Euroopan sähkömarkkinat ovat viime vuosikymmeninä olleet suurien muutoksien kohteena näiden yhtenäistämisprojektin seurauksena. Fortum, yksi Euroopan johtavista energia-alan yrityksistä valmistautuu tähän muutokseen toteuttamalla omia yrityksen sisäisiä muutoksia, tavoitteenaan yksinkertaistaa organisaatiorakennettaan ja parantaa tehokkuuttaan. Yksi suuri muutos tähän liittyen on vesivoimavalvomojen lokalisaatioprojekti. Vesivoimavalvomojen uudelleenlokalisaation ja vesivoiman käytönvalvojien ikääntymisen myötä nähtiin tarpeelliseksi tehdä tutkimus käytönvalvojien hiljaisesta tiedosta. Näin ollen, tässä diplomityössä perehdyttiin Fortumin vesivoiman käytönvalvojien kompetensseihin ja näiden hiljaiseen tietoon. Tutkimusaiheena oli selvittää minkälaista hiljaista tietoa käytönvalvojat omaavat, ja mikä osa tästä tiedosta muodostaa sen kriittisen osaamisen, jota halutaan säilyttää ja kehittää. Tutkimustyypiksi muodostui kvalitatiivinen, jonka päämetodi oli puoli-avoin haastattelu. Tutkimus koostui seuraavista vaiheista: tarkkailu, tekstianalyysi, haastattelu, transkriptio ja data analyysi. Haastatteluja tehtiin kahdeksan, joista kerääntyi yli 24 tuntia haastattelumateriaalia. Tästä materiaalista muodostettiin analyysien avulla taulukko, jonka avulla tunnistettiin ne osa-alueet, joihin käytönvalvojan tärkeimmät kompetenssit liittyvät. Tuloksilla saatiin myös kerättyä lista korjaus- ja kehityskohteista, sekä tarkemmat määritykset jatkotutkimukselle.

Tässä tutkimuksessa tutkittiin esimiehen merkitystä ja roolia virtuaalisessa ympäristössä, jossa tiimit ovat osittain itseohjautuvia ja vastaavat osasta perinteisesti esimiehelle kuuluvista vastuista sekä johtamiskäytäntöjä, joilla esimies pystyy parhaiten tukemaan tiimiään kun vuorovaikutus tapahtuu pääasiassa teknologiavälitteisesti. Tutkimuksen tavoitteena oli selvittää, mistä tekijöistä muodostuu virtuaalisen tiimin tehokas johtaminen. Tutkimus toteutettiin kvalitatiivisena tutkimuksena. Tutkimuksen empiirinen aineisto kerättiin puolistrukturoiduilla teemahaastatteluilla finanssialalla toimivasta tietointensiivisestä asiantuntijaorganisaatiosta. Haastateltavana oli sekä esimiehiä että asiantuntijoita. Tutkimus osoitti, että hajautuneisuus korostaa esimiehen merkitystä virtuaalisessa ympäristössä. Virtuaalinen konteksti vaatii vahvan ihmisten johtamiseen keskittyvän esimiehen, joka johtaa tiimin jäseniä yksilöinä sekä tiimiä kokonaisuutena valmentavalla otteella. Virtuaalijohtamisessa on ennen kaikkea kyse tiimin yhteistyön mahdollistamisesta ja itseohjautuvuuden tukemisesta ja siinä korostuu suhteiden luomiseen, tiimin muodostumiseen, vuorovaikutukseen, kommunikointiin ja tiedon jakamiseen liittyvät johtamiskäytännöt.

L’image qu’a la population du phénomène des gangs est fortement influencée par les médias. Les informations véhiculées par les journaux et par les canaux de nouvelles mettent généralement l’emphase sur les stéréotypes associés aux gangs et aux comportements de ces derniers. Ceci a pour conséquence de rehausser la crainte que développe la population à l’endroit des gangs de rue. Dans un contexte où le phénomène des gangs paraît devenu omniprésent dans nos quartiers, nos villes et représente une problématique en expansion dans plusieurs grandes villes du Québec et du Canada, une attention particulière portée au trafic de drogues fait par les membres de gangs de rue, reconnu par plusieurs comme la principale activité des gangs de rue, revêt sans nul doute un grand intérêt. Obtenir la description la plus précise possible, faite par des membres ou d’ex-membres de gangs de rue, à partir de leurs connaissances concernant le trafic de drogues étant donné leur appartenance et leur implication dans les activités d’un gang de rue et, le cas échéant, le trafic de drogues effectué par ce dernier, représente l’objectif principal de la présente étude. C’est par le biais d’entrevues avec les principaux concernés que le trafic de drogues fait par les membres de gangs est abordé. Au total, quinze entrevues semi-directives ont été réalisées auprès de membres et ex-membres de gangs de rue, tous – à une exception près - pris en charge au Centre jeunesse de Montréal-Institut universitaire. Globalement, il ressort de cette étude qu’en plus du trafic de stupéfiants, les gangs ou les membres de gangs s’adonneraient à une délinquance polymorphe, le trafic étant rarement l’unique source de revenus du gang ou du membre. De plus, le trafic de stupéfiants ne serait pas une activité exclusive aux gangs de rue auxquels appartiennent les membres interviewés. Ainsi, même si l’on retrouve un certain nombre de membres participant à la vente comme activité structurée d’un gang, il est possible pour un membre d’effectuer de la vente de drogues de façon indépendante, tout en étant affilié à un gang de rue. Il appert que la plupart des interviewés font partie d’une clique, s’identifient à une couleur ou à un quartier, et s’approvisionnent en drogues auprès de membres plus âgés et hauts placés dans la structure des gangs de rue, que les répondants identifient comme étant les vétérans. En ce qui les concerne, les répondants signalent l’importance de gagner la confiance des plus haut placés s’ils souhaitent débuter et évoluer dans la vente de stupéfiants. Lorsque la confiance est présente et que le nouveau vendeur débute ses activités, soit il s’approprie un territoire, généralement à l’intérieur de son quartier, soit on lui fournit un endroit de vente où il peut « travailler ». La présence d’un membre de la famille déjà affilié à un gang paraît faciliter le processus d’accès des nouveaux à l’activité de trafic. Lorsque les interviewés abordent l’aspect du territoire de vente, plusieurs dimensions viennent s’y greffer : la compétition, les conflits, les interactions avec les gangs ennemis et la violence, pour ne nommer que celles-là. Les interviewés indiquent vendre une certaine variété de drogues, le cannabis et le crack représentant les deux drogues les plus couramment citées. La marge de profits varierait, entre autres, en fonction du type de drogue vendue, du quartier et des caractéristiques de la clientèle. Cette dernière, malgré qu’elle soit diversifiée, comporte une constante : les consommateurs dépendants sont, comme plusieurs interviewés l’ont mentionné, prêts à tout pour assurer leur consommation. Les consommateurs sont ordinairement des étudiants, des propriétaires de commerces, des employés de bars, des travailleurs de la construction, des itinérants, des prostitués, des fêtards, des voyageurs de passage à Montréal. Les répondants dénotent également la présence de policiers, agents doubles, pouvant se présenter comme clients. Ceci étant, il leur apparaît essentiel de développer des habiletés permettant de détecter la présence policière et la distinguer des clients réguliers. Côté consommation, les interviewés affirment se limiter presqu’essentiellement à l’alcool et au cannabis. Néanmoins, plusieurs avouent avoir consommé une grande variété d’intoxicants au cours de leur vie. Plusieurs signalent qu’une trop grande consommation nuit à la vente de stupéfiants.

La habitación rupestre en la Península Ibérica conforma un amplio conjunto de manifestaciones cuyos orígenes son difíciles de dilucidar. Existen conjuntos primitivos, posiblemente horadados durante la Antigüedad Clásica y Tardía, y otros que probablemente se originaron y excavaron en la Alta Edad Media, en los que se mezclan grupos de origen religioso y otros de probable uso defensivo. El conjunto peninsular es sin duda el más variado de Europa Occidental, pues recibió influencias árabes y usos de la cristiandad antigua, importados de Oriente Próximo, que por tanto relacionan estas manifestaciones con otras del arco mediterráneo. La supervivencia del uso de las cuevas a lo largo de la Baja Edad Media -una vez afianzada la Reconquista- es una incógnita, pero los usos rupestres volvieron a generalizarse en ciertos sectores de la Península durante la Edad Moderna, toda vez que el hábitat cuevero manifestó una eclosión relacionada con la peripecia de los moriscos, primero desterrados de sus habitaciones en el Sur y Este peninsular y luego expulsados en los albores del siglo XVII. Los que quedaron, nominalmente conversos, debieron habitar de nuevo cuevas en sus lugares de origen. Esos núcleos son los más abundantes, particularmente en la provincia de Granada y aledañas. Este substrato fue seguramente el punto de apoyo para la proliferación de las cuevas de habitación a partir del siglo XIX, en el cual un creciente proletariado agrícola y urbano necesitó de alojamientos baratos y no hizo sino imitar usos preexistentes, que se pueden rastrear en muchos de los núcleos rupestres que sobrevivieron mayoritariamente hasta bien entrado el siglo XX, y que se abandonaron gradualmente a partir de los años 60 de esa centuria. Para entonces, existían barrios de cuevas extensos en muchas provincias, destacando, aparte de las andaluzas, ciertas zonas de la Cuenca del Ebro (aragonesa, navarra y riojana), del arco periurbano de Valencia, del Sur de Madrid, de la Mancha toledana, o de las provincias de Albacete, Guadalajara, Murcia e incluso de Palencia. Los núcleos antiguos se excavaron -en razón de su origen dedicado a defensa y refugio- en lugares poco accesibles, que mayoritariamente se dan en relieves anfractuosos, en las orlas marginales detríticas y carbonatadas de las cuencas terciarias y en terrenos más antiguos de la geológicamente denominada Cuenca Vasco Cantábrica, en las cuales florecieron centros de eremitismo del primitivo condado de Castilla. También son lugares inaccesibles los riscos asomados a cantiles fluviales, cuya regularización morfológica natural ha sido causa de la ruina de múltiples hipogeos que se labraron con las mismas intenciones de refugio, defensa o retiro espiritual. Los núcleos modernos se han excavado ya en terrenos más propicios (los que componen las cuencas terciarias o "España arcillosa", mayoritariamente), y por ello observamos cómo abundan las litologías sedimentarias, que son aquellas en las que se horadaron casi todas las "colmenas" de habitación moderna en la Península. En unos casos y otros, existen rasgos comunes en lo relativo a la litología y comportamiento de los materiales excavados, y también en lo relativo a su evolución, meteorización y conservación. Se han estudiado por ello estas pautas comunes -como un posible avance para el establecimiento futuro de estudios de geoconservación del patrimonio rupestre habitado-, que se traducen en la determinación de los procesos de meteorización más característicos en los antros de la Península Ibérica -sean modernos o antiguos- y en la determinación de las relaciones más habituales entre geomorfología y tipología de las cuevas de habitación. También se exponen algunas conclusiones relativas a la resistencia de los tipos pétreos en relación a la antigüedad de los emplazamientos. Esta relación se explica bien si tenemos en cuenta que las cuevas antiguas trataban de ser lugares apartados en los que dominan rocas más resistentes -como se ha explicado- y que en las modernas se ha buscado la habitación permanente, en los materiales más blandos ocupan las depresiones terciarias del Centro, Este y Sur de la Península, colonizados no ya como refugios sino de modo seguro, y ya en arrabales "extramuros" de las ciudades. Geomorfológicamente, esta razón histórica tiene consecuencias sobre la posición de las cuevas, sobre su organización, y sobre su conservación. La extensión del dominio estudiado obliga prácticamente a bosquejar algunas de estas conclusiones geológicas, pero permite a su vez proporcionar una visión global acerca del patrimonio troglodítico desde una perspectiva geológica, y en ello radica la principal novedad de la investigación. Cave dwelling in the Iberian Peninsula comprises a great deal of examples whose origins are sometimes difficult to elucidate. There are primitive groups of caves, probably belonging to Classical and Late Antiquity, and other settlements that appear to have been created and excavated in the Early Middle Ages. Some of them are due to religious reasons and some others may probably have served for defensive uses. The Peninsular group is very likely the most diverse in Western Europe, for it was not only influenced by Arabs, but it also assimilated uses from the Antique Christendom, imported from the Middle East. In this sense, Iberian cave dwellings connect with those of the Mediterranean area. There is not total certainty about the survival of caves serving for dwelling throughout the Late Middle Ages, once the Reconquista was a fact. However, underground excavations for human habitation were once again dispread in certain zones of the Peninsula during the Early Modern period. This growth of underground habitats appears in connexion with Morisco’s vicissitudes; first of all, their removal from their settlements in South and Eastern Peninsula, and finally their expulsion from Spanish territory at the very beginning of XVII th century. Those of them who rested in Spain –and that were nominally “converts”- seem to have returned to cave dwelling in their places of origin, particularly in the province of Granada and its neighbouring zones. This substrate may have been the toehold for a new spreading of cave dwellings since XIX th century, when the increasing rural and urban proletariat returned to the pre-existent uses of caves in order to solve the necessity of affordable housing. This fact can still be detected in many of the rock settlements that have survived during a great part of the XX th century and which were gradually abandoned from the 60´s onwards. There were important cave dwelling districts in many Spanish territories by that time, and not only in Andalusia. We also find them in certain areas of the Ebro basin (those of Aragon, Navarra and La Rioja), in the peri-urban arc of Valencia, in the South of Madrid province and also in the provinces of Toledo (the so called “Mancha toledana”), Albacete, Guadalajara, Murcia or even Palencia as well. Due to their defensive and refuge uses, primitive underground habitats were dug in hardly accessible places. The majority of them are located in mountainous and rough areas, when not in the marginal borders of Tertiary basins, where coarse detritic and carbonate formations outcrop. Cave dwellings can also be found in more ancient rock masses, such as those of the Basque Cantabrian Mesozoic Basin, which is the area where hermit centres of the primitive County of Castile first flourished. Cliffs surrounding fluvial valleys are as well inaccessible places, but here we find that geological evolution has caused the destruction of many rock sanctuaries and cliff dwellings that were originally dug with the same purposes of defence, refuge and spiritual retreat. Later modern cave settlements were dug in quite more favourable terrains, mainly in the soils that compose the Tertiary basins, generally known as “España arcillosa” or “Clayey Spain”. Therefore, we find abundant sedimentary fine and medium grained lithologies, which are the ones that have hosted the majority of Modern Era warren cave dwellings in the Iberian Peninsula. Actually, both types of cave dwelling share some standards regarding the lithology of the excavated materials, and they share as well certain patterns that affect to their evolution, weathering and preservation. These common patterns have been studied here in order to determine the most characteristic weathering processes that affect the majority of the Iberian caves, both Antique and Modern. And also with a view to establish the most habitual relationships between geomorphology and typology of cave dwellings. The study may as well provide a first basis for future studies on geo-preservation of cave dwellings heritage. We also reach some conclusions about the strength of different rocks concerning the antiquity of the sites. As we have already pointed out, this relation comes from the fact that ancient caves were placed in remote or isolated locations, where harder rocks outcrop, while more modern ones result from people´s search of permanent dwelling. In this sense, the softer rocks of the Tertiary Basins of Middle, East and South Peninsula provided a secure colonization to this second and modern group. And moreover, considering geomorphological features, this historical reason has had an effect not only on the position and location of the caves, but also on their organisation/structure/distribution and preservation. The huge extension of our domain of interest almost forces to sketch out some of these geological conclusions. But at the same time it gives a global panorama of Spanish troglodyte heritage, seen from a geological perspective. And here is the main novelty of this research.

The amplification of demand variation up a supply chain widely termed ‘the Bullwhip Effect’ is disruptive, costly and something that supply chain management generally seeks to minimise. Originally attributed to poor system design; deficiencies in policies, organisation structure and delays in material and information flow all lead to sub-optimal reorder point calculation. It has since been attributed to exogenous random factors such as: uncertainties in demand, supply and distribution lead time but these causes are not exclusive as academic and operational studies since have shown that orders and/or inventories can exhibit significant variability even if customer demand and lead time are deterministic. This increase in the range of possible causes of dynamic behaviour indicates that our understanding of the phenomenon is far from complete. One possible, yet previously unexplored, factor that may influence dynamic behaviour in supply chains is the application and operation of supply chain performance measures. Organisations monitoring and responding to their adopted key performance metrics will make operational changes and this action may influence the level of dynamics within the supply chain, possibly degrading the performance of the very system they were intended to measure. In order to explore this a plausible abstraction of the operational responses to the Supply Chain Council’s SCOR® (Supply Chain Operations Reference) model was incorporated into a classic Beer Game distribution representation, using the dynamic discrete event simulation software Simul8. During the simulation the five SCOR Supply Chain Performance Attributes: Reliability, Responsiveness, Flexibility, Cost and Utilisation were continuously monitored and compared to established targets. Operational adjustments to the; reorder point, transportation modes and production capacity (where appropriate) for three independent supply chain roles were made and the degree of dynamic behaviour in the Supply Chain measured, using the ratio of the standard deviation of upstream demand relative to the standard deviation of the downstream demand. Factors employed to build the detailed model include: variable retail demand, order transmission, transportation delays, production delays, capacity constraints demand multipliers and demand averaging periods. Five dimensions of supply chain performance were monitored independently in three autonomous supply chain roles and operational settings adjusted accordingly. Uniqueness of this research stems from the application of the five SCOR performance attributes with modelled operational responses in a dynamic discrete event simulation model. This project makes its primary contribution to knowledge by measuring the impact, on supply chain dynamics, of applying a representative performance measurement system.

This research is an Anglo-Indian comparative case study. It studies managerial action in the participation arena of two British multi-nationals i.e. Cadbury Limited and ICI plc. The research was carried out in matched pairs of factories of the above named companies, located in the Midlands of the UK and in Bombay in India. The data for this research was collected through semi-structured interviews with managers and non-management actors, study of company documents and non-participant observation of some participation forums. The research conceptualises the idea of a `participation arena' consisting of the structures, processes, purposes and dynamics of participation. This arena is visualised as broadly reflecting the organisation structure and can be divided into corporate, unit and shopfloor level. Managerial action in this arena is examined in terms of interaction between three sets of factors i.e. company business objectives, strategies and policies; managerial values of power and control; and the responses of unions. Similarities and differences between management action in the home and host plants of the two multi-national companies are also examined. The major findings of the research are as follows. There is significant difference between the participation arena of the parent and the subsidiary company. The latter is marked by absence of higher level participation forums and lack of opportunity for employees to discuss, let alone influence, key decisions. This results from parent company control over key activities of the subsidiary. The similarities in management action in the participation arenas of the two companies in both countries can be attributed to the operation of the three sets of factors mentioned above. Nevertheless, the particular circumstances of each company are a greater influence on managerial action than the national context. Finally, future areas of research in this field are explored.

The aim of this thesis is to examine the specific contextual factors affecting the applicability and development of the planning, programming, budgeting system (P.P.B.S.) as a systems approach to public sector budgeting. The concept of P.P.B.S. as a systems approach to public sector budgeting will first be developed and the preliminary hypothesis that general contextual factors may be classified under political, structural and cognitive headings will be put forward. This preliminary hypothesis will be developed and refined using American and early British experience. The refined hypothesis will then be tested in detail in the case of the English health and personal social services (H.P.S.S.), The reasons for this focus are that it is the most recent, the sole remaining, and the most significant example in British central government outside of defence, and is fairly representative of non-defence government programme areas. The method of data collection relies on the examination of unpublished and difficult to obtain central government, health and local authority documents, and interviews with senior civil servants and public officials. The conclusion will be that the political constraints on, or factors affecting P.P.B.S., vary with product characteristics and cultural imperatives on pluralistic decision-making; that structural constraints vary with the degree of coincidence of programme and organisation structure and with the degree of controllability of the organisation; and finally, that cognitive constraints vary according to product characteristics, organisational responsibilities, and analytical effort.

This thesis investigates the role of accounting in planning and control in the Egyptian Iron and Steel Company "Hadisolb". The hypothesis is that there should be planning and control at appropriate levels, with a significant accounting involvement, In an organisation such as the Egyptian Iron and Steel Company "Hadisolb" . Part One of the thesis explains the role of accounting in planning and control, with special emphasis on its role in long-range corporate planning and control. Parts Two and Three review the history of the Egyptian Iron and Steel Company "Hadisolb", its organisation and structure, also the role of accounting in its planning and control arrangements, together with comments and criticisms concerning this. Part Four is mainly recommendations for alterations or improvements in planning and control in Hadisolb. This includes a suggested planning and organisation structure, physical and cost control reporting structures.

Research was undertaken in the field of marketing strategy, its formulation and implementation in Dunlop Belting Division. Emphasis was placed on marketing channel strategy, but other strategies including product strategy were studied. The research has resulted in changes in management practice in the client organisation. The relevance of theories of company organisation, planning and strategy, and marketing channels was examined in the light of the research evidence. The technique of action-research was used to gain admittance to and effect change within the client organisation. Case study material was collected for subsequent analysis. The factors affecting marketing strategy formulation in the client organisation were studied. Both the external and the internal business environments were considered. The operation of the observed marketing channels was compared with channel theory. Market segmentation and penetration, and the selling and technical resources of the channels were analysed. Recommendations were made to (a) enlarge and resite the client's distribution unit to locate it centrally in England (b) use the resited unit to secure local advantage (c) obtain greater integration of field sales activities with and from the centre. A new ex-stock distribution unit was established. Improvements to the client's ex-stock marketing in Scotland were also recommended, including improvements to the Scottish distributor's stock control procedure, as well as to Dunlop-Distributor relationships at all levels. The influence of company organisation structure and formalised procedures and systems on the formulation of strategy were considered with respect to channel and product strategy, and other aspects of marketing. Conclusions were drawn that the action research resulted in successful implementation of .agreed changes in the client organisation; that theories of strategy formulation and planning, of the operation of decentralised companies, and of industrial market segmentation required modification; that the theory of marketing channels was found relevant and useful.

Using a hydraulic equipment manufacturing plant as the case study, this work explores the problems of systems integration in manufacturing systems design, stressing the behavioural aspects of motivation and participation, and the constraints involved in the proper consideration of the human sub-system. The need for a simple manageable modular organisation structure is illustrated, where it is shown, by reference to systems theory, how a business can be split into semi-autonomous operating units. The theme is the development of a manufacturing system based on an analysis of the business, its market, product, technology and constraints, coupled with a critical survey of modern management literature to develop an integrated systems design to suit a specific company in the current social environment. Society currently moves through a socio-technical revolution with man seeking higher levels of motivation. The transitory environment from an autocratic/paternalistic to a participative operating mode demands systems parameters only found to a limited extent in manufacturing systems today. It is claimed, that modern manufacturing systems design needs to be based on group working, job enrichment, delegation of decision making and reduced job monotony. The analysis shows how negative aspects of cellular manufacture such as lack of flexibility and poor fixed asset utilisation are relatively irrelevant and misleading in the broader context of the need to come to terms with the social stresses imposed on a company operating in the industrial environment of the present and the immediate future.

Purpose - Enterprise resource planning (ERP) systems are limited due to their operation around a fixed design production process and a fixed lead time to production plan and purchasing plan. The purpose of this paper is to define the concept of informality and to describe the notion of a system combining informality and ERP systems, based on empirical research from four manufacturing case studies. Design/methodology/approach - The case studies present a range of applications of ERP and are analysed in terms of the three characteristics of informality, namely, organisation structure, communication method and leadership approach. Findings - The findings suggest that systems consisting of informality in combination with ERP systems can elicit knowledge fromfrontlineworkers leading to timely improvements in the system. This is achieved by allowing users to modify work procedures or production orders, and to support collaborative working among all employees. However it was found that informality is not required for manufacturers with a relatively stable environment who can deal with uncertainty with a proactive strategy. Research limitations/implications - This study was carried out in China, with four companies as unit of analysis. Future work can help to extend this study across countries. Originality/value - The use of Four dimensions of informality that relate to manufacturers implementing ERP are defined as "technology in practice", "user flexibility", "trusted human networks" and "positive reaction to uncertainty". This is a new construct not applied before to ERP implementations.

Este estudo exploratório, de caráter descritivo, tem como objetivos compreender a relação do Estado com a organização profissional dos assistentes sociais nas diferentes conjunturas sócio-históricas da trajetória da profissão; conhecer o contributo do associativismo sindical e profissional para a organização dos assistentes sociais em Portugal; caraterizar as diversas formas de associativismo profissional e sindical dos profissionais de Serviço Social e compreender a importância da regulação profissional para a categoria. Na trajetória do Serviço Social no nosso país, identificámos várias estruturas associativas desde os anos 50 do século XX. Apesar dessa diversidade ao nível da organização profissional, nos últimos anos tem sido o projeto de constituição da ordem o que tem congregado os profissionais de Serviço Social, embora de forma fragmentada. Em Portugal não existe um estatuto jurídico de regulação da profissão de assistente social, sendo do interesse dos profissionais, utentes e sociedade que o mesmo seja efetivado. A criação de uma ordem profissional poderá vir a fortalecer o trabalho dos profissionais de Serviço Social, bem como proteger e regulamentar o exercício profissional e a formação académica. Com a erosão do Estado Social, as relações de trabalho tendem a ser desregulamentadas e flexibilizadas, subsistindo a precariedade e o desemprego. O enfrentamento a estas questões por parte do movimento associativo é ténue e a sua não articulação fragiliza a proteção dos profissionais, como indiciam a subsistente ausência da constituição da ordem profissional e a extinção do Sindicato Nacional de Profissionais de Serviço Social, apesar do ressurgimento do associativismo sindical durante o presente ano (2013). As condições atuais diferem das existentes aquando do processo de obtenção da licenciatura e estruturação e implementação das carreiras profissionais de Serviço Social que potenciaram e galvanizaram os assistentes sociais. A categoria profissional apresenta-se desmobilizada e com pouco poder reivindicativo, e as associações profissionais e sindicais vivem com constrangimentos financeiros, funcionando em regime de voluntariado, o que denota a insipiência da sua estrutura organizativa. A atual conjuntura justificaria uma maior convergência, debate e processos de resistência por parte das estruturas associativas face ao agravamento de políticas baseadas na austeridade, que têm reflexos no mercado de trabalho, formação e organização profissional. Parece justificar-se a existência de estratégias articuladas com maior clareza sobre o projeto para a categoria, apostando num debate que se faça com os seus diversos intervenientes. Desta forma, o associativismo poderá constituir uma alavanca que confira maior dinamismo às suas estruturas organizacionais, maior visibilidade e presença pública da categoria, mas também uma maior solidez das suas organizações, que não sendo corporativas ou elitistas, salientem o primado da ética do serviço sobre a ética do ganho. / This descriptive exploratory study aims to understand the relationship between the State and the professional organisation of the social workers in the different social-historical situations of the profession course; to know the contribute of the unions and professional membership drive to the organisation of the social workers in Portugal; to characterise the several ways of the social workers’ professional and union membership drive and to understand the importance of the professional regulation for the area. In the Social Service trajectory in our country, we have identified several associative structures since the 1950s. Despite this diversity concerning the professional organisation, the project of constituting the professional order has been responsible for the social workers’ congregation in the past years, although in a fragmented way. In Portugal, there is not a legal status of regulation of the social workers’ profession, and it is of the interest of the professionals, users and society that this may be brought about. The creation of a professional order may strengthen the activity of the social workers, as well as it may protect and regulate the profession exercise and the university education. With the Social State’s erosion, the work relationships tend to be deregulated and softened, persisting the job insecurity and the unemployment. The associative movement does not strongly face these issues, and its non-articulation weakens the professionals’ protection, as the permanent absence of the professional order creation and the extinction of the National Social Workers Union show, despite the reappearance of the union membership drive during the present year (2013). The current conditions are not equal to the ones existent in the process of obtaining the university degree and the structuring and implementing of professional careers in the Social Service area, which have strengthened and galvanised the social workers. The professional category is not mobilised and it has few claimable power; the professional and unions’ associations live with financial problems, functioning in a volunteering regime, which shows the insipience of its organisation structure. The current situation would justify a bigger convergence, debate and resistance processes on behalf of the associative structures regarding the worsening of policies based on austerity – this has consequences in the work market, training and professional organisation. It seems to be pertinent the existence of strategies articulated in a clearer way about the project for this professional area, investing in a debate among its several participants. Therefore, the professional membership drive may constitute a lever that can give more dynamism to its organisational structures, a bigger visibility and public presence of the area, but also a stronger solidity in its organisations which, being not corporative or elitist, may highlight the service’s ethics over the profit’s ethics.
