Reposant sur un devis qualitatif, la présente recherche vise à comprendre les attitudes des bibliothécaires québécois vis-à-vis la liberté intellectuelle et la censure dans le contexte des bibliothèques publiques. Les données ont été colligées par le biais d’entrevues semi-structurées menées auprès de 11 bibliothécaires, dont six directeurs, responsables en tout ou en partie du développement des collections ainsi que de la gestion des plaintes relatives à l’offre documentaire. Les témoignages recueillis ont fait l’objet d’une analyse thématique. À l’instar des études antérieures ayant porté sur le sujet, la présente recherche a permis de constater qu’il existait un écart entre les attitudes des participants vis-à-vis la liberté intellectuelle en tant que concept et la liberté intellectuelle en tant qu’activité. Tout en étant en faveur de la liberté d’expression, les bibliothécaires étaient en accord, sous certaines circonstances, de mesures restrictives. Plus que des défenseurs de la liberté intellectuelle, les bibliothécaires seraient ainsi des gardiens du consensus social, ayant sans cesse à (re)négocier la frontière entre les valeurs individuelles et sociétales. L’analyse des données a également permis de révéler que les bibliothécaires québécois seraient moins activement engagés que leurs collègues canadiens et américains dans la lutte pour la défense et la promotion de la liberté intellectuelle. Ce faible engagement serait notamment lié à une importante variable culturelle. L’absence de lobbies religieux et le développement tardif des bibliothèques publiques ont en effet été identifiés comme deux facteurs qui auraient une influence sur l’engagement des bibliothécaires québécois en faveur de la liberté intellectuelle.

La non-violence fait référence à une idéologie et un ensemble de pratiques qui ont pour caractéristique commune de rejeter la violence sous toutes ses formes dans l’actualisation quotidienne. La non-violence est cependant devenue également un outil auquel certains recourrent dans des objectifs qui ne servent pas nécessairement le bien commun. En d’autres termes, la non-violence n’est pas systématiquement un outil de paix. Elle est un moyen d’obtenir ce que l’on veut, sans recourir à la violence. Cette thèse propose une vision de la non-violence au service du bien commun. Elle puise dans l’historicité de grands événements et acteurs qui ont utilisé la non-violence pour libérer une collectivité de formes d’oppression qui amenuisaient la dignité humaine. Elle fait référence à des auteurs et acteurs qui ont influencé le théologien processuel David Ray Griffin dans sa propre démarche d’enseignement et de recherche théologiques sur une quarantaine d’années, soient de la guerre du Vietnam à celle d’Iraq. Les dates survolées vont de 1968 à 2008. Une première démarche entreprise par la recherche est de comprendre le plus précisément possible quelles sont les avenues les plus récentes concernant la non-violence et d’explorer ses influences sur la vie et la carrière du théologien processuel États-Unien David Ray Griffin. En second lieu, une rétrospective historique des événements marquants aux États-Unis permet de cerner le contexte au sein duquel Griffin a évolué et comment son discours a laissé transparaître ces influences historiques, sociales et académiques. Une analyse plus centrée sur la politique extérieure des États-Unis en matière d’économie et de militarisme aiguille vers l’identification de signes que Griffin qualifie lui-même d’anti-théologiques, ce qui l’incite à élaborer une vision paradigmatique globalisante, équilibrée selon lui, où les ressources planétaires sont redistribuées dans un souci d’équité et de justice. Pour ce faire, un tribunal international, une religion globale, à l’image de ce que propose la pensée processuelle whiteheadienne-hartshornienne sont proposés. Griffin en brosse les grands traits dans un discours où l’exhortation s’assortit d’une méthodologie et d’une pédagogie éprouvés depuis 40 ans. Une grille d’analyse des textes griffiniens est par la suite élaborée, structurant les différentes composantes fondamentales de sa pensée. Un modèle d’intégration des valeurs de la non-violence est dégagé des lectures, applicable à d’autres disciplines. Appuyé sur une tradition authentique d’auteurs non-violents, David Ray Griffin présente les caractéristiques d’un homme de paix, duquel les idéaux débordent le cadre national pour rejoindre le planétaire, dans une visée résolument sotériologique. Cette visée devient urgente alors que les événements des attentats terroristes du World Trade Center du 11 septembre 2001 font dire à Griffin que non seulement les États-Unis sont engagés dans une démarche impérialiste démoniaque, mais qu’ils contribuent de manière accélérée à la destruction de la planète. Il faut absolument, croit-il, renverser le courant et devenir, pour le monde, un leader de la réparation des écosystèmes, des économies et des sociétés. S’adjoignant des auteurs d’autres disciplines, et toujours dans un cadre processuel, Griffin entreprend le long périple pédagogique qu’est celui de convaincre le plus grand nombre d’individus possible que le temps est venu d’agir.

El artículo analiza la relación que ha existido en Colombia a partir de la década de los años 90 s- entre el impuesto de renta y la generación de empleo. En el estudio se identificaron los principales obstáculos que enfrenta la política tributaria colombiana; entre ellos los altos costos laborales salariales y no salariales (impuestos a la nómina), la acción de los grupos de presión, el desempleo, excesos en la formulación de exenciones y descuentos tributarios injustificados al igual que la necesidad de formular políticas tributarias y laborales viables a mediano y largo plazo. Como puede verse a lo largo de la investigación, estos elementos han impedido la consecución de una política tributaria óptima que contemple los principios de equidad, progresividad, eficiencia y flexibilidad.

El problema del transporte público colectivo (TPC) en Bogotá es complejo, caracterizado por una inconstante sobreoferta que se ve reflejada, como primera medida, en una tarifa para el transporte público inflada por encima del costo real. Sumado a esto, la debilidad institucional es muy grande, generando así una acumulación de poder a favor de los transportadores, a quienes la sobreoferta les resulta lucrativa. Y si le adicionamos el componente de incentivos que la misma Administración Distrital promueve, con el ineficiente sistema de funcionamiento y adjudicación de rutas, la situación se hace aún más critica. Para reducir la sobreoferta el gobierno de Bogotá ha promulgado una serie de políticas que no han resultado efectivas. Las más estructuradas y optimistas se dieron en la administración Mockus, donde se expidieron los decretos 112 a 116 de 2003 de reestructuración del transporte público, que buscaban reducir la sobreoferta y mejorar la calidad del servicio, que iba en decadencia. El siguiente documento intenta analizar como los decretos mencionados pueden haber sido apenas una estrategia jurídica y una muy limitada política pública al menos por 3 razones especificas: la primera hace referencia a las deficiencias en el momento de la planificación y formulación de la política pública, la segunda analiza el problema de desconocer la existencia e influencia determinante de los transportadores como grupo de presión con poderes económicos y políticos. Y la tercera describe de que manera el alto grado de impunidad a la hora de detectar, juzgar y sancionar a los infractores; ha creado aún más traumatismos en la implementación de estas normas.

El presente estudio de caso pretende explicar los mecanismos de respuesta que incorpora la política migratoria de España, específicamente la Ley Orgánica 4/2000. Este tipo de investigación permite observar el grado de incidencia entre las variables frente a las relaciones diplomáticas binacionales Colombia - España y tiene como objetivo analizar los mecanismos de respuesta de los migrantes colombianos frente a la política migratoria de España en el periodo 2005-2010. Se explican las acciones, proyectos y dimensiones de esta política migratoria y se analiza la posición de los migrantes colombianos frente a dicha política, que incide en aspectos relacionados con el empleo, la calidad de vida y la salud, mediante la teoría Push-Pull de Ernst Georg Ravenstein que permite establecer los mecanismos y las razones de aquellos que emigran. Finalmente, se determinan las acciones utilizadas por los grupos de presión que influyen en la articulación de las relaciones diplomáticas binacionales.

El objetivo de este trabajo es analizar el fenómeno de la participación de las ONG en el marco de la Organización de Naciones Unidas (ONU) y las implicaciones del mismo en las dinámicas de la gobernanza global. Se explican los conceptos principales para el análisis y posteriormente se hace una revisión de los antecedentes que permitieron el desarrollo de dicho fenómeno dentro de la organización y fuera de ella. Luego se centra el análisis en la incidencia de las ONG en la ONU y para la gobernanza global; se concluye con una reflexión sobre lo que puede esperarse de esta incidencia para el futuro de la organización.

Current approaches for the reduction of carbon emissions in buildings are often predicated on the integration of renewable technologies into building projects. Building integrated photovoltaics (BIPV) is one of these technologies and brings its own set of challenges and problems with a resulting mutual articulation of this technology and the building. A Social Construction of Technology (SCOT) approach explores how negotiations between informal groups of project actors with shared interests shape the ongoing specification of both BIPV and the building. Six main groups with different interests were found to be involved in the introduction of BIPV (Cost Watchers, Design Aesthetes, Green Guardians, Design Optimizers, Generation Maximizers and Users). Their involvement around three sets of issues (design changes from lack of familiarity with the technology, misunderstandings from unfamiliar interdependencies of trades and the effects of standard firm procedure) is followed. Findings underline how BIPV requires a level of integration that typically spans different work packages and how standard contractual structures inhibit the smooth incorporation of BIPV. Successful implementation is marked by ongoing (re-)design of both the building and the technology as informal fluid groups of project actors with shared interests address the succession of problems which arise in the process of implementation.

Este trabalho tem como objetivo identificar os principais conceitos sobre influência no desenho de políticas públicas (grupos de interesse, grupos de pressão e lobby). Esses conceitos são relacionados aos temas de participação e legitimação, no contexto de policy reform, com o objetivo de explorar ideias sobre formas de monitoramento da influência de políticas públicas e apoiar os reformadores, positiva e efetivamente, em sua interação junto aos decisores públicos e outros públicos de interesse.

This work aims to show that the protection of the employment relation is one of the determining factors to respect the principle of the human dignity. The goal is initially to show the devaluation of work from antiquity to the early twentieth century, when the constitutions began to standardize protective devices. This way, the consecration of the social labor rights in the Constitution of 1988 represents the culmination of the historical achievements. This work demonstrates that such rights can not be reduced or suppressed by political conveniences, once these rights are included in the list of immutable clauses. It is displayed that to achieve the fundamental right to work is not well advised to encourage the creation of jobs that maculates the worker s dignity. The outsourced work is, therefore, a classic example of the advancement of precarious forms of contemporary labor. It is inferred that the presence of various forms of harassment results in a degradation of working environment, bringing about dire consequences on professional and personal life of the worker. Thus, decent work must be the appropriate benchmark for the creation of new jobs. It is also shown that the flexibilization of the propaganda rights by certain pressure groups has as main goal to reduce or eliminate rights, based on fallacious data depicting an increase of competitiveness and jobs. In addition, the flexibility implies a growth of the precarization of the work - a reality felt by many workers subjected to such a situation due to the unemployment phenomenon whose origin is not in the protectionism of the norms. It is necessary to expand and structure the constitutionally legitimate institutions to monitor and curb the precarized work, as well as all practices that go against the dignity of the worker. It is also shown the loss of power of the sindicates in the last few years as a consequence of the pulverization workes and the capital attacks through the productive restructure whose outsourcings and privatizations are notorious examples

Das Ehrenamt hat sowohl in der Forschung als auch in der Politik seit Ende der 1980er Jahre zunehmend an Bedeutung gewonnen. Durch ökonomische und soziale Veränderungen, insbesondere die Reduktion staatlicher Leistungen, rückten Wohlfahrts- und Interessenverbände, Bürger- und Umweltinitiativen, Stiftungen und nichtstaatliche Organisationen verstärkt ins öffentliche Interesse. Damit einher ging die Diskussion um freiwillige, unentgeltliche Tätigkeit und die Personen, die diese Tätigkeiten ausüben. Offensichtlich sind nicht alle Menschen bereit, sich ehrenamtlich zu engagieren. Je nach Datenmaterial wird von einer bürgerschaftlichen Beteiligung am ehrenamtlichen Engagement zwischen 13% und 38% ausgegangen (vgl. Rauschenbach 1999: 400). Deshalb stellt sich neben Fragen nach der Funktion des Ehrenamts für die Ausgestaltung der modernen Gesellschaft und der Stabilisationsfunktion für Non-Profit-Organisationen u.a. auch die Frage danach, wie Bürgerinnen und Bürger für ehrenamtliche Dienste rekrutiert werden können. Es interessieren die Gründe dafür, dass sich manche Menschen freiwillig engagieren, während dies andere nicht tun. In der vorliegenden Arbeit soll das Augenmerk auf Personen gerichtet werden, die bereits freiwillig und unentgeltlich tätig sind. Dies schließt auch jene ein, die sich als Freigestellte in den entsprechenden Organisationen engagieren. Gefragt wird nach der Bedingung für die Motivation freiwillig tätiger Menschen, ihr Engagement aufrechtzuerhalten. Die langfristige Bindung Ehrenamtlicher an die Organisation steht damit im Vordergrund. Hiermit wird ein Beitrag zur Diskussion um die Aufrechterhaltung der Effizienzfähigkeit von Freiwilligenorganisationen geleistet, deren Ziel- und Zweckerreichung, so die These, durch die Motivation der Mitglieder maßgeblich getragen wird. Arbeits- und organisationstheoretische Arbeiten messen der Zufriedenheit von Personen dabei entscheidende Bedeutung zu. Die Besonderheit dieser Arbeit liegt in der Auseinandersetzung damit, Ansätze, die in der Forschung auf die Motivation von Angestellten in Unternehmen angewendet werden, auf die Motivation ehrenamtlich Tätiger theoretisch zu übertragen und diese Übertragung empirisch zu überprüfen. Am Beispiel des THW soll untersucht werden, ob die Motivation ehrenamtlicher Mitglieder von der Zufriedenheit mit dem Engagement abhängt.

Both climate change and socio-economic development will significantly modify the supply and consumption of water in future. Consequently, regional development has to face aggravation of existing or emergence of new conflicts of interest. In this context, transdisciplinary co-production of knowledge is considered as an important means for coping with these challenges. Accordingly, the MontanAqua project aims at developing strategies for more sustainable water management in the study area Crans-Montana-Sierre (Switzerland) in a transdisciplinary way. It strives for co-producing system, target and transformation knowledge among researchers, policy makers, public administration and civil society organizations. The research process basically consisted of the following steps: First, the current water situation in the study region was investigated. How much water is available? How much water is being used? How are decisions on water distribution and use taken? Second, participatory scenario workshops were conducted in order to identify the stakeholders’ visions of regional development. Third, the water situation in 2050 was simulated by modeling the evolution of water resources and water use and by reflecting on the institutional aspects. These steps laid ground for jointly assessing the consequences of the stakeholders’ visions of development in view of scientific data regarding governance, availability and use of water in the region as well as developing necessary transformation knowledge. During all of these steps researchers have collaborated with stakeholders in the support group RegiEau. The RegiEau group consists of key representatives of owners, managers, users, and pressure groups related to water and landscape: representatives of the communes (mostly the presidents), the canton (administration and parliament), water management associations, agriculture, viticulture, hydropower, tourism, and landscape protection. The aim of the talk is to explore potentials and constraints of scientific modeling of water availability and use within the process of transdisciplinary co-producing strategies for more sustainable water governance.

Synopsis: Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. Our study seeks to reveal and analyse the causes for professionalization processes in international sport federations, the forms resulting from it, as well as related consequences. Abstract: AIM OF ABSTRACT/PAPER - RESEARCH QUESTION Sport organisations are facing multiple challenges originating from an increasingly complex and dynamic environment in general, and from internal changes in particular. In this context, professionalization seems to have been adopted by sport organisations as an appropriate strategy to respond to pressures such as becoming more “business-like”. The ongoing study seeks to reveal and analyse the internal and external causes for professionalization processes in international sport federations, the forms resulting from it (e.g. organisational, managerial, economic) as well as related consequences on objectives, values, governance methods, performance management or again rationalisation. THEORETICAL BACKGROUND/LITERATURE REVIEW Studies on sport as specific non-profit sector mainly focus on the prospect of the “professionalization of individuals” (Thibault, Slack & Hinings, 1991), often within sport clubs (Thiel, Meier & Cachay, 2006) and national sport federations (Seippel, 2002) or on organisational change (Griginov & Sandanski, 2008; Slack & Hinings, 1987, 1992; Slack, 1985, 2001), thus leaving broader analysis on governance, management and professionalization in sport organisations an unaccomplished task. In order to further current research on above-mentioned topics, our intention is to analyse causes, forms and consequences of professionalisation processes in international sport federations. The social theory of action (Coleman, 1986; Esser, 1993) has been defined as appropriate theoretical framework, deriving in the following a multi-level framework for the analysis of sport organisations (Nagel, 2007). In light of the multi-level framework, sport federations are conceptualised as corporative actors whose objectives are defined and implemented with regard to the interests of member organisations (Heinemann, 2004) and/or other pressure groups. In order to understand social acting and social structures (Giddens 1984) of sport federations, two levels are in the focus of our analysis: the macro level examining the environment at large (political, social, economic systems etc.) and the meso level (Esser, 1999) examining organisational structures, actions and decisions of the federation’s headquarter as well as member organisations. METHODOLOGY, RESEARCH DESIGN AND DATA ANALYSIS The multi-level framework mentioned seeks to gather and analyse information on causes, forms and consequences of professionalization processes in sport federations. It is applied in a twofold approach: first an exploratory study based on nine semi-structured interviews with experts from umbrella sport organisations (IOC, WADA, ASOIF, AIOWF, etc.) as well as the analysis of related documents, relevant reports (IOC report 2000 on governance reform, Agenda 2020, etc.) and important moments of change in the Olympic Movement (Olympic revenue share, IOC evaluation criteria, etc.); and secondly several case studies. Whereas the exploratory study seeks more the causes for professionalization on an external, internal and headquarter level as depicted in the literature, the case studies rather focus on forms and consequences. Applying our conceptual framework, the analysis of forms is built around three dimensions: 1) Individuals (persons and positions), 2) Processes, structures (formalisation, specialisation), 3) Activities (strategic planning). With regard to consequences, we centre our attention on expectations of and relationships with stakeholders (e.g. cooperation with business partners), structure, culture and processes (e.g. governance models, performance), and expectations of and relationships with member organisations (e.g. centralisation vs. regionalisation). For the case studies, a mixed-method approach is applied to collect relevant data: questionnaires for rather quantitative data, interviews for rather qualitative data, as well as document and observatory analysis. RESULTS, DISCUSSION AND IMPLICATIONS/CONCLUSIONS With regard to causes of professionalization processes, we analyse the content of three different levels: 1. the external level, where the main pressure derives from financial resources (stakeholders, benefactors) and important turning points (scandals, media pressure, IOC requirements for Olympic sports); 2. the internal level, where pressure from member organisations turned out to be less decisive than assumed (little involvement of member organisations in decision-making); 3. the headquarter level, where specific economic models (World Cups, other international circuits, World Championships), and organisational structures (decision-making procedures, values, leadership) trigger or hinder a federation’s professionalization process. Based on our first analysis, an outline for an economic model is suggested, distinguishing four categories of IFs: “money-generating IFs” being rather based on commercialisation and strategic alliances; “classical Olympic IFs” being rather reactive and dependent on Olympic revenue; “classical non-Olympic IFs” being rather independent of the Olympic Movement; and “money-receiving IFs” being dependent on benefactors and having strong traditions and values. The results regarding forms and consequences will be outlined in the presentation. The first results from the two pilot studies will allow us to refine our conceptual framework for subsequent case studies, thus extending our data collection and developing fundamental conclusions. Employment-related policies are sensitive by any standard, and they remain basically national despite international labour standards (ILS) being even older than the United Nations. Globalization is changing this situation where countries may have to choose between ‘more’ or ‘better’ jobs. The multilateral framework of the World Trade Organization (WTO) can only have an indirect impact. But Regional Trade Agreements (RTA) and International Investment Agreements (IIA) are emerging as a new way of gradually enhancing the impact of certain labour standards. In addition, unilateral measures both by governments and importers driven by social and environmental consumer preferences and pressure groups increasingly shape the international regulatory framework for national employment policies. Even small, locally operating enterprises risk marginalization and market exclusion by ignoring these developments. The long-term influence of this new ‘network approach’ on employment-related policies, including job location, gender issues, social coherence and migration remains to be seen. Nonetheless, the still flimsy evidence gathered here seems to indicate that this new, international framework might increase sustainable employment where and when supporting measures, including through unilateral preferences and even sanctions, form a ‘cocktail’ which export-oriented industries and their suppliers will find palatable.
