This paper proposes a new approach for optimal phasor measurement units placement for fault location on electric power distribution systems using Greedy Randomized Adaptive Search Procedure metaheuristic and Monte Carlo simulation. The optimized placement model herein proposed is a general methodology that can be used to place devices aiming to record the voltage sag magnitudes for any fault location algorithm that uses voltage information measured at a limited set of nodes along the feeder. An overhead, three-phase, three-wire, 13.8 kV, 134-node, real-life feeder model is used to evaluate the algorithm. Tests show that the results of the fault location methodology were improved thanks to the new optimized allocation of the meters pinpointed using this methodology. © 2011 IEEE.

This work presents exact, hybrid algorithms for mixed resource Allocation and Scheduling problems; in general terms, those consist into assigning over time finite capacity resources to a set of precedence connected activities. The proposed methods have broad applicability, but are mainly motivated by applications in the field of Embedded System Design. In particular, high-performance embedded computing recently witnessed the shift from single CPU platforms with application-specific accelerators to programmable Multi Processor Systems-on-Chip (MPSoCs). Those allow higher flexibility, real time performance and low energy consumption, but the programmer must be able to effectively exploit the platform parallelism. This raises interest in the development of algorithmic techniques to be embedded in CAD tools; in particular, given a specific application and platform, the objective if to perform optimal allocation of hardware resources and to compute an execution schedule. On this regard, since embedded systems tend to run the same set of applications for their entire lifetime, off-line, exact optimization approaches are particularly appealing. Quite surprisingly, the use of exact algorithms has not been well investigated so far; this is in part motivated by the complexity of integrated allocation and scheduling, setting tough challenges for ``pure'' combinatorial methods. The use of hybrid CP/OR approaches presents the opportunity to exploit mutual advantages of different methods, while compensating for their weaknesses. In this work, we consider in first instance an Allocation and Scheduling problem over the Cell BE processor by Sony, IBM and Toshiba; we propose three different solution methods, leveraging decomposition, cut generation and heuristic guided search. Next, we face Allocation and Scheduling of so-called Conditional Task Graphs, explicitly accounting for branches with outcome not known at design time; we extend the CP scheduling framework to effectively deal with the introduced stochastic elements. Finally, we address Allocation and Scheduling with uncertain, bounded execution times, via conflict based tree search; we introduce a simple and flexible time model to take into account duration variability and provide an efficient conflict detection method. The proposed approaches achieve good results on practical size problem, thus demonstrating the use of exact approaches for system design is feasible. Furthermore, the developed techniques bring significant contributions to combinatorial optimization methods.

In this paper a Variable Neighborhood Search (VNS) algorithm for solving the Capacitated Single Allocation Hub Location Problem (CSAHLP) is presented. CSAHLP consists of two subproblems; the first is choosing a set of hubs from all nodes in a network, while the other comprises finding the optimal allocation of non-hubs to hubs when a set of hubs is already known. The VNS algorithm was used for the first subproblem, while the CPLEX solver was used for the second. Computational results demonstrate that the proposed algorithm has reached optimal solutions on all 20 test instances for which optimal solutions are known, and this in short computational time.

In this letter, we consider wireless powered communication networks which could operate perpetually, as the base station (BS) broadcasts energy to the multiple energy harvesting (EH) information transmitters. These employ “harvest then transmit” mechanism, as they spend all of their energy harvested during the previous BS energy broadcast to transmit the information towards the BS. Assuming time division multiple access (TDMA), we propose a novel transmission scheme for jointly optimal allocation of the BS broadcasting power and time sharing among the wireless nodes, which maximizes the overall network throughput, under the constraint of average transmit power and maximum transmit power at the BS. The proposed scheme significantly outperforms “state of the art” schemes that employ only the optimal time allocation. If a single EH transmitter is considered, we generalize the optimal solutions for the case of fixed circuit power consumption, which refers to a much more practical scenario.

In this paper we study the optimal natural gas commitment for a known demand scenario. This study implies the best location of GSUs to supply all demands and the optimal allocation from sources to gas loads, through an appropriate transportation mode, in order to minimize total system costs. Our emphasis is on the formulation and use of a suitable optimization model, reflecting real-world operations and the constraints of natural gas systems. The mathematical model is based on a Lagrangean heuristic, using the Lagrangean relaxation, an efficient approach to solve the problem. Computational results are presented for Iberian and American natural gas systems, geographically organized in 65 and 88 load nodes, respectively. The location model results, supported by the computational application GasView, show the optimal location and allocation solution, system total costs and suggest a suitable gas transportation mode, presented in both numerical and graphic supports.

Actualmente, os sistemas embebidos estão presentes em toda a parte. Embora grande parte da população que os utiliza não tenha a noção da sua presença, na realidade, se repentinamente estes sistemas deixassem de existir, a sociedade iria sentir a sua falta. A sua utilização massiva deve-se ao facto de estarem practicamente incorporados em quase os todos dispositivos electrónicos de consumo, telecomunicações, automação industrial e automóvel. Influenciada por este crescimento, a comunidade científica foi confrontada com novos problemas distribuídos por vários domínios científicos, dos quais são destacados a gestão da qualidade de serviço e gestão de recursos - domínio encarregue de resolver problemas relacionados com a alocação óptima de recursos físicos, tais como rede, memória e CPU. Existe na literatura um vasto conjunto de modelos que propõem soluções para vários problemas apresentados no contexto destes domínios científicos. No entanto, não é possível encontrar modelos que lidem com a gestão de recursos em ambientes de execução cooperativos e abertos com restrições temporais utilizando coligações entre diferentes nós, de forma a satisfazer os requisitos não funcionais das aplicações. Devido ao facto de estes sistemas serem dinâmicos por natureza, apresentam a característica de não ser possível conhecer, a priori, a quantidade de recursos necessários que uma aplicação irá requerer do sistema no qual irá ser executada. Este conhecimento só é adquirido aquando da execução da aplicação. De modo a garantir uma gestão eficiente dos recursos disponíveis, em sistemas que apresentam um grande dinamismo na execução de tarefas com e sem restrições temporais, é necessário garantir dois aspectos fundamentais. O primeiro está relacionado com a obtenção de garantias na execução de tarefas de tempo-real. Estas devem sempre ser executadas dentro da janela temporal requirida. O segundo aspecto refere a necessidade de garantir que todos os recursos necessários à execução das tarefas são fornecidos, com o objectivo de manter os níveis de performance quer das aplicações, quer do próprio sistema. Tendo em conta os dois aspectos acima mencionados, o projecto CooperatES foi especificado com o objectivo de permitir a dispositivos com poucos recursos uma execução colectiva de serviços com os seus vizinhos, de modo a cumprir com as complexas restrições de qualidade de serviço impostas pelos utilizadores ou pelas aplicações. Decorrendo no contexto do projecto CooperatES, o trabalho resultante desta tese tem como principal objectivo avaliar a practicabilidade dos conceitos principais propostos no âmbito do projecto. O trabalho em causa implicou a escolha e análise de uma plataforma, a análise de requisitos, a implementação e avaliação de uma framework que permite a execução cooperativa de aplicações e serviços que apresentem requisitos de qualidade de serviço. Do trabalho desenvolvido resultaram as seguintes contribuições: Análise das plataformas de código aberto que possam ser utilizadas na implementação dos conceitos relacionados com o projecto CooperatES; Critérios que influenciaram a escolha da plataforma Android e um estudo focado na análise da plataforma sob uma perspectiva de sistemas de tempo-real; Experiências na implementação dos conceitos do projecto na plataforma Android; Avaliação da practicabilidade dos conceitos propostos no projecto CooperatES; Proposta de extensões que permitam incorporar características de sistemas de tempo real abertos na plataforma Android.

Mycorrhizal symbioses link the biosphere with the lithosphere by mediating nutrient cycles and energy flow though terrestrial ecosystems. A more mechanistic understanding of these plant-fungal associations may help ameliorate anthropogenic changes to C and N cycles and biotic communities. We explore three interacting principles: (1) optimal allocation, (2) biotic context and (3) fungal adaptability that may help predict mycorrhizal responses to carbon dioxide enrichment, nitrogen eutrophication, invasive species and land-use changes. Plant-microbial feedbacks and thresholds are discussed in light of these principles with the goal of generating testable hypotheses. Ideas to develop large-scale collaborative research efforts are presented. It is our hope that mycorrhizal symbioses can be effectively integrated into global change models and eventually their ecology will be understood well enough so that they can be managed to help offset some of the detrimental effects of anthropogenic environmental change.

In this paper we analyze productivity and welfare losses from capital misallocation in a general equilibrium model of occupational choice and endogenous financial intermediation. We study the effects of borrowing and lending, insurance, and risk sharing on the optimal allocation of resources. We find that financial markets together with general equilibrium effects have large impact on entrepreneurs' entry and firm-size decisions. Efficiency gains are increasing in the quality of financial markets, particularly in their ability to alleviate a financing constraint by providing insurance against idiosyncratic risk.

This paper provides a new benchmark for the analysis of the international diversi cation puzzle in a tractable new open economy macroeconomic model. Building on Cole and Obstfeld (1991) and Heathcote and Perri (2009), this model speci es an equilibrium model of perfect risk sharing in incomplete markets, with endogenous portfolios and number of varieties. Equity home bias may not be a puzzle but a perfectly optimal allocation for hedging risk. In contrast to previous work, the model shows that: (i) optimal international portfolio diversi cation is driven by home bias in capital goods, independently of home bias in consumption, and by the share of income accruing to labour. The model explains reasonably well the recent patterns of portfolio allocations in developed economies; and (ii) optimal portfolio shares are independent of market dynamics.

A large percentage of bridges in the state of Iowa are classified as structurally or fiinctionally deficient. These bridges annually compete for a share of Iowa's limited transportation budget. To avoid an increase in the number of deficient bridges, the state of Iowa decided to implement a comprehensive Bridge Management System (BMS) and selected the Pontis BMS software as a bridge management tool. This program will be used to provide a selection of maintenance, repair, and replacement strategies for the bridge networks to achieve an efficient and possibly optimal allocation of resources. The Pontis BMS software uses a new rating system to evaluate extensive and detailed inspection data gathered for all bridge elements. To manually collect these data would be a highly time-consuming job. The objective of this work was to develop an automated-computerized methodology for an integrated data base that includes the rating conditions as defined in the Pontis program. Several of the available techniques that can be used to capture inspection data were reviewed, and the most suitable method was selected. To accomplish the objectives of this work, two userfriendly programs were developed. One program is used in the field to collect inspection data following a step-by-step procedure without the need to refer to the Pontis user's manuals. The other program is used in the office to read the inspection data and prepare input files for the Pontis BMS software. These two programs require users to have very limited knowledge of computers. On-line help screens as well as options for preparing, viewing, and printing inspection reports are also available. The developed data collection software will improve and expedite the process of conducting bridge inspections and preparing the required input files for the Pontis program. In addition, it will eliminate the need for large storage areas and will simplify retrieval of inspection data. Furthermore, the approach developed herein will facilitate transferring these captured data electronically between offices within the Iowa DOT and across the state.

Introduction This dissertation consists of three essays in equilibrium asset pricing. The first chapter studies the asset pricing implications of a general equilibrium model in which real investment is reversible at a cost. Firms face higher costs in contracting than in expanding their capital stock and decide to invest when their productive capital is scarce relative to the overall capital of the economy. Positive shocks to the capital of the firm increase the size of the firm and reduce the value of growth options. As a result, the firm is burdened with more unproductive capital and its value lowers with respect to the accumulated capital. The optimal consumption policy alters the optimal allocation of resources and affects firm's value, generating mean-reverting dynamics for the M/B ratios. The model (1) captures convergence of price-to-book ratios -negative for growth stocks and positive for value stocks - (firm migration), (2) generates deviations from the classic CAPM in line with the cross-sectional variation in expected stock returns and (3) generates a non-monotone relationship between Tobin's q and conditional volatility consistent with the empirical evidence. The second chapter proposes a standard portfolio-choice problem with transaction costs and mean reversion in expected returns. In the presence of transactions costs, no matter how small, arbitrage activity does not necessarily render equal all riskless rates of return. When two such rates follow stochastic processes, it is not optimal immediately to arbitrage out any discrepancy that arises between them. The reason is that immediate arbitrage would induce a definite expenditure of transactions costs whereas, without arbitrage intervention, there exists some, perhaps sufficient, probability that these two interest rates will come back together without any costs having been incurred. Hence, one can surmise that at equilibrium the financial market will permit the coexistence of two riskless rates that are not equal to each other. For analogous reasons, randomly fluctuating expected rates of return on risky assets will be allowed to differ even after correction for risk, leading to important violations of the Capital Asset Pricing Model. The combination of randomness in expected rates of return and proportional transactions costs is a serious blow to existing frictionless pricing models. Finally, in the last chapter I propose a two-countries two-goods general equilibrium economy with uncertainty about the fundamentals' growth rates to study the joint behavior of equity volatilities and correlation at the business cycle frequency. I assume that dividend growth rates jump from one state to other, while countries' switches are possibly correlated. The model is solved in closed-form and the analytical expressions for stock prices are reported. When calibrated to the empirical data of United States and United Kingdom, the results show that, given the existing degree of synchronization across these business cycles, the model captures quite well the historical patterns of stock return volatilities. Moreover, I can explain the time behavior of the correlation, but exclusively under the assumption of a global business cycle.

Tutkielmassa selvitetään rahoitusvälineiden markkinat -direktiivin vaikutuksia sijoituspalvelun tarjoajan velvollisuuksiin ja sijoittajansuojaan oikeusdogmaattisen metodin avulla. Tutkielmassa pyritään vastaamaan seuraaviin kysymyksiin: 1) Millainen merkitys MIFID-direktiivillä on Euroopan unionin rahoitusmarkkinoiden integraatiolle? 2) Mitä velvollisuuksia sijoituspalvelun tarjoajalla on MiFID-direktiivin implementoinnin jälkeen? 3) Millainen sijoittajansuoja on MiFID-direktiivin seurauksena? 4) Mitä mahdollisia puutteita sijoittajansuojassa on, ja miten säädäntöä tulisi kehittää? MiFID-direktiivi edistää merkittävästi EU:n rahoitusmarkkinoiden integrointia. MiFID helpottaa pääomien ja sijoituspalvelujen liikkuvuutta jäsenvaltioiden rajojen yli. Sijoituspalvelun tarjoajan menettelytapavelvollisuudet ovat lisääntyneet, minkä johdosta sijoittajansuoja on parantunut. Etenkin direktiivin selonotto- ja tiedonantovelvollisuus aiheuttavat transaktiokustannuksia, mutta vähentävät toisaalta palvelun tarjoajan ja asiakkaan välistä neoklassista oikeustaloustieteellistä informaation epäsymmetriaa. Selonottovelvollisuuden sääntelyä EU:ssa kehitettäessä tulee kansallisia menettelytapoja yhdenmukaistaa. Kun palvelun tarjoajat täyttävät tiedonantovelvollisuuttaan, ei-ammattimaiset asiakkaat saattavat joutua informaatiotulvaan, josta jotkut eivät kykene erottamaan merkityksellisiä tietoja. Menettelytapojen nykyinen paras toteutus -velvollisuus on tulkinnanvarainen. Sijoitusneuvontaa koskee päämies–agentti-teorian mukainen valvontaongelma, minkä takia palvelun tarjoajan ja sijoittajan intressit tulisi säädännön avulla saada nykyistä yhteneväisemmiksi. MiFIDin säädökset eivät välttämättä johda ei-ammattimaisten asiakkaiden saaman informaation optimaaliseen allokointiin eivätkä informaatiokustannusten tehokkaaseen kohdistumiseen. Monimutkaisten rahoitusinstrumenttien käsitettä tulisi tarkentaa ja kyseisiä tuotteita tarjota ainoastaan ammattimaisille asiakkaille ja hyväksyttäville vastapuolille. Sijoittajansuojaa lisäisi heterogeenisen ei-ammattimaisten asiakkaiden ryhmän jako informaatiotarpeeseen perustuviin alaryhmiin, jotta eri asiakasryhmille voitaisiin tarjota heidän tarvitsemansa palvelu nykyistäkin kohdentuvammin. Tulisi selvittää, pitäisikö varoitus pääoman menettämisestä merkitä niihin sijoitustuotteisiin, joita riski koskee. Yhteinen eurooppalainen valvontaorganisaatio ilmeisesti voimistaisi rahoitusmarkkinoiden transparenssia, toimivuutta ja sijoittajansuojaa.

Cette thèse est composée de trois essais liés à la conception de mécanisme et aux enchères. Dans le premier essai j'étudie la conception de mécanismes bayésiens efficaces dans des environnements où les fonctions d'utilité des agents dépendent de l'alternative choisie même lorsque ceux-ci ne participent pas au mécanisme. En plus d'une règle d'attribution et d'une règle de paiement le planificateur peut proférer des menaces afin d'inciter les agents à participer au mécanisme et de maximiser son propre surplus; Le planificateur peut présumer du type d'un agent qui ne participe pas. Je prouve que la solution du problème de conception peut être trouvée par un choix max-min des types présumés et des menaces. J'applique ceci à la conception d'une enchère multiple efficace lorsque la possession du bien par un acheteur a des externalités négatives sur les autres acheteurs. Le deuxième essai considère la règle du juste retour employée par l'agence spatiale européenne (ESA). Elle assure à chaque état membre un retour proportionnel à sa contribution, sous forme de contrats attribués à des sociétés venant de cet état. La règle du juste retour est en conflit avec le principe de la libre concurrence puisque des contrats ne sont pas nécessairement attribués aux sociétés qui font les offres les plus basses. Ceci a soulevé des discussions sur l'utilisation de cette règle: les grands états ayant des programmes spatiaux nationaux forts, voient sa stricte utilisation comme un obstacle à la compétitivité et à la rentabilité. Apriori cette règle semble plus coûteuse à l'agence que les enchères traditionnelles. Nous prouvons au contraire qu'une implémentation appropriée de la règle du juste retour peut la rendre moins coûteuse que des enchères traditionnelles de libre concurrence. Nous considérons le cas de l'information complète où les niveaux de technologie des firmes sont de notoriété publique, et le cas de l'information incomplète où les sociétés observent en privée leurs coûts de production. Enfin, dans le troisième essai je dérive un mécanisme optimal d'appel d'offre dans un environnement où un acheteur d'articles hétérogènes fait face a de potentiels fournisseurs de différents groupes, et est contraint de choisir une liste de gagnants qui est compatible avec des quotas assignés aux différents groupes. La règle optimale d'attribution consiste à assigner des niveaux de priorité aux fournisseurs sur la base des coûts individuels qu'ils rapportent au décideur. La manière dont ces niveaux de priorité sont déterminés est subjective mais connue de tous avant le déroulement de l'appel d'offre. Les différents coûts rapportés induisent des scores pour chaque liste potentielle de gagnant. Les articles sont alors achetés à la liste ayant les meilleurs scores, s'il n'est pas plus grand que la valeur de l'acheteur. Je montre également qu'en général il n'est pas optimal d'acheter les articles par des enchères séparées.

De récents développements en théorie de la decision ont largement enrichi notre connaissance de la notion d'incertitude knightienne, usuellement appelée ambiguïté. Néanmoins ces dévelopement tardent à être intégrés au coeur de la théorie économique. Nous suggérons que l'analyse de phénonèmes économiques tel que l'innovation et la Recherche et Développement gagnerait à intégrer les modèles de décision en situation d'ambiguïté. Nous étayons notre propos en analysant l'allocation des droits de propriété d'une découverte. Les deux premières parties de la présentation s'inspire d'un modèle d'Aghion et de Tirole, The Management of Innovation, portant sur l'allocation des droits de propriété entre une unité de recherche et un investisseur. Il est démontré qu'un désaccord entre les agents sur la technologie de recherche affecte leur niveau d'effort, l'allocation des droits de propriété et l'allocation des revenus subséquents. Finalement, nous examinons une situation où plusieurs chercheurs sont en compétition en s'inspirant du traitement de l'incertitude de Savage. La présence d'ambuïgité affecte le comportement des agents et l'allocation des droits de propriétés de manière qui n'est pas captée en assumant l'hypothèse de risque.
