This paper addresses globalization and governance in the EU by attempting to generate some plausible hypotheses that might explain the policy choices of the 12 out of 15 European democratic left governments. With all of the discussion in recent years of a democratic deficit, and then need to maintain a "social Europe," why have these governments not produced more explicit left-wing policies? It suggests three possible hypotheses to account for this apparently mysterious outcome. Hypothesis #1: They want to but they can't. Hypothesis #2: They don't want to because they aren't really left anymore. Hypothesis #3: They could, but they all are suffering from a fundamental failure of imagination. The paper explores each of these hypotheses in two ways. First it examines the initial years of the Schröder government in Germany apparently, pursuing each of these three hypotheses and different times during this period. Then it looks more systematically and comparatively and each of the three hypotheses by including analysis both of Germany and several other EU member states. The larger goal of this work is to provoke discussion and research on what role left political movements can actually play. Is it even reasonable to expect such a group of nation states to develop innovative forms of cross-national governance? Or are new and/or revised forms of representation and governance beyond traditional nation-state models.

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

Social capital a dense network of associations facilitating cooperation within a community typically leads to positive political and economic outcomes, as demonstrated by a large literature following Putnam. A growing literature emphasizes the potentially "dark side" of social capital. This paper examines the role of social capital in the downfall of democracy in interwar Germany by analyzing Nazi party entry rates in a cross-section of towns and cities. Before the Nazi Party's triumphs at the ballot box, it built an extensive organizational structure, becoming a mass movement with nearly a million members by early 1933. We show that dense networks of civic associations such as bowling clubs, animal breeder associations, or choirs facilitated the rise of the Nazi Party. The effects are large: Towns with one standard deviation higher association density saw at least one-third faster growth in the strength of the Nazi Party. IV results based on 19th century measures of social capital reinforce our conclusions. In addition, all types of associations veteran associations and non-military clubs, "bridging" and "bonding" associations positively predict NS party entry. These results suggest that social capital in Weimar Germany aided the rise of the Nazi movement that ultimately destroyed Germany's first democracy.

This article analyzes the role of the press in direct democratic campaigns. The paper argues the press has a dual role: On news pages, newspapers ought to inform citizens about the issue positions and frames of the pro and con camps in a balanced way. In editorials, newspapers act as political advocates that promote their own issue frames and try to shape public opinion through voting recommendations. Comparing the issue positions and frames in editorials and news reports in the run-up to the vote on the popular initiative "Yes to Europe" in Switzerland, this article shows that newspapers give similar visibility to the pro and con camps regardless of the papers' own editorial position. However, some newspapers favor issue frames that are in line with their editorial perspectives. In conclusion, newspapers are more similar in news report content than in editorial views.

Cette thèse théorique porte sur la psychothérapie et en particulier sur deux formes - la psychanalyse et la thérapie brève de l'école de Palo Alto - qu'elle entend examiner dans le cadre de débats portant principalement sur les efforts métathéoriques pour penser la modernité, la postmodernité et les phénomènes qui les accompagnent: rationalisation, individualisation, scepticisme ou relativisme cognitif et moral. Il est proposé que la psychothérapie puisse être considérée, au-delà de ce qui a été dit sur le caractère essentiellement narcissique de cette pratique, comme une contribution à l’émancipation sociale en favorisant le développement moral des personnes. Il s’agit ici de montrer que l’on peut faire une autre lecture de cette réalité, et ce à l’aide de ressources fournies par la tradition sociologique. Ce développement moral des personnes serait favorisé par un fonctionnement autoréflexif et des compétences communicationnelles, ces dernières traduisant, dans la pensée d’Habermas, la conscience morale. Mais pour qu’il y ait fonctionnement autoréflexif, il faut pouvoir accepter une capacité à connaître, à se connaître, ce que n’admettent pas d’emblée les thérapies influencées par le postmodernisme. Or l’examen des discours tenus par les praticiens eux-mêmes sur leurs pratiques révèle une influence du postmodernisme, que ce soit sous la forme du constructivisme, du constructionnisme social ou plus généralement d’un certain scepticisme et d’un refus concomitant de l'expertise et de l'autorité, une situation paradoxale pour une pratique professionnelle. Les deux formes de thérapies retenues censées représenter les deux pôles de l'intervention thérapeutique - le pôle technique, stratégique et le pôle expressiviste, communicationnel – sont examinées à la lumière de propositions mises de l’avant par Habermas, notamment sur les rationalités stratégique et communicationnelle ainsi que la situation idéale de parole. La psychothérapie apparait ici comme une contribution inestimable à une rationalisation du monde vécu. Forte d’un approfondissement des notions de modernité et de postmodernisme, l’exploration se poursuit avec une critique détaillée d’ouvrages de Foucault portant sur les pratiques disciplinaires, la grande objection à concevoir les psychothérapies comme émancipatrices. La thèse tend à démontrer que ces analyses ne reflètent plus une situation contemporaine. Enfin, la thèse examine le débat entre Habermas et Foucault sous l'angle des rapports critique-pouvoir : si le savoir est toujours le produit de rapports de pouvoir et s’il a toujours des effets de pouvoir, comment peut-il prétendre être critique ? Il en ressort que l'œuvre d’Habermas, en plus de posséder beaucoup plus d'attributs susceptibles d'appuyer la problématique, offre une théorisation plus équilibrée, plus nuancée des gains liés à la modernité, tandis que Foucault, outre qu'il n'offre aucun espoir de progrès ou gains en rationalité, nous lègue une conception du pouvoir à la fois plus réaliste (il est imbriqué dans toute communication et toute interaction), mais plus fataliste, sans possibilité de rédemption par le savoir. La thèse se conclut par un retour sur la notion d’individualisme avec L. Dumont, Lipovetsky, Taylor, ainsi que Bellah et al. pour discuter des phénomènes sociaux liés, pour certains critiques, à l’existence des psychothérapies, notamment l’instrumentalité des relations.

Descubrir la riqueza cultural de la Universidad Popular de Cartagena durante sus cuatro a??os de existencia. Analiza los antecedentes hist??ricos destacando especialmente, el krausismo espa??ol, la Instituci??n Libre de Ense??anza y Misiones Pedag??gicas. Despu??s estudia los precedentes de las universidades populares para posteriormente desarrollar el caso espec??fico de Cartagena, y conocer el origen de su Universidad Popular, la identidad de sus fundadores y las actividades que se realizan en dicha Universidad durante sus cuatro a??os de existencia. 1) La Universidad Popular de Cartagena coincide plenamente con motivaciones fundamentales de los institucionalistas, como son, el despertar en el pueblo la sensibilidad, el gusto por la cultura y la confianza en el valor intr??nseco de lo cultural como factor de la postraci??n de las masas populares. Tambi??n son afines en la utilizaci??n para sus tareas de una plataforma aconfesional, tanto en lo ideol??gico como en lo religioso. 2) Respecto a la programaci??n de sus actividades, la Universidad Popular de Cartagena sigue b??sicamente las pautas de las que le precedieron, ciclos de conferencias, clases fijas, excursiones, creaci??n y gran atenci??n a la biblioteca circulante y elaboraci??n de una revista de la universidad. 3) La relaci??n entre alumnos y profesores tiene el car??cter pr??ximo y amical que tanto cultivaron los institucionalistas. 4) La metodolog??a utilizada en la universidad estimul?? la creatividad personal del alumno y le hizo m??s agradable la tarea de adquirir conocimientos. 5) Como nota diferencial m??s espec??fica de la Universidad Popular de Cartagena fue la gran aplicaci??n pedag??gica de los medios audiovisuales que le proporcionaron el Patronato de Misiones Pedag??gicas. Las Universidades Populares en Espa??a no nacen para defender los privilegios de la clase burguesa, sino como un noble y generoso esfuerzo, por parte de los intelectuales, artistas y universitarios, para liberar de su incultura a un pa??s en su mayor??a analfabeto.

The extent of children’s and young people’s participation activities has increased considerably among statutory, voluntary and community sector organisations across the UK in recent years. The Children’s Fund, a major government initiative launched in 2000, represents a systematic drive towards promoting children and young people’s participation in planning, implementing and evaluating preventative services within all 149 local authority areas in England. Based on research carried out by the National Evaluation of the Children’s Fund, this paper explores the experience of Children’s Fund partnerships of engaging children and young people in strategic processes.

o presente estudo teve como objetivo analisar se as ações sociais, com viés educativo, promovidas por Fumas Centrais Elétricas, promovem a cidadania. Para tal, foi realizada uma pesquisa qualitativa-descritiva, com dados coletados a partir de entrevistas semi-estruturadas realizadas com 34 (trinta e quatro) pessoas, sendo 8 (oito) empregados da instituição e 26 (vinte e seis) das comunidades participantes dos projetos por ela desenvolvidos. Esta divisão deveu-se à necessidade de confrontar as visões de cada grupo quanto ao entendimento do significado de cidadania. Os depoimentos revelaram uma riqueza de interpretações, havendo uma predominância conceitual que a nós surpreendeu. Constatamos que, apesar da maioria afirmar conhecer o termo, há uma dificuldade em defini-lo - passagem do conhecimento tácito para o explícito -, como se a sua amplitude e complexidade conceitual não coubessem em poucas palavras. Concluímos apresentando sugestões de um trabalho que possibilite uma discussão mais ampla sobre o tema a fim de permitir uma atuação mais pontual e efetiva em busca da emancipação.

Até a década de 1980 os temas sociais das grandes empresas não eram foco de interesse dos debates da área de estratégia. A globalização acirrou a concorrência e a competitividade entre as empresas. Todavia, existem aquelas que mesmo diante de um mercado mais competitivo não abrem mão do investimento na área social, seja por filosofia ou marketing. Essas empresas buscam contribuir positivamente para a melhoria do meio ambiente e com aqueles que estão envolvidos com seu negócio, como, por exemplo, funcionários, acionistas, concorrentes, entidades não governamentais e a sociedade de um modo geral. O discurso dessas empresas é a preservação do meio ambiente ao lado da emancipação social. Esta pesquisa se utilizou de uma abordagem crítica (foco social) em contraste com uma abordagem econômica (mainstream), para compreender como são elaboradas as estratégias de RSC através da voz dos atores envolvidos – “os praticantes de RSC” – observando se há predominância dos conteúdos críticos e/ou mainstream na prática da estratégia de responsabilidade social da empresa. Para que fosse possível atingir os objetivos inicialmente delimitados foi elaborado um estudo de caso único em uma empresa que declara ter em seu core business a prática de estratégia de responsabilidade social corporativa. A partir da revisão de literatura e através de dados coletados com gerentes internos, ex-funcionários, ONGs, entre outros, buscou-se compreender de que forma esta empresa lida com a dicotomia social e econômica na estratégia de responsabilidade social. Verificou-se que pode haver oportunidades para gerar valor tanto de ordem econômica como social, para os acionistas e stakeholders, nas quais a abordagem econômica e a abordagem social (utilizando os princípios do Critical Management Studies) podem conviver de forma interdependente sem se contrapor. Por outro lado, há que se ter cuidado para que a empresa não faça auto-regulação da estratégia social, legislando em causa própria. A RSC está presente no planejamento estratégico da empresa. O principal valor que estas estratégias têm dentro e fora da empresa é o reconhecimento da marca ligada a um forte envolvimento com a estratégia social e com o meio ambiente.

This study reflects on the conflicts that exist between the different forms of participation and the political representation manifested by community organizations and social movements in the city of Natal/RN. The objective is to better understand the process of political participation of the popular classes and how the different actors have represented collective demands in the struggle for rights. To this end, we mapped the organizations, social movements and participation spaces, through a type of participant research, in which we had the opportunity to experience and study different forms of collective action and events instigated by the community organizations and the Movement for the Struggle in the Neighborhoods, Villages and Slums (Movimento de Luta nos Bairros, Vilas e Favelas) MLB. From the theoretical contributions of authors such as Maria da Glória Gohn, Marco Aurélio Nogueira, Virginia Fontes, Vera da Silva Telles, Roberto Da Matta and Carlos Montaño, as well as the empirical data collected, the study revealed that on representing their segments and occupying different spaces of participation, some actors have formed partnerships with the State, putting collective demands on a second plane. Contrarily, other actors have articulated their struggle around collective demands and manifested through direct action, mobilizing and asserting themselves in defense of a project for society

This report has as its objective the setting up of a social cartography, mapping and characterizing non-governmental organizations working with adolescents and young people (OSC) in the western districts of the city of Natal. Characteristics such as the profile, themes and principal activities, how the organizations fit into the public sector and their participation in social networks are observed. Thus common differences and similarities which serve as a means of indentification, take as reference the symbolic cartography of Boaventura of Sousa Santos. Since there are relatively few studies relating to civil society of Rio Grande do Norte and in particular, Natal, the starting point was the setting up of a database allowing for a general overview. Hence a panorama of the organizations could be observed: where they are located, when they were formed how they operate and their relationships with other sectors (the state, the market and civil society) in addition to basic facts and location. The principal lines of enquiry were a) the OSC which operate with the public comprising adolescents and young people and b) the OSC operating or having branches in four suburbs on the periphery of the western administrative region of the city (Felipe Camarão, Bom Pastor, Cidade Nova and Guararapes).The present report has identified the impacts of ongoing social transformation caused by the process of globalization ,by the various currently contested political projects which are as follows: the project of neoliberal globalized capitalism(hegemonic)and the project of social emancipation (contra-hegemonic),how these are seen from the local viewpoint and how they influence the profiles and operation of the cartographic organizations. The area of the OSC is a heterogenous one with political, cultural and ideological strains, characterized by its infiltration, its local/global and multicultural dimensions. As civil organizations are fundamental in the processes of transformation within society, and following the idea of social emancipation referred to by Boaventura Santos, the enquiry classified the organizations according to the afore-mentioned characteristics, establishing eight types of associations. These different types and their respective characteristics were analysed from a related perspective using the mechanisms of symbolic cartography: scale, projection and symbolisation. The theoretical references underpinning this research arise from the debate on civil society which becomes redefined as a result of the dispute involving the two afore-mentioned political projects. These demand the theoretical application of the comprehension of heterogeneity in its diversity and complexity together with the idea of social emancipation.The main authors consulted were Boaventura de Sousa Santos, Antonio Gramsci, through the texts translated by Marco Aurelio Nogueira; Carlos Nelson Coutinho and Alberto Rivera ,who supported the construction of the types of associations identified by the local reality.Finally this research enabled an understanding of the current form of social action happening in the Space of the Four Neighbourhoods (Espaço dos 4 Bairros) and how the distinct profiles analysed together with the ares of operation of the organizations define their emancipatory potencials within the following two poles: regulation/adaptation and emancipation/transformation
