Purpose – Preliminary cost estimates for construction projects are often the basis of financial feasibility and budgeting decisions in the early stages of planning and for effective project control, monitoring and execution. The purpose of this paper is to identify and better understand the cost drivers and factors that contribute to the accuracy of estimates in residential construction projects from the developers’ perspective. Design/methodology/approach – The paper uses a literature review to determine the drivers that affect the accuracy of developers’ early stage cost estimates and the factors influencing the construction costs of residential construction projects. It used cost variance data and other supporting documentation collected from two case study projects in South East Queensland, Australia, along with semi-structured interviews conducted with the practitioners involved. Findings – It is found that many cost drivers or factors of cost uncertainty identified in the literature for large-scale projects are not as apparent and relevant for developers’ small-scale residential construction projects. Specifically, the certainty and completeness of project-specific information, suitability of historical cost data, contingency allowances, methods of estimating and the estimator’s level of experience significantly affect the accuracy of cost estimates. Developers of small-scale residential projects use pre-established and suitably priced bills of quantities as the prime estimating method, which is considered to be the most efficient and accurate method for standard house designs. However, this method needs to be backed with the expertise and experience of the estimator. Originality/value – There is a lack of research on the accuracy of developers’ early stage cost estimates and the relevance and applicability of cost drivers and factors in the residential construction projects. This research has practical significance for improving the accuracy of such preliminary cost estimates.

O gerenciamento do Earned Value vem obtendo aceitação crescente nas empresas e entre profissionais tais como gerentes de projetos e funcionais, devido à sua efetividade no controle dos resultados do projeto. Earned Value é definido como uma ferramenta de controle que permite avaliar simultaneamente de maneira quantitativa como se encontram os custos e prazos em uma data de controle, permitindo também prever a data de término e o valor gasto (VARGAS, 2005). Este artigo avalia a aplicabilidade do earned value como ferramenta de controle de projetos aeronáuticos na EMBRAER. Contribui também para a aplicação do earned value no controle de projetos complexos. Utilizam-se como técnicas de coleta de dados: entrevistas, observações e análise documental. Conclui-se que o earned value é utilizado apenas nos projetos da área de aviação de defesa, por ser uma exigência contratual. O uso do earned value nas áreas de programas executivos e comerciais restringe-se às fases de definição conjunta, projeto detalhado e certificação, pois o escopo do projeto é bem definido, o cronograma é detalhado e os custos são previstos e obtidos com maior acuidade. Nas demais fases de desenvolvimento do produto, o uso do earned value é restrito, devido principalmente às constantes alterações de escopo do produto e do projeto.

A cross-country pipeline construction project is exposed to an uncertain environment due to its enormous size (physical, manpower requirement and financial value), complexity in design technology and involvement of external factors. These uncertainties can lead to several changes in project scope during the process of project execution. Unless the changes are properly controlled, the time, cost and quality goals of the project may never be achieved. A methodology is proposed for project control through risk analysis, contingency allocation and hierarchical planning models. Risk analysis is carried out through the analytic hierarchy process (AHP) due to the subjective nature of risks in construction projects. The results of risk analysis are used to determine the logical contingency for project control with the application of probability theory. Ultimate project control is carried out by hierarchical planning model which enables decision makers to take vital decisions during the changing environment of the construction period. Goal programming (GP), a multiple criteria decision-making technique, is proposed for model formulation because of its flexibility and priority-base structure. The project is planned hierarchically in three levels—project, work package and activity. GP is applied separately at each level. Decision variables of each model are different planning parameters of the project. In this study, models are formulated from the owner's perspective and its effectiveness in project control is demonstrated.

El presente documento contiene el diseño de una oficina de proyectos tipo básica para la empresa Inverconst S. A. S., como respuesta a la necesidad que tiene la empresa de articular sus proyectos con la estrategia organizacional, a través de proyectos administrados y gestionados de manera ordenada, con procesos de gestión repetibles y estandarizados, facilitando compartir recursos, metodologías, herramientas y técnicas en pro de proyectos exitosos -- El anterior propósito no implica una oficina de proyectos que deteriore la estructura financiera o la gestión de proyectos actual de la empresa -- Para el diseño de esta PMO fue necesario conocer cómo Inverconst S. A. S. gestiona sus proyectos actualmente, evaluando su nivel de madurez por medio del modelo OPM3® -- Esta información permitió definir y seleccionar el tipo de PMO más conveniente acorde con la situación actual – Así mismo, después de analizar diferentes metodologías en gestión de proyectos se diseñó una PMO que gestionara sus proyectos bajo los lineamientos del Project Management Institute (PMI®)

The work presented here represents an 18-month study to examine the relationship between environmental conditions, bacterial load in the water and bacteria levels in tissue macrophages of a range of clinically healthy freshwater fish species, farmed in a range of culture systems in Thailand and Vietnam. Preliminary assessment was made of the clinical significance of the macrophage bacterial load. The aim of this work was to improve production in fresh-water aquaculture through the control of clinical bacterial disease and subclinical infection, and to identify management practices most effective in promoting fish health. A major infrastructure project is used to investigate the role of digital objects in the coordination of engineering design work. From a practice-based perspective, research emphasizes objects as important in enabling cooperative knowledge work and knowledge sharing. The term ‘boundary object’ has become used in the analysis of mutual and reciprocal knowledge sharing around physical and digital objects. The aim is to extend this work by analysing the introduction of an extranet into the public–private partnership project used to construct a new motorway. Multiple categories of digital objects are mobilized in coordination across heterogeneous, cross-organizational groups. The main findings are that digital objects provide mechanisms for accountability and control, as well as for mutual and reciprocal knowledge sharing; and that different types of objects are nested, forming a digital infrastructure for project delivery. Reconceptualizing boundary objects as a digital infrastructure for delivery has practical implications for management practices on large projects and for the use of digital tools, such as building information models, in construction. It provides a starting point for future research into the changing nature of digitally enabled coordination in project-based work.
