Because dolphins sometimes travel with yellowfin tuna, Thunnus albacares, in the eastern tropical Pacific (ETP), purse seiners use the dolphins to locate and capture tuna schools. During the process of setting the purse seine nets, dolphins often become entangled and drown before they can be released. Data for the U.S. purse seine fleet in the ETP during 1979-88 show that dolphin mortality rates in sets made during the night are higher than mortality rates in sets made during the day. Even with efforts to reduce nightset mortality rates through the use of high intensity floodlights, night set mortality rates remain higher. The data are also used to simulate a regulation on the fishery aimed at eliminating night sets and show that dolphin mortality rates would decrease.

With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.

We estimated the total number of pantropical spotted dolphin (Stenella attenuata) mothers killed without their calves (“calf deficit”) in all tuna purse-seine sets from 1973– 90 and 1996–2000 in the eastern tropical Pacific. Estimates were based on a tally of the mothers killed as reported by color pattern and gender, several color-pattern-based frequency tables, and a weaning model. Over the time series, there was a decrease in the calf deficit from approximately 2800 for the western-southern stock and 5000 in the northeastern stock to about 60 missing calves per year. The mean deficit per set decreased from approximately 1.5 missing calves per set in the mid-1970s to 0.01 per set in the late-1990s. Over the time series examined, from 75% to 95% of the lactating females killed were killed without a calf. Under the assumption that these orphaned calves did not survive without their mothers, this calf deficit represents an approximately 14% increase in the reported kill of calves, which is relatively constant across the years examined. Because the calf deficit as we have defined it is based on the kill of mothers, the total number of missing calves that we estimate is potentially an underestimate of the actual number killed. Further research on the mechanism by which separation of mother and calf occurs is required to obtain better estimates of the unobserved kill of dolphin calves in this fishery.

Bycatch taken by the tuna purse-seine fishery from the Indian Ocean pelagic ecosystem was estimated from data collected by scientific observers aboard Soviet purse seiners in the western Indian Ocean (WIO) during 1986–92. A total of 494 sets on free-swimming schools, whale-shark-associated schools, whale-associated schools, and log-associated schools were analyzed. More than 40 fish species and other marine animals were recorded. Among them only two species, yellow-fin and skipjack tunas, were target species. Average levels of bycatch were 0.518 metric tons (t) per set, and 27.1 t per 1000 t of target species. The total annual purse-seine catch of yellowfin and skipjack tunas by principal fishing nations in the WIO during 1985–94 was 118,000–277,000 t. Nonrecorded annual bycatch for this period was estimated at 944–2270 t of pelagic oceanic sharks, 720–1877 t of rainbow runners, 705–1836 t of dolphinfishes, 507–1322 t of triggerfishes, 113–294 t of wahoo, 104–251 t of billfishes, 53–112 t of mobulas and mantas, 35–89 t of mackerel scad, 9–24 t of barracudas, and 67–174 t of other fishes. In addition, turtle bycatch and whale mortalities may have occurred. Because the bycatches were not recorded by some purse-seine vessels, it was not possible to assess the full impact of the fisheries on the pelagic ecosystem of the Indian Ocean. The first step to solving this problem is for the Indian Ocean Tuna Commission to establish a pro-gram in which scientific observers are placed on board tuna purse-seine and longline vessels fishing in the WIO.

Billfishes are a component of offshore ecosystems; thus it is important to quantify the impact of the tuna fishery on these species in the world’s ocean. The aim of this study was to assess the bycatch of billfishes generated by the tropical tuna purse-seine fishery in the eastern Atlantic Ocean. Information on bycatch was collected by observers at sea during the European Union Bigeye Program. With a total of 62 observers’ trips, conducted on Spanish and French vessels between June 1997 and May 1999, this project is the biggest observer program ever carried out in the European tuna purse-seine fishery. This study showed that billfish bycatch by the purse seiners is very low (less than 0.021% of the total tuna catches and less than 10% of the total billfish catches currently reported). A Monte Carlo simulation was performed to account for some uncertainties in the fishing strategies of purse seiners operating in this ocean. One of the findings of this study indicated that the temporary moratorium on fishing with FADs (fish aggregating devices), adopted by the European purse-seine fishery in the eastern Atlantic Ocean, produced a decrease in incidental catches of marlins from 600–700 metric tons (t) to less than 300 t. In contrast, this trend was reversed for sailfishes, for which the bycatch increased from 25 t to 45 t. The difficulty of defining indices that express the conservation status in marine fishes and that gauge key ecosystem parameters and the need to promote an ecosystem approach for large-pelagic-resource management which takes into account biologic and socioeconomic criteria are briefly discussed.

Government of Sri Lanka initiated a project for conducting a experimental skipjack fishery using modern pole and line method and an experimental fishery for live bait and small pelagic fish using purse seine and lampara nets, with the, assistance of UNDP and FAO. Accordingly, the survey for small pelagic fish varieties using the purse seine and lampara nets commenced in April, 1972 and will continue until the end of 1975. This paper is a preliminary report on the results of the survey carried out between Septernber 1972 to October 1978.

This paper provides a profit-maximizing model with vessel-level dolphin mortality limits for purse seiners harvesting tunas in the eastern tropical Pacific Ocean. The model analytically derives the shadow price (estimated economic value) for dolphin mortality, the fishing-fleet size, and the annual tuna harvest as functions of a few key fishing parameters. The model also provides a statistical method to determine the accuracy of all needed parameter estimates. The paper then applies the model to the year 1996 and the period from 1985 to 1987. The shadow price measures the economic value to the US tuna fleet of dolphins lost in the harvesting of tuna. This value is essential when attempting to evaluate the economic benefits and costs to society of any action designed to reduce the mortality of dolphins in the harvesting of tuna in the eastern tropical Pacific Ocean.

Fisheries bycatches and discards constitute a significant problem in many fisheries worldwide. Unlike the pelagic purse-seine, the demersal purse seine usually targets high commercial value demersal species such as sea breams ( e. g., Diplodus spp., Pagellus spp., Sparus aurata) and the European sea bass ( Dicentrarchus labrax), while discards consist mainly of pelagic species and juveniles of the above mentioned species. In order to evaluate the efficiency of a selectivity device in reducing bycatch and consequently of discards in a demersal purse seine fishery, experimental deployments were carried out. The bycatch reducing device (BRD) consisted in the use of a panel of diamond-shaped mesh netting of 70 mm stretched mesh in the posterior part of the purse seine. Data from 61 experimental fishing trials allowed the evaluation of discards, with Scomber japonicus, Boops boops, Sardina pilchardus, Diplodus bellottii and Belone belone being the main discarded species. The mean discard ratio per set was 0.49 (+/- 0.30 standard deviation). The causes for discarding were also identified, with low commercial value being the most important reason. The results of the trials with BRD, were promising, with an average of 49% (+/- 24%) of the fish escaping per set, especially from those species that are most discarded. Overall, the use of this method for reducing discards can be considered positive for the following reasons: there is no need for structural modification of the fishing gear, the BRD is easy to deploy, and it is efficient in terms of species, sizes and quantities of fish that manage to escape. It therefore has significant benefits for the demersal purse seine fishery and possibly for other "metiers" as well.

The Portuguese purse seine fishery could be sustainable if measures to promote multi-specify catches are placed. Chub mackerel is one of the top three species landed by purse seine and landings have been increasing, which could be partly explained by Docapesca’s campaign promoting chub mackerel consumption. Therefore, it is necessary to understand if chub mackerel could represent a sustainable alternative. Results point to overexploitation levels, already exceeding estimated Maximum Sustainable Yield (MSY). The break point was registered in 2011, when chub mackerel landings surpassed 30 thousand tonnes landed, which is far beyond MSY estimates by Schaefer’s (24 703 ton), Gulland’s (21 750 ton) and Cadima’s (23 250 ton) models. Chub mackerel could represent an alternative to purse seine fisheries if: (i) a catch limit is established; (ii) measures to promote a regulated market on supply and demand laws are placed; (iii) research investment is augmented; Estudo da evolução dos desembarques de cavala (Scomber colias, Gmelin, 1782) em Portugal: sua importância para a pesca de cerco. Resumo: A pesca de cerco em Portugal poderá ser sustentável se forem implementadas medidas para a sua diversificação. A cavala é uma das três espécies mais capturadas pelo cerco, tendo-se observado um aumento dos desembarques nos últimos anos, parte explicado pela campanha focada no seu consumo, promovida pela Docapesa. Torna-se necessário compreender se a cavala poderá constituir uma alternativa sustentável. Os resultados apontam para níveis de exploração acima do Rendimento Máximo Sustentável (RMS) estimado, atingido em 2011, quando os desembarques de cavala ultrapassaram as 30 mil toneladas, acima do RMS estimado de acordo com Schaefer (24 703 ton), Gulland (21 750 ton) e Cadima (23 250 ton), mantendo-se a tendência de sobre-exploração. A cavala poderá ser uma alternativa para o cerco se: (i) estabelecido um limite de captura; (ii) criadas medidas de promoção de um mercado regulado pela lei da oferta e da procura (iii) aumentar o investimento em investigação.

ENGLISH: In the eastern Pacific Ocean nearly all of the commercial catches of yellowfin tuna (Thunnus albacares) and skipjack (Katsuwonus pelamis) are taken by two types of vessels, baitboats, which use pole and line in conjunction with live-bait, and purse-seiners. From its inception until very recently (1959), this fishery was dominated by baitboats. This method of fishing has been described by Godsil (1938) and Shimada and Schaefer (1956). From 1951 through 1958 baitboats caught between 66.4 and 90.8 per cent of the yellowfin and between 87.2 and 95.3 per cent of the skipjack landed by the California-based fleet. These vessels fished for tuna throughout the year and covered virtually all of the area from southern California to northern Chile. The purse-seine fishery for tunas developed out of the round-haul net fisheries for California sardines and other species. Scofield (1951) gives a detailed description of the development of gear and fishing methods. Prior to 1959 many of the seiners engaged in other fisheries during the fall and early winter months and consequently most of the fishing effort for tuna occurred in the period February-August. The vessels were quite small, averaging approximately 120 tons carrying capacity (Broadhead and Marshall, 1960), in comparison to the baitboats, of which the most numerous size-class was 201-300 tons. The seiners were naturally more restricted in range than the baitboats and most of their effort was restricted to the northern grounds. During the period 1959-61 most of the large baitboats were converted for purse-seining and the existing seiner fleet was modernized. These developments increased the range of the seiner fleet and resulted in a wider and more nearly even spatial and temporal distribution of effort. By the early part of 1961, the purse-seine fleet approximated the level of the preconversion baitboat fleet in amount of effort applied and area covered. The changes in the purse-seine fishery and the fishing methods employed in the modernized fleet are described by Orange and Broadhead (1959), Broadhead and Marshall (1960), McNeely (1961) and Broadhead (1962). The change in the relative importance of the two gears is illustrated by the decline in the proportion of the total logged tonnage landed by California-based baitboats, in comparison to the proportion landed by seiners. In 1959 baitboats landed 49.5 per cent of the yellowfin and 87.8 per cent of the skipjack. In 1960 these percentages were 22.9 and 74.7 respectively and in 1961 the decline continued to 12.6 per cent of the yellowfin and 30.0 per cent of the skipjack (Schaefer, 1962). In previous Bulletins of this Commission (Griffiths, 1960; Calkins, 1961) the baitboat catch and effort statistics were used to compute two indices of population density and an index of concentration of fishing effort and the fluctuations of these indices were analyzed in some detail. Due to the change in the relative importance of the two gears it is appropriate to extend this investigation to include the purse-seine data. The objectives of this paper are to compute two indices of population density and an index of concentration of fishing effort and to examine the fluctuations in these indices before and after the changes in the fishery. A further objective is to compare the purse-seine indices with those of the baitboats for the same time periods. SPANISH: En el Océano Pacífico Oriental casi todas las capturas comerciales del atún aleta amarilla (Thunnus albacares) y del barrilete (Katsuwonus pelamis) son efectuadas por dos tipos de barcos, los barcos de carnada que emplean la caña y el anzuelo en conjunto con la carnada viva, y los barcos rederos. Desde su comienzo hasta hace poco tiempo (1959), esta pesquería estaba dominada por los barcos de carnada. El método de pesca usado por estos barcos ha sido descrito por Godsil (1938) y por Shimada y Schaefer (1956). De 1951 a 1958, los barcos de carnada pescaron entre el 66.4 y el 90.8 por ciento del atún aleta amarilla y entre el 87.2 y el 95.3 por ciento del barrilete descargados por la flota que tiene su base en California. Estos barcos pescaron atún durante todo el año y cubrieron virtualmente toda el área de California meridional hasta la parte norte de Chile. More than a decade has passed since the passage of the Marine Mammal Protection Act of 1972. During that time the U.S. tuna purse seine neet reduced its incidental porpoise mortality rate more than 10-fold. This was made possible through the development of gear and techniques aimed at reducing the frequency of many low probability events that contribute to the kill. Porpoise are killed by becoming entangled or entrapped in folds and canopies of the net and suffocating. The configuration of the net, both before and during the backdown release procedure, is a major determinant of the number of porpoise killed. Speedboats can be used to tow on the corkllne to prevent net collapse and also to adjust the net configuration to reduce net canopies prior to backdown. Deepening a net can reduce the probability of porpoise being killed by prebackdown net collapse. The effects of environmental conditions and mechanical failures on net configuration can result in high porpoise mortality unless mitigated by skilled vessel maneuvers or prevented by the timely use of speedboats to adjust the net. The backdown procedure is the only means to effectively release captured porpoise from a purse seine. It is also the time during the set when most of the mortality occurs. The use of small mesh safety panels and aprons in the backdown areas of nets reduces porpoise entanglement, and Increases the probability of an effective release. The tie-down points on the net for preparing the backdown channel must be properly located in order to optimize porpoise release. A formula uses the stretched depth of the net to calculate one of these points, making it a simple matter to locate the other. Understanding the dynamics of the backdown procedure permits a thorough troubleshooting of performance, thus preventing the repetition of poorly executed backdowns and thereby reducing mortality. Porpoise that cannot be released must be rescued by hand. A rescuer in a rigidly inflated raft can rescue porpoise effectively at any time during a net set. Hand rescue can make the difference between above average kill and zero kill sets. In all circumstances, the skill and motivation of the captain and his crew are the final determinants in the prevention of incidental porpoise mortality in tuna seining. ENGLISH: Annual estimates of the number of purse-seine sets made on tunas associated with dolphins are needed to estimate the total number of dolphins killed incidentally by the eastern Pacific tuna fishery. The most complete source of data, the Inter-American Tropical Tuna Commission's logbook data base, was used in this study. In the logbook data base, most sets are identified as being either associated with dolphins or not associated with dolphins. Some sets are not identified in this respect. However, the number of these unidentified sets which were associated with dolphins have been estimated by stratifying the logbook data according to whether or not any tuna were caught, whether or not the nearest identified set was associated with dolphins, and the distance to the nearest identified set. Most of the unidentified sets fell in strata characterized by a proportion of sets on tuna associated with dolphins that was lower than the overall unstratified proportion. Landings data were used to estimate the number of sets on tunas associated with dolphins from fishing trips not included in the logbook data base. SPANISH: Se necesitan las estimaciones anuales de la cantidad de lances realizados sobre atunes asociados con delfines para calcular todo el número de delfines muertos accidentalmente en la pesca atunera del Pacífico oriental. Se empleó en este estudio la fuente más completa-los datos de la Comisión Interamericana del Atún Tropical, proveniente de los cuadernos de bitácora. En éstos, la mayoría de los lances han sido identificados ya sea como asociados o no asociados con delfines. Algunos de los lances no han sido identificados a este respecto. Sin embargo, se ha estimado el número de estos lances asociados con delfines que no se habían identificado, al estratificar los datos de bitácora de acuerdo a si se había o no capturado atún, a si el lance identificado más próximo era o no un lance asociado con delfines y al averiguar la distancia del lance identificado más cercano. La mayoría de los lances sin identificar se colocan en los estratos caracterizados por una proporción de lances sobre atunes asociados con delfines, inferior a la proporción general sin estratificar. Se usaron los datos de los desembarques para calcular la cantidad de lances sobre atunes asociados con delfines en viajes pesqueros que no fueron incluídos en la base de los datos de bitácora. The design, construction and operational details of the purse-seines operated from Goa, for sardines and mackerel are reported briefly. The deck equipment and details of vessel along with the fishing season, fishing grounds and catches are briefly accounted. The design has been compared with Japanese purse-seines operated for the same species of fishes. Based on the findings an improved design of purse-seine has been presented.

Fifty four purse-seine boats at Mangalore landing centre were observed during different stages of unloading fish catch. It was found that a boat takes 75% of the berthing time to unload an average quantity of 2.4 tons of fish. Further, unloading period and catch were found to be directly related where it was estimated that 5 to 7 minutes are spent in unloading about half a ton of fish to a nearby tempo by employing 9 ± 2 laborers.
