Executive Summary The use of full-body restraint devices is a widespread practice in Iowa’s county jails. Full-body restraints come in the form of restraint chairs, boards, and beds, including two such devices manufactured in Iowa. Iowa law, which refers to these as four- and fivepoint restraints, states they are only to be used when an inmate is a threat to self, others, or jail security. However, the Ombudsman found they were also used on inmates who caused minor disruptions or in response to an inmate’s verbal abuse. In some cases, the restraints were used on inmates with known mental illness who were acting out, though no attempts were made to seek medical or mental health reviews for those inmates while restrained, leading to extended use of the restraint device.

The Iowa Law Enforcement Academy (ILEA) was created by an act of the Iowa legislature in 1967 with its purpose being to upgrade law enforcement to professional status. The specific goals were to maximize training opportunities for law enforcement officers, to coordinate training and to set standards for the law enforcement services. The Academy establishes minimum standards for Iowa law enforcement and grants officer certification. The Academy has the responsibility to de-certify or to suspend officer‟s certification when necessary.

The Iowa Law Enforcement Academy Council, in recognizing the importance of physical fitness status for job performance, established this physical test regimen as a employment standard effective February 15, 1993. No person can be selected or appointed as a law enforcement officer without first successfully passing all of the elements of this test. (See 501 IAC 2.1, adopted pursuant to Section 80B.11(5), Code of Iowa.) Upon entry into the Academy every candidate will be given the same test as an assessment for training purposes and to ensure that each recruit can undergo the physical demands of the Academy without undue risk of injury, and with a level of fatigue tolerance to meet all Academy requirements. If at the time of entrance into the Academy an officer does not meet minimum standards, he or she will not be admitted. This pamphlet will provide information on the rationale, purpose, testing procedures, standards of performance and fitness activities to prepare for the fitness testing. It is intended to answer the basic questions pertaining to all aspects of the fitness testing process.

The Academy remains committed to bringing cutting edge programming to law enforcement, jailers, and telecommunicators across Iowa, as evidenced by partnerships with the Federal Law Enforcement Training Center, the International Association of Chiefs of Police, the Secret Service, the Midwest Counterdrug Training Center, Northwestern University’s Center for Public Safety, and many others. The Academy is looking forward to growing its presence within the law enforcement community as the “go to” resource by also serving as a bulletin board for training around the state.

Less-lethal weapons are used in law enforcement to neutralize combative individuals and to disperse riot crowds. Local police recently used such an impact weapon, the Flash-Ball, in two different situations. This gun fires large rubber bullets with kinetic energies around 200 J. Although it is designed to avoid skin penetration, impacts at such energies may still create major trauma with associated severe injuries to internal organs. This is a report of 2 patients shot with the Flash-Ball who required medical attention. One could be discharged quickly, but the other required hospitalization for heart and lung contusion. Both patients required advanced investigations including computed tomography (CT) scan. The medical literature on injuries induced by less-lethal impact weapons is reviewed. Impacts from the Flash-Ball can cause significant injury to internal organs, even without penetration. Investigations as for other high-energy blunt traumas are called for in these cases.

La réforme des secteurs de sécurité est au cœur du processus de reconstruction postconflictuelle et du rétablissement de l’État de droit. Souvent implantées par des acteurs internationaux, ces réformes sont nécessaires au développement socio-économique des sociétés sortant de conflit. L’objectif premier de ce travail est d’établir si la coordination des forces militaires et policières internationales a une influence sur la réussite de la réforme des secteurs de sécurité dans le cadre des missions de paix de l’ONU. L'hypothèse de départ est la suivante : la coordination entre les policiers et les militaires sur le terrain, facilitée par la coopération entre les composantes policières et militaires du Département des opérations de maintien de la paix de l'ONU (DOMP), favorise le succès de la RSS. C’est la culture bureaucratique de l’ONU qui influencera la qualité et le degré de coopération entre les composantes policières et militaires du DOMP. Cela sera vérifié à travers l’étude en deux temps de l’aide internationale apportée à la réforme des secteurs de sécurité en Haïti de 1993 à 1997, puis de 2004 à aujourd’hui. La qualité de la coordination entre policiers et militaires dépend de facteurs internes à la mission plutôt que des initiatives mises de l’avant par les quartiers généraux de l’ONU. De plus, la coordination militaropolicière sur le terrain facilite certains aspects de la réforme des secteurs de sécurité, comme la professionnalisation des forces policières locales et le rétablissement de la sécurité.
