A administração pública exerce o seu poder de fiscalização por intermédio dos controles externo e interno, nos níveis federal, estadual e municipal, atuando como representante do papel no lugar do cidadão na gestão dos bens públicos. A correta utilização dos recursos públicos tem sido motivo de preocupação da administração pública, não só quanto à existência de corrupção de agentes públicos e políticos, mas também pela má gestão, pela falta de eficácia, eficiência, efetividade e economicidade quando da execução de recursos por meio das políticas públicas. O objetivo desta pesquisa foi analisar a questão da governança na administração pública, sua eficiência no sentido amplo, na vertente do controle interno e controle social como forma de combate à corrupção. Este estudo buscou analisar o controle social nas ações investigativas do governo federal brasileiro, realizadas pela Controladoria Geral da União (CGU), por intermédio das Demandas Externas que são instrumentos de controle interno desenvolvidos pela CGU, são ferramentas de auditoria utilizadas no controle que proporcionam a fiscalização imediata por representantes de entidades e cidadãos, gerando relatórios e pedidos de informações para que o gestor se manifeste sobre impropriedades e irregularidades na execução de políticas públicas. As demandas externas processadas pela Controladoria Geral da União e estão ligadas diretamente ao momento de fiscalização prévia e concomitante, também se relacionam com a questão do controle social enfatizando a participação popular, podendo ser iniciadas não somente a partir de denúncias formuladas pelos órgãos do poder público e imprensa, mas a partir do próprio cidadão que diretamente exerce seu poder de fiscalização, havendo o uso desse instrumento aumentado significativamente nos últimos anos, principalmente por meio da internet. A relevância do estudo é importante na verificação da inciativa dessas demandas, outrora sempre feita por parte de órgãos da estrutura burocrática do Estado, começa a fomentar o cidadão à participação, isso aumenta o controle social e o accountability vertical.

This study approaches bureaucratic organizational structures with the aim to understand the adherence procedure to virtual technologies in the stricto sensu educational administrative process. Thus, the author navigates through the formation of these organizations in Brazil with the intent to demonstrate the bureaucratic organizational culture and the consequent form of domination of those who detain power. In this epistemological construction, the author explores the culture s bureaucratic environment and the organizational power. In the analyses, it was observed the technological phenomenon in the ODL s administrative environment, which can explain the adherence procedure to structures and technological instruments for stricto sensu courses that, hypothetically, dilutes the traditional inherited organizational axiom. Therefore, it was utilized as object of study the Professional Master s degree in National Scale Public Administration PROFIAP, hence analyzing the documental content and the legislation related to institutionalization as well as the positioning of professors/coordinators and of the director of CAPES/MEC. Considering this axioms, it was concluded that the bureaucratic structures can admit ODL in the stricto sensu s environment. However, this can only be done as long as the adherence does not imply in a dilution of the traditional forms of power and institutional bureaucratic inherited dominance, as well as the alleged hegemony of the governmental structure in the educational administration adopted in person by the stricto sensu courses in Brazil

This research examined the personnel policies of the Federal University of Pará (UFPA), aimed at the middle area, implemented by the President's Office of Personnel Management (PROGEP), through the Performance Management and Development from 2006 to 2009 period, in which Institutional Plan was implemented for Technical and administrative (PIDT) with a view to ascertaining whether these actions were developed in line with the ideas of managerialism or New Public Management (NPM). The study opted for qualitative research using interview as a tool to collect data. The informants were managers PROGEP / UFPA who acted in that period. Data interpretation was based on analysis of content from the collation of speeches and documents produced during the period with the managerial categories. Data analysis revealed that the management of people, UFPA has the characteristics of a hybrid management, observing the period studied two models of management: a bureaucratic, rational, focused on processes, contemporary face of public organizations, and other managerialist, adopted by PROGEP in obedience to the mandatory policies of the federal government, being much more present the characteristics of a personnel policy-oriented processes. Concludes that the personnel policy of the UFPA has not been fully tuned to managerialism in the surveyed period

This work aims to investigate the relationship between the entrepreneurship and the incidence of bureaucratic corruption in the states of Brazil and Federal District. The main hypothesis of this study is that the opening of a business in Brazilian states is negatively affected by the incidence of corruption. The theoretical reference is divided into Entrepreneurship and bureaucratic corruption, with an emphasis on materialistic perspective (objectivist) of entrepreneurship and the effects of bureaucratic corruption on entrepreneurial activity. By the regression method with panel data, we estimated the models with pooled data and fixed and random effects. To measure corruption, I used the General Index of Corruption for the Brazilian states (BOLL, 2010), and to represent entrepreneurship, firm entry per capita by state. Tests (Chow, Hausman and Breusch-Pagan) indicate that the random effects model is more appropriate, and the preliminary results indicate a positive impact of bureaucratic corruption on entrepreneurial activity, contradicting the hypothesis expected and found in previous articles to Brazil, and corroborating the proposition of Dreher and Gassebner (2011) that, in countries with high regulation, bureaucratic corruption can be grease in the wheels of entrepreneurship

The present study analyses the supervisory practice of the nurse in the hospital environment. It has, as its main objective identify the use of planning, supervision and evaluation, as managerial instruments in the daily nursing practice. It tries also to identify the importance given to these instruments in their supervisory actions and the difficulties encountered in their use. It deals with an exploratory and analytical investigation with a qualitative approach having as its main point of analysis the principles of strategic planning. In order for it to be done 10 nurses were interviewed, distributed in three public hospitals in the city of Natal/RN. The results show that, although the nurses recognize the importance of the managerial instruments, they do not put them into practice in an effective and systematic way. They justify it because of the existence of personal, professional and institutional difficulties. On the other hand we could conclude from what they say that there is the desire to overcome the eminently burocratic vision of the management. Thus, they express a feeling for change and point in the direction of looking for ways that will contribute to innovate this practice

Saúde S.O.S: uma análise do modelo de gestão por organizações sociais no Município do Rio de Janeiro

Com a Lei nº 5.026, de 19 de maio de 2009, o município do Rio de Janeiro passou a contar com a possibilidade de estabelecer parcerias público-privadas na gestão de serviços públicos. A principal motivação era obter maior agilidade e flexibilidade na gestão municipal dos serviços de saúde, uma vez que a morosidade da máquina burocrática inviabilizava a rápida expansão da rede de serviços. Contudo, apesar de a legislação exigir uma série de documentos que comprovem a capacidade técnica e financeira da instituição, quase que diariamente são veiculadas na imprensa notícias de corrupção envolvendo as organizações sociais (OS). Além disso, considerando que é transferida às OS uma parte expressiva do orçamento da Prefeitura da Cidade do Rio de Janeiro, este estudo teve como objetivo examinar até que ponto essas instituições, no âmbito do município do Rio de Janeiro, possuem capacidade organizacional para atuar na gestão do setor de saúde da Secretaria Municipal de Saúde.Para subsidiar a pesquisa, foi construído um banco de dados contendo informações sobre as instituições e o seu corpo dirigente. Como resultado, as organizações sociais foram divididas em três grupos: no primeiro, foram enquadradas as instituições que possuíam maior grau de capacidade organizacional e capacidade de cumprir sua missão institucional constituída com foco na saúde; no segundo, as que apresentam certo grau de capacidade operacional com as suas missões constituídas ou não com foco na saúde; e no terceiro, aquelas instituições que apresentam pouca capacidade operacional e/ou sem foco na saúde, o que pode inviabilizar a sua eficácia organizacional. Nesse contexto, conclui-se que as parcerias devem ser realizadas quando há capacidade institucional do Estado em promover a transparência e accountability e capacidade do mercado em ofertar bons parceiros mensurados de acordo com as respectivas capacidades organizacionais para auferirem eficácia organizacional e, consequentemente, cumprirem com uma missão institucional voltada para a saúde.

O presente trabalho tem a finalidade de apresentar a problemática da Gestão Democrática e Participativa na estrutura da rede estadual de ensino de São Paulo, analisando os entraves existentes entre a máquina burocrática do Estado e as relações pessoais existentes na escola. Desde a promulgação da Constituição Federal de 1988e da LDB 9394 de 1996, que trazem em seus textos o princípio da gestão democrática, espera-se a real implementação da gestão democrática nessa rede. A pesquisa de campo desenvolvida neste trabalho deu subsídios para analisar o cenário em que se encontra a rede estadual de ensino de São Paulo em relação à gestão democrática e participativa e quais os obstáculos para que ela efetivamente ocorra.

O estudo e a evolução das teorias curriculares têm apontado, nos sistemas de ensino ocidentais, para a necessidade de o currículo, definido a nível central, poder ser reconstruído e gerido de forma flexível e em articulação com as pessoas e os contextos em que se supõe ser materializado (Apple, 1997; Escudero, 2007; Giroux, Penna & Pinar 1981; McDaniel, 2008). Significa isto que a escola e o professor podem e devem desempenhar um papel central na reconstrução dos programas de ensino e das orientações ministeriais. Neste sentido, a elaboração de projetos educativos e curriculares constitui um espaço fulcral para essa reconstrução, embora em dados disponíveis ao nível do nosso pais se reconheçam que nem sempre as escolas e/ou os professores encaram a elaboração dos projetos educativos e curriculares como instrumento de deliberação autónoma em relação aos diversos componentes do currículo (Esteves, 2002), podendo facilmente resultar numa tarefa formal e burocrática, “lateral e exterior em relação ao currículo nuclear a desenvolver quotidianamente” (Freire, 2005, p. 89). Para tal situação podem contribuir diversas variáveis, desde politicas de controlo externo dos resultados escolares as questões mais técnicas, entre as quais se inscreve a capacidade de se planear a ação educativa com os atores dando, também, expressão aos seus interesses e desejos e/ou considerando aspetos que possam ser para eles significativos. É particularmente no âmbito desta última capacidade que, na presente reflexão, se aprofunda o levantamento de problemas em contexto escolar, de modo a que estes possam ser objeto de atenção aquando do planeamento da intervenção educativa.
