Pourquoi, comment et quand y a-t-il changement institutionnel et politique en Afrique ? En examinant les stratégies de développement économique de l’Afrique postcoloniale et en s’intéressant à l’évolution du rôle de l’État – État comme acteur central du développement, tentative du retrait de l’État, interventionnisme limité au social, retour de l’État dans la sphère économique –, la présente thèse se propose d’expliquer le changement sous l’angle original des innovations politiques et institutionnelles. En effet, derrière l’apparente continuité que la plupart des auteurs tant analytiques que normatifs fustigent, il se produit des innovations dont nous proposons de rendre compte par le biais des variables idéationnelles, stratégiques, temporelles et institutionnelles. Cette thèse propose ainsi une analyse comparative inédite du rôle des acteurs nationaux (élites, États, administrations publiques du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo), des institutions internationales (FMI, Banque mondiale, ONU) et des organisations d’intégration régionale (Union africaine, NEPAD) dans l’émergence et les trajectoires des stratégies de développement en Afrique. Les contextes temporels favorables, les crises des modèles précédents, les configurations et héritages institutionnels structurants, les stratégies instrumentales des acteurs intéressés, l’apprentissage politique, les dimensions cognitives et normatives des idées permettent d’expliquer la diffusion, la sédimentation et la conversion institutionnelles comme processus privilégiés d’innovation en Afrique. La critique de ces concepts permet de développer des outils mieux adaptés pour expliquer certaines innovations, soit l’inclusion et l’intrusion institutionnelles. L’inclusion institutionnelle est un processus mi-stratégique et mi-idéationnel à travers lequel les acteurs nationaux ou régionaux incluent intentionnellement des stratégies (ou solutions) internationales déjà existantes dans une nouvelle institution ou politique dans le but d’accroître la probabilité d’acceptation (reconnaissance, convenance sociale, partage réel ou supposé des mêmes valeurs) ou de succès (pour faire valoir les intérêts) de cette dernière dans un environnement politique structuré. Les idées sont constitutives des intérêts dans ce processus. L’intrusion institutionnelle renvoie à un processus mi-stratégique et mi-structurel par lequel les acteurs nationaux se font relativement imposer de nouvelles institutions ou politiques qu’ils n’acceptent qu’en raison de l’asymétrie de pouvoir, de la contrainte structurelle (structure), ou des gains escomptés (stratégies) des acteurs internationaux, alors que des solutions de rechange pertinentes et non contraignantes sont quasi inexistantes. Ceci n’exclut pas l’existence d’une marge de manœuvre des acteurs nationaux. Inspirés de spécialistes comme Nicolas van de Walle, Kathleen Thelen, Robert Bates, Barry Weingast, Alexander Wendt, Peter Hall, Theda Skocpol et Paul Pierson, ces concepts d’intrusion et d’inclusion institutionnelles que nous proposons réconcilient des approches parfois jugées contradictoires en intégrant les dimensions stratégiques, institutionnelles, historiques et idéationnelles à l’analyse d’un même objet scientifique. Au niveau empirique, la présente thèse permet d’avoir une meilleure compréhension des processus d’émergence des stratégies de développement économique en Afrique, ainsi qu’une meilleure connaissance des relations entre les acteurs internationaux, régionaux et nationaux en ce qui concerne l’émergence et le développement des institutions et des politiques publiques relatives au développement. Une attention particulière est accordée à la dynamique entre différents acteurs et variables (idées, intérêts, institution, temps) pour expliquer les principales stratégies des trois dernières décennies : les stratégies nationales de développement du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo, le Plan d’action de Lagos, les programmes d’ajustement structurel, le Nouveau Partenariat pour le Développement de l’Afrique, les Documents de stratégie pour la réduction de la pauvreté et certaines interventions du Fonds monétaire international, de Banque mondiale et de l’ONU. En s’intéressant à la question de l’innovation délaissée à tort par la plupart des analyses sérieuses, la présente thèse renouvelle la discussion sur le changement et l’innovation politiques et institutionnels en Afrique et en science politique.

mdx mice are believed to be virtually free from neuromuscular symptoms, despite the presence of a degenerative/regenerative process that involves all skeletal muscles. We analyzed both the spontaneous motility and treadmill motor activity of mdx mice aged 15 days to 6 months. Our results indicate that there is an early period, between the end of the second and up to the fifth week of life, when mdx mice experience extreme weakness. After this critical period, both spontaneous motility and endurance of mdx mice, although lower than those of controls, do not show statistically significant differences up to 6 months of age. We also carried out a detailed histological analysis of proximal and distal muscle groups in mdx mice during this early critical motility period. The occurrence of extensive necrosis followed by regeneration and involving proximal muscles before distal ones was documented in mice as young as 16-17 days of age and reached a peak at day 18. We conclude that dystrophin deficiency induces muscle degeneration and significant weakness in mdx mice, but only in an early period. Later on, during development, mdx mice adapt to the lack of this protein and do not show detectable in vivo functional muscle impairment up to 6 months of age.

A semi-analytical approach is proposed to study the rotational motion of an artificial satellite, under the influence of torque due to the solar radiation pressure, and taking into account the influence of Earth's shadow. Using Andoyer variables the equations for the rotational motion are presented in extended Hamiltonian form. In order to get a solution for the state variables close to an actual motion, the considered model for the shadow function takes into account physical and geometric factors and three specific regions: shadow, penumbra and full light. A mapping for the shadow function is proposed and a semi-analytical process is applied. When the satellite is totally illuminated or it is inside the penumbra, a known analytical solution is used to compute the satellite's attitude. A numerical simulation shows, when the penumbra region is included, the attenuation of the rotational motion during the transition from the shadow to the illuminate region and vice versa. OBJETIVO: Devido à importância da cicatrização dos defeitos que venham a acometer os tecidos ósseos, este estudo tem o objetivo de avaliar a ação do polímero de mamona durante a neoformação óssea. MÉTODOS: Para isto, um grupo de 45 ratos foi utilizado. Realizou-se a criação de um defeito ósseo na região do arco zigomático de todos os animais, sendo que todos estes defeitos foram preenchidos com o polímero de mamona. Decorridos períodos de 15, 30, 60, 90 e 120 dias, os animais foram sacrificados e seguiram-se as tramitações laboratoriais de rotina para análise histológica. RESULTADOS: Os resultados mostraram que o polímero de mamona auxiliou no processo cicatricial. CONCLUSÃO: Concluiu-se que o polímero de mamona auxiliou no processo regenerativo do defeito ósseo criado experimentalmente, atuando como um agente osteocondutor.

We search for the semi-inclusive process B-s(0)->(DsDs(*))-D-(*) using 2.8 fb(-1) of pp collisions at s=1.96 TeV recorded by the D0 detector operating at the Fermilab Tevatron Collider. We observe 26.6 +/- 8.4 signal events with a significance above background of 3.2 standard deviations yielding a branching ratio of B(B-s(0)->(DsDs(*))-D-(*))=0.035 +/- 0.010(stat.)+/- 0.011(syst.). Under certain theoretical assumptions, these double-charm final states saturate CP-even eigenstates in the B-s(0) decays resulting in a width difference of Delta Gamma(CP)(s)/Gamma(s)=0.072 +/- 0.021(stat.)+/- 0.022(syst.).

Today's scientific interest in tissue engineering for organ transplantations and regeneration from stem cells, allied with recent observations on biostimulation of tissues and cells by laser radiation, stands as a strong motivation for the present work, in which we examine the effects of the low power laser radiation onto planarians under regenerative process. To investigate those effects, a number of 60 amputated worms were divided in three study groups: a control group and two other groups submitted to daily 1 and 3 min long laser treatment sections at similar to 910 W/m(2) power density. A 685 nm diode laser with 35 mW optical power was used. Samples were sent to histological analysis at the 4th, the 7th and the 15th (lays after amputation. A remarkable increase in stem cells counts for the fourth day of regeneration was observed when the regenerating worms was stimulated by the laser radiation. Our findings encourage further research works on the influence of optical radiation onto stem cells and tissue regeneration. (c) 2005 Elsevier B.V. All rights reserved.

Using a canonical formulation, the stability of the rotational motion of artificial satellites is analyzed considering perturbations due to the gravity gradient torque. Here Andoyer's variables are used to describe the rotational motion. One of the approaches that allow the analysis of the stability of Hamiltonian systems needs the reduction of the Hamiltonian to a normal form. Firstly equilibrium points are found. Using generalized coordinates, the Hamiltonian is expanded in the neighborhood of the linearly stable equilibrium points. In a next step a canonical linear transformation is used to diagonalize the matrix associated to the linear part of the system. The quadratic part of the Hamiltonian is normalized. Based in a Lie-Hori algorithm a semi-analytic process for normalization is applied and the Hamiltonian is normalized up to the fourth order. Once the Hamiltonian is normalized up to order four, the analysis of stability of the equilibrium point is performed using the theorem of Kovalev and Savichenko. This semi-analytical approach was applied considering some data sets of hypothetical satellites. For the considered satellites it was observed few cases of stable motion. This work contributes for space missions where the maintenance of spacecraft attitude stability is required.

A crença na capacidade de regeneração florestal é um dos principais sustentáculos da concepção de manejo madeireiro sustentável em longo prazo. O desempenho do processo regenerativo, por sua vez, depende da intensidade dos danos causados pela atividade madeireira, os quais podem ser reduzidos desde que se disponha de dados sistemáticos que orientem critérios adequados ao bom manejo florestal. O presente estudo, realizado em Paragominas, Pará, tem como objetivo avaliar como o tamanho das clareiras afeta a regeneração florestal. Para efetivar essa avaliação, foram monitorados elos do processo regenerativo (e. g., herbívoros vertebrados, chuva de sementes, fatores físicos) e/ou vários atributos diretos da regeneração (e. g., densidade, riqueza, crescimento, recrutamento, mortalidade de plantas) em dois sítios do referido município. Na Fazenda Rio Capim, com exploração recente, quinze clareiras com idade de 1,3 ano foram selecionadas em cerca de 300 ha de floresta explorada sob impacto reduzido e monitoradas durante 15 meses. As clareiras compreenderam três categorias de tamanho: 05 pequenas (30-100 m2), 05 médias (500-800 m2) e 05 grandes (> 1.500 m2). Na Fazenda Cauaxi, com exploração antiga, somente os atributos diretos da regeneração foram avaliados em doze clareiras com 8,5 anos de idade, sendo quatro de cada categoria de tamanho acima mencionada, exceto as clareiras grandes que foram menores (1.000-1.400 m2). A hipótese geral deste estudo é que o comportamento dos diversos fatores analisados favorecerá maior riqueza de espécies em regime de distúrbios intermediários, neste caso, em clareiras médias (sensu Connell, 1978). De modo geral, essa hipótese não foi corroborada. Na Fazenda Rio Capim (1,3 ano pós-exploração), apesar das clareiras grandes terem sido significativamente mais pobres em espécies do que todos os demais ambientes, as clareiras médias não foram aquelas que apresentaram maior riqueza. Dentre os tamanhos de clareiras analisados, as clareiras grandes foram as que mais se diferenciaram da condição controle (floresta fechada), apresentando maiores temperaturas, maior densidade e crescimento da regeneração e maior taxa de crescimento de cipós. Nas clareiras médias, os cipós e espécies pioneiras também cresceram significativamente mais rápido do que nas clareiras pequenas e floresta fechada. As clareiras pequenas foram mais semelhantes à floresta fechada, diferindo apenas por sua maior densidade de indivíduos de espécies pioneiras e maior taxa de crescimento da regeneração (exceto cipós). A chuva de sementes e o impacto de mamíferos herbívoros sobre a regeneração foram indiferentes ao tamanho das clareiras, mas mostraram-se dependentes de características pontuais, como presença de fontes alimentares para atrair fauna e fornecer sementes. As clareiras antigas (8,5 anos) da Fazenda Cauaxi não apresentaram nenhuma divergência significativa entre si nem com a amostra controle. Comparativamente com as clareiras jovens, as clareiras antigas denotaram menor densidade e maior riqueza relativa. Considerando-se todas as diferenças observadas entre os diferentes tamanhos de clareiras e floresta fechada e suas potenciais implicações sobre o processo regenerativo, recomenda-se que grandes clareiras sejam evitadas. As clareiras pequenas e médias reúnem mais atributos favoráveis à sustentabilidade do manejo madeireiro.

In This work we studied the action of calcitonin on bone regeneration in the jaws of normal and ovariectomized rats with and without administration of calcitonin. One hundred rats aged approximately sixty days were used for this study. Of these fifty were ovariectomizedOv forming group and one month after the surgery, animals in all a hundred surgical bone defect was made in the angle of the mandible, creating a bone lesion of approximately 4 mm, covered with a PTFE barrier. OvThe animals were divided into two equal groups: Ov (ovaricctomizados) and LMO (ovariectomized with calcitonin). The other fifty animals, only with the bone lesion were also divided into two groups: control (C) and CM (control with calcitonin). Treated groups received the first dose of the substance immediately after surgery, the dose of 2 IU / kg IM three times per week. The animals were sacrificed after three, seven, 14, 21 and 28 days, with their jaws removed and sent for histological preparation. Densitometric analyzes were performed histological and histomorphometric verifying that it was observed that the Ov animals showed decreased bone density and a much slower regenerative process, when compared with control animals. Calcitonin proved effective in both ovariectomized animals and in those with only bone injury.
