A existência de problemas ambientais em função do acelerado processo de mudanças pelo qual o planeta passa, traz consigo uma preocupação mais acentuada com o meio ambiente, principalmente no que tange a sua degradação. Este artigo tem o propósito de analisar como a Universidade ALFA (nome fictício) está gerindo seus resíduos sólidos e de que forma estão se adequando para atender a Política Nacional de Resíduos Sólidos, bem como: identificar os tipos de resíduos gerados na Universidade ALFA; classificar os resíduos identificados; e verificar a destinação dada aos resíduos em uma universidade, comparando com a legislação sobre resíduos sólidos urbanos. A pesquisa caracteriza-se como sendo do tipo exploratória, utilizando-se do método de pesquisa-ação. Os resultados obtidos demonstram que as ações mais visíveis, servem de sensibilização da comunidade acadêmica, que já percebe mudanças, as quais vão ao encontro da gestão ambiental na instituição, que segue visa a perfeita adequação à legislação.

A Política Nacional de Resíduos Sólidos, instituída pela Lei n.º 12.305/2010, determinou que os municípios brasileiros elaborassem e entregassem seus respectivos Planos de Gerenciamento de Resíduos Sólidos até 2012, impondo a erradicação dos “chamados” lixões até o ano de 2014. A referida lei estabelece responsabilidade compartilhada durante o ciclo de vida do produto (produção, comercialização, consumo e destino das embalagens). O Censo IBGE 2011 e pesquisas posteriores, embora fragmentadas, mostraram uma situação complexa e com baixa probabilidade de cumprimento das exigências no prazo estabelecido. Observa-se no cenário nacional a existência de programas iniciados e interrompidos devido à falta de educação ambiental, à ineficiência das campanhas de conscientização, à dificuldade de aceitação da norma pela comunidade e, tendo sido implantada a coleta seletiva, à falta de locais apropriados para triagem e estocagem. Nesse contexto, este artigo, a partir de uma pesquisa exploratória, bibliográfica e documental, analisou o quadro atual dos municípios brasileiros e, em especial, as políticas adotadas no Estado de São Paulo, com destaque para três municípios da região do Grande ABC. Constatou-se, a partir dos dados apresentados, uma grande distância a ser percorrida para o atendimento dos principais quesitos da Política Nacional de Resíduos Sólidos.

In Brazil, rates of urban solid waste generation increase proportionally more than the annual growing of the population. The government, from its federal authority to the municipal spheres, faces increasing challenges for Urban and Environmental management regarding to solid waste in general and, in particular, municipal solid waste. Financial problems added to public health problems that worsen with the serious environmental impacts generated every year. In August 2010 Brazil the PNRS (National Policy on Solid Waste) was approved and sanctioned in which represented a true watershed in the country as a legal framework extremely ambitious and visionary. This work presents the successes and challenges that the municipality of Sorocaba/SP is facing after more than three years of PNRS sanctioned to conduct an Urban and Environmental management suited to the new legal bases towards the subject of solid waste. The results show a large gap between the content proposed by the law and the technical, financial and temporal reality to practical implementation by the municipal government. New legislation and federal incentives, consortiums among the cities, flexible deadlines and environmental education at all levels are certainly some proposals to catalyze processes that aim to solve and overcome the challenges of solid waste

The research aims to propose grants for development of Municipal Plan for the Management of Organic Solid Waste generated in the municipality of Rio Claro. The research universe was composed of organic waste generators establishments (markets and grocers). From the registry of commercial establishments provided by the municipal government were identified who presented this typology, which totaled 38 establishments. In this universe the interview was conducted in 15 establishments obtained by directed sampling based on the characteristics of size, type and location. The data collected were the amount generated, disposal of waste, waste separation, collection frequency, reasons for the disposal of waste, frequency of purchase of products. From the data obtained in the field, we estimated the total generation of organic waste in this segment for the municipality. Then, the estimated costs for implementation and operation of a composting center, a way to subsidize the implementation of the management plan was carried out. We opted for the aerobic composting process by the simplicity of operation and because it is a technique already known. The average waste generation was established by tracks (size) with: stores up to 4 boxes (classified as small) generate on average 1511 kg / month, 40% of organic waste, the 5-9 boxes (small/midsize) generate on average 4338 kg / month, 35% organic and the 10 to 19 boxes (midsize) generate on average 7647 kg / month with 32% organic. In total establishments generate 105 t/ month of waste, with 35t / month of organics. 94% of establishments are in font segregation of waste into recyclable, organic and waste, indicating that the proposed management of organic waste is amenable to application without many changes in existing routine in stores. One of the greatest problems nowadays is the correct management of solid waste produce in every human activity. On 2010, the “Política Nacional de Resíduos Sólidos” was approved, this law brings directives and instruments to deal with the solid waste issue. The objective of this work is to make a Strategic Assessment on a Solid Waste Management Plan applied to a medium size city. Based on general data about the situation of the solid wastes in Brazil, a first scenario was described. After that, likely scenarios were proposed, taking segregation, treatment and final disposal on account. Finally, those scenarios were compared, mainly in the final volume disposed and costs involved

The approval of the Solid Waste National Policy on August 2, 2010, brought important advances on the issue of solid waste nationwide. Several requirements were imposed causing public and private sectors to direct the problem more diligently. At the same time, the growth of human consumption and the negative impacts of related activities are increasing pressure for new ways to manage wastes. This study was carried out in order to bring proposals for a new model of solid waste management in the city of Rio Claro. To do so, it was used methodologies which stick to collaborative approaches in order to co-create a new vision considering different points of view . This new proposal includes four main initiatives: the integration of a reverse logistics system and collection of recycling materials in all kinds of educational institutions; the use of a routing platform for collection of solid wastes and recycling materials; the application of a garbage fee to residents who use the collection of solid waste system; and a bonus system developed by the private sector as a marketing strategy, encouraged by the public sector, enabling residents to separate their wastes correctly and leave them in one of the educational institutions to exchange points for discounts at local markets

Over the last few years, Brazil has some problems related to the management of solid waste, mainly related to the final disposal of materials, resulting in serious environmental risks to the municipalities that suffer from this type of situation. Poorly designed landfills and weak management systems after the termination of their employment, for example, is currently showing as a major problem for urban expansion and the subsoil of these sites, endangering all the environmental quality of the areas where they are located . Because of this scenario, this work produced a diagnosis of the current situation of the management of solid waste in the city of Rio Claro (SP) from its generation, through selective collection and sorting, as well as its final destination, in order to propose a reflection on current form management, in order to present some guidelines based on Federal Law 12.305 / 2010 - National Solid Waste Policy for improvement of this issue in the city. Although the situation found in the city can be considered reasonable for good, there is a need to improve and how to manage, especially in the operational issue of selective collection and also the participation of society in the category Environmental Education, converging in the search for improvements to the common good

Este estudo faz uma análise dos ambientes institucional, organizacional, tecnológico e competitivo que cercam o aproveitamento energético dos resíduos sólidos urbanos no Brasil, objeto de política recente lançada no país, que trata a questão superficialmente, priorizando, sobretudo, a destinação dos resíduos aos aterros sanitários, inclusive aqueles de origem orgânica. As análises realizadas mostram que, acima de uma gestão excelente do processo, as políticas de governo sobre o tema da recuperação energética de resíduos são fundamentais para a viabilidade destes empreendimentos, que é dependente também de um fortalecimento no ambiente organizacional, responsável pelas pressões políticas e centralização dos interesses sobre o tema. Uma análise do ambiente tecnológico concluiu que a recuperação energética de resíduos é dominada por empresas no Brasil e que pode ser ampliada em escala e tecnologias disponíveis, desde que o mercado de resíduos sólidos urbanos ofereça segurança ao investidor, sobretudo acima de outras fontes de energia renováveis que se valem das mesmas legislações existentes sobre a comercialização de energia elétrica, porém com menores custos de implantação. Diferentemente de outras fontes de energia, sob o contexto político atual, os empreendimentos de aproveitamento energético de resíduos sólidos urbanos são viáveis economicamente em condições muito específicas no Brasil, especialmente aquelas ligadas à falta de espaço ou ao estabelecimento de parcerias público privadas em que pesem os interesses de ambos os parceiros, como também ponderados os ganhos para o município nos pilares ambiental, social e econômico.

The reality points to the global environmental sustainability as the only viable option for addressing the crisis at hand. The move towards sustainability calls for the generation / evaluation systems in their direction, through the incorporation of environmental requirements and in line with the National Policy on Solid Waste. Therefore, the proposed research supports the importance of social and environmental vision, complementing the technical view, the system for management of solid waste from East London, which is a municipality that has a system whose inadequacies are configured in environmental risk and health. Therefore, by observing, applying the model of sustainability indicators and content analysis of interviews, this research proposes to investigate the principles of sustainability and social participation are presented and what is the perception of risk about the inadequacies in the system. The results confirmed the hypotheses of the study and draw a picture of worrying data, such as very unfavorable indicators of sustainability, lack of channels of participation, uncommitted investments with the management system, devaluation of the collector of waste and differing perceptions about the risk by making actors act in isolation. This worrying situation is eased by the appearance of a series of elements are configured as opportunities for the integration of environmental principles in the system. And despite the inability of managers to participate in the research system, yet it behaves as an opportunity to implement public policies in the area of solid waste such as: the preparation of the municipal waste, the institutionalization of selective collection and organization of cooperative with the support of companies present in the city and educational institutions as the Federal Institute. The research is an opportunity for the implementation of policies in the area of solid waste and will collaborate with the building instruments for the quality of life of residents, for the socioeconomic conditions of collectors and the move towards a sustainable society

The theme of solid waste is in high evidence today, a fact noted by the recent implementation of the European directive, and in Brazil, by the National Solid Waste Policy. Understanding the impact of this policy on the national scientific production is essential to plan new directions and research trends. Through a bibliometric and scientometric studied, this research analyzed the national and global context of the last 20 years and found areas in which research progressed, as municipal solid waste, and essentials gaps to develop more the national state-of-the-art, as solid waste of transport. So, the results of this study are a plausible tool to justify for further research on this topic.
