Since the beginning of the 20th century, the Garden City model has been a predominant theory emerging from Ecological Urbanism. In his book Howard observed the disastrous effects of rapid urbanization and as a response, proposed the Garden City. Although Howard’s proposal was first published in the late 1800’s, the clear imbalance that Howard aimed to address is still prevalent in the UK today. Each year, the UK wastes nearly 15 million tons of food, despite this an estimated 500,000 people in the UK go without sufficient access to food. While the urban population is rapidly increasing and cities are becoming hubs of economic activity, producing wealth and improving education and access to markets, it is within these cities that the imbalance is most evident, with a significant proportion of the world’s population with unmet needs living in urban areas. Despite Howard’s model being a response to 17th century London, many still consider the Garden City model to be an effective solution for the 21st century. In his book, Howard details the metrics required for the design of a Garden City. This paper will discuss how, by using this methodology and comparing it with more recent studies by Cornell University and Matthew Wheeland (Pure Energies); it is possible to test the validity of Howard’s proposal to establish whether the Garden City model is a viable solution to the increasing pressures of urbanization.
This paper outlines how the analysis of Howard’s proposal has shown the model to be flawed, incapable of producing enough food to sustain the proposed 32,000 population, with a capacity to produce only 23% of the food required to meet the current average UK consumption rate. Beyond the limited productive capacity of Howard’s model, the design itself does little to increase local resilience or the ecological base. This paper will also discuss how a greater understanding of the
Land-share requirements enables the design of a new urban model, building on the foundations initially laid out by Howard and combining a number of other theories to produce a more resilient and efficient model of ecological urbanism.

This paper examines whether recent innovation in market design can address persistent problems of housing choice and affordability in the inner and middle suburbs of Australian cities. Australia's ageing middle suburbs are the result of a low density and highly car-dependent garden city greenfield approach to planning that failed to consider possible future resource or environmental constraints on urban development (Newton et al., 2011). Described as 'greyfield' sites in contrast to greenfield (signalling the change from rural to urban land use) and 'brownfield' (being the transformation of former industrial use to mixed use, including housing), intensification of development in such areas is expected to deliver positive social, economic and environmental outcomes (Trubka et al., 2008; Gurran et al., 2006; Newton et al., 2011; Goodman et al., 2010). Yet despite broad policy consensus progress remains elusive (Major Cities Unit, 2010). In this paper we argue that the application of market design theory, specifically through the internet-based coordination of market information, offers a new policy approach and practical measures to address these problems.

Built environment design around the world faces a number of 21st Century challenges such as rising urban heat island effect and rising pollution, which are further worsened by consequences of climate change and increasing urban populations. Such challenges have caused cities around the globe to investigate options that can help to significantly reduce the environmental pressures from current and future development, requiring new areas of innovation. One such area is ‘Biophilic Urbanism’, which refers to the use of natural elements as design features in urban centres to assist efforts to address climate change issues in rapidly growing economies. Singapore is an illustration of a thriving economy that exemplifies the value of embedding nature into its built environment. The significance of urban green space has been recognised in Singapore as early as the 1960s when Lee Kuan Yew embarked on the ‘Garden City’ concept. 50 years later, Singapore has achieved its Garden City goal and is now entering a new era of sustainability, to create a ‘City in a Garden’. Although the economics of such efforts is not entirely understood, the city of Singapore has continued to pursue visions of becoming a biophilic city. Indeed, there appears to be important lessons to be learned from a city that has challenged the preconceived notion that protecting vegetation in a city is not economically viable. Hence, this paper will discuss the case study of Singapore to highlight the drivers, along with the economic considerations identified along the way. The conclusions have implications for expanding the notion of biophilic urbanism, particularly in the Australian context by discussing the lessons learned from this city. The research is part of Sustainable Built Environment National Research Centre, and has been developed in collaboration with the Curtin University Sustainability Policy Institute.
