This paper develops a model of short-range ballistic missile defense and uses it to study the performance of Israel’s Iron Dome system. The deterministic base model allows for inaccurate missiles, unsuccessful interceptions, and civil defense. Model enhancements consider the trade-offs in attacking the interception system, the difficulties faced by militants in assembling large salvos, and the effects of imperfect missile classification by the defender. A stochastic model is also developed. Analysis shows that system performance can be highly sensitive to the missile salvo size, and that systems with higher interception rates are more “fragile” when overloaded. The model is calibrated using publically available data about Iron Dome’s use during Operation Pillar of Defense in November 2012. If the systems performed as claimed, they saved Israel an estimated 1778 casualties and $80 million in property damage, and thereby made preemptive strikes on Gaza about 8 times less valuable to Israel. Gaza militants could have inflicted far more damage by grouping their rockets into large salvos, but this may have been difficult given Israel’s suppression efforts. Counter-battery fire by the militants is unlikely to be worthwhile unless they can obtain much more accurate missiles.

Ce mémoire s’intéresse aux conditions qui ont mené à la guerre de six jours de 1967 au Moyen-Orient. Tout particulièrement, mon mémoire investiguera les dynamiques domestiques qui influent sur la prise de décision politique. L’hypothèse principale suppose que le mode de gestion de la société, choisi par le gouvernement au pouvoir, influe et contraint les options de politique étrangère disponibles à celui-ci. . Un régime peut recourir à deux modes de gestion de la société : l’exclusion et l’inclusion, à plusieurs degrés. En fonction du mode de gestion choisi, le gouvernement aura besoin de plus ou moins de ressources pour le mettre en place et pour le préserver. La quantité et la nature des ressources utilisées au niveau domestique contraindront les options de politique étrangère disponibles au régime Les guerres du Moyen-Orient, et la politique étrangère des pays de la région sont souvent interprétées selon des principes réalistes : la recherche du pouvoir et de sécurité guide la politique étrangère. Ce mémoire cherche à souligner l’importance de dynamiques domestiques sur le processus de prise de décision politique, mais également l’influence qu’a le conflit israélo-arabe sur la structure, le fonctionnement et la société des pays concernés.

A partir de una breve pero sustanciosa introducción de las diferencias entre palestinos e israelíes, el autor analiza a través del uso de la teoría de juegos el escenario formado en el proceso de paz palestino-israelí. Una interrogante que el autor trata de esclarecer a lo largo de su trabajo es la posibilidad de alcanzar la paz entre ambos bandos, si los actores considerados por la teoría de juegos como racionales, actúan de manera cooperativa al interactuar.-----Starting with a short but thorough introduction of the differences between Palestinians and Israelis, the author analyzes through the games theory the scenario set up during the Palestinian-Israeli peace process. The question the author tries to solve along his paper is the possibility for both sides to reach the peace, if the actors considered by the games theory as rational act on a cooperative way when interacting.

El presente estudio de caso es un análisis sobre el conflicto entre Siria e Israel a partir de la disputa por los Altos del Golán, luego de la ocupación por parte de Israel al finalizar la Guerra de los Seis Días. A diferencia de la mayoría de los trabajos que se realizan sobre Medio Oriente, este trabajo busca diferenciarse de los estudios sobre el conflicto árabe-israelí, enfocándose en el conflicto sirio-israelí. Adicionalmente, se trata un tema poco común como son las implicaciones que este conflicto ha tenido sobre la comunidad drusa siria, población que quedó en medio de las disputas por los Altos del Golán. Teniendo en cuenta lo anterior, se hará un análisis a partir del Interés Nacional que motiva tanto a Siria como a Israel y a la comunidad drusa que ahí habita a seguir en la disputas por este territorio, que gracias a sus características geográficas representa un punto estratégico en la región.

Four decades of the EU's group-to-group dialogues with the Southern Mediterranean grouping of countries and with ASEAN have produced different dynamics and outcomes, despite the EU’s common strategy to use economic soft power to achieve their goals for the partnerships. Diverging conditions in the two regions created inconsistency in the EU's application of the common approach. The EU's neighbourhood security concerns forced it to relax its political stand with their Southern Mediterranean partners. For ASEAN, geographical distance dilutes the EU’s security concerns it that region and has afforded the EU to be more ideological and assertive on democracy and human rights practices. These issues have provoked disagreements in EU-ASEAN dialogues, but both sides have also tried to remain pragmatic in order to achieve some progress in the partnership. In contrast, the protracted the Arab-Israeli conflict continues to hamper the Euro-Mediterranean dialogue, resulting in little progress. Social upheavals in the Southern Mediterranean also brought their partnership to a standstill. The EU's cooperation with former authoritarian regimes like Libya and Syria have only caused damage to its credibility in the Southern Mediterranean, and future Euro-Mediterranean dialogues are likely to be affected by it.

This dissertation poses a set of six questions about one of the Israel Lobby's particular components, a Potential Christian Jewish coalition (PCJc) within American politics that advocates for Israeli sovereignty over "Judea and Samaria" ("the West Bank"). The study addresses: the profiles of the individuals of the PCJc; its policy positions, the issues that have divided it, and what has prevented, and continues to prevent, the coalition from being absorbed into one or more of the more formally organized components of the Israel Lobby; the resources and methods this coalition has used to attempt to influence U.S. policy on (a) the Middle East, and (b) the Arab-Israeli conflict in particular; the successes or failures of this coalition's advocacy and why it has not organized; and what this case reveals about interest group politics and social movements in the United States. This dissertation follows the descriptive-analytic case-study tradition that comprises a detailed analysis of a specific interest group and one policy issue, which conforms to my interest in the potential Christian Jewish coalition that supports a Jewish Judea and Samaria. I have employed participant observation, interviewing, content analysis and documentary research. The findings suggest: The PCJc consists of Christian Zionists and mostly Jews of the center religious denominations. Orthodox Jewish traditions of separation from Christians inhibit like-minded Christians and Jews from organizing. The PCJc opposes an Arab state in Judea and Samaria, and is not absorbed into more formally organized interest groups that support that policy. The PCJc's resources consist of support and funding from conservatives. Methods include use of education, debates and media. Members of the PCJc are successful because they persist in their support for a Jewish Judea and Samaria and meet through other organizations around Judeo-Christian values. The PCJc is deterred from advocacy and organization by a mobilization of bias from a subgovernment in Washington, D.C. comprising Congress, the Executive branch and lobby organizations. The study's results raise questions about interest group politics in America and the degree to which the U.S. political system is pluralistic, suggesting that executive power constrains the agenda to "safe" positions it favors.

Hasta hace casi una década, la guerra contra el terrorismo fue una lucha solitaria de los Estados. Actualmente y debido a las implicaciones globales de este fenómeno, las acciones contra este flagelo han adquirido connotación internacional. Gran parte de los países miembros de las Naciones Unidas han acogido esta guerra –contra un enemigo común, pero indefinido- como un compromiso político en favor de la paz y seguridad internacional. La producción constante de instrumentos internacionales que condenan el terrorismo y que exigen tomar medidas para combatirlo, demuestran que esa intención política originaria se ha decantado en el ordenamiento internacional como una obligación autónoma, de carácter consuetudinario; que hace que actualmente no haya país en el mundo que pueda excusarse de combatir al terrorismo (interno o transnacional) independientemente de las justificaciones que se puedan aludir para el no cumplimiento.

This paper discusses the German Greens' recent policy on Israel and Palestine, from the beginning of the first red-green federal government to the present. It looks at Green Foreign Minister Joschka Fischer's diplomatic role in the Middle East, and the Greens' current very mild policy with regards to Israel, especially when compared to earlier Green attitudes to the region. This is explained with reference to both the continuing relevance of German history to German foreign policy, and the constraints that participation in the federal coalition - and supplying Germany's Foreign Minister - place on the Greens. The influence of history and power on the German Greens is further illustrated by a comparison of German Green attitudes to Israel with the US Greens' much more critical position.
