En este artículo analizaremos el diseño y la implementación de tres medidas que tuvieron diferentes repercusiones en el tiempo : la 'municipalización' (1976-1980); la selección de intendentes en 1981 y el recorte del gasto público hacia 1982. En primer lugar, veremos que la política de municipalización se inscribió en un programa más general de reducción del aparato estatal sostenido por el ministro de Economía, José Martínez de Hoz (1976-1981). Observaremos que, en algunos distritos, dicha municipalización careció del impacto que los propios funcionarios le atribuían. En segundo término, presentaremos las derivaciones que tuvo la política de selección de intendentes en 1981. Clausurados los mecanismos electorales, los gobernadores tenían la autoridad exclusiva para nombrar y remover intendentes. Esta práctica comenzó a ser denunciada públicamente por los grupos que se sentían perjudicados. Sin elecciones ala vista, el gobernador y sus ministros respondieron a los reclamos de distintas maneras, lo que acentuó la arbitrariedad. En algunos casos atendieron a las protestas y en otros las ignoraron abiertamente. En tercer lugar, estudiaremos los efectos de las medidas económicas de ajuste que debieron aplicar los intendentes al final del Proceso. Por un lado, aparecieron movimientos de 'amas de casa' que presionaban para que bajaran los precios; y por el otro, los intendentes en persona admitían que la política económica los estaba afectando directamente

The deformation and failure micromechanisms of a hybrid 3D woven composite were studied in tension. Plain and open-hole composite coupons were tested in tension until failure in the fill and warp directions, as well as fiber tows extracted from the dry fabric and impregnated with the matrix. The macroscopic evolution of damage in the composite coupons was assessed by means of periodic unloading–reloading (to obtain the elastic modulus and the residual strain), whereas the microscopic mechanism were established by means of X-ray computed microtomography. To this end, specimens were periodically removed from the mechanical testing machine and infiltrated with ZnI-containing liquid to assess the main damage modes as a function of the applied strain. The experimental observations and the predictions of an isostrain model were used to understand the key factors controlling the elastic modulus, strength and notch sensitivity of hybrid 3D woven composites in tension. It was found that the full contribution of the glass fibers to the composite strength was not employed, due to the premature fracture of the carbon fibers, but their presence increased the fracture strain and the energy dissipated during fracture. Thus, hybridization of the 3D woven composite led to a notch-insensitive behavior as demonstrated by open-hole tests

El hematoma postoperatorio es una de las complicaciones más graves en neuro-cirugía, con una mortalidad que varía entre un 18 y 32%, y una morbilidad significativa. Se han identificado factores de riesgo clínicos, perioperatorios y patológicos que aumentan la probabilidad de sufrir esta complicación. Los autores reportan el caso de un paciente que presentó un hematoma postoperatorio luego de la exéresis de una metástasis cerebral y analizan las posibles causas que llevaron a dicha complicación. Asimismo realizan una exhaustiva revisión no sistemática de la literatura referente a la hemorragia postoperatoria, sus factores de riesgo y manejo perioperatorio.

El movimiento cooperativo vivió en el año 2012 un impulso renovado con la celebración del Año Internacional de las Cooperativas de Naciones Unidas (ONU), siendo su objetivo fomentar y dar visibilidad al papel que juegan las cooperativas en el desarrollo. En este trabajo, se presentan los resultados cualitativos de las entrevistas realizadas a expertos del sector en el ámbito internacional siguiéndose la metodología Delphi, con la que se recaban valoraciones expertas de la situación y retos del movimiento en distintos países, de los logros de la celebración ese Año Internacional y de las posibilidades de cumplimiento de los objetivos marcados para la próxima década por las organizaciones representativas del sector a nivel internacional.

1. The changes in the composition and distribution of the plankton of the southern North Sea have been investigated month by month, from June 1932 to December 1937; the present report deals with the phytoplankton. The survey was carried out by the Continuous Plankton Recorder, towed at a standard depth of 10 metres, by ships on regular steamship lines across the North Sea from Hull towards the Skagerrak, to Bremen and to Rotterdam, and later between London and Esbjerg. 2. The material and methods are described, together with a discussion on the validity of this type of survey and some comparison of its results with those obtained by other methods (pp. 76-86). 3. Particular attention has been paid to Rhizosolenia styliformis (pp. 92- 107), Biddulphia sinensis (pp. 108-115), Phaeocystis (pp. 149-153), and the Dinoflagellates (pp. 134-149); of these the first three are known to be of particular importance in relation to the herring fisheries. More generalised data are available for the principal diatoms other than R. styliformis and B. sinensis (pp. 116-134). 4. The main part of the work is an ecological study of the phytoplankton changes in time and space over the 5½ years. Each year is marked by some distinct variations in the abundance and the times of increase, maximum numbers and decline as recorded in the different forms. These variations in the annual cycles are compared on the different lines by a series of graphs arranged against a time scale of months, a set for each year being placed side by side (Plates I-XXI). More detailed studies by more frequent records were made in the autumns of 1934, 1935, 1936 and 1937 (cf. Figs. 3 and 4). The changes in spatial distribution are shown by a series of monthly maps arranged in a similar manner for each year (Plates XXII-LXIV). These intensive studies of the changes in time and space are also intended to form the basis for correlations with other features in the general ecology of the area (e. g. the zooplankton, hydrology, meteorology and fisheries) to be made in later publications. 5. Whilst each form has shown its own peculiar features, a trend towards a general increase in the phytoplankton as a whole has been observed during the period, although the years 1934 and 1936 have in some respects shown deviations and regressive features, and not all organisms have revealed the same trend. The possible relation of this gradual trend to other events observed in recent years in these and neighbouring waters is discussed (pp. 162-167). 6. The application of these results to the study of patchiness (pp. 154-158), inter-relationships in the plankton (pp. 159-160) and to water movements (pp. 160-162) is briefly discussed.

Garden of the Chapman Park Hotel, Wilshire Boulevard between Mariposa and Alexandria Avenues, Los Angeles, 1935. Formerly named the Alexandria Hotel, it was built in 1906 and enlarged in 1909. The Santa Ysabel Land Company, controlled by Charles C. Chapman and his son, Stanley Chapman, purchased the hotel in 1930. It housed the United States women for the 1932 Olympics in Los Angeles.
