We use new data on cyclically adjusted primary balances for Latin America and the Caribbean to estimate e ects of scal consolidations on GDP and some of its components. Identi cation is conducted through a doubly-robust estimation procedure that controls for non-randomness in the "treatment assignment" by inverse probability weighting and impulse responses are generated by local projections. Results suggest output contraction by more than one percent on impact, with economy starting to recover from the second year on. Composition e ects indicate that revenue-based adjustments are way more contractionary than expenditure-based ones. Disentangling efects between demand components, we nd consumption being in general less responsive to consolidations than investment, although nonlinearities associated to initial levels of debt and taxation might play an important role.

Provides a multidisciplinary and systematic analysis of the concept of fiscal consolidations. This book discusses the concept, suggesting that fiscal adjustment can be in trade-off with economic growth if certain conditions are met. Fiscal consolidation has significant short term costs which dampen economic growth. This widely shared consensus in literature on political economy makes fiscal adjustment highly unpopular. Benczes conducts a systematic analysis to find out whether it is possible to have fiscal consolidation and experience economic growth even in the short run.The book provides a clear, multidisciplinary and systematic analysis of the relatively new concept of the so-called expansionary fiscal consolidations. This concept suggests that fiscal adjustment can be in trade-off with economic growth if certain conditions are met. But why do only a few countries and only at certain times experience the expansionary effects, while others not at all? The necessary conditions and circumstances have been totally neglected in the literature, or analyzed only partially at best.Having evolved a theoretical framework, it is tested on a difficult case: Hungary, which has had the highest deficit in the European Union. A relação entre governadores e assembleias estaduais no Brasil é marcada pela tese de que os governadores possuem ampla capacidade para estabelecerem um pacto homologatório com os legislativos estaduais. Literatura recente tem buscado comparar as experiências dos diferentes estados. O Rio de Janeiro tem se destacado como um dos casos em que o legislativo conseguiu espaço para levar adiante uma agenda própria. Esse diagnóstico contrasta não só com a tese do poder dos governadores, mas também com a experiência histórica da máquina política chaguista no Estado. Essa tese busca entender como que a relação dos governadores do Estado do Rio de Janeiro com a Assembleia Legislativa do Estado se desenvolveu desde a retomada das eleições diretas para esse cargo em 1982 até o ano de 2010. A principal hipótese é a de que as mudanças no federalismo brasileiro e o ajuste fiscal levados a cabo durante os anos 1990 foram centrais para repactuar a relação entre os dois poderes. Essas mudanças nacionais permitiram que um desejo de maior independência na relação entre os poderes ganhasse espaço. A mudança na relação entre os poderes é comprovada pelo crescimento temporal na quantidade de vetos do governador derrubados pelo legislativo. A tese mostra, no entanto, que o ganho de espaço para atuação do legislativo não significou uma restrição às agendas do Executivo que continuou a ser ator central da política estadual.

In an attempt to understand why the Greek economy is collapsing, this Commentary points out two key aspects that are often overlooked – the country’s large multiplier and a bad export performance. When combined with the need for a large fiscal adjustment, these factors help explain how fiscal consolidation in Greece has been associated with such a large drop in GDP.

While the 2014 European Parliament elections were marked by the rise of far right-wing parties, the different patterns of support that we observe across Europe and across time are not directly related to the economic crisis. Indeed, economic hardship seems neither sufficient nor necessary for the rise of such parties to occur. Using the cross-national results for the 2004, 2009 and 2014 EP elections in order to capture time and country variations, we posit the economy affects the rise of far right-wing parties in more complex ways. Specifically, we compare the experience of high debt countries (the ‘debtors’) and the others (the ‘creditors’) and explore the relationship between far right-wing party success on the one hand, and unemployment, inequality, immigration, globalization and the welfare state on the other hand. Our discussion suggests there might be a trade off between budgetary stability and far right-wing party support, but the choice between Charybdis and Scylla may be avoided if policy makers carefully choose which policies should bear the brunt of the fiscal adjustment.

Este trabalho analisa os efeitos do programa de desestatização brasileiro sobre acumulação da dívida pública no período 1995-1999. objetivo central avaliar se utilização de receitas auferidas com alienação de ativos estatais concessões de serviços públicos no abatimento de dívidas de curto prazo tem efeito significativo sobre redução ou contenção do crescimento da dívida pública alteração do seu perfil, com reflexos sobre as necessidades de financiamento do setor público. Como possível contribuição adicional, esta dissertação apresenta um conjunto de dados, em geral pouco conhecidos, relativos às empresas estatais, ao programa de desestatização dívida pública, considerados de interesse geral. Dentre os principais aspectos discutidos no trabalho destacam-se os seguintes, referentes ao período 1995-1999. economia de juros obtida por meio do uso de recursos da privatização no resgate da dívida mobiliária interna de emissão do Tesouro Nacional atingiu R$ 8,8 bilhões, contra R$ 0,5 bilhão que Tesouro deixou de arrecadar na forma de dividendos das empresas privatizadas. No que tange aos efeitos da privatização sobre os estoques de dívidas, calcularam-se reduções de R$ 27,6 bilhões R$ 30,8 bilhões no saldo nas emissões de títulos competitivos dessa dívida, respectivamente. redução da dívida líquida do setor público alcançou 8,4% do PIB, tendo as privatizações estaduais contribuído com 3,6% do PIB. Adicionalmente, as necessidades de financiamento do setor público foram reduzidas em 5,4% do PIB. Esses são alguns resultados obtidos, por meio de metodologia de cálculo descrita no trabalho utilizando-se dados efetivamente observados, com os valores em moeda corrente preços de dezembro de 1999. Acrescenta-se esses resultados melhoria do desempenho das estatais remanescentes de alguns indicadores fiscais, com impactos positivos sobre dívida e déficit públicos. análise dos resultados indica que contribuição da privatização para redução da dívida do setor público esforço de ajuste fiscal pode ser significativa, mesmo no curto prazo. utilização de receitas de privatização para abater diversas dívidas governamentais as dívidas transferidas para setor privado reduziram carga de juros incidentes sobre dívida, seu estoque déficit público no período sob análise. privatização possibilitou, ainda, melhoria do perfil da dívida reestruturação de passivos do setor público.

The Real Plan has succeeded in stabilizing the Brazilian inflation. The consumer price inflation has been reduced from 11260 percent per year, in June 1994, to an estimate of 8 percent in 1997. The lower inflation resulted in a remarkable income distribution, and in an increased private consumption. The plan managed to control the inflationary effects of the increased demand with some traditional measures: A more liberalized economy, a moving (and overvalued) exchange rate band, high interest rate differentials, and a tight domestic credit policy. The government has, so far failed to accomplish the fiscal adjustment. The price stabilization has largely depended on the current account deficit. However, macroeconomic indicators do not present reasons for concern about the current account sustainability, in the medium-run. The economy may be trapped in a low-growth vicious cycle, represented by a stop-and-go trend, due to the two-way endogencity between domestic saving and growth. Economic growth depends on policies in increase the public sector saving, to secure the privatization of the State enterprises, and to promote investments. The major problem for the government action is, as always, in the political sphere. Approximately 80 percent of the Central Government net revenue are allocated to the social sectors. Consequently, the fiscal reform will hue to deal with the problem of re-designing the public sector’s intervention in the social area. Most probably, it will be inevitable to cut the social area budget. This is politically unpleasant.

While in the social and in the ethical realms the Cardoso administration was successful, its economic outcomes were frustrating. In this administration’s eight years the investment rate did not increase and income per capita growth lagged, while the public debt and the foreign debt increased substantially. This poor economic performance may be explained by three chained causes: a mistake in agenda setting, the adoption of the Second Washington Consensus, and the alienation of elites. The decision of setting high inflation as the major problem to be tackled instead of achieving equilibrium in foreign accounts represented a major macroeconomic mistake, which can be explained by the Second Washington Consensus. This consensus proposed in the 1990s that highly indebted countries should grow counting on foreign savings, although this is not the experience among OECD countries. The outcome was to evaluate the real, to increase artificially wages and consumption, so that instead of growth what we have been increased indebtedness. Why this flopped strategy was adopted? Rich countries’ interests are not difficult to guess. On the part of Brazil, the only explanation is Brazilian elites’ alienation in relation to the country’s national interest. As a final outcome, the Cardoso administration ends with another balance of payments crisis, which was empowered by the coming presidential elections. Yet, the solvency situation of the Brazilian economy have been improving since the 1999 successful floatation of the real, so that I believe that, adopted a policy that deepens fiscal adjustment, while lowers the interest rate, and avoids new evaluation of the real, the country will eventually be able to avoid default.

As mudanças tributárias realizadas na última década priorizaram o ajuste fiscal com uma elevação da carga de impostos que saltou de 27% do PIB, em 1994, para cerca de 36% do PIB, em 2003. Esse aumento da carga tributária esteve associado principalmente ao aumento das contribuições sociais cumulativas. Além dessa crescente cumulatividade, outras características que têm marcado o sistema tributário brasileiro são a complexidade e os conflitos federativos que alimentam uma profunda guerra fiscal entre Estados e municípios. Em abril de 2003, o Governo Lula encaminhou ao Congresso Nacional uma ampla proposta de reforma tributária, tendo como objetivos principais (i) simplificar o sistema tributário brasileiro, (ii) reduzir a cumulatividade dos tributos e (iii) acabar com a guerra fiscal. Apesar do reconhecimento generalizado de que a carga tributária brasileira é excessivamente elevada, o governo federal limitou-se a assumir o compromisso de não promover aumentos adicionais de impostos. Inserido nesse contexto, este estudo analisa (i) o quadro fiscal brasileiro, procurando identificar as reais restrições que impedem a redução da carga tributária brasileira e (ii) as medidas tributárias propostas pelo Governo Lula, destacando suas implicações sobre o desenvolvimento econômico brasileiro.

The Third Caribbean Development Roundtable (23-24 April 2014) was held under the theme “Exploring strategies for sustainable growth and development in Caribbean Small Island Developing States (SIDS)”. The Roundtable focused on challenges faced in stimulating growth and creating a capacity for resilience among the Caribbean SIDS. The conference examined the continuing challenge of igniting robust growth in Caribbean Small States, and at the same time, mitigating structural and cyclical risks and uncertainty. The presentations made at the Roundtable can be placed under six themes which comprise the sections of this report, namely: Macroeconomic reorganisation in the context of risk and uncertainty; fiscal adjustment, stabilisation and debt management; services, public/private partnership and development; social protection; human capital formation; and environmental protection.

The issue: The European Union's pre-crisis growth performance was disappointing enough, but the performance has been even more dismal since the onset of the crisis. Weak growth is undermining private and public deleveraging,and is fuelling continued banking fragility. Persistently high unemployment is eroding skills, discouraging labour market participation and undermining the EU’s long-term growth potential. Low overall growth is making it much tougher for the hard-hit economies in southern Europe to recover competitiveness and regain control of their public finances. Stagnation would reduce the attractiveness of Europe for investment. Under these conditions, Europe's social models are bound to prove unsustainable. Policy Challenge: The European Union's weak long-term growth potential and unsatisfactory recovery from the crisis represent a major policy challenge. Over and above the structural reform agenda, which vitally important, bold policy action is needed. The priority is to get bank credit going. Banking problems need to be assessed properly and bank resolution and recapitalisation should be pursued. Second, fostering the reallocation of factors to the most productive firms and the sectors that contribute to aggregate rebalancing is vital. Addressing intra-euro area competitiveness divergence is essential to support growth in southern Europe. Third, the speed of fiscal adjustment needs to be appropriate and EU funds should be front loaded to countries in deep recession, while the European Investment Bank should increase investment.

Hungary is one of the worst-hit countries of the current financial crisis in Central and Eastern Europe. The deteriorating economic performance of the country is, however, not a recent phenomenon. A relatively high ratio of redistribution, a high and persistent public deficit and accelerated indebtedness characterised the country not just in the last couple of years but also well before the transformation, which also continued in the postsocialist years. The gradualist success of the country – which dates back to at least 1968 – in the field of liberalisation, marketisation and privatisation was accompanied by a constant overspending in the general government. The paper attempts to explore the reasons behind policymakers’ impotence to reform public finances. By providing a path-dependent explanation, it argues that both communist and postcommunist governments used the general budget as a buffer to compensate losers of economic reforms, especially microeconomic restructuring. The ever-widening circle of net benefiters of welfare provisions paid from the general budget, however, has made it simply unrealistic to implement sizeable fiscal adjustment, putting the country onto a deteriorating path of economic development.
