This paper seeks to explain the lagging productivity in Singapore’s manufacturing noted in the statements of the Economic Strategies Committee Report 2010. Two methods are employed: the Malmquist productivity to measure total factor productivity change and Simar and Wilson’s (J Econ, 136:31–64, 2007) bootstrapped truncated regression approach. In the first stage, the nonparametric data envelopment analysis is used to measure technical efficiency. To quantify the economic drivers underlying inefficiencies, the second stage employs a bootstrapped truncated regression whereby bias-corrected efficiency estimates are regressed against explanatory variables. The findings reveal that growth in total factor productivity was attributed to efficiency change with no technical progress. Most industries were technically inefficient throughout the period except for ‘Pharmaceutical Products’. Sources of efficiency were attributed to quality of worker and flexible work arrangements while incessant use of foreign workers lowered efficiency.

This paper employs the industry of origin approach to compare value-added and labour productivity of Singapore and Hong Kong’s wholesale and retail sectors for the period 2001–08. The direct comparison between these two economies was motivated by the statement of the Singapore Government that its services sector, especially the retail sector, lagged behind Hong Kong’s productivity levels. The results show that since 2005, Singapore’s wholesale and retail sector performance in terms of labour productivity has been below Hong Kong’s level, largely due to the poor performance of its retail sector arising from an influx of foreign workers. Results from total factor productivity analysis of these two economies also suggest that Hong Kong’s better performance (since 2005) was largely due to its ability to employ more educated and trained workers with limited use of capital. The results suggest that polices that have worked in Hong Kong may not work in Singapore because its population is more diverse, which poses a challenge to policymakers in raising its productivity level.

The productivity of the construction industry has a significant effect on national economic growth. Gains from higher construction productivity flow through the economy, as all industries rely on construction to some extent as part of their business investment. Contractions and expansions of economic activity are common phenomena in an economy. Three construction cycles occurred between the years 1970 and 2011 in Malaysia. The relationships between construction productivity and economic development are examined by the partial correlation method to establish the underlying factors driving the change in construction productivity. Construction productivity is statistically significantly correlated with gross domestic product (GDP) per capita in a positive direction for the 1985–98 and 1998–2009 cycles, but not the 1970–85 cycle. Fluctuations in construction activities and the influx of foreign workers underlie the changes of construction productivity in the 1985–98 cycle. There was less fluctuation in construction activities in the 1998–2009 cycle, with changes being mainly due to the fiscal stimulation policies of the government in attempting to stabilize the economy. The intensive construction of mega-projects resulted in resource constraints and cost pressures during the 1980s and 1990s. A better management of the ‘boom-bust’ nature of the construction business cycle is required to maintain the capability and capacity of the industry.

O objetivo deste trabalho é estudar a movimentação de imigrantes no Porto do Rio de Janeiro e na Hospedaria da Ilha das Flores entre os anos de 1883 e 1907, procurando relacioná-la com as políticas públicas de incentivo ao fluxo migratório e as mudanças na dinâmica organizacional da referida hospedaria. A ideia é demonstrar através dos relatórios do Ministério da Agricultura, Comércio e Obras Públicas e, posteriormente da Indústria, Viação e Obras Públicas que as oscilações no número de entrada de imigrantes no território brasileiro acompanharam as políticas imigratórias favoráveis ou desfavoráveis a vinda de trabalhadores estrangeiros. Assim, pretende-se demonstrar que a Hospedaria da Ilha das Flores foi uma construção integrada à estrutura dos movimentos imigratórios e que, portanto, sua manutenção esteve sujeita a agenda política do governo imperial e republicano. Nesse sentido, em 1891, após a adoção do sistema federalista, transferiu-se para os estados a responsabilidade pelos serviços referentes à imigração e à colonização, o que reduziu gradativamente o fluxo de imigrantes na Hospedaria da Ilha das Flores, fazendo com que a instituição perdesse a importância que tinha na década anterior. Somente em 1907, diante da dificuldade dos estados em promover a imigração, o poder central retomou as políticas imigratórias e a Hospedaria da Ilha das Flores tornou a florescer.

After reading about the current legal regime regarding the foreign workers we realize the high relevance this area has, nevertheless the research about these issues has been lying somewhat stagnant in Portugal, particularly as it refers to non-EU citizens. At a time when we witness a progressive increase of the migratory movements we propose ourselves, in this study, to understand more clearly the current legal system in the matter of foreign worker rights, and, from a pragmatic point of view, to question some choices of the legislator in order to understand if these serves to the best protection of the rights and duties of the foreign workers and the new situations arising from this phenomenon, considering any system weaknesses. However, we realize that much remains to be done in this field, both in terms of true equal rights between nationals and foreigners, and either as what regards to an effort to harmonize these issues by the States, which tend to favor national sovereignty and its economic interests rather than protecting the fundamental rights of workers.

La présente thèse explore l’impact des différences culturelles au travail sur l’intégration et la santé des travailleurs étrangers. Les différences culturelles sont évaluées selon le concept de distance culturelle entre les dimensions culturelles identifiées par Hofstede, l’intégration selon le concept d’acculturation, et la santé selon le concept de santé psychologique au travail. Les ressources personnelles des immigrants (proactivité, optimisme et résilience) sont également étudiées. La recherche a été effectuée dans deux centres d’appels d’une importante coopérative financière québécoise. L’échantillon se compose de 100 immigrants de première génération de Montréal. Les résultats de l’étude mettent en avant les impacts significatifs mais modérés des différences culturelles sur la santé psychologique au travail, sur le style d’acculturation adopté au travail et sur l’importance des ressources personnelles (résilience) pour l’acculturation et la santé psychologique des travailleurs étrangers. De fortes différences culturelles engendreraient davantage de bien-être psychologique au travail et influenceraient l’adoption d’un style d’acculturation intégratif. La résilience serait aussi une ressource personnelle non négligeable pour la santé de l’immigrant. Ces résultats soulignent par ailleurs le rôle particulier de la sphère du travail pour les travailleurs étrangers, la documentation scientifique appuyant l’idée que le monde du travail aurait un impact significatif sur leur santé psychologique. Les limites de la recherche, des suggestions d’amélioration ainsi que des pistes d’actions sont également proposées.

Au Canada, le nombre de travailleurs étrangers temporaires est en forte hausse et ce, depuis 2003. Les travailleurs étrangers temporaires ne disposent ni de la citoyenneté politique, ni de la résidence permanente; leur mobilité professionnelle est restreinte et leur durée de séjour est limitée et prédéterminée. Sur le plan formel, ces travailleurs bénéficient des protections prévues par le droit du travail nonobstant leur statut migratoire. Toutefois, plusieurs travaux ont démontré que les travailleurs étrangers temporaires occupant des emplois qui requièrent un niveau réduit de formation sont généralement moins enclins à dénoncer la violation de leurs droits au travail. Le droit du travail constitue-t-il un rempart utile pour ces travailleurs? À l’aide d’une méthodologie mixte impliquant notamment une enquête de terrain auprès des acteurs-clé, la présente thèse poursuit deux objectifs distincts. Sur le plan empirique, elle permet de mettre en lumière l’incidence du système d’emploi singulier dans lequel s’insèrent les travailleurs étrangers temporaires sur leur usage des ressources proposées par le droit du travail. Le recours à ces ressources n’est pas contingent et prédéterminé; il est inextricablement lié aux opportunités et aux contraintes avec lesquelles ces travailleurs composent. Cette recherche révèle également que les stratégies échafaudées par différents acteurs qui ne sont pas, sur le plan juridique, des parties au rapport salarial, ont une incidence significative sur l’usage du droit par ses destinataires ; leur impact dépend largement du pouvoir dont ces acteurs disposent dans le système d’emploi. Sur le plan théorique, cette thèse s’inscrit dans le champ plus large des études portant sur l’effectivité du droit; elle propose de distinguer entre l’étude des effets du droit et l’analyse de son usage. Elle présente, à cette fin, un cadre analytique permettant de saisir le rapport qu’entretiennent les destinataires avec le droit.

Die Dissertation befasst sich mit der Geschichte des Arbeitserziehungslagers (AEL) Breitenau, das 1940 von der Gestapostelle Kassel auf dem Gelände der Landesarbeitsanstalt Breitenau in Guxhagen gegründet wurde und bis zum Kriegsende bestand. Darüber hinaus wird auch der Frage nachgegangen, wie nach der NS-Zeit mit der Geschichte des Lagers, den Opfern und den Tätern umgegangen wurde. Die Dissertation ist in drei Teile gegliedert. Der erste Teil gibt einen Überblick über die Geschichte der Geheimen Staatspolizeistelle Kassel, der das Lager unterstand und die als zentrale Verfolgungsbehörde für den Regierungsbezirk Kassel zuständig war. Dabei wird vor allem aufgezeigt, wie die Gestapostelle Kassel entstanden ist, wie sie aufgebaut war und wer die Leiter und Mitarbeiter während des Zweiten Weltkrieges waren, die die Verfolgungsmaßnahmen organisierten und durchführten. Der zweite Teil der Dissertation befasst sich mit der eigentlichen Lagergeschichte. Breitenau war eines der ersten Arbeitserziehungslager überhaupt. Die Hauptfunktion bestand darin, ausländische Zwangsarbeiter und Zwangsarbeiterinnen, die sich dem Arbeitseinsatz widersetzt hatten, durch harte Bestrafung gefügig zu machen. Gleichzeitig wurden in das AEL aber auch deutsche und ausländische Gefangene eingewiesen, die aus politischen, rassischen, religiösen oder weltanschaulichen Gründen verhaftet worden waren. Das Lager unterstand zwar der Geheimen Staatspolizei Kassel, wurde aber von den Bediensteten der Landesarbeitsanstalt mit geleitet. Im Verlaufe des Zweiten Weltkrieges waren im AEL Breitenau etwa 8.300 überwiegend ausländische Schutzhaftgefangene inhaftiert, unter denen sich ca. 1.900 Frauen und 6.400 Männer befanden. Bei den Einweisungen wirkten neben der Gestapostelle Kassel und der Gestapostelle Weimar zahlreiche Orts- und Kreispolizeibehörden mit, wodurch ein flächendeckender Verfolgungsapparat entstand. Insgesamt lassen sich über 1.000 letzte Wohnorte von Gefangenen ermitteln. Die Haft- und Lebensbedingungen im Lager waren vor allem für die ausländischen Gefangenen besonders unmenschlich, und es gab mehrere Todesfälle. Nachweislich wurden mehr als 750 Gefangene in Konzentrationslager deportiert, was für viele den Tod bedeutete. Außerdem wurden mindestens 18 polnische Gefangene von Angehörigen der Gestapo Kassel erhängt und noch unmittelbar vor Kriegsende ein Massenmord an 28 Gefangenen verübt. Erst mit dem Einmarsch der amerikanischen Soldaten am Ostersamstag 1945 wurde das Arbeitserziehungslager Breitenau endgültig aufgelöst. Im dritten Teil der Dissertation wird der Frage des Umgangs mit dem damaligen Geschehen nachgegangen. Dabei lässt sich feststellen, dass die Täter und Mittäter von deutschen Spruchkammern und Gerichten gar nicht oder kaum bestraft wurden. Gleichzeitig wurden ihnen verschiedene Möglichkeiten geboten, sich in die Gesellschaft zu integrieren. Die ehemaligen Gefangenen hatten dagegen keinen Anspruch auf Entschädigung, und auch eine gesellschaftliche Würdigung wurde ihnen versagt. Erst seit den 90er Jahren trat hier eine Veränderung ein, die allerdings für viele Verfolgte zu spät kam. Die Geschichte des Arbeitserziehungslagers Breitenau war viele Jahre verdrängt worden. Das Gelände diente bis 1949 als Landesarbeitsanstalt, dann als geschlossenes Erziehungsheim, und seit 1974 besteht dort eine psychiatrische Einrichtung. Erst 1979 wurde durch ein Forschungsprojekt an der Gesamthochschule Kassel die NS-Geschichte „wiederentdeckt“ und 1984 die Gedenkstätte Breitenau eingerichtet, die als Gedenk- und Bildungsort an das damalige Geschehen erinnert.

This paper explores the relationship between migrant leaders and labour rights activists starting with the acknowledgment that this is often a source of frustration for all subjects involved. The collaboration between organisations of migrants and those of workers is not always smooth and truly collaborative, yet foreign workers have an increasing importance in the negotiation of better labour rights in Europe. The topic is discussed by taking the case of migrant domestic labour in Italy and the experience of Italian and Filipino organisation leaders who campaign for better rights in this sector. The discussion will be developed by bringing together the perspectives of three key actors in the field: trade unions, Christian labour organisations, and Filipino women's groups. Through the analysis of indepth interviews with women representatives of these organisations, impediments in the collaborations among them will be discussed, including difficulties in identifying an egalitarian method for pursuing common goals together, lack of 'trust' in the good-will of labour organisations from the side of migrants, and finally, the limits of what will be called 'bridge-persons', i.e. trade unionists with migrant backgrounds who are expected to facilitate the connection between the two groups.

This paper provides an overview of the ‘state of the art’ in the academic literature on EU labour migration policies. It forms part of the research agenda of Work Package 18 of the NEUJOBS project, which aims at reviewing legislation and practices regarding the labour market inclusion and protection of rights of different categories of foreign workers in European labour markets. Accordingly, particular attention is paid to the works of scholars who evaluate the status of rights of third-country national workers in relation to labour market access, employment security, social integration, etc., in European legislation on labour immigration. More specifically, the review has selected those scholarly works that focus specifically on analysing the manner in which policy-makers have addressed the granting of rights to non-EU migrant workers, and the manner in which policy agendas – through the relevant political and institutional dynamics – have found their translation in the legislation adopted. This paper consists of two core parts. In the first section, it reviews the works of scholars who have touched on these research questions with respect to the internal dimensions of EU labour migration policies. The second section does the same for the external dimensions of these policies. Both sections start off by analysing the main trends in the literature that reviews these questions for the internal and external dimensions of European migration policies as a whole, and then move on to how these ‘trends’ can (or cannot) be found translated in scholarly writings on labour migration policies more specifically. In the final section, the paper concludes by summarising the main trends and gaps in the literature reviewed, and indicates avenues for further research.

Australian and Victorian Government policies encourage settlement in regional areas for international migrants, refugees and internal migrants. Migrants to regional areas are diverse in terms of their area or country of origin, skills and occupation, family status and other demographic characteristics. The regional cities to which they migrate are also varied in terms of their community resources, social and cultural capital. The objective shared by all of these cities is for migrants to engage successfully with their new communities. Just how this occurs is the subject of debate and a lack of clarity. This therefore calls for a sound, theoretically informed understanding of how employers and community groups (formal and informal) can effectively assist migrants to make social connections in regional cities, and practical strategies which respond to these insights. The well-established social determinants of health tell us that the more socially included, connected and stable workforce and their families are, the better will be their physical and mental health and wellbeing.


People in Australia generally move to live near family and friends; for better access to work or work opportunities; or to live in an attractive neighbourhood. Policies and programs intended to assist with settlement tend to be short term and project based. Good practice in assisting migrants make social connections however is long term and embedded into the community. Workplaces and community groups that are already established, and groups that migrants or others tend to form naturally, are good examples of such best practice. Workplaces, local government, institutions such as schools, community spaces and other organisations can also assist in the settling in process and can complement formal and informal community groups, once a sound evidence base is established.

This is the second paper to emerge from a research project running over 2011-2012 at the Alfred Deakin Research Institute (ADRI), Deakin University in Geelong. The first Working Paper (No. 32) (Jackson et al., 2012) located the research theoretically. This second Working Paper will report on the research itself, its methods and outcomes as well as policy implications. The first section of this paper will briefly outline the project before considering those who have migrated to Geelong in the past two to five years: to investigate why they moved to Geelong; how they made connections and with whom; and, what was the value of those connections (Section 2). The third section of the paper examines how employers, non-government organisations (NGOs) and other facilitators effectively assist migrants to make social connections. The fourth and fifth sections look at the barriers to making connections but also those things – organisation and policies - that facilitated settling in. Section six summarises the findings and makes a series of policy recommendations for individuals, organisations and government on how to better the prospects for migrant in regional centres.
