From October 2014 to March 2015, I provided excavation oversight services at a property with substantial environmental concerns. The property in question is located near downtown Seattle and was formerly occupied by the Washington’s first coal gasification plant. The plant operated from 1888 to 1908 and produced coal gas for municipal use. A coal tar like substance with a characteristically high benzene concentration was a byproduct of the coal gasification process and heavily contaminated at or below the surface grade of the plant as shown in previous investigations on the property. Once the plant ceased operation in 1908 the property was left vacant until 1955 when the site was filled in and a service station was built on the property. The main goal of the excavation was not to achieve cleanup on the property, but to properly remove what contaminated soil was encountered during the redevelopment excavation. Areas of concern were identified prior to the commencement of the excavation and an estimation of the extent of contamination on the property was developed. “Hot spots” of contaminated soil associated with the fill placed after 1955 were identified as areas of concern. However, the primary contaminant plume below the property was likely sourced from the coal gasification plant, which operated at an approximate elevation of 20 feet. We planned to constrain the extents of the soil contamination below the property as the redevelopment excavation progressed. As the redevelopment excavation was advanced down to an elevation of approximately 20 feet, soil samples were collected to bound the extents of contamination in the upper portion of the site. The hot spots, known pockets of carcinogenic polycyclic aromatic hydrocarbons (cPAH) located above 20 feet elevation, were excavated as part of the redevelopment excavation. Once a hot spot was excavated, soil samples were collected from the north, south, east, west and bottom sidewalls of the hot spot excavation to check for remaining cPAH. Additionally, four underground storage tanks (USTs) associated with the service station were discovered and subsequently removed. Soil samples were also collected from the resulting UST excavation sidewalls to check for remaining petroleum hydrocarbons. Once the excavation reached its final excavation depth of 20 to 16 feet in elevation, bottom of excavation samples were collected on a 35 foot by 35 foot grid to test for concentrations of contaminants remaining onsite. Once the redevelopment excavation was complete, soils observed from borings drilled for either structural elements, geotechnical wells, or environmental wells were checked for any evidence of contamination using field screening techniques. Evidence of contamination was used to identify areas below the final excavation grade which had been impacted by the operation of the coal gasification plant. Samples collected from the excavation extents of hot spots and USTs show that it was unlikely that any contamination traveled from the post-1955 grade down to the pre-1955 grade. Additionally, the lack of benzene in the bottom of excavation samples suggests that a release from the coal gasification plant occurred below the redevelopment excavation final elevations of 20 to 16 feet. Qualitative data collected from borings for shoring elements and wells indicated that the spatial extent of the subsurface contaminant plume was different than initially estimated. Observations of spoils show that soil contamination extends further to the southwest and not as far to the east and north than originally estimated. Redefining the extent of the soil contamination beneath the property will allow further subsurface investigations to focus on collecting quantitative data in areas that still represent data gaps on the property, and passing over areas that have shown little signs of contamination. This information will help with the formation of a remediation plan should the need to clean up the site arise in the future.

Would the outcome of a Global multinational organization’s decision be the same if the same decision were to be made in different countries throughout the world? Within the same organization, we propose that national cultural differences can influence decision making in different countries and cultural clusters. While much work has been done on organizational cultural influences, this study examines the influence that national culture has on organizational decision making in respect to the evolution/redevelopment decision that organizations face when a system is believed to be entering the obsolescence phase. Building on findings from the Globe research program, we show by empirical testing of a theoretical model that national cultural dimensions are significantly associated with a) the outcome of the decision to enhance or re-develop a system, and b) the organizational level at which such decisions are made. This research is significant as a means to improve management decision making, particularly with regard to the enhancement versus re-development decision. The research suggests that a relatively uniform sub-culture exists across the global IS project level but that national cultural dimensions play a more important role in determining the organizational management level at which decisions are made.

As the population of urban poor living in slums increases, governments are trying to relocate people into government-provided free housing. Slum redevelopment affects every part of a household’s livelihood, but most importantly the health and wellbeing of younger generations. This paper investigates the effect of slum redevelopment schemes on child stunting levels. Data was collected in forty-one buildings under the slum-redevelopment program in Mumbai. The study demonstrates through a fixed effect regression analysis that an additional year of living in the building is associated with an increase in the height-for-age Z-score by 0.124 standard deviations. Possible explanations include an improvement in the overall hygienic environment, sanitation conditions, indoor air pollution, and access to health and water facilities. However, anecdotal evidence suggests that water contamination, loss of livelihood and increased expenses could worsen health outcomes for residents. This study prompts more research on the health effects of slum redevelopment projects, which are becoming increasingly common in the rapidly urbanizing developing world.

This paper presents the first phase of the redevelopment of the Electric Vehicle Scenario Simulator (EVeSSi) tool. A new methodology to generate traffic demand scenarios for the Simulation of Urban MObility (SUMO) tool for urban traffic simulation is described. This methodology is based on a Portugal census database to generate a synthetic population for a given area under study. A realistic case study of a Portuguese city, Vila Real, is assessed. For this area the road network was created along with a synthetic population and public transport. The traffic results were obtained and an electric buses fleet was evaluated assuming that the actual fleet would be replaced in a near future. The energy requirements to charge the electric fleet overnight were estimated in order to evaluate the impacts that it would cause in the local electricity network.

IPH conducted a rapid HIA appraisal in response to the consultation on DSD Draft Regeneration Framework. The Department for Social Development (DSD) has developed a Draft Regeneration Framework for the North West Quarter Part 2 area of Belfast City Centre, to be known as the Northside Urban Village. The Framework, which outlines the vision for the redevelopment of an inner city area of Belfast was released for public consultation in April 2008. In responding to this consultation, the Institute of Public Health in Ireland (IPH) conducted a Health Impact Assessment (HIA) in order to assess how the proposed Framework might impact on the health of those living in or close to the area as well as the wider Belfast population. The key recommendations which resulted from this process have been presented to the Department. This paper presents an overview of the HIA conducted.

IPH welcome the opportunity to comment on the Department for Social Development, Draft Regeneration Framework for the North West Quarter Part 2 area of Belfast City Centre, the ‘Northside Urban Village’. The Framework outlines the vision for the redevelopment of an inner city area of Belfast.    It is recognized that a number of social, economic and environmental factors influence health. Urban regeneration has major implications for health as it includes not only physical redevelopment but also issues such as education, employment, environmental conditions, housing, welfare and healthcare.   Urban regeneration can also help to address health inequalities at a local level, as the areas where regeneration is undertaken are usually marked by poor economic and social conditions. The North West Quarter Part 2 area of Belfast is a historic part of the city. The identified area is one of the most socio-economically deprived areas of not only Belfast but Northern Ireland. The area is characterised by the large number of people who receive income and housing benefits, have low levels of educational qualifications, high rates of long-term illnesses and it is also an area of high long-term unemployment.

Brownfield sites are found in both urban and rural settings and present challenges that make the cleanup and redevelopment of these sites unique as compared with other real estate projects.

The I-74 Aesthetic Design Guideline (ADG) document has two primary goals: To establish and identify an overall design theme To prioritize enhancement opportunities within the framework of corridor elements The recommendations of this report have been developed based on an “unconstrained” framework for future corridor–wide enhancements. Future funding availability, along with the recommendations of this report, will guide the final design process. ADG Future Uses: This document is intended to be used as a reference to future processes in the following ways: Guidance for I-74 final design teams Reference document for future local community redevelopment initiatives Inspiration for identification and development of other I-74 corridor aesthetic enhancement opportunities Process: As illustrated in Figure 1.3, the overall process for corridor aesthetics began traditionally with inventory and identification of potential aesthetic applications. The ADG does not document all the reports and presentations related to these early design stages, but has incorporated these efforts into the design theme, guiding principles and prioritized enhancements shown on the following pages of this report. The I-74 final design phase will incorporate these recommendations into the project. The consultant design team and representatives of the DOTs have worked with the CAAT members to facilitate community input and have helped develop recommendations for improving I-74 corridor aesthetics. CAAT recommendations have been advanced to the I-74 Advisory Committee for review and endorsement. Both DOTs have reviewed the CAAT recommendations and have endorsed the contents of this report. Figure 1.4 illustrates the status of corridor aesthetic design development. As of the date of this report, aesthetic design is approximately 50% complete. Future detailed design, cost evaluation, feasibility and prioritizations all need to occur for this process to be successfully completed.

RESUME FRANCAIS Le premier chapitre de la thèse prend en considération le style des peintures murales du XIIe siècle à Toulouse, en Comminges, en Couserans, en Carcassonnais et en Roussillon. Chaque oeuvre est analysée de manière comparative avec les autres oeuvres de la même région. Dans la conclusion, on propose de reconnaître l'existence d'au moins trois - peut-être quatre - centres de production de peinture murale, qui exercent leur influence sur la production de la région. La ville de Toulouse se présente comme une véritable capitale régionale en matière de peinture murale. La découverte d'une inscription qui permet de dater une partie des décors de Saint-Sernin à l'année près constitue l'acquis majeur de cette partie. Le deuxième chapitre est consacré à l'analyse de l'iconographie de la Passion du Christ dans les peintures de Saint-Sernin de Toulouse, Saint-Plancard et Montgauch. L'on étudie ici lés valeurs ecclésiales et le thème de la rénovation dans l'iconographie de la Passion. L'étude explore aussi la notion de «lieu rituel » et la fonction spatiale des peintures dans l'édifice. Elle propose d'identifier des réaménagements du lieu selon l'exhibition d'un discours portant sur l'identité religieuse et l'autorité temporelle de l'Église, en coïncidence avec différentes facettes de la Réforme au XIIe siècle, dont l'étude a retrouvé certaines sources écrites. La troisième partie de la thèse est occupée par « le corpus des oeuvres », base documentaire de notre travail comportant les données historiques, architecturales, techniques, épigraphiques et bibliographiques de chaque oeuvre. RESUME ANGLAIS The first chapter of the dissertation takes into consideration the style of mural painting in Toulouse, Comminges, Couserans, Carcassonnais and Roussillon. Each work is studied in a comparative way with the other paintings of the same region. In the conclusion, we propose to recognise the existence of at least three - maybe four - centres of production of mural painting, influencing the production of the region. The city of Toulouse represents a real capital for the region in terms of mural painting. The discovery of an inscription that dates a part of the paintings of Saint-Sernin is the major result of this part. The second chapter is devoted to the analysis of the iconography of Christ's Passion in the mural paintings of Saint-Sernin of Toulouse, Saint-Plancard and Montgauch. The enquiry explores the ecclesiastical values and the theme of renovatio in this iconography, as well as the notion of "ritual place" and the spatial function of the paintings in the building. It identifies the redevelopment of places according to the exhibition of a speech on the religious identity and the temporal authority of the Church. These meanings coincide with different aspects of the XIIth century Reform, evidenced by unpublished sources. The third part of the dissertation is the "corpus", a documentary base for the whole enquiry composed by information on the historical background, the architecture, the paintings' techniques, and the epigraphic data of each work.

La reciente implantación y extensión de la red de alta velocidad ferroviaria en España está permitiendo relanzar un debate que en muchas ciudades no había sido resuelto de forma satisfactoria: la integración del ferrocarril en el medio urbano. En muchos casos, la llegada del nuevo tren se ha convertido en un instrumento urbanístico de primer orden, ya que conlleva una transformación de gran calado. En este artículo se realiza una lectura transversal, a través de las experiencias de diferentes ciudades españolas, para desarrollar una clasificación de las formas de integración de la alta velocidad ferroviaria y su impacto en la estructura urbana.

Tässä työssä tutkitaan haja-asutusalueiden sähkönjakeluverkkojen kehittämistä. Kehityskohteiksi on valittu viisi tekniikkaa, 1000 V-järjestelmä, keskijännitejohtojen siirtäminen teiden varsille, PAS -johtojen käyttö, maakaapelointi sekä pylväskatkaisijan käyttö. Teoreettisen tarkastelun tavoitteena on määrittää reunaehdot tarkasteltavien tekniikoiden kannattavuudelle. Aiemmin keskijänniteverkko on rakennettu lähes poikkeuksetta avojohtona. Viime vuosien myrskyt sekä lumikuormat ovat häirinneet sähkönjakelua ja nostaneet painetta jakeluvarmuuden kasvattamiseksi. Tutkimuksessa haja-asutusalueiden sähkönjakeluverkon kehittämiseen etsitään teknillisesti sekä taloudellisesti kannattavia ratkaisumalleja. Kehittämisen tavoitteena on parantaa kuluttajien sähkön laatua ja toimitusvarmuutta. Tutkimuksessa käsitellään tarkasteltavia tekniikoita esimerkkikohteiden avulla, jotka on valittu Itä-Suomelle tyypillisiltä jakelualueilta. Kohteissa taloudellista kannattavuutta tutkitaan vertaamalla perinteistä saneeraamista tarkastelussa oleviin korvaaviin menetelmiin. Korvaavilla ratkaisuilla toimitusvarmuus paranee, mutta kannattavuus riippuu siirrettävästä tehosta, asiakasryhmien jakaumasta sekä saavutettavasta vikataajuuden muutoksesta.
