There is a growing interest in social impact assessment across the private, the public and the nonprofit sector. However, there is still limited academic research produced in this area, particularly in what concerns to the application of the Social Return of Investment (SROI) methodology. The goal of this Work Project is to give an overview of the social impact measurement literature and apply the Social Return on Investment, a flagship methodology to measure impact, to the specific case of the Social Innovation Hub (SIH). The findings suggest that each 1€ invested on the SIH generates 1,21€ in terms of social value. While this value seems very appealing to use, there are some risks in monetizing impact in such way, mainly due to the lack of reliable data available for benchmarking purposes.

Esse trabalho se insere no campo de estudos sobre organizações sem fins lucrativos. Nas duas últimas décadas do século XX, essas organizações conheceram grande crescimento em receita, volume de trabalho e exposição na mídia. Tal crescimento foi motivado por fatores sociopolíticos, socioeconômicos e sociodemográficos. Observa-se que o crescimento veio acompanhado por mudanças em seus modelos de gestão, particularmente nas estruturas organizacional e de governança. O objetivo principal desse trabalho é desenvolver relações entre modelos de gestão de organizações sem fins lucrativos e geração de inovação social. O quadro teórico foi construído a partir de revisão bibliográfica nos seguintes conceitos: nonprofit sector, cujo referencial tem origem anglo-saxã, economia social, de origem francesa, inovação organizacional e inovação social. Trata-se de estudo qualitativo, exploratório, cujos meios de investigação são estudos de dois casos de organizações sem fins lucrativos. Os estudos de casos envolveram pesquisa de campo, investigação documental, observação participante e entrevistas com atores-chaves que trabalham nas respectivas organizações. O primeiro caso ocorreu em uma associação localizada em São Paulo, Brasil, que possui uma escola de artes; o outro, deu-se em uma cooperativa de solidariedade localizada em Montreal, Quebec, Canadá. Ao final do trabalho são indicados os resultados das análises sobre as relações entre modelos de gestão e geração de inovação social.

Este trabalho parte da premissa da insuficiência da tipologia construída sobre a distinção entre políticos e burocratas para se compreender adequadamente o funcionamento do Estado democrático contemporâneo, ao negligenciar a importância do dirigente público como um participante distinto e relevante nestes processos. Assim, desenvolvemos um exercício de definição do dirigente público como uma categoria analítica distinta de políticos e burocratas, construindo, com base nas variáveis discutidas na literatura relevante, um modelo teórico do dirigente público como um ator político movido pelo ethos da racionalidade econômica, de quem se exige competências gerenciais, capacidade de julgamento e responsividade ao político eleito. Seu horizonte de permanência em determinada posição é curto, sua seleção se dá por processos formais ou informais de avaliação de suas competências e de sua afinidade e lealdade, e sua origem pode ser tanto o corpo de funcionários de carreira do órgão em questão como o setor privado, acadêmico, ou outras esferas da administração pública. Observações empíricas realizadas junto a dirigentes em exercício na Prefeitura de São Paulo entre setembro de 2007 e janeiro de 2008 contribuíram para reforçar e qualificar esta caracterização. Esperamos que as conclusões deste estudo possam contribuir para a inclusão do dirigente público como um elemento importante na agenda de pesquisa sobre as instituições democráticas contemporâneas, além de fornecer subsídios para propostas de reforma da administração pública brasileira que apontem na direção de uma maior institucionalização da função diretiva pública em nosso país.

Health policies in Brazil, the decentralization of SUS management responsibilities for the three spheres of government has driven the creation and regulation of the audits of health services in the National Audit Office, this is a trend of neoliberal policies imposed by international bodies like the World Bank and IMF to peripheral countries characterized by productive restructuring and reforming the state focuses on the presence of two competing projects in the area of health: Health Sector Reform Project which is based on the democratic rule of law with the assumption of health as social right and duty of the State in defending the extension of the conquest of rights and democratization of access to health care guaranteed through the public financing strategies and the effective decentralization of decisions pervaded by social control and privatized Health Project which is based on the state minimum, with a reduction in social spending or in partnerships and privatization, stronger nonprofit sector, subject to capitalist interests, is made effective through strategies targeting health policy and refilantropização actions. In this context, the present study is an analysis on the work of social audits of public health in infants from a qualitative and quantitative approach, embodied by the critical method of dialectical Marxist social theory that enabled us to unveil the characterization, the demands, challenges and outline the profile of Social Work in teams inserted audits of SUS in RN, but also provided evidence to demonstrate the prospects and possibilities of this area of activity of social workers. It was also found that through the audit work that the state fulfill its role as bureaucratic and regulator of health services with efficiency, effectiveness and economy. Yet, paradoxically, the audits of SUS may provide a vehicle for enforcing rights and ensuring the fundamental principles contained in the project of health reform, because it can be configured in a space of political struggle as representing a new field of knowledge production that needs to be appropriate for a theoretical critic able to redirect the social interests in favor of the user. From this perspective, it is concluded that the work of social audits of public health in infants despite the social relevance that prints, as they constitute an activity study of reality and its transformation proposition requires a transformative political action guided the discussion Marxist theory holds that the ethical project professional politician of Social Work

There are increasing and multiple pressures on nonprofit organizations to demonstrate excellence in performance. Although there is a growing literature on the various approaches to performance improvement taken by nonprofits, little is known about the processes involved in the adoption and implementation of specific approaches. This article is about the adoption and use of one approach to performance improvement, quality systems, in the U.K. nonprofit sector. We report findings about factors that encourage nonprofits to adopt quality systems. We also analyze the distinctive challenges of implementing quality approaches in a nonprofit sector context and suggest critical success factors. The article concludes with a discussion of the organizational and policy implications of applying the management concepts of quality and performance to the nonprofit sector.

Kutatásunk alapvetése, hogy egy ország versenyképessége az értékteremtő munkamegosztást támogató teljes közösségi intézményrendszer sikeres működésén múlik. Munkánkkal arra kerestük a választ, milyen értékek és motivációk alakítják a magyar gazdaság intézményrendszerét. Nem a hivatalos magatartási szabályok statikus elemzésére koncentráltunk, hanem a normák, konvenciók és innovációk világára, az intézményrendszer jövőjét befolyásoló dinamikus elemekre. Elemzésünk fókuszában a társadalmi és vállalkozói értékek, a gazdaságpolitika formálók versenyképességi narratívái, a helyi gazdaságok versenyképességi tényezői, a versenyképesség javítását szolgáló magánkezdeményezések és a nonprofit szektor működése álltak. Fő eredményünk, hogy a Magyarország jövőbeli versenyképességét befolyásoló tudati elemek - a gazdasági döntéshozók motivációi és normái – megfelelő alapot teremtenek a gazdaságunk versenyképességét megerősítő üzleti, civil és kormányzati kezdeményezések számára. Magas közösségi és morális elvárások jellemzik a lakosság és a vállalkozók értékrendjét. A gazdaságpolitika-alkotók nyitottak az intézményi problémákra, a magyar véleményformálók körében egyetértés van a fő versenyképességi kihívásokat illetően. Jól azonosíthatóak a szervezők erőfeszítéseit kompenzálni képes versenyképességi összefogások keretei. A helyi gazdaságfejlesztés intézményei alakulóban vannak. A nonprofit szektor működési viszonyainak bizonytalansága ellenére a közcélúság és a versenyképesség közös területein (mint az atipikus foglalkoztatás) jól teljesít. Ezek az eredmények egyszerre nyitnak perspektívát a tudományos vizsgálódás és a gyakorlati cselekvés számára. Az önérdek és a közösségi értékteremtő képesség javításának motivációja közötti kapcsolat tudományos vizsgálata, a társadalmi innovációk kutatása a versenyképesség javíthatóságának kereteit tárhatja fel. Az üzleti, civil vagy kormányzati szereplők pedig akkor tudják a fogyasztói, közösségi elvárásokat sikeresen összeegyeztetni stratégiai céljaikkal, ha a gazdasági és társadalmi szereplők normáihoz, konvencióihoz igazítva alakítják ki intézményformáló stratégiáikat. __________ The competitiveness of nations is based on the successful function of the institutions that support the division of labor on value creation – this is the basic principle of this research. Our project investigates what values and motivations shape the institutional setting of Hungarian economy. We study the world of norms, conventions and innovations – the elements that shape the institutions. The static analysis of official rules has only a minor role in this approach. Research focuses (1) on the value system of entrepreneurs (2), on the mind setting of public managers and executives of economic policy (3) on the factors of local economic competitiveness, (4) on the actions of private and non-profit sector in order to enhance competitiveness. The main finding of this research is that the cognitive factors that shape the competitiveness of Hungary – the norms and motivations of decision makers in the economy – give a positive support for the competitiveness strengthening initiatives of business, non-profit and public sectors. The studies on the values system of entrepreneurs and citizens show that expectations and moral values connected to competitiveness are strong. The public managers of economic policy are open-minded and there is a general consensus of experts, business and politics on the key competitiveness challenges of Hungary. There are well defined frameworks to conceptualize the schemes that make organizers’ efforts affordable in private initiatives for competitiveness. There are various developments on the field of institutions for local economic development. The nonprofit sector has good results on the common fields of competiveness and equity (like atypical forms of employment) despite the uncertainties in the background of the sector. These results open perspectives both for scientific research and practical applications. The research on connection between individual goals and motivation to improve value creating ability of the society and the study of social innovation reveal new aspects of competitiveness. Business, non-profit or public leaders can better synchronize their strategies with the expectation of consumers, communities and constituencies if their intentions to shape institutional settings fit better to the norms and conventions of the social and economic stakeholders.

O crescimento do sector não lucrativo, por força da criação de novas organizações sem fins lucrativos, tem-se acentuado nos últimos anos tentando dar resposta ao serviço público que a comunidade exige e que o Estado não tem sabido dar resposta. O sector não lucrativo, ou terceiro sector, realiza funções sociais ou culturais relevantes para a sociedade sem o objectivo de produzir lucros. Em Portugal não existem, para este sector, padrões específicos para os modelos de gestão nem tipologias de informação a utilizar pelos seus stakeholders e, por isso, utilizam-se os mesmos moldes do sector empresarial, cumprindo assim a real consistência do isomorfismo mimético. Existe claramente uma diferença entre os objectivos da informação financeira e não financeira nas organizações lucrativas e nas não lucrativas, e essa destrinça tem a ver directamente com os tipos de destinatários e utilizadores da informação. A abordagem às práticas de corporate governance é uma incontornável realidade no mundo organizacional actual face ao crescente aumento das preocupações das organizações enquanto agentes económicos, sociais e políticos. A sociedade exige às organizações não lucrativas transparência e accountability da informação financeira e não financeira (Carvalho & Blanco, 2007a)) e por isso a adopção de práticas de governance pode trazer benefícios na solução de alguns problemas de gestão. Esta investigação pretende, assim, fazer uma revisão de literatura sobre os modelos de governance, numa abordagem à gestão das organizações sem fins lucrativos de âmbito local, contribuindo assim para a possível definição de um modelo de governance próprio para o sector não lucrativo português.

El Projecte Hifa és una xarxa dinamitzadora del tercer sector (entitats, associacions,fundacions, etc.) i fomentadora de la participació ciutadana des d'aquest àmbit. Té una marcadatransversalitat d'àmbits d'actuació, ja que cada entitat treballa sobre el tema quel'incumbeix. Tot i això, el motor de la xarxa son les entitats naturalistes, conservacionistes itotes aquelles que directe o indirectament treballin en temes ambientals, per tal que, amesura que s'estableixin relacions amb entitats d'altres àmbits, les vagin influenciant iambientalitzant, enriquint-se al seu torn amb les experiències que els ofereixin aquestes.Per tal d'agilitzar la implementació de la xarxa, el mètode més eficaç és acotant l'àmbitgeogràfic a un nivell que generi quantitats d’informació fàcilment gestionable, i a partird'aquí, anar creixent de forma horitzontal, no jeràrquica, creant cèl•lules noves en altresparts del territori i connectant-les entre elles. Cross-sector collaboration and partnerships have become an emerging and desired strategy in addressing huge social and environmental challenges. Despite its popularity, cross-sector collaboration management has proven to be very challenging. Even though cross-sector collaboration and partnership management have been widely studied and discussed in recent years, their effectiveness as well as their ability to create value with respect to the problems they address has remained very challenging. There is little or no evidence of their ability to create value. Regarding all these challenges, this study aims to explore how to manage cross-sector collaborations and partnerships to be able to improve their effectiveness and to create more value for all partners involved in collaboration as well as for customers. The thesis is divided into two parts. The first part comprises an overview of relevant literature (including strategic management, value networks and value creation theories), followed by presenting the results of the whole thesis and the contribution made by the study. The second part consists of six research publications, including both quantitative and qualitative studies. The chosen research strategy is triangulation, as the study includes four types of triangulation: (1) theoretical triangulation, (2) methodological triangulation, (3) data triangulation and (4) researcher triangulation. Two publications represent conceptual development, which are based on secondary data research. One publication is a quantitative study, carried out through a survey. The other three publications represent qualitative studies, based on case studies, where data was collected through interviews and workshops, with participation of managers from all three sectors: public, private and the third (nonprofit). The study consolidates the field of “strategic management of value networks,” which is proposed to be applied in the context of cross-sector collaboration and partnerships, with the aim of increasing their effectiveness and the process of value creation. Furthermore, the study proposes a first definition for the strategic management of value networks. The study also proposes and develops two strategy tools that are recommended to be used for the strategic management of value networks in cross-sector collaboration and partnerships. Taking a step forward, the study implements the strategy tools in practice, aiming to show and to demonstrate how new value can be created by using the developed strategy tools for the strategic management of value networks. This study makes four main contributions. (1) First, it brings a theoretical contribution by providing new insights and consolidating the field of strategic management of value networks, also proposing a first definition for the strategic management of value networks. (2) Second, the study makes a methodical contribution by proposing and developing two strategy tools for value networks of cross-sector collaboration: (a) value network mapping, a method that allows us to assess the current and the potential value network and (b) the Value Network Scorecard, a method of performance measurement and performance prediction in cross-sector collaboration. (3) Third, the study has managerial implications, offering new solutions and empirical evidence on how to increase the effectiveness of cross-sector collaboration and also allow managers to understand how new value can be created in cross-sector partnerships and how to get the full potential of collaboration. (4) And fourth, the study also has practical implications, allowing managers to understand how to use in practice the strategy tools developed in this study, providing discussions on the limitations regarding the proposed tools as well as general limitations involved in the study.

The topic of organizational capacity and organizational capacity-building has gained importance among Canadian nonprofit sport organizations. This is illustrated by practitioners calling for increased attention to the capacity-building matters of nonprofit organizations, and two critical Canadian federal government documents outlining strategic direction for the nonprofit sport sector. Consequently, the purpose of this quantitative research study was to develop a valid and reliable survey to categorize nonprofit sport organizations into capacity types identified by Stevens (Stevens, 2006). This quantitative research study offers a preliminary development towards achieving a reliable and valid tool for assessing types of nonprofit sport organizational capacity. This research provides interesting insight into what capacity means by organizing the all-encompassing literature into an easy to understand framework. In addition, it sets the stage for future researchers to build upon this survey development process to achieve a reliable and valid capacity measuring tool.
