o presente trabalho aborda a questão da motivação dos servidores públicos federais, da administração direta. Nesse sentido, parte da consideração das premissas de valorização, desses servidores, firmadas no Plano Diretor da Reforma do Aparelho do Estado concebido pelo Governo Federal, em 1995, bem como da apreciação das conseqüentes e principais ações de gestão de recursos humanos adotadas desde então no ambiente dos Ministérios. Além disso, com o propósito de melhor subsidiar a reflexão e a análise sobre o fenômeno analisado e, ainda, permitir uma melhor contextualização do ambiente pesquisado, buscou-se também resgatar um pouco da memória dos movimentos de reformas do aparelho do Estado, a partir do Governo Vargas, e das suas principais implicações para a gestão de recursos humanos nos Órgãos considerados. O problema enfocado especificamente refere-se aos fatores que afetam a motivação desses servidores e a sua relação com as políticas e práticas de administração de recursos humanos, vigentes nos Ministérios. Os objetivos determinados visam identificar fatores que influenciam a motivação dos referidos servidores, por intermédio da realização de uma pesquisa junto a esses servidores e do levantamento das principais políticas e práticas de administração de recursos humanos, nesses Órgãos, cujos resultados foram objeto de análise tendo como referências as principais abordagens sobre motivação. São abordadas, ainda, a importância atribuída à motivação na formulação das políticas e ações de gestão de recursos humanos e a relação entre os fatores motivacionais e o contexto da gestão de recursos humanos praticada pelos Ministérios.

Os dois objetivos de nossa pesquisa, quais sejam a) verificar quantos projetos foram aprovados, e quanto em contrapartidas econômicas aportaram para os cofres públicos depois da aprovação do Plano Diretor Estratégico de 2002 do Município de São Paulo e, b) a redução dos coeficientes de aproveitamento teria influenciado os preços dos terrenos afetados? Embora o primeiro objetivo tenha sido alcançado de forma indireta, pois não foi possível encontrar informação sobre cada projeto, conseguimos determinar quanto em contrapartidas econômicas foi obtido, e em que distritos o estoque de direitos adicionais de construção já se esgotou ou está prestes a se esgotar. Em relação à segunda questão verificamos que a redução dos coeficientes de aproveitamento não provocou nenhum efeito sobre os preços dos terrenos afetados. Nosso estudo também mostrou que é possível afirmar que depois da aprovação do Plano Diretor Estratégico do Município de São Paulo (2002) em todo o seu território se aplica o princípio da outorga onerosa e do solo criado. Se uma edificação ultrapassa o coeficiente de aproveitamento básico e deseja edificar até um máximo de 4 deverá pagar uma contrapartida financeira ao poder público.

The Sectoral Plan was inserted as an urban instrument in Master Plan of Natal (LC82/07), since then it has been deepened. It is guided to the equitable distribution of the benefits of urbanization, aimed the efetivation of the Right to the City and the Environmental function of property in the context of urban planning. Thereby, the Sectoral Plan was inserted into the perspective of promoting a favorable field for applying articulated of instruments defined in the Master Plan, and them with urban interventions, through the deepening of macrozoning - coming out of dimension of the city and going to a small fraction of the urban by reducing scaling - facilitating democratic management in accordance with the City Statute. However, the absence of regulation and the conceptual and operational fragility of the instrument, approached it of other existent experiences and instruments, limiting its application and evaluation. Considering the innovative nature of the instrument and the intense social participation, we inquire about conceptual and operational elements which could give greater effectiveness to Sector Plan in construction? Guided by that question, this dissertation aim to understand the nature and operational procedures of Sectoral Plan, seeking to do indications about the conceptual and operational aspects of implementing a Sector Plan. The neighborhood of Ponta Negra was selected as empirical universe because it was the first sector defined in the Master Plan. This research adopts reference authors who´s make reflection and insights about the matrix of Urban Reform, whose principles constitute the basis of the trajectory of revision of urban planning in Brazil since the 1980s, highlighting Raquel Rolnik, Nelson Saule Júnior and Orlando Alves dos Santos Júnior. For the local monitoring, we use the authors Alexsandro Ferreira Cardoso Silva, Rosa Maria Pinheiro Oliveira e Marise Costa da Souza Duarte, in order to understand the growth dynamics of Natal, lawfully and urbanistically

This research investigates the microclimate and the morphology features of the central campus of the UFRN, in Natal-RN, through the use of bioclimatic tools of analysis in order to assist the implementation of the campus´ Master Plan. It develops a diagnosis of the evolution and growth of the urban space surveyed by analyzing its initial plan and the basic urban conception behind it, as well as the morphology and typologies utilized. The study makes a qualitative analysis of the local microclimate by using Katzschner (1997) methodology, with land-use and topography maps, building heights, vegetation and soil covering. It also makes use of the methodology proposed by Oliveira (1993), which examines, from the bioclimatic standpoint, the human environment as related to the urban form (site and built mass). It identifies zones whose climatic characteristics are representative of the local microclimate and classifies them into areas to be strictly preserved, areas to be protected and areas to be improved. By means of the methodology for spatial and environmental assessment developed by Bustos Romero (2001), the survey selects characteristic points of each area in order to register the environmental data relative to the two basic seasons found in the region where the campus is located, that is, the dry and the rainy season, so that it can evaluate changes in the environment which might have been caused by urban density growth, by arborization or by the influence of the urban form. It then proceeds to a quantitative and statistical survey of the collected data with the purpose of evaluating the degree of influence of the identified features over the environmental variables along the different scales of approach. The study shows the existence of different microclimates and emphasizes the relevance of the bioclimatic analysis of the built environment as a tool for the decision-making process along the development of the Master Plan for UFRN Central Campus

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

A Lei Federal 10.257, de 10 de julho de 2001, regulamentou os artigos 182 e 183 da Constituição Federal de 1988 no que trata da política urbana, especialmente da propriedade, sendo obrigatório para municípios com mais de 20.000 habitantes. Até então, os planos diretores municipais vinham sendo feitos levando em conta apenas as respectivas áreas urbanas, A partir desta lei, tais planos tiveram de levar em conta também as áreas rurais, integrando-as no processo do planejamento municipal sustentado. Analisando-se os planos diretores municipais recentes, elaborados a partir dessas novas diretrizes, nota-se que a maioria ainda enfatiza a área urbana, em detrimento da área rural. O objetivo deste trabalho foi, a partir de um estudo de caso, avaliar e validar metodologias e tecnologias rotineiramente empregadas em Geociências e Ciências Agrárias.

Environmental quality is a fundamental issue in order to characterize quality of life in the cities. The human activities interfere in environmental processes, causing impacts that must be minimized. It is the task of municipal laws to impose theoretic and practical foundations appropriated to the dimension of local problems. In this sense, the goal of this work was to propose a discussion about the recognition of environmental quality in municipal law, especially in the Municipal Master Plan of Araçatuba, city located in the state of São Paulo. It was possible to observe that in many aspects this law is far away from urban reality.

São propostas concepções para subsidiar o planejamento da ampliação da coleta, tratamento e destino final de esgoto no município de Belém, mais especificamente na área de maior densidade populacional, que apresenta 1.143.946 habitantes e baixo índice de atendimento com Sistema de Esgotamento Sanitário (SES). Para isso, são necessárias ações voltadas à expansão dessa infra-estrutura, o que deve ocorrer de forma sustentável, eficiente, integrada e planejada. No trabalho são analisados estudos e projetos anteriormente realizados na área em questão, diagnosticado o SES existente, elaborada a projeção populacional no período de 2005-2025 e calculada a demanda de esgoto nos próximos 20 anos, para, então, serem formuladas as alternativas de concepção. As 6 (seis) alternativas de concepção são fundamentadas na descentralização progressiva do SES, apresentando variações no número de Estações de Tratamento de Esgoto - ETEs e nas características de coleta e transposição de esgoto sanitário entre as bacias de esgotamento e de localização das ETEs. A melhor alternativa foi a de número 3 (três), que apresenta tratamento de esgoto o mais próximo do local de geração. O trabalho pretende contribuir na tomada de decisão para ampliação do SES no Município de Belém.

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. The management of urban areas must consider aspects related to urban drainage, especially in hot and humid environments, and such aspects must be incorporated on director plans. This is quite important in urban areas settled on natural fragile hydro-geomorphologic areas. So, the main aim of this paper was to present the urban drainage diagnostic made in Rio Claro (SP-Brazil), discussing its results and evaluating the applied techniques. Further, there were presented some proposed directions based on such analyses. From the obtained results it was possible to verify that the impacts caused by the inefficient urban drainage system incur on direct and indirect effects such as flood, erosion and water quality degradation.
