The Lower Mekong Basin has extensive wetlands and these are being threatened by numerous problems. Most of these problems are interdependent and interact with one another. The lack of an appropriate definition of wetlands applicable to the region, pervasive inefficiencies and chronic lack of funds among riparian governments, and the poor appreciation of the true economic importance of wetlands and its resources are among the most prominent. The current definition, based on the Convention on Wetlands (Ramsar, Iran, 1971), is too broad when compared to the understanding of wetlands as being swamps, marshes and the like, and was developed specifically for wetlands with international importance as waterfowl habitats. Furthermore, wetlands are composed of different types of resources, which require different modes of management. Often, institutional competition, overlapping mandates and sometimes jealousies occur between government departments when they try to assert their authority on a particular wetland resource and use, and put forward their development plans without considering how these may conflict with other wetlands uses. Finally, effective wetland management requires reliable statistics or information on rate of harvest of natural resources such as fish and others, fishing/harvesting methods over time in order to determine the level of exploitation, and the status of the natural resources. This information is needed to identify opportunities for expansion, to establish historical trends, and to determine when management interventions are necessary to protect the resources from being overused by other developments. In order to address these issues, ICLARM - The World Fish Center has launched a project, the aim of objectives of which are described in this paper.

Improvements to traditional brackishwater shrimp culture in the Mekong Delta, Vietnam are discussed. A technical support program has been implemented based on a so-called improved extensive shrimp culture method, as previously developed and tested by the Artermia and Shrimp Research and Development Center (ASRDC). The program focuses on: 1) the use of hatchery-produced postlarvae (of Penaeus monodon and P. merguinensis) nursed for three to four weeks, and 2) the application of low-cost pond management practices including predator control, supplementary feeding and frequent water renewal. A credit program, managed as a revolving fund was made available. A dialogue among participating farmers was encouraged through the organization of group meetings before and after each production cycle.

The Mekong River delta of Vietnam supports a thriving aquaculture industry but is exposed to the impacts of climate change. In particular, sea level rise and attendant increased flooding (both coastal and riverine) and coastal salinity intrusion threaten the long-term viability of this important industry. This working paper summarizes an analysis of the economics of aquaculture adaptation in the delta, focusing on the grow-out of two exported aquaculture species—the freshwater striped catfish and the brackish-water tiger shrimp. The analysis was conducted for four pond-based production systems: catfish in the inland and coastal provinces and improved extensive and semi-intensive/intensive shrimp culture.

 在澜沧江下游/ 湄公河上游的滇南西双版纳地区,通过样方法比较了热带雨林的连片与3 个小片断的物 种多样性变化趋势。与连续森林比较,片断热带雨林的植物物种丰富度和物种多样性指数都比较低,而且有相当低 比例的大高位芽、中高位芽和附生等生活型植物,而藤本、小高位芽和矮高位芽等生活型植物的比例则较高;泛热 带、热带亚洲至热带非洲的区系成分比例较高,而当地成分则减少;群落的上层树木比下层树木更加稳定。同样,动 物的物种多样性指数和均衡度在片断热带雨林中都较低,与其密切相关的是片断热带雨林的环境质量,而不是片 断的大小。此外,也探讨了片断热带雨林物种变化与森林小气候的关系,阐明了由凉湿向干暖转化的“林内效应"是 其物种变化的重要原因之一。

In rural areas of the Mekong Countries, the problem of electricity supplying rural communities is particularly alarming. Supplying power to these areas requires facilities that are not economically viable. However, government programs are under way to provide this product that is vital to community well being. A nation priority of Mekong Countries is to provide electrical power to people in rural areas, within normal budgetary constraints. Electricity must be introduced into rural areas in such a way that maximize the technical, economic and social benefit. Another consideration is the source of electrical generation and the effects on the natural environment. The main research purpose is to implement field tests, monitoring and evaluation of the PV-Diesel Hybrid System (PVHS) at the Energy Park of School of Renewable Energy Technology (SERT) in order to test the PVSH working under the meteorological conditions of the Mekong Countries and to develop a software simulation called RES, which studies the technical and economic performance of rural electrification options. This software must be easy to use and understand for the energy planner on rural electrification projects, to evaluate the technical and economic performance of the PVHS based on the renewable energy potential for rural electrification of the Mekong Country by using RES. Finally, this project aims to give guidance for the possible use of PVHS application in this region, particularly in regard to its technical and economic sustainability. PVHS should be promoted according to the principles of proper design and adequate follow up with maintenance, so that the number of satisfied users will be achieved. PVHS is not the only possible technology for rural electrification, but for the Mekong Countries it is one of the most proper choices. Other renewable energy options such as wind, biomass and hydro power need to be studied in future.

El tráfico de personas especialmente el de mujeres para la explotación sexual en la región del Gran Mekong es un hecho que está afectando a la situación interna de los países, circunstancia que genera la necesidad de crear marcos de cooperación entre los gobiernos y las agencias de la ONU como mecanismo para tratar de dar solución al problema. Algunos países de la región como Tailandia, Camboya, Myanmar y Vietnam han iniciado este proceso como medida de prevención buscando así un mayor control judicial y laboral al igual que evitar una mayor violación de derechos humanos. Por esta razón Vietnam ha aprovechando las iniciativa de la ONU a través de sus agencias (OIT, UNODC y UNIAP) para emprender una lucha contra este problema y al mismo tiempo integrarse con los países de la región por que es a través de esto que se pueden lograr mayores resultados y beneficios. La cooperación internacional se ha convertido en uno de los mecanismos más utilizados por los estados para ayudar a darle solución a los problemas que no han podido resolver por ellos mismos. Este mecanismo ha permitido al gobierno vietnamita desarrollar algunas medidas contra el tráfico de mujeres para la explotación sexual. Esta investigación tiene como objetivo principal Analizar la cooperación entre la ONU a través de sus agencias especiales: OIT, UNIAP y UNODC y el gobierno vietnamita sobre el tráfico y explotación sexual de mujeres en la región de Mekong durante el periodo 2004 – 2008. Es por esto que en el primer capítulo se hace una descripción de la problemática sobre el tráfico y explotación sexual de mujeres en la región del Mekong, en el segundo se analiza la influencia de los proyectos de la ONU sobre la creación de políticas internas y externas en Vietnam lo que nos lleva a finalizar con una evaluación del alcance de las políticas que ha desarrollado Vietnam como resultado de la cooperación. La base teórica de este trabajado está planteada a través del enfoque básico del liberalismo y las teorías que lo abarcan son el Neoliberalismo Institucional de Robert Keohane y el Funcionalismo de David Mitrany, quienes analizan las instituciones internacionales y los temas de cooperación internacional entendidos como mecanismos que ayudan a resolver las falencias que el estado no puede suplir, de igual manera retoma la importancia de temas de la agenda mundial como lo son los derechos humanos, el medio ambiente y la economía.

El propósito de la presente investigación es evaluar la incidencia regional de las iniciativas chinas a favor de la gestión del agua del Río Mekong como elementos que contribuyen en la construcción de la percepción favorable para el gigante asiático. Producto del conjunto de reformas aplicadas desde 1978, China fue objeto de un crecimiento económico exponencial que algunos académicos denominan milagroso; sin embargo, dicho proceso involucró un impacto negativo sobre el medio ambiente y en particular sobre el agua del Estado. El deterioro ambiental chino implicó, por un lado, el desarrollo de medidas internas que pretenden reversar los efectos descritos en el marco de las diferentes cumbres mundiales sobre medio ambiente y por otro, la participación en iniciativas de carácter subregional que denotan cierto grado de pro-actividad del gigante asiático en materia ambiental.

Declining biodiversity in agro-ecosystems, caused by intensification of production or expansion of monocultures, is associated with the emergence of agricultural pests. Understanding how land-use and management control crop-associated biodiversity is, therefore, one of the key steps towards the prediction and maintenance of natural pest-control. Here we report on relationships between land-use variables and arthropod community attributes (for example, species diversity, abundance and guild structure) across a diversification gradient in a rice-dominated landscape in the Mekong delta, Vietnam. We show that rice habitats contained the most diverse arthropod communities, compared with other uncultivated and cultivated land-use types. In addition, arthropod species density and Simpson's diversity in flower, vegetable and fruit habitats was positively related to rice cover in the local landscape. However, across the landscape as a whole, reduction in heterogeneity and the amount of uncultivated cover was associated, generally, with a loss of diversity. Furthermore, arthropod species density in tillering and flowering stages of rice was positively related to crop and vegetation richness, respectively, in the local landscape. Differential effects on feeding guilds were also observed in rice-associated communities with the proportional abundance of predators increasing and the proportional abundance of detritivores decreasing with increased landscape rice cover. Thus, we identify a range of rather complex, sometimes contradictory patterns concerning the impact of rice cover and landscape heterogeneity on arthropod community attributes. Importantly, we conclude that that land-use change associated with expansion of monoculture rice need not automatically impact diversity and functioning of the arthropod community.

The Mekong River serves China, Myanmar, Thailand, Laos, Cambodia and Vietnam covering an area of approximately 795, 000 square kilometres and the Mekong River basin is a delicate eco-system rich in natural resources and bio-diversity. Competing demands for increasingly scarce supplies of water, the reciprocal impacts of land and water uses and inadequate governance arrangements have given rise to conflicts that has to be resolved by policy making to facilitate a process, whereby the main principles adopted in the Mekong River Agreement can be implemented.
