manifestações de pessoas não é tarefa das mais fáceis e, devido à complexidade que se encaminha o problema de pesquisa, este estudo se caracterizará como sendo descritivo priorizando um tratamento quantitativo e qualitativo aos dados. A metodologia utiliza, basicamente, uma "pesquisa documental", que tem como objetivo a investigação de todos os fatos, acontecimentos e estatísticas que envolvem o problema pesquisado; uma "pesquisa bibliográfica", onde são analisadas e descritas as literaturas existentes a respeito dos temas GQT e Produtividade; e uma "pesquisa de campo", onde se procura demonstrar, a partir das percepções e manifestações dos dirigentes e empregados da empresa estudada, a int1uencia da GQT em suas produtividades.

No Brasil, o Ministério da Saúde criou e incentiva todos os hospitais a participarem do programa de acreditação, prova cabal de que o TQM é um modelo que merece ser implementado nas unidade de saúde.
