L’objectif de l’essai est d’identifier la stratégie optimale de cotation énergétique des habitations au Québec. À partir des expériences internationales, l’essai évalue, à l’aide d’une analyse multicritère, s’il est plus optimal pour le Québec (scénario A) de continuer à coter la performance énergétique des habitations existantes dans le programme Rénoclimat actuellement en vigueur (hors transactions immobilières) ou (scénario B) d’implanter un système de cotation énergétique pour les habitations lors des transactions immobilières en mode volontaire ou (scénario C) de l’implanter en mode réglementaire. Pour réduire la consommation énergétique et les émissions de gaz à effet de serre des bâtiments, de plus en plus de pays adoptent des législations en matière de cotation énergétique lors des transactions immobilières. Or, au Québec, il existe seulement des programmes de cotation énergétique des habitations existantes hors transactions immobilières dont la participation se fait sur une base volontaire. De plus, des exigences minimales de performance énergétique réglementaires pour les habitations neuves sont en vigueur depuis 2012, mais peu de mécanismes de renforcement sont utilisés pour en assurer le respect. Globalement, selon l’analyse multicritère, dans le cas où un soutien politique est offert et où les ressources financières, techniques, humaines, informatiques et législatives sont disponibles, et ce, tout au long du développement du projet, mais aussi lors de la phase d’opération, le scénario C permet de rencontrer un maximum de bénéfices. Sinon, pour éviter d’investir des ressources humaines et financières supplémentaires, de modifier la législation et de gérer une mise en œuvre complexe, il est possible de continuer à opérer le scénario A. Par contre, ce scénario ne permet pas de développer le plein potentiel de la cotation énergétique. Pour optimiser ce scénario, il est suggéré de renforcir certains éléments du programme. Enfin, il est déconseillé d’implanter le scénario B, à moins qu’il soit temporaire et accompagné d’une annonce dès le début de l’arrivée du système de cotation énergétique en mode réglementaire. En effet, l’analyse multicritère a permis de faire ressortir que les très rares et faibles impacts positifs du scénario B ne font pas le poids face aux ressources requises pour le mettre en œuvre. Dans le cas où l’implantation du scénario C est envisagée, il importe de rappeler que pour profiter des bénéfices estimés, des ressources importantes doivent être investies afin de respecter les nombreux facteurs clés de réussite. Le potentiel du scénario C peut être déployé seulement si ces conditions sont réunies pour s’assurer de la fiabilité du système et, par conséquent, pour assurer l’acceptabilité du public.

The impact of riparian land use on the stream insect communities was studied at Kudremukh National Park located within Western Ghats, a tropical biodiversity hotspot in India. The diversity and community composition of stream insects varied across streams with different riparian land use types. The rarefied family and generic richness was highest in streams with natural semi evergreen forests as riparian vegetation. However, when the streams had human habitations and areca nut plantations as riparian land use type, the rarefied richness was higher than that of streams with natural evergreen forests and grasslands. The streams with scrub lands and iron ore mining as the riparian land use had the lowest rarefied richness. Within a landscape, the streams with the natural riparian vegetation had similar community composition. However, streams with natural grasslands as the riparian vegetation, had low diversity and the community composition was similar to those of paddy fields. We discuss how stream insect assemblages differ due to varied riparian land use patterns, reflecting fundamental alterations in the functioning of stream ecosystems. This understanding is vital to conserve, manage and restore tropical riverine ecosystems.

Solar hotspots are the regions characterized by an exceptional solar power potential suitable for decentralized commercial exploitation of energy. Identification of solar hotspots in a vast geographical expanse with dense habitations helps to meet escalating power demand in a decentralized, efficient and sustainable manner. This communication focuses on the assessment of resource potential with variability in India derived from high resolution satellite derived insolation data. Data analysis reveals that nearly 58% of the geographical area potentially represent the solar hotspots in the country with more than 5 kWh/m(2)/day of annual average Global insolation. A techno-economic analysis of the solar power technologies and a prospective minimal utilization of the land available within these solar hotspots demonstrate their immense power generation as well as emission reduction potential. The study evaluates the progress made in solar power generation in the country especially with the inception of an ambitious National Solar Mission (NSM) also termed as `Solar India'. The organizational aspects of solar power generation with focus on existing policy elements are also addressed so as to probe the actual potential of the identified solar hotspots in meeting the NSM targets and beyond. O alto crescimento populacional tem desencadeado uma elevada ocupação das áreas urbanas com a expansão de edificações e estradas causando alterações no meio ambiente com a consequente minimização das áreas verdes e da infiltração de água no solo. Estes fenômenos acarretam problemas como enxurradas, inundações, aumento da temperatura local e diminuição da biodiversidade com inúmeros efeitos adversos, tanto econômicos quanto ambientais e sociais. Uma das alternativas para minimizar estes problemas é a construção de telhados verdes, que tem como uma das principais funções retardar o escoamento devido ao aumento da infiltração e retenção da água das chuvas atenuando o efeito avassalador das enchentes e das zonas de calor, principalmente em climas muito quentes, além de colaborar para recuperação de ecossistemas, através do replantio de mudas. Este projeto faz parte de um conjunto de ações integradas de cidadania e inclusão social na região hidrográfica da baixada de Jacarepaguá, especificamente envolvendo a Comunidade da Vila Cascatinha, em Vargem Grande, a fim de gerar subsídios para políticas públicas em áreas de assentamentos informais, integrado ao projeto HIDROCIDADES (CNPq, FAPERJ, FINEP), que visa a conservação da água em meios urbanos e periurbanos associado à cidadania, inclusão social e melhoria da qualidade de vida nas grandes cidades. Este trabalho utiliza uma tecnologia adaptada dos telhados verdes para edificação popular (telhado de fibrocimento) muito comum no Brasil, com o objetivo de verificar uma espécie com potencial de geração de renda (visando o social) de ecossistema regionais como restinga, em edificação; analisar o crescimento e biomassa da espécie de restinga cultivada em telhados; e avaliar qualidades das mídias em função do plantio em análise de armazenamento (retenção) de água no solo. A partir da metodologia empregada na implantação dos telhados verdes em habitações populares, os resultados obtidos são desenvolvimento da espécie Ipomoea pes caprae Brasiliensis, em três tipos de mídias de crescimento e também eficiência dessas mídias no escoamento superficial. Observou-se retenção de 69,24L de água para o bagaço de cana de açúcar e 64,7L para a fibra de coco. E foi observado também um retardo da ocorrência do pico de até 14 minutos no telhado vegetado em relação ao telhado controle (convencional).
