Current library trends and ongoing shifts are driven by numerous factors including macroeconomic environments, technological impacts, and institutional changes. Strategic needs are as varied as the many individual libraries and their circumstances, but the need is universal for thoughtful leadership in navigating change. While worldlows adapt to changing environments in the short term, long-term shifts require thoughtful leadership and long-range thinking. As libraries and collection management navigate continuing shifts, businesses face similar challenges; this article distills strategies' philosophical underpinnings from library and business scholarship.

This article ask itself about the permanence of Marx and Engels’ Communist Manifest, demarking the text in its own time (1848), in the last Engels’ day’s life (1895), at the moment of the explosion of the German socialist revolution (1918) and today. !e conclusion is that this text remains current while it is necessary the theoretical and practice criticize of the capital.

O artigo, produzido no âmbito das comemorações dos 80 anos de publicação do Manifesto dos Pioneiros da Educação Nova, interroga-se sobre a atualidade dessa carta. Para tanto, explora as condições históricas de emergência do documento, os significados atribuídos à Escola Nova no Brasil na década de 1930 e as contendas ocorridas na arena educacional no período. Além disso, discorre sobre as especificidades do movimento escolanovista brasileiro, procurando demonstrar que a Escola Nova constituiu-se no país como uma fórmula, com significados múltiplos e distintas apropriações produzidas no entrelaçamento de três vertentes: a pedagógica, a ideológica e a política. No que tange ao primeiro aspecto, a indefinição das fronteiras conceituais permitiu que a expressão Escola Nova aglutinasse diferentes educadores, católicos e liberais, em torno de princípios pedagógicos do ensino ativo. No segundo caso, a fórmula ofereceu-se como meio para a transformação da sociedade, servindo às finalidades divergentes dos grupos em litígio. Já na terceira acepção, tornou-se bandeira política, sendo capturada como signo de renovação do sistema educacional pelo Manifesto e por seus signatários. Assim, o documento emergiu como parte do jogo político pela disputa do controle do Estado e de suas dinâmicas, e, portanto, como elemento de coesão de uma frente de educadores que, a despeito de suas diferenças, articulava-se em torno de alguns objetivos comuns, como laicidade, gratuidade e obrigatoriedade da educação. Ademais, ele também foi representante de um grupo de intelectuais que abraçava um mesmo projeto de nação, ainda que com divergências internas.

In the European Union, lending is an exclusive right for copyright and related rights, but Member States can transform public lending to a right of remuneration and even exempt some establishments from any payment. The making available of works online is not covered by the public lending right regime of the Rental and Lending Directive but is considered as an act of making available governed by the InfoSoc Directive. As a consequence, libraries are currently not allowed to digitally transmit works to their patrons as lending, but have entered into licenses with publishers to develop an offer of lending of e-books, also called e-lending, with the intermediation of dedicated platforms operated by commercial actors. Compared to physical lending, e-lending is not based on ownership of the book by libraries but on its provision by this intermediary. This paper discusses how the objective of enabling libraries to engage in e-lending should be achieved, and what is the proper dividing line between a market-based solution, as developing today, and a limitation to exclusive rights. The impact of an extension of the public lending right to e-lending should be assessed, but not based on a criterion of direct substitution of a book on loan at the library to a book bought at a retailer. By definition, libraries are substitutes to normal trade. Instead, the overall effect of lending to the commercialisation of books and other works should be verified. Particular conditions for a limitation in favour of lending are also addressed, and notably the modalities of lending (a limited duration, one simultaneous user per title, …), not to make e-lending through libraries easier and preferable to the normal acquisition of an e-book. This paper argues in favour of some and controlled extension of the public lending right to cover the lending of e-books and other digital content. For the role of libraries is essential in providing access to works and culture to readers who would or could not rely only on normal acquisition of books or other items on the market, to works that are not provided by the market, and to material for research. Libraries are a third sector providing access to works, aside the market and non-market exchanges between individuals. This role should not lose its relevance in the digital context, or it would culturally impoverish future generations of readers.
