In ecosystems driven by water availability, plant community dynamics depend on complex interactions between vegetation, hydrology, and human water resources use. Along ephemeral rivers—where water availability is erratic—vegetation and people are particularly vulnerable to changes in each other's water use. Sensible management requires that water supply be maintained for people, while preserving ecosystem health. Meeting such requirements is challenging because of the unpredictable water availability. We applied information gap decision theory to an ecohydrological system model of the Kuiseb River environment in Namibia. Our aim was to identify the robustness of ecosystem and water management strategies to uncertainties in future flood regimes along ephemeral rivers. We evaluated the trade-offs between alternative performance criteria and their robustness to uncertainty to account for both (i) human demands for water supply and (ii) reducing the risk of species extinction caused by water mining. Increasing uncertainty of flood regime parameters reduced the performance under both objectives. Remarkably, the ecological objective (species coexistence) was more sensitive to uncertainty than the water supply objective. However, within each objective, the relative performance of different management strategies was insensitive to uncertainty. The ‘best’ management strategy was one that is tuned to the competitive species interactions in the Kuiseb environment. It regulates the biomass of the strongest competitor and, thus, at the same time decreases transpiration, thereby increasing groundwater storage and reducing pressure on less dominant species. This robust mutually acceptable strategy enables species persistence without markedly reducing the water supply for humans. This study emphasises the utility of ecohydrological models for resource management of water-controlled ecosystems. Although trade-offs were identified between alternative performance criteria and their robustness to uncertain future flood regimes, management strategies were identified that help to secure an ecologically sustainable water supply.

Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholders’ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely ignore the different expectations of stakeholders; the complexity of ecosystem dynamics; and how ecological, social, political and economic subsystems are linked. Integrating a rights-based perspective helps balance the ecological bias of ecosystem-based and resilience approaches. The paper introduces three management implementation frameworks that can lend structure and order to research and management regardless of the management approach chosen. Finally, it outlines possible research approaches to overcome the heretofore limited capacity of fishery research to integrate across ecological, social and economic dimensions and so better serve the management objective of avoiding fishery failure by nurturing and preserving the ecological, social and institutional attributes that enable it to renew and reorganize itself. The study of limnology is important to understand ecosystem dynamics and the ecological basis for fish production in the Lake Victoria which is important for fisheries resources use, planning and management. Physical, chemical and biological parameters are important and known to influence fish population production. Energy fixed by primary producers, e.g. algae, is transfered to higher trophic levels, e.g fish. Factors which influence the dynamics of phytoplankton and zooplankton population, e.g nutrient availability and uptake, growth rate, species composition and biomass, ultimately affect fish production. The commercial fisheries of Lake Victoria consists mainly of piscivorous Lates niloticus (L>), algivorous Oreochromis niloticus (L.) and zooplanktivorous Rastrineobola argentea (Pellegrin)

The Barotse floodplain is an ecosystem characterized by a paradox of widespread poverty amidst high ecological and agricultural potential. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to address this paradox on the assumption that the rural poor have the potential to transform their lives using the aquatic resources in their environment. Understanding the conditions for natural resources use and management is critical for a program that seeks to transform the livelihoods of households dependent on natural resources. The purpose of this report is to identify and analyze key governance variables influencing the livelihood outcomes of AAS program interventions in the Barotse floodplain system.

This paper presents a detailed description of health care resource utilisation and costs of a pilot interdisciplinary health care model of palliative home care in Ontario, Canada. The descriptive evaluation entailed examining the use of services and costs of the pilot program: patient demographics, length of stay broken down by disposition (discharged, alive, death), access to services/resources, use of family physician and specialist services, and drug use. There were 434 patients included in the pilot program. Total costs were approximately CAN$2.4 million, and the cost per person amounted to approximately CAN$5586.33 with average length of stay equal to over 2 months (64.22 days). One may assume that length of stay would be influenced by the amount of service and support available. Future research might investigate whether in-home palliative home care is the most cost effective and suitable care setting for those patients requiring home care services for expected periods of time. © 2009 SAGE Publications.

The introduction of new distributed energy resources, based on natural intermittent power sources, in power systems imposes the development of new adequate operation management and control methods. This paper proposes a short-term Energy Resource Management (ERM) methodology performed in two phases. The first one addresses the hour-ahead ERM scheduling and the second one deals with the five-minute ahead ERM scheduling. Both phases consider the day-ahead resource scheduling solution. The ERM scheduling is formulated as an optimization problem that aims to minimize the operation costs from the point of view of a virtual power player that manages the network and the existing resources. The optimization problem is solved by a deterministic mixed-integer non-linear programming approach and by a heuristic approach based on genetic algorithms. A case study considering a distribution network with 33 bus, 66 distributed generation, 32 loads with demand response contracts and 7 storage units has been implemented in a PSCADbased simulator developed in the field of the presented work, in order to validate the proposed short-term ERM methodology considering the dynamic power system behavior.

Este trabajo pretende documentar los cambios en la organización y las políticas estatales respecto al ambiente a mediados del siglo XX. Para ello nos hemos concentrado en la revisión de los informes ministeriales entre 1925 y 1960, que es la época en que nacen silenciosamente las organizaciones e instituciones ambientales antes de la eclosión pública de discursos y preocupaciones ecológicas entre los años 1960 y 1990. En efecto, en 1959 se creó el Parque Nacional Galápagos, con la decisiva influencia de científicos naturalistas del mundo. Puede considerarse ese año como el inicio de una nueva etapa que incluirá la aprobación de la Ley de Prevención de la Contaminación (1976), el nacimiento de Fundación Natura (1978), la creación de la mayor parte de las áreas protegidas del país (1979), y la Ley Forestal y de Vida Silvestre (1981). El moderno enfoque ambiental del Estado surgió en ese período inmediatamente posterior. Al situarnos en el período anterior a la plena formalización de las políticas públicas ambientales, buscamos mostrar distintas vertientes y corrientes que confluirán en el proceso de “institucionalización” de las preocupaciones por la protección ambiental en el Estado ecuatoriano hacia los años 1950. El interés que guía esta indagación preliminar es el de mostrar el proceso de formación de los mecanismos de “gobierno” del patrimonio natural del país, es decir, los medios e instrumentos que sirven para regular tanto el acceso como el uso de dicho patrimonio para fines humanos. Tanto en políticas públicas como en ciencias sociales, se detecta un creciente interés en la consideración de los sistemas de “gobernanza” del patrimonio ambiental aunque el término es todavía objeto de muchas controversias y se usa para indicar combinaciones variables de mecanismos de participación social, presencia empresarial y regulación estatal.4 Por nuestra parte, este artículo se concentra en la formación de las organizaciones estatales encargadas de llevar a cabo la vigilancia, el control y la regulación de acceso y uso al patrimonio ambiental del país. La hipótesis general de la que partimos es que a partir de las primeras décadas del siglo XX se han ido desarrollando paulatinamente mecanismos que progresivamente desplazan una parte del control de los medios de manejo del patrimonio ambiental del país desde una serie de actores privados y comunitarios hacia el Estado. Aunque la parte del control ambiental que se desplaza es pequeña, no es en modo alguno desdeñable.

Agro-hydrological models have widely been used for optimizing resources use and minimizing environmental consequences in agriculture. SMCRN is a recently developed sophisticated model which simulates crop response to nitrogen fertilizer for a wide range of crops, and the associated leaching of nitrate from arable soils. In this paper, we describe the improvements of this model by replacing the existing approximate hydrological cascade algorithm with a new simple and explicit algorithm for the basic soil water flow equation, which not only enhanced the model performance in hydrological simulation, but also was essential to extend the model application to the situations where the capillary flow is important. As a result, the updated SMCRN model could be used for more accurate study of water dynamics in the soil-crop system. The success of the model update was demonstrated by the simulated results that the updated model consistently out-performed the original model in drainage simulations and in predicting time course soil water content in different layers in the soil-wheat system. Tests of the updated SMCRN model against data from 4 field crop experiments showed that crop nitrogen offtakes and soil mineral nitrogen in the top 90 cm were in a good agreement with the measured values, indicating that the model could make more reliable predictions of nitrogen fate in the crop-soil system, and thus provides a useful platform to assess the impacts of nitrogen fertilizer on crop yield and nitrogen leaching from different production systems. In socio-environmental scenario increased the nature resources concern beyond products and subproducts reuse. Recycling is the approach for a material or energy reintroducing in productive system. This method allows the reduction of garbage volume dumped in environment, saving energy and decreasing the requirement of natural resources use. In general, the ending of expanded polystyrene is deposited sanitary landfills or garbage dumps without control that take large volume and spreads easily by aeolian action, with consequently environmental pollution, however, the recycling avoids their misuse and the obtainment from petroleum is reduced. This work recycled expanded polystyrene via merger and/or dissolution by solvents for the production of integrated circuits boards. The obtained material was characterized in flexural mode according to ASTM D 790 and results were compared with phenolite, traditionally used. Specimens fractures were observed by electronic microscopy scanning in order to establish patterns. Expanded Polyestirene recycled as well as phenolite were also thermo analyzed by TGA and DSC. The method using dissolution produced very brittle materials. The method using merger showed no voids formation nor increased the brittleness of the material. Les politiques actuelles de développement territorial sont parfois rattachées, de manière intéressée, à l'utilisation des ressources locales et à l'exécution de projets spécifiques d'agents déterminés. Ce phénomène caractérise ce qui est appelé ici de: « effet modernisateur », résultat des pratiques de quelques agents pour rendre possible leurs prétentions particulières. Ces pratiques finissent par propager des idées de développement et de modernisation qui ne se réalisent pas de forme égalitaire dans le local.

The urbanization of modern societies has imposed to the planners and decision-makers a more precise attention to facts not considered before. Several aspects, such as the energy availability and the deleterious effect of pollution on the populations, must be considered in the policy decisions of cities urbanization. The current paradigm presents centralized power stations supplying a city, and a combination of technologies may compose the energy mix of a country, such as thermal power plants, hydroelectric plants, wind systems and solar-based systems, with their corresponding emission pattern. A goal programming multi-objective optimization model is presented for the electric expansion analysis of a tropical city, and also a case study for the city of Guaratinguetá, Brazil, considering a particular wind and solar radiation patterns established according to actual data and modeled via the time series analysis method. Scenarios are proposed and the results of single environmental objective, single economic objective and goal programming multi-objective modeling are discussed. The consequences of each dispatch decision, which considers pollutant emission exportation to the neighborhood or the need of supplementing electricity by purchasing it from the public electric power grid, are discussed. The results revealed energetic dispatch for the alternatives studied and the optimum environmental and economic solution was obtained. © 2012 Elsevier Ltd.

In this study, we deal with the problem of overdispersion beyond extra zeros for a collection of counts that can be correlated. Poisson, negative binomial, zero-inflated Poisson and zero-inflated negative binomial distributions have been considered. First, we propose a multivariate count model in which all counts follow the same distribution and are correlated. Then we extend this model in a sense that correlated counts may follow different distributions. To accommodate correlation among counts, we have considered correlated random effects for each individual in the mean structure, thus inducing dependency among common observations to an individual. The method is applied to real data to investigate variation in food resources use in a species of marsupial in a locality of the Brazilian Cerrado biome. © 2013 Copyright Taylor and Francis Group, LLC.
