O tema desta dissertação é a Avaliação Institucional da Educação Básica. Para tal, faz-se a análise do processo de avaliação, com ênfase no instrumento utilizado pelas Escolas Adventistas de nível básico do estado de São Paulo, considerando que a educação adventista se tornou uma parte consistente dentro da estrutura da Igreja Adventista do Sétimo Dia. Procurou-se, neste trabalho, como objetivo geral, compreender como se configura a prática da avaliação institucional das escolas da Rede Adventista de Educação. O método da investigação incluiu análise bibliográfica dos principais teóricos da área de políticas públicas e do sistema privado bem como da avaliação institucional, seguido de exame documental do instrumento utilizado no processo de avaliação institucional. O estudo resgata a contextualização histórica do desenvolvimento da escola privada, destacando aspectos relevantes de sua relação com o Estado. Também apresenta brevemente a história da Igreja Adventista do Sétimo Dia (IASD) nos Estados Unidos (EUA) e no Brasil, de modo a situar o surgimento do sistema educacional adventista, bem como a sua filosofia de ensino, buscando conhecer as origens desse grupo religioso que há mais de um século atua no cenário educacional brasileiro. Em seguida, aborda aspectos da Avaliação Institucional. Finalmente, apresenta-se uma síntese do processo e uma descrição analítica do instrumento de avaliação institucional das escolas de nível básico da Educação Adventista. Na conclusão do trabalho, não se encontraram indícios de que o conceito adventista de avaliação educacional seja diferente do das abordagens tradicionais. Entretanto, na concepção adventista de avaliação, existe mais fortemente a preocupação de se manter um processo de avaliação contínuo e sistemático.

Some authors have shown the need of understanding the technological structuring process in contemporary firms. From this perspective, the software industry is a very important element because it provides products and services directly to many organizations from many fields. In this case, the Brazilian software industry has some peculiarities that distinguish it from other industries located in developed countries, which makes its understanding even more relevant. There is evidence that local firms take different strategies and structural configurations to enter into a market naturally dominated by large multinational firms. Therefore, this study aims to understand not only the structural configurations assumed by domestic firms but also the dynamic and the process that lead to these different configurations. To do so, this PhD dissertation investigates the institutional environment, its entities and the isomorphic movements, by employing an exploratory, descriptive and explanatory multiple cases study. Eight software development companies from the Recife's information technology Cluster were visited. Also, a form was applied and an interview with one of the main firm s professional was conducted. Although the study is predominantly qualitative, part of the data was analyzed through charts and graphs, providing a companies and environment overview that was very useful to analysis done through the interviews interpretation. As a result, it was realized that companies are structured around hybrids business models from two ideal types of software development companies, which are: software factory and technology-based company. Regarding the development process, it was found that there is a balanced distribution between the traditional and agile development paradigm. Among the traditional methodologies, the Rational Unified Process (RUP) is predominant. The Scrum is the most used methodology among the organizations based on the Agile Manifesto's principles. Regarding the structuring process, each institutional entity acts in such way that generates different isomorphic pressure. Emphasis was given to entities such as customers, research agencies, clusters, market-leading businesses, public universities, incubators, software industry organizations, technology vendors, development tool suppliers and manager s school and background because they relate themselves in a close way with the software firms. About this relationship, a dual and bilateral influence was found. Finally, the structuring level of the organizational field has been also identified as low, which gives a chance to organizational actors of acting independently

The object of this study is the organizational management, particularly the relational processenvironment organization focused on the survival of the space Department of the Arts and Crafts Mestre Raimundo Cardoso linked to the structural arrangement of the Liceu do Paracuri.. Aimed to understand the ways of organizational survival, from the actors' perception of the Center for Arts Career Workshops and Lais Aderne, with investments that discuss the theoretical models of management, institutional theory, cultural organization and institutionalization of public education requirement of the municipal light LDB. (1996) used a qualitative approach with a view to RICHARDSON (1985). The data generated were analyzed based on the technique of content analysis, the thematic type [categorical] Bardin (1977). The results indicate that the institutionalization of the arrangement of the Liceu do Paracuri emerges meet the legal requirement of the autonomy of municipal educational administration under the aegis of sustainable development, quality of life and basic education from the municipal Hélio Gueiros (1993-1996 ). More specifically the Center for Arts and Crafts Laís Aderne, the unit of analysis, the subjects said that this space is designed as a link between the demands of school and community searching through interdisciplinary activities educate and train manpower mainly potter. They did mention the existence of institutional factors (history, culture, habits, values) represent a strong socio-cultural element to the actors belonging to the core that guides behavior and actions of these individuals, fueled by a sense of hope, inclusion of future artisans in culture ceramist. It made a shared management, the existence of a unique work through cultural revival. However, over the course of time, the core is faced with dilemmas of managing transitions mainly regarding governmental, technological beyond endurance by the craftsmen for the optimization of their work. The conclusion - that the paths chosen for the organizational survival of the core meaning and guiding their actions in the systematization of conduct, representations, memories and traditions through habits and choices of consensus, the viewpoint of the actors

A presente dissertação aborda o tema da adoçao do Balanced Scorecards(BSC) no sector publico, na perspectiva dos consultadores de gestão. A escolha do tema por base a literatura sobre a importância e a utilidade do BSC nas organizações publicas e o crescimento exponencial da sua implementação na Administração Local e Central. Pretende-se contribuir para o conhecimento sobre o papel dos consultadores de gestão na implementação do BSC no sector publico, bem como a sua perspectiva em relação as motivações para implementar esta ferramenta no sector publico e as principais dificuldades sentidas neste processo. Mais em concreto, a dissertação tem como objectivos específicos compreender, na perspectiva dos consultores de gestão: a) qual a importância/contributo dos consultores de gestão na adoçao no BSC nos sector publico; b)quais os motivos e benefícios esperados com a adoçao do BSC e c)quais as principais dificuldades/barreiras sentidas na adopção e continuidade de BSC. Os pressupostos teóricos assentam na Teoria Institucional, designadamente na vertente NIS(New Institucional Sociology) e OIE(Old Institucional Economics). Para a concretização dos objectivos definidos recorreu-se ao método de investigação qualitativa baseada na realização de entrevistas a sete consultores de gestão, pertencentes a empresas de consultadoria a operar em Portugal, com experiências na implementação do BSC no sector publico e privado. As entrevistas foram efectuadas entre Fevereiro e Março de 2013. Os resultados obtidos permitiram concluir que o recurso a consultadores externos é útil na adoçao do BSC, uma vez que estes trazem experiências de outras organizações que podem ser aproveitadas para introduzir melhorias na organização onde se inserem. O recurso a consultadores de gestão e o uso da ferramenta de gestão BSC pode ser justificado através da vertente NIS(nomeadamente e isomorfismo). Por outro lado, a açao do consultor de gestão está dependente da decisão interna da organização, o que permite concluir que o consultor de gestão não é o principal agente da mudança, o que pode ser justificado pela vertente OIE. Os resultados mostram também que há dificuldades na construção e continuidade do BSC no sector publico, podendo, as condições facilitadoras sugeridas pelos consultores de gestão ajudar a ultrapassar as dificuldades e conduzir ao sucesso de implementação da ferramenta. No contexto português esta será a primeira dissertação a estudar este fenómeno. Esta abordagem permitiu contribuir para o conhecimento sobre o processo de adoçao e continuidade do BSC nos organismos públicos, assim como, conhecer os benefícios do recurso aos consultores de gestão.

O presente trabalho investigou os principais fatores de formação das estratégias ambientais empresariais, e como eles influem e condicionam estas estratégias no contexto específico de cada empresa. Além disso, foi analisada a evolução das práticas ambientais das empresas, o que resultou na proposta de um modelo de análise das estratégias ambientais a partir de seus principais fatores de influência. Apesar de utilizar em sua formulação conceitos básicos de estratégia empresarial, bem como diferentes estudos que tratam de estratégias ambientais em empresas, o trabalho fundamentou-se principalmente na teoria organizacional institucionalista. Isto decorre do fato de que esta teoria amplia o conceito de ambiente externo da organização para contemplar os aspectos institucionais, e amplia os objetivos estratégicos da organização para contemplar a busca de legitimidade. Com isto ela contempla de forma mais abrangente os fatores que influem e condicionam as estratégias ambientais nas empresas. A pesquisa empírica é composta por quatro estudos de caso em dois setores industriais distintos, a Refinaria de Petróleo Ipiranga (RPI) e a Companhia Petroquímica do Sul (Copesul) representando a indústria do petróleo, e a unidade da Klabin de Otacílio Costa e a Cambará Produtos Florestais representando a indústria de papel e celulose. Entre as conclusões do trabalho está a confirmação da importância da teoria institucional no estudo das estratégias ambientais das empresas. Esta importância decorre de várias questões observadas nos estudos, tais como a preponderância que as demandas e pressões do ambiente externo têm sobre os processos de formação e evolução das estratégias ambientais, a importância que a busca de legitimação tem na conformação das práticas ambientais e de sua divulgação pelas empresas, e a existência de um processo de institucionalização das questões ambientais nas empresas, através da criação de uma estrutura formal para a área ambiental, da profissionalização da gestão ambiental, da certificação de sistemas de gestão e da inclusão de aspectos ambientais nos processos formais de planejamento da empresa. Conclui-se também que as estratégias ambientais são fundamentalmente contingentes e contextuais; contingentes porque as demandas e pressões são mais importantes do que as ações voluntárias das empresas no direcionamento da sua conduta ambiental, e contextuais porque estas contingências são muito particulares do contexto de cada empresa. Observou-se que, embora haja um sentido geral comum de evolução das práticas ambientais das empresas, o timing com que esta evolução ocorreu, o tipo de práticas utilizadas, a profundidade das melhorias realizadas, os fatores motivadores das mesmas e o tipo de contingências que sofreram foram diferentes para cada uma e podem ser explicadas pelo contexto individual das mesmas. A partir desta constatação, elaborou-se um modelo de análise dos fatores que contingenciam as estratégias ambientais empresariais, dividindo o seu contexto estratégico em seis contextos específicos, cinco externos (regulativo, locacional, de recursos, de mercado e setorial) e um interno (contexto organizacional), os quais são descritos e analisados a partir de seus elementos contextuais.

O modelo descentralizado, participativo e integrado de gestão de recursos hídricos que se ordena em função das bacias hidrográficas demanda um grande esforço de todos os atores envolvidos na gestão. Para compreendê-lo é essencial considerar os antecedentes históricos, os marcos legais, o arcabouço jurídico e o ferramental tecnológico moderno (sistemas de informações) que definem a representação das esferas governamentais, dos usuários de grande porte e da sociedade civil na gestão. Utilizando a teoria institucional, o conceito de campo organizacional e a tecnologia da informação, considerando sempre o poder como variável central da disputas sociais, este trabalho buscou, interpretando os discursos das entrevistas em profundidade e usando a literatura disponível, a descrição do desenvolvimento e da formação do campo formado em função do tema da gestão das águas. A escolha da teoria institucional permite obter uma visão mais abrangente do estudo das organizações, incorporando temas como valores e legitimação como elementos de sucesso das organizações em um campo. o trabalho conclui que há um campo organizacional da gestão de recursos hídricos nos moldes proposto pela teoria utilizada. Neste campo há questões centrais que dirigem a geração de valores. Este campo se completa com atores periféricos, representantes de discursos ainda não plenamente incorporados, mas que já demandam resposta dos atores centrais. A tecnologia, através dos sistemas de informações, ainda não contribui para qualquer alteração significativa na distribuição de poder no campo.

The objective of this study is to discuss and analyze the structure of the organizational field of recycling of aluminum cans in Rio de Janeiro state, using as reference the institutional theory. The recycling of aluminum cans field, despite its early history, has presented important modifications, with impacts in others recycle material industries. The present study aims to understand such modifications through the analysis of the organizational field. With this intention, it is used a theoretical basis to define the institutionalization concept, focusing on the differences of functional organization theory, as well to define the legitimacy concept and isomorphism. As a contribution to institutional studies, and as reference to this research, it is analyzed some organizational field studies published in Brazil, comparing them with others from Europe and America, as well as a discussion about the applicability of institutional studies. The structure and analysis presented here were elaborated through a survey, based on semi-structured interviews with representatives of organizations of the organizational field. This study is sectional with longitudinal perspective, including a qualitative analysis, in order to get information regarding the past that can contribute to explain the current structure of the organizational field. There is a perception that border actors, represented in this work by recyclers cooperatives, on the contrary of other studies, intend do change the structure of the organizational field by the mean of social pressures.

Since electric power is an essential element in modern society, this paper analyzes the historic and institutional factors that have contributed to the formation and organization of the Brazilian electric sector, from the time when it started to be used in this country until the end of year 2002. This analysis is based on a linear description of historic facts, giving emphasis to crucial events ¿ or critical incidents, as they were called for the purpose of this paper. As to these happenings, the social actors who played an important role in the development of the Brazilian electric power sector were analyzed. An analytical model based on the theoretical references offered by the Institutional Theory was used. The study also highlights the elements that comprehend the development of the phenomenon in face of the ambivalence existing in a developing country, which is the case of the Brazilian electric power sector. The organizational fields that were established at the time determined by the main crucial incidents presented throughout the length of time covered by this study. The resources that the main social actors involved in the electric power sector may use by are also identified, as well as their main interests and level of influence these actors may have. Several documents were analyzed. The qualitative methodology was used. Also, many semi-structured in-depth interviews of the people who have made the history of this sector for reliability were conducted. Finally, this study includes the main elements that have shaped the institutional model of the Brazilian electric sector. It also characterizes the external environment as the element which has most influenced the sector and has also led its way throughout the different developmental phases, especially with respect to funding. The growing rates of power consumption indicate the need for a constant increase in the supply of electric power to meet the needs of society and economic development. This requires constant investment. Lack of investment is a limiting factor. Not only does it hinder the development of the country but it may also result in very unfortunate mishaps such as electric power rationing, such as the kind we had to endure a while ago.

This work tries to comprehend, throw the prism of the Institutional Theory, the structural process of organizational field of cachaça¿s handicraft producers¿ from a Brazilian countryside region. The role of values and traditions on the determination of the structure and decision making on this industry are analyzed. It is necessary to research historic, economic and social facts, and confront them to the formation of Brazilian society to understand the field¿s formulation. An important aspect of this research is the mapping of isomorphic process and the comparison of the field¿s institutional degree, before and after the changes. It was noticed that the alteration on perception of Cachaça in the national market and the entrance of a new actor oriented by functional rationality are the major reasons for the mimetic changes on this field. As a contribution, this study confirms the applicability of Institutional Theory on analysis of specific fields and shows how this field has structured itself.
