The increasing degradation of the environment and the depletion of natural resources, caused by indiscriminate production practices, by current and unlimited human needs and also misconceptions that natural resources are inexhaustible, make current and future environment situation, a constant concern of national and world leaders. With the purpose to confront these issues and to qualify the cities on the environmental situation in the state of São Paulo, the Department of the Environment created, in 2007, the Program “Município VerdeAzul. This paper aims to the study this program of Unit Water Resources Management Pontal Paranapanema through specific analysis of data representing the efficiency of the program directives and a comparative study between two cities unit with discrepant scores and a survey of the possible causes of obtaining low scores for municipalities participating in the project. É da disputa histórica pela posse da terra no Pontal do Paranapanema e dos conflitos daí desdobrantes que vem à tona as cifras marcantes das terras improdutivas e devolutas e, mais ainda, o descrédito em relação à Reforma Agrária e a negativa a qualquer possibilidade de acesso à terra, tais como a política de assentamentos em vigência, mas totalmente enfraquecida e desprestigiada. É nesse cenário que a apropriação da água ou sua privatização comparece como preocupação. A iniciativa do Movimento dos Trabalhadores Rurais Sem Terra (MST) em implantar um projeto de piscicultura, via o sistema tanques-rede para a subsistência e também como fonte de renda, nas águas represadas pelas UHEs enfrentará uma série de empecilhos e travagens de ordem burocrática, política e econômica. Além de despertar para a importância de discutir o a privatização e a mercantilização da água no século XXI, e a expansão da aquicultura no Brasil nos últimos anos, pretendemos identificar e analisar as dinâmicas espaciais e as disputas pelo acesso à água no Pontal do Paranapanema

The development of the sugar and alcohol sector and its sugar cane cultivation has been given in an accelerated way in Pontal do Paranapanema, mainly from the last decade, and with this has taken quick changes in the dynamic socio-economic and environmental of the region, further accentuating some conflicts and dilemmas social and environmental legacy. This work was done in order that these issues are further explored, that of moving towards a greater theoretical-scientific maturity, and even has a better apparatus to support measures (corrective or preventive) that show required anti such conflicts. For this purpose, we used the environmental licensing as a means of doing this analysis, since it is one of the main instruments of control/ regulation of the State against the development of activities of the sugar and alcohol sector. We also used a little of the vast potential of information that is contained in the environmental agencies. In this case, we used six Environmental Impact Study / Environmental Impact Report (EIS /EIR), six Preliminary Environmental Reports(PER), five Characterization of Enterprise Memorials (CEM), among other documents /studies present there. Some of the information, organized and made available in this work, has even greater potential to be exploited. This study aimed to contribute to the environmental planning of the watershed Embirí stream - UGRHI Pontal Paranapanema (belonging to the Paranapanema Management unit) in the cities of Presidente Prudente and Regente Feijó, São Paulo. This basin is located in the area of the Santo Anastácio river source, responsible for supplying water to about 30% of the population of Presidente Prudente. The methodological procedures based on Leal (1995) and Rodriguez et al. (2004), and the steps include inventory and diagnosis of the basin. We conducted extensive literature review, cartographic and documentary on the subject area of research, field work, preparation of thematic maps and summary chart of physical units and environmental use and land cover, participatory mapping of environmental risks, quality analysis of water. Most of the basin of the stream of twine had a high environmental fragility and the main problems found were lack of riparian vegetation, erosion, siltation of water bodies, irregular disposal of debris and the dumping of sewage. The results were summarized in the diagnosis and can identify the most important environmental impacts, environmental and spatial weaknesses of the legislation, and thus draw up proposals for action to the area that is substantially degraded

This work, presented in order to obtain the environmental engeneer title, is to raise the current status of environmental conditions in the watershed of the stream of Olga and thus contribute to environmental planning for the recovery, conservation and preservation. To this end, we conducted literature surveys and survey of the characteristics of the watershed, analysis of water fron stream of Olga and making use of remote sensingand of the soil, environmental fragiityand spatialization of APPs in order to carry out further research on the environmental conditions of the basin, as well as inferences about possible causes of degradation of watershed.Most of the basin of the stream Olga had a high environmental fargility and the main problem was the lack of riparian vegetation is also considered the cause of environmental problems of the watershed.The results will be available to municipal governments in order to contribute to their planning and management of UGRHI the teh watershed pertence

Faced with the global discussion about the development of new alternative energy sources, this work tries to contribute to the understanding of the introduction of biodiesel in the energy market, identifying the barriers in the social logic, economic and productive in different spaces, rural and urban. Based on the guidelines of the National Biodiesel Production and Use Program (PNPB), it intended to accompany the implementation of public policies in relation to family farmers settled in the Pontal, located in the western region of São Paulo. In parallel, we will analyze the organizational structure and logistics of the production of biodiesel in the city, although it does not dependent on agricultural production and it is not a target of public policies, it takes advantage of the demand created by PNPB when it comes to increasing the amount of biodiesel blended with mineral origin diesel. The activity examined in the urban space is the collection of used frying oil held by Ecosanta Biofuels, a company located in the town of Maua, São Paulo metropolitan region. The monograph aims to broaden our understanding despite the urban-rural issue regarding the obstacles and opportunities in expanding renewable energy
