This work is a digital version of a dissertation that was first submitted in partial fulfillment of the Degree of Doctor of Philosophy at the Queensland University of Technology (QUT) in March 1994. The work was concerned with problems of self-organisation and organisation ranging from local to global levels of hierarchy. It considers organisations as living entities from local to global things that a living entity – more particularly, an individual, a body corporate or a body politic - must know and do to maintain an existence – that is to remain viable – or to be sustainable. The term ‘land management’ as used in 1994 was later subsumed into a more general concept of ‘natural resource management’ and then merged with ideas about sustainable socioeconomic and sustainable ecological development. The cybernetic approach contains many cognitive elements of human observation, language and learning that combine into production processes. The approach tends to highlight instances where systems (or organisations) can fail because they have very little chance of succeeding. Thus there are logical necessities as well as technical possibilities in designing, constructing, operating and maintaining production systems that function reliably over extended periods. Belonging to and identifying with a nation has, since the latter half of the 18th century, been a distinctly human quality. To be human is to be part of a nation. Yet, contemporary theorists such as Appadurai and Fukuyama argue this universal human trait is undergoing vast change, threatened, it seems, by irrelevance and obsolescence, a return to tribalism and widened conceptual horizons represented by the likes of transnationalism and cosmopolitanism. These same threats are often attributed to the changing ideas and experience of spatiality and temporality enabled by information and communication technologies such as the Internet, spurred on by the rising intensity of flow amongst and within the human population. This paper argues that in the analysis of changes to the nation—which I suggest is best considered as the nexus of the body politic, the social body and human bodies—it is the notion of lived time and lived space that is most appropriate. The notion of the lived is borrowed and extended from Henri Lefebvre, who theorises that between mentally conceived and physically perceived space, lies its socially lived counterpart, which he defines as “the materialisation of social being”. As such, lived space (and time) draws on both its material and mental aspects. It is the thesis of this paper that against such a background as lived time and lived space the nation becomes much more than a political concept and/or project and is revealed as lived phenomenon, experienced in and through the dynamics of everyday praxis. Inherent to this argument is the understanding that it is the interplay between the possibilities imagined of the nation and; its eventual realisation through social acts and practices that marks it as a profoundly human institution.

This paper offers a mediation on disaster, recovery, resilience, and restoration of balance, in both a material and a metaphorical sense, when ‘disaster’ befalls not the body politic of the nation but the body personal. In the past few decades, of course, artists, activists and scholars have deliberately tried to avoid describing personal, physical and phenomenological experiences of the disabled body in terms of difficulty and disaster. This has been part of a political move, from a medical model, in which disability, disease and illness are positioned as personal catastrophes, to a social model, in which disability is positioned as a social construct that comes from systems, institutions and infrastructure designed to exclude different bodies. It is a move that is responsible for a certain discomfort people with disabilities, and artists with disabilities, today feel towards performances that deploy disability as a metaphor for disaster, from Hijikata, to Theatre Hora. In the past five years, though, this particular discourse has begun rising again, particularly as people with disabilities fact their own anything but natural disasters as a result of the austerity measures now widespread across the US, UK, Europe and elsewhere. Measures that threaten people’s ability to live, and take part in social and institutional life, in any meaningful way. Measures that, as artist Katherine Araniello notes, also bring additional difficulty, danger, and potential for disaster as they ripple outwards across the tides of familial ties, threatening family, friends, and careers who become bound up in the struggle to do more with less. In this paper, I consider how people with disabilities use performance, particularly public space interventionalist performance, to reengage, renact and reenvisage the discourse of national, economic, environmental or other forms of disaster, the need for austerity, the need to avoid providing people with support for desires and interests as well as basic daily needs, particularly when fraud and corruption is so right, and other such ideas that have become an all too unpleasant reality for many people. Performances, for instance, like Liz Crow’s Bedding Out, where she invited people into her bed – for people with disabilities a symbolic space, which necessarily becomes more a public living room restaurant, office and so forth than a private space when poor mobility means they spend much time it in – to talk about their lives, their difficulties, and dealing with austerity. Or, for instance, like the Bolshy Divas, who mimic public and political policy, reports and advertising paranoia to undermine their discourses about austerity. I examine the effects, politics and ethics of such interventions, including examination of the comparative effect of highly bodied interventions (like Crow’s) and highly disembodied interventions (like the Bolshy Diva’s) in discourses of difficulty, disaster and austerity on a range of target spectator communities.

The rise of Special education numbers in Finland has caused a situation where Finland s ten largest LEA s so called kymppikunnat (ten communes) have expressed their growing concern of organizing the special education in the current institutional settings. The LEA s started the conversation of redefining special education system in 2004. Their aim was to target the governments attention to the problematics of special education. By the request of the Ministry of Education the LEA s prepared a final report concerning the central questions in the Finnish special education system. On the basis of the LEA s survey it became even clearer that the legislation, funding system and curriculum are tightly linked together. The following LEA s took part into the writing process Espoo, Helsinki, Jyväskylä, Kuopio, Lahti, Lappeenranta, Tampere, Turku and Vantaa. The report was hand over to the Ministry of Education at 18.8.2006. After the delivery the Ministry organized special education development group meetings 17 times in the year 2007. The result of the LEA s report and the development meetings was a new Special Education Strategy 2007. I am observing the dialogue between administrational levels in governmental institutions change process. The research is a content analysis where I compare the Erityistä tukea tarvitsevan oppilaan opetuksen järjestämisen uudistaminen osana yhtenäistä perusopetusta- kohti laatua ja joustavuutta (The renewal of the organization of teaching for student with special educational needs as part of unified education for all - towards quality and flexibility) document to Erityisopetuksen strategia (Special education strategy) document. My aim was to find out how much of their own interests have the LEA s been able to integrate into the official governmental documentation. The data has been organized and analyzed quantitatively with Macros created as additional parts in Microsoft Excel software. The document material has also been arranged manually on sentence based categorization into an Excel matrix. The results have been theoretically viewed from the special education reform dialogue perspective, and from the angle of the change process of a bureaucratic institution. My target has been to provide a new viewpoint to the change of special education system as a bureaucratic institution. The education system has traditionally been understood as a machine bureaucracy. By the review provided in my pro gradu analysis it seems however that the administrational system in special education is more of a postmodern network bureaucracy than machine bureaucracy. The system appears to be constructed by overlapping, crossing and complex networks where things are been decided. These kinds of networks are called "governance networks . It seems that the governmental administrational - and politic levels, the third sector actors and other society s operators are mixed in decision making.

Resumen: La utopía y el relato de viaje conforman dos narrativas complementarias que describen mundos desconocidos, pero largamente anhelados. No obstante, en el contexto medieval, no podemos interpretar el concepto de utopía en el sentido político propio de la Modernidad, moriano, del término, sino como un proceso de construcción de expectativas que, a partir de un mismo modelo formal que se mantendrá a lo largo del tiempo en todas las manifestaciones de un país o sociedad ideal, tiende a ubicar en una lejanía inaccesible pero narrable la satisfacción de las necesidades de un presente difícil. Este es el caso de la Abundantia, la más antigua forma de utopía, vinculada al reino de Saturno y a sus múltiples versiones medievales: la Cucaña, el país de Jauja, el Dorado. Presente bajo diferentes formas en prácticamente todas las literaturas europeas occidentales, también la literatura árabe medieval hará un uso particular de la utopía y del relato de viaje, en donde incorporará su propia y específica visión religiosa y cultural. Nos proponemos entonces describir el modelo formal propio de la literatura utópica y la modalidad que adquirió el relato utópico de la Abundantia en el Islam, en particular en la leyenda de la Ciudad de Cobre, del geógrafo andalusí Abu Hamid al-Garnati, y su posterior desarrollo en Las mil y una noches.

Resumen: En este artículo se analizan los juegos públicos celebrados en Roma durante el período monárquico. Su creación obedece a motivos religiosos, en relación a la fecundidad (Consualia, ludi Taurei) o a la guerra (Equirria, equus October). La culminación religiosa y política de los juegos se materializa en los ludi Romani, institutidos por el rey Tarquinio Prisco. Finalmente es considerado también el llamado lusus Troiae, juego ecuestre exclusivo de los jóvenes y asimismo de origen arcaico.

Getúlio Vargas governou o Brasil por duas vezes: de 1930 a 1945, e de 1951 a 1954, ano de sua morte. Norteada por uma concepção centralizadora, a Era Vargas caracterizou-se pelo desenvolvimento econômico, o nacionalismo, o controle sobre os trabalhadores e sobre os sindicatos, o planejamento estatal, a legislação social, os investimentos públicos e, sobretudo, pelo papel atribuído ao Estado como agente econômico. Do ponto de vista político, foi marcada pela precariedade das liberdades públicas, pela fraqueza da participação, por entraves à organização e à institucionalização política. Apropriando-se, à sua maneira, de intervenções políticas que se operavam no plano internacional, a Era Vargas imprimiu ao Brasil conotações autoritárias, populistas e populares, e produziu um modelo econômico e institucional cuja durabilidade foi surpreendente. Neste trabalho procuramos tratar a trajetória da relação entre a ação política e o pensamento intelectual, utilizando-se do elemento histórico para alertar sobre a fraqueza da hipótese que supõe uma bipolarização entre o intelectual isolado e aquele integrado ao contexto político. Destacamos que a “simbiose necessária” entre políticos e intelectuais é resultado da demanda de certo momento histórico no qual os últimos assumem seu papel político e se transformam nos “intérpretes dos anseios da sociedade”.

Busca conhecer as razões pelas quais as comissões mistas não se instalam para apreciar as medidas provisórias. Para isso, foram analisados os precursores do instituto da medida provisória nas constituições republicanas no sentido de compará-los; observadas práticas políticas em detrimento às regras; verificadas manifestações das lideranças partidárias que colaboram para a instalação ou não das comissões; foram estudados casos de algumas comissões. Por último, foram analisadas propostas de emenda à Constituição na busca pela solução da questão, com a extinção ou criação de uma comissão mista permanente.

Distribution of the genus Anodontites (Mollusca: Bivalvia: Mycetopodidae) in Uruguay. Seven species of the freshwater mussel genus Anodontites were recorded from Uruguay. The populations of these bivalves suffer the negative effects of invasive bivalves, damming, industrial and urban discharges, and agrotoxic runoff. The distribution of these species is generally characterized at the level of basin or politic divisions, and precise geographic records are scarce. In order to detail the distribution of those species, the most representative collections of Uruguay were examined, the material of Anodontites was identified (612 records) and geographic coordenates were assigned at each locality (213 localities), using Geographic Information System (GIS) to obtain a distribution map for each species. Most of the localities with Anodontites were located in the left margin of Uruguay River and southwest of Uruguay, mainly in Soriano, Artigas, Salto and Colonia departments. The Salto Grande basin presented the highest species richness. The species with a highest number of records was A. patagonicus, which was also recorded in all basins. A. trapesialis and A. tenebricosus had a wide distribution and a high number of records. A. lucidus and A. ferrarisii, had a wide distribution (more than 6 basins) but comparatively lower number of records. Finally A. trapezeus and A. trigonus showed a limited distribution. There is a critical lack of samples in Merín Lagoon, Atlantic and Upper Negro River basins. It is necessary to carry out new sampling considering many variables in order to evaluate the current distribution and the ecologic preferences for each species.

A partir dos anos 1990, tornou-se cada vez mais notória a formação de iniciativas de economia solidária que surgem com a perspectiva primeira de superar as condições de pobreza. Os Empreendimentos Econômicos Solidários (EES) configuram formas coletivas de organização do trabalho em que a relação entre capital e trabalho não está posta da forma tradicional e em que a dinâmica de gestão apresenta importante significado político e cultural, dando condições para superar a privação de capacidade políticas e materiais. O desenvolvimento da economia solidária no Brasil foi convergindo para a consolidação do Movimento da Economia Solidária, que possui, como principal expressão, o Fórum Brasileiro de Economia Solidária. A pesquisa que orienta esta tese estuda as dinâmicas que caracterizam a formação e consolidação do Fórum Brasileiro de Economia Solidária e visa, a partir deste sujeito de pesquisa, à percepção de como os atores políticos deste movimento estão configurando a organização popular em prol da transformação social. Para a realização da pesquisa, desenvolveu-se um estudo que envolveu, entre outros, trabalho de campo através de um corpus de pesquisa voltado ao acompanhamento de três plenárias estaduais (RJ, PB e RS) que compuseram o processo preparatório da IV Plenária Nacional de Economia Solidária. Além disso, realizou-se uma caracterização geral da situação da economia solidária nos três estados estudados no campo, tendo como fonte o Sistema de Informação de Economia Solidária da Secretaria Nacional de Economia Solidária. Este trabalho parte da compreensão de que a questão social é a categoria que melhor explica a totalidade do contexto em que se formam EES e, consequentemente, o movimento da economia solidária no Brasil. Assim, a reflexão teórica da presente tese é pautada na perspectiva de discutir a organização popular no movimento de economia solidária como contraponto significativo na questão social.

Este estudo trata dos processos de mudança na formação em saúde, especialmente das questões político estruturais da articulação do ensino e da extensão para a construção de estratégias de transformação dos cursos da área da saúde. Tem por objetivos analisar as perspectiva dos sujeitos envolvidos na transformação curricular no que diz respeito à articulação entre práticas de ensino, extensão universitária e saúde, a constituição de novos cenários de prática e sua relação com a extensão universitária, assim como examinar os sentidos atribuídos pelos sujeitos aos processos políticos internos e externos às instituições de ensino. Parte-se da compreensão de que há em andamento um grande movimento de lutas pela mudança na formação em saúde e de algumas das ideias que têm sido discutidas e difundidas na defesa da reorientação da formação em saúde baseada em princípios e diretrizes consoantes com a política de saúde e com a defesa de direitos de cidadania. Baseia-se em concepções de espaço cotidiano das instituições de formação superior em saúde e dos serviços de saúde e outros cenários de prática. Reflete sobre a responsabilidade política das instituições formadoras e da extensão universitária como lugar de tornar públicas as posições e valores defendidos para as práticas do cuidado e da relação social e política da universidade. Para a operacionalização do estudo, foram escolhidas duas instituições universitárias que se apresentaram e que foram selecionadas no programa do Pro-Saúde. Foram realizadas entrevistas com roteiro semi-estruturado com protagonistas de processos de mudança na formação nestas instituições, em três profissões da área da saúde, enfermagem, medicina e odontologia. Fez-se analise hermenêutica a partir dos sentidos que foram atribuídos a estas experiências concretas pelos atores que as empreenderam. Definiu-se três categorias de análise, a dimensão das políticas governamentais de incentivo a mudanças na formação em saúde e os efeitos das mesmas para as instituições de ensino; a ampliação de cenários de prática, as estratégias de aproximação entre os mundos do ensino e do trabalho e se significaram novas práticas de cuidado; relação existente entre os processos de transformação curricular e a extensão universitária. A extensão vem adquirindo protagonismo na construção de dispositivos de enfrentamento e superação das dificuldades e resistências nos processos de transformação curricular, além de criar com relativa liberdade novas possibilidades espaciais e conceituais para o cuidado em saúde, porém pelos próprios sentidos que assume desde a invisibilidade até a redenção da universidade sua baixa institucionalidade e reflexão impede que sua potencialidade seja tomada como aliada nestes processos de modo mais sistemático e impactante.
